CPDMS National, Provincial and District Trainers study the full FLM course in
preparation for delivery to the first line managers from hospitals and health
centres in individual districts, in the field. Part of the FLM course is practical work
in hospitals and health centres at which time CPDMS is mtroduced into the clinical
environment.
The implementation of CPDMS became National Policy in Indonesia through a
Ministerial Decree signed in April 2005

PHILOSOPHY
CPDMS is a micro system process, with support and sustain nurses and midwives in
clinical setting to continually evaluate and improve their work culture, behavior,
clinical competence in professional, ethical and legal contexts for the benefit of the macro
health service and public health
OBJECTIVE
• Improve knowledge and skill of nurses and midwives.
• Improve compliance to working according to standards
• Improve managerial skills in nursing and midwifery services
• Implement performance monitoring of nurses and midwives based on standards and
agreed performance indicators.
• Introduce reflective case discussions
• Improve quality of nursing and midwifery care delivery.
• Improve patient satisfaction of their nursing and midwifery care

Implementation of a Clinical Performance Development and Management System for Nurses and
Midwives (CPDMS)
Implementation Process in one Province, includes four steps:
1. Training of trainers in both Province and Districts with different roles
2. First Line Management training for ward sisters and nursing and midwifery leader in health centres
3. Field work to implement CPDMS in a number of clinical sites
4. Follow up coaching and monitoring
Total Implementation Process in One Province takes 31 days
1. Preparation 1 day
2. Training of Provincial Trainers 5 days
3. Training of District Trainers 5 days
4. Field assessment in hospital and health centre 1 day
5. First Strategic Meeting with district stakeholders 1 day
6. First Line manager training Parti 5 days
7. Implementation workshop in health centre and hospital 2 days
8. First Line Manager training Part 2 5 days
9. Monitoring Supervisor training 2 days
10. CPDMS field site coaching and monitoring after implementation 2 days
11. Second Strategic Meeting with local authorities 1 day
