Vulnerability and Adaptive Capacities of Flood Prone Communities in Barangays Baan

Due to the country’s geographical and physical characteristics, the Philippines has been ranked
among the worlds’ most disaster-prone areas (Verisk Maplecroft, 2015). Where flooding has
been a long time experience of people in Butuan City for several decades. The city is highly
vulnerable to flood hazard due to its geographical location and its proximity to Butuan Bay
(PAGASA 2006).Butuan Bay was known as the receiving area that connects Davao and
Surigao. In such manner, two barangays in Butuan City were being studied that are located
beside the Agusan River, the third largest river in the Philippines (Mindanao Development
Authority).

This paper is an on-going study on how vulnerable are the lives of people living in this two
barangays where impacts had been focus ranging from 10 years especially their experiences
and socio-economic inequalities. The research will also aim to determine the communities and
local government unit’s resiliency towards climate change-related disasters.

Initial findings shows that disastrous floods occur every 10 years in the past years but recently
the residents experienced it yearly. Furthermore, unlike before flood water recently has very
strong current, dark-colored and leaves thick mud that hinder their activities after the flood.
Residents who refuses to leave the area improved their house structures, sells their goods even
when flooding and some residents earned by the boat tour requested by the people who wanted
to see the area after the flood. Findings also include the resilient traits that the residents
possess towards floods/disasters.
