Ronquillo President Subject: 15" NATIONAL CONFERENCE ON INCLUSIVE EDUCATION FOR HIGHER EDUCATION INSTITUTIONS Date : January 15, 2019 This is to endorse the 1* National Conference on Inclusive Education for Higher Education Institutions organized by Camarines Norte State College in partnership with the Provincial Disability Office of Camarines Norte to be held ‘on May 29-31, 2019 at the Camarines Norte State College, F. Pimentel Ave., Daet, Camarines Norte with the theme “Making Inclusive Education a Reality in HEIs". Conference Level + National in Scope Venue Camarines Norte State College Main Campus Participants i Presidents, Vice Presidents and Deans, Faculty and Researchers of State and Private Colleges and Universities, LGU officials (200 pax total) Implementation Date 2 May 28-30, 2019 Program Rationale: Inclusive Education is a right which is given to all learners. It guarantees that all students have access to an appropriate, relevant, affordable and effective education. Inclusive education is not limited to the idea that it is an educational system because it is also an approach and an attitude which responds to the learning needs of all learners and permits the greatest possible educational opportunities, The Philippine government showed its commitment towards inclusive education for children with disabilities by signing and ratifying relevant international conventions. The Universal Declaration of Human Rights (UN, 1948 art 26) and the UN Convention of the Rights of Children (UN, 1989 art 28) ensure the right of every child, without discrimination, to education. This was re-affirmed through the World Declaration on Education for All (UNESCO, 1990) and Dakar Framework on Education for All (UNESCO, 2000). The Salamanca Statement and Framework for Action on Special Needs Education (UNESCO, 1994) was the first international statement to urge governments to develop schools that accommodate all children, regardless of their background, abilities and needs. Specific to the Asia-Pacific region, The Philippines is signatory of Biwako Millennium Framework for Action: Towards an Inclusive, Barrier-Free and Rights-based Society for Persons with Disabilities in Asia and the Pacific and the Biwako Plus Five (UNESCAP, 2003).The legally binding UN Convention on the Rights for Persons with Disabilities (UN, 2006) is a milestone in the development and implementation of inclusive education strategies. The UNCRPD creates an Obligation for governments to provide access to education for children with disabilities, on an equal basis with others, in an inclusive system (art 24). “The Camarines Norte State College (CNSC) in partnership with the Philippine Network con Inclusive Education (PNIE), The Teacher's Gallery (TTG), Bicol Foundation for Higher Education (BFHE) and the Provincial Government of Camarines Norte (PGCN) is organizing the National Conference on Inclusive Education for HEIs which sought to bring into one event various stakeholders in higher education to discuss ways on how to implement & meaningful and relevant Inclusive Education in their respective colleges and universities. Program Objectives: Cantered on the theme “Making Inclusive Education a Reality in the HEIs", attendance to the said activities aims to: 1. Provide clear understanding and shared perspectives on the concepts and principles of Inclusive Education. 2, Recognize and appreciate best practices on the application Inclusive Education in Higher Education Institutions. 3, Discuss and propose action-oriented outcomes and policy change within colleges ‘and universities In the implementation of Inclusive Education. Activity Description: “The first National Conference on Inclusive Education for HEIs is a three-day activity ‘open to up to two hundred participants comprising the policy makers, academicians and fesearchers of higher academic institutions together with the local government officials and ‘Cuil society organizations, Registration fee is 24,500 per pax for early bird registration unt fpr 24, 2019 inclusive of traning kits, shirts, Conference bag, lunch and snacks for three Gays. Certificate of attendance and appearance shall be given to the participants, For those wuho register after April 24 and walkin, the conference fee wil be P5,000 per pax. ‘The learning methodology of the Summit is through multi-media of topics, story tellers, OBA during open forum and way forward discussion and signing of pledges in the commitment wall. Expected Outcome: “The following are the expected outcome of the conference: 1. Patticipants have a shared understanding on the concepts and principles of Inclusive Education. 2.
