CHAPTER I: Introduction of the Study

1.1 INTRODUCTION

Masasa Beach is arguably the best beach in Tingloy, the only municipality in

Batangas that is not on mainland Luzon. Its main island is the fish-shaped Maricaban, off

the tip of Calumpang Peninsula separating Balayan Bay from Batangas Bay. (The Poor

Traveler Blog, 2017)

For the past years, Masasa has been gaining popularity and become a tourist

destination sought by travellers especially from its neighboring towns. However, due to

the raising popularity, Masasa beach needs to be improved to be able to attract more

tourists.

Masasa Beach is not known for its finest sand but it’s whiter unlike other beaches

in Luzon. Also, its crystal clear water can compete to the other beaches found in nearby

areas. The place is also known for diving activities, snorkeling and island hopping.

The beach, as reviewed by the tourists lacks in public facilities, culture facilities

and support facilities. If these tourist requirements like facilities culture and support

facilities as well as public facilities would be improved, then the tourists would be more

attracted to go there to have a new adventure and to discover something new.

The facilities of this place are not enough to accommodate more tourists, lack of

public facilities like toilets and electricity are also a problem in the area.
With all the concerns that hinders Masasa beach from being popular and be a

tourist destination, the researcher chose the study because the researcher believe that

Masasa beach has more to offer to Filipinos and tourists if develop and improved and

know that it has a potential to be a tourist destination.

This study was valuable to both tourist and the place itself. The tourist can

experience something new that is budget friendly and near the city. Thus, the place’s

benefit of this study is to improve and promote to people.

The researcher believes that the Masasa Beach has the a potential to be a better

place and it will become one of the tourist attractions in Batangas. Masasa beach needs

an improvement to be more attractive to the people by tourist.

1.2 REVIEW OF RELATED LITERATURE

Tourism’s economic impact on a destination area can be immense since it provides

a source of income, employment, foreign exchange. As tourist arrivals increase in a

certain place, various supplies and services needed by hotels, catering and transport

operators, and other facilities mean that tourism becomes a key element in the business

environment for existing companies Tourism also offers a variety of entry points to the

workforce, both for skilled and first-time employees. The study of Chavez about the

impact of tourism contributed to this research study as it discusses the impact of tourism

to a community. Similarly, the development of Masasa beach will contribute to the local

community especially if the beach can provide the services the tourists wanted. (Chavez

et al, 2007)
In the research study of Lagman (2008), it concluded that the aggressive effort of

the Department of Tourism and the enthusiastic participation of the private sector, with

deliberate push from the Philippine Chamber of Commerce and Industry, to upgrade and

expand the tourism-related infrastructure, facilities, amenities, and systems present a

bright future for the Philippine tourism industry. This research study further examines the

future of the tourism industry in the Philippines through the development of infrastructure,

facilities, amenities and systems in tourism. Thus, this study supported the objective of

the research that the development of the Masasa Beach in terms of facilities, amenities

and customer support will enhance the beach and can contribute to the tourism industry

of the country. (Lagman, 2008)

Many parts of the Philippines have been developed through tourism. The

promotion of the regional economy through creating an alternative source of income has

generated foreign exchange, hence benefiting the primary industry. The Philippines

central government, local authorities and private capital in various sectors are involved in

tourism developments. In the Guimaras Island through the local government initiative, a

development of social infrastructure has been established. However, tourism

development in coastal areas is still debatable because many have to weigh both positive

and negative impacts to local communities. This study tackles the improvement of tourism

with the assistance of the local government. The study supports one of the intent of the

study to develop the Masasa beach with the assistance of the local government to

contribute to the local community of Tingloy, Batangas. (Lizada, 1997; Yamao & Sibade,

1998; Torii, 2004; Yamao, 2005)


The study of Rahman, (2010) on Tourism has profound impact on the local

community in the development of Cox’s Bazar in Bangladesh; the destination brings

economic and socio-cultural changes. However, some negative economic impacts been

identified, like increased income disparity, increased land price and rent, price hike of

essential goods and services, seasonality effects and leakage of earnings. His study

shows that majority of the tourism assets and well-paid jobs are enjoyed by nonlocals

whereas the local community does not enjoy its rightful share due to uneven benefit

distribution. The study of Rahman is one of the issues that may arise in the development

of the beach. As the beach is rich in natural resources, the development plan will create

more economic opportunities for the community. However, given that, it might also create

changes for the beach such as price hike, and political involvement. Hence, this research

study will ensure that the local community will benefit from it and there will be no negative

impact that may harm the environment or the people in Masasa Beach. (Rahman, 2010)

The development of Masasa Beach have positive and negative impact to the

economy, tourism and the local community. In the local studies of Chavez, Lagman,

Lizada, Yamao & Sibade, Torii, they shared their findings about the development of

tourism and/or beaches in the Philippines which resulted to positive outcome in terms

income, employment and tourism. Thus, the foreign study of Rahman shows that the

development of a beach or a tourist spot will indeed offers a positive impact to the

economy but will certainly affect many areas in the local community.

The related literatures of the study shows how the development of tourism affects the
local community, economy and tourism.

The conceptual framework of the study uses an input-process-output structural

Framework to serve as a guide of the researcher in making decisions and carrying out
the research. It also contains the statement of the problem of the research study such as

the need of improvement for the Masasa Beach and assessing the reason why the

Masasa beach has a potential to be a tourist destination.

To arrive at the conclusion of the research study, the data gathering will be utilized.

The researcher will use survey questionnaire for respondents as a method to gather data.

Once the data has been gathered, the researcher will tabulate the results.

For the output of the study, the researcher will arrive at the conclusion and results

of the study wherein the researcher will determine the reasons why Masasa beach needs

to be improved and to assess the development of the beach to become a tourist

destination.

