Dems’ Energy War Would Devastate America While GOP Has Taken Steps To

Support Renewables Without Gov’t Picking Winners & Losers

H.R. 9 Will Crush American Families:


House Democrats are bringing the Climate Action Now Act (H.R.9) to the floor, which would compel
America to meet the conditions spelled out in the senseless Paris Agreement.

FACT: The Paris Climate Agreement would impose burdensome regulations on the backs of
millions of Americans, and the result would not even help environment.

The Paris Agreement on climate change would yield the following outcomes by 2035:
• An overall average shortfall of nearly 400,000 jobs
• An average manufacturing shortfall of over 200,000 jobs
• A total income loss of more than $20,000 for a family of four
• An aggregate gross domestic product (GDP) loss of over $2.5 trillion
• Increases in household electricity expenditures between 13 percent and 20 percent
Additionally, the agreement is a sham and would not marginally improve the environment:
• The National Center for Atmospheric Research found that if all CO2 emissions in the U.S. were
effectively eliminated, there’d be less than two-tenths of a degree reduction in global temperatures
• If the entire industrialized world cut carbon emissions down to zero, the climate impact would still be
less than four-tenths of a degree Celsius in terms of averted warming by the year 2100
• A United Nations report also found that the agreement would not decrease greenhouse gas emissions
The agreement also penalizes the United States, while other nations are not required to comply.
• The agreement would have committed the U.S. to reduce emissions by as much as 28% by 2025,
while China, the world's largest emitter of carbon, did not have to reduce emissions until 2030
• Free market innovation and solutions have decreased the amount of carbon emitted by the United
States by 16% since the year 2000, countries like China and India have seen their emissions rise by
290% and 235% respectively

FACT: Democrats’ real climate policy goal is passing the Green New Deal, an absurd socialist
fantasy that would upend the entire American economy and put government in control.

The Green New Deal would devastate American families:


• Estimated cost would be at least $93 trillion
• Would eliminate a countless number of jobs and entire economic industries
• Allows gov’t to dictate what Americans can eat, where they can travel, and how they can make a
living
• Opposed by even liberal groups like AFL-CIO because it’s too radical
Republicans have taken legislative action on energy and environmental issues by advancing the
following legislation:
The Fixing America’s Surface Transportation (FAST) Act
• The FAST Act includes provisions that specifically address congestion and air quality improvement and improving the
resiliency of the surface transportation system, such as directing the Secretary to designate national electric vehicle
(EV) charging, hydrogen, propane, and natural gas fueling corridors.

The Department of Energy Research and Innovation Act


• This legislation combines seven previously passed science bills to provide policy direction to the Energy Dept on basic
science research, nuclear energy research and development, research coordination and a review of existing programs,
and reforms to streamline national laboratory management.

The Nuclear Energy Innovation Capabilities Act of 2017


• This legislation enables civilian research and development of advanced nuclear energy technologies by private and
public institutions, and expands theoretical and practical knowledge of nuclear physics, chemistry, and materials
science.

The Energy Efficient Government Technology Act


• This legislation requires several federal agencies to coordinate to develop an implementation strategy for the
maintenance, purchase, and use of energy-efficient and energy saving information technologies in an attempt to
reduce energy consumption at federal government data centers.

The Ozone Standards Implementation Act of 2017


• This legislation seeks to facilitate more efficient implementation of ozone standards, and the National Ambient Air
Quality Standards (NAAQS) program generally.

The Nuclear Waste Policy Amendments Act of 2017


• This legislation makes targeted reforms to the Nuclear Waste Policy Act (NWPA) to ensure the Federal government
meets its nuclear waste management obligations.

The FUTURE Act


• As part of the lasts omnibus spending bill, Republicans passed legislation to expand and reform the 45Q tax credit for
deployment of carbon capture and storage projects in the United States. This provision expanded eligibility and the
lifespan of the credit encouraging further investment in the development, commercialization, and deployment of
carbon capture and utilization technology already proven to instantaneously reduce emissions.

America’s Water Infrastructure Act of 2018


• This legislation provides incentives for hydropower operators to retrofit existing infrastructure and conduct
environmental and efficiency improvements. Provisions under the Energy Title of this bill grant utilities more flexibility
to plan ahead and improve hydropower operations. This legislation also provides regulatory certainty and promotes
future development by establishing a licensing timeline and streamlining the permitting process.
