2. It has been observed that most personnel still practiced traditional
placement of handcuff which is left to right or right to left. This usual or traditional practice
does not very well restrict movements of PDL as they can run fast when trying to elude
their escorts during escape attempts.
3. A need for a stiffer placement of handcuff must be practiced by placing
it on the left hand of PDL to the left hand of another or vice versa which will drastically
limit their movement when trying to outrun their escort.
4. In the case of high risk, high profile PDL and violent extremist offenders
(VEO's), the placement of their hands must be behind their back to be handcuffed.
5. Further, be reminded that duty personnel must be the one to
handcuff PDL at all times to assure firm grip of said restraint. No PDL in any
circumstance shall be the one to handcuff him/herself or other PDL to avoid similar
prior escape incident. Duty escorts shall always ascertain proper and secure placement
of handcuff prior transfer to and from jail facilities,