1.3 STATEMENT OF THE PROBLEM

This research sought to assess the development of Masasa beach to be a tourist

destination in Batangas.

This study aims to answer the following question:

 Who are possible clients/customers of Masasa Beach?

 What are the aspects of Masasa Beach that needs to be developed to make it a

successful tourist spot?

 How does the development of Masasa beach affect the local community of Tingloy,

Batangas?
 How can the development plan be implemented without jeopardizing the natural

habitats of the island?

1.4 SCOPE AND LIMITATION

This research focuses on the development plan of Masasa beach as a potential

tourist destination in Batangas and will not cover any beach that can be found in

Batangas. The study was exclusively limited to the development of public facilities,

accommodation and support facilities of Masasa Beach and delimit itself to the covering

other area of development such as financial, managerial, etc.

In addition, the study will gather relevant data on the development of Masasa

Beach and its effect to the local community. The research study will ensure that all legal

requirements would be met, and no unnecessary issues will arise in the future about the

development of the Masasa Beach.

Nowadays, tourist destinations in the Philippines are getting better by having a

good quality service to customers and amazing views. According to reports, having a

good quality service and amazing views of the place will help gain popularity to locals and

especially to the foreigners who wants to explore the Philippines. With this, the study will

make certain of the beneficial impact of the development to the tourism of the country and

the local community.


1.5 SIGNIFICANCE OF THE STUDY

The research study will be valuable to the following end-users:

Masasa Beach Management. The findings of the study will be valuable to the

management of the Masasa Beach as they’ll benefit from the data to be gathered. They’ll

be able to understand the areas to be developed and they’ll know the perception of the

tourist about the beach.

Tourist. This research would help the tourists or travellers that are planning to explore

tourist destinations in the Philippines which are untainted and clean.

Locals. This research would help also the Filipino citizens or the local community as

they’ll gain another source of income due to the development of the beach.

Academe. This research paper would help also Teachers and Professors to teach their

students to study about the unpopular tourist destination. The study can also be used as

a practical material that be used in the classroom about the development of a tourist spot.

Future Researchers. This research paper will help future researchers in creating their

own research by providing information and knowledge.


1.7 DEFINITION OF TERMS

Beach. pebbly or sandy shore, especially by the ocean between high- and low-water

marks.

Destination. Is a place to which someone or something is going or being sent.

Development. The process of developing or improving a place. (e.i., development of

Masasa Beach)

Local Community. It is a group of interacting people sharing an environment.

Potential Tourist. Having or showing the capacity of a person traveling to and staying

in places outside their usual environment for leisure.

Potential Tourist Destination. A place or attraction that has a chance to be improved

and be explored by tourists.

Tourist. Is a person who visits a location other than his own name.

Tourist Attraction. Is a place of interest where tourists visit, typically for its inherent

or exhibited natural or cultural value, historical significance, natural or built beauty,

offering leisure, adventure and amusement.

Travel. Is the movement of people between relatively distant geographical locations,

and can involve travel by foot, bicycle, automobile, train, boat, bus, airplane, or other

means, with or without luggage, and can be one way or round trip.
Unknown Tourist Destination. A place or attraction that has not been explored and

exposed to the public or tourist.


CHAPTER II: Methodology

2.1 METHODOLOGY

The design of the methods applied research study and by the researcher explained

in this chapter. The methodology includes different aspects such as political, economic,

social, technological, environmental, and legal aspects. It also includes the research

design and the site of the study.

The survey questionnaire was used to gather the data needed for the study which

aims to assess the development of Masasa Beach in Batangas. The primary respondents

of the study are the tourists and the management.

2.1.1 Political aspects

In developing the Masasa beach, political issues and involvement may arise

especially that Batangas is known for the marine protected area. With this, a thorough

application of legal procedures will be conducted during to avoid significant issues and

conflicts in the government. Also, a proper documentation of the development will be

presented to ensure that the development of the Masasa beach was indeed the intention

of the study.

2.1.2 Economic aspects

During the conceptualization of the study, the researcher ensures that one of the

main objectives of the development of the beach is to ensure the economic growth of the
area and it will benefit the community as more tourists will visit and investors will come

for Masasa Beach. If this developmental study will be pursued, more tourists will give

good feedback to the beach and it will gain more income in return.

2.1.3 Social Aspects

In this research study, the local community and the tourists will have contact with

each other; some may create conflict especially in terms of cultural and social differences

and others will have a good relationship with the tourists. To avoid conflicts and

misunderstanding, and to establish a good relationship, the developmental plan includes

providing new leisure activities to the community and allowing the local to be a tourist

guide to establish harmonious relationship in the area.

2.1.4 Technological Aspects

There are two main issues that were raised in the reviews of Masasa Beach from

the tourists who have visited the area, first, is the internet and the other is electricity. With

this, the plan for the development includes improving these facilities to be able to

accommodate the needs of the tourists. Since technology is one of the fastest ways to

communicate and disseminate information, the availability of this will help the beach and

it will worth the investment of the management.


2.1.5 Environmental Aspect

Masasa Beach is indeed a paradise, a destination that has not been exploited by

tourism. It offers marine life and nature attractions. The developmental plan of the study

will ensure no harm to the environment and will follow the proper procedure given by the

government. A proper clean-up of the beach will be held regularly, as part of the

development. Also, a control to the number of tourists visiting the island will help the

beach maintain its natural beauty.

2.1.6 Legal Aspects

The Masasa Beach is a private owned island. As part of the legal aspects, proper

legal actions will be conducted before the development of Masasa Beach. Legal

procedures, rules and policies given by the owner, the management and the government

will take place to ensure that the development is legal and there are no illegal actions to

be made during the development of the beach.
