held on 9th September, 2014 and 23rd September, 2014.

Hence, the MCI office must place the above list before the Postgraduate
Medical Education Committee at its next meeting. It is also further instructed
that while processing for assessment for new course/increase of seats u/s 10A of
the Indian Medical Council Act, 1956, the office shall verify from their files
whether any such matter is pending against that college.

2. The period for which the faculty members have worked as Graded,
Classified Specialists, Advisor/ Consultant in the subject (Speciality/
Super Speciality) by which their equivalent teaching rank (Asst. Professor,
Assoc. Professor or Professor) has to be calculated have not been
provided.
3. There are 68 beds in the only Unit, which is not as per Regulations.
4. There are no Senior Residents.
5. Promotion of Dr. R.K. Gupta, Professor & HOD as Asso. Prof. is not as per
Regulations as he has been promoted as Asso. Prof. with experience of
only 2 y as Asst. Prof. against requirement of 5 y as per Regulations.
6. Average daily bed occupancy is 72 %.
7. Other deficiencies as pointed out in the Assessment Report.

4. Promotion of Dr. Salil Garg, Asso. Prof. is not as per Regulations as he has
been promoted as Asso. Prof. with experience of only 3 y 6 m against
requirement of 5 y as per Regulations.
5. Departmental library has only 56 books which are inadequate.
6. Promotion of Lt. Col. Padam Prakash, Assoc. Professor has been irregular.
He has been Asst. Professor for 1 year 11 months. During AIMS posting he
was working in Gastro-Enterology, which cannot be counted in General
Medicine.
7. Promotion of Dr. Kishore Kumar, Professor is not as per Regulations. He
has been Asst. Professor for 2 years 11 months and Assoc. Professor for 3
year 1 month.
8. Promotion of Dr. A.S. Menon, Professor is not as per Regulation. He has
not worked as Asst. Professor at all.
9. Promotion of Dr. S. Manoj, Assoc. Professor is not as per Regulations. He
has worked as Asst. Professor for 2 years only.
10. Promotion of Dr. Tarun Verma, Assoc. Professor is not as per Regulations.
He has worked as Asst. Professor for 2 years only.
11. Consequently, Unit-II has been left with only 2 Asst. Professor, which
cannot be considered as a teaching Unit.
12. Other deficiencies as pointed out in the Assessment Report.

3. Number of Ventilators and Pulse Oxymeters and Nebuliser not specified.
4. Dr. Krishan Mohan, Senior Resident in Unit-I is not eligible because he has
no 3 years teaching experience at the time of appointment.
5. 1-2 CT Scans per day, which has been static during the last 3 years.
6. Daily MRI 7-8 per day in the entire Hospital.
7. Daily FANC 4-6 in the entire hospital.
8. Other deficiencies as pointed out in the Assessment Report.

Unit-IV, which cannot be considered as teaching Unit. Hence, there is a
deficiency of 1 Unit.
2. There are no publications from the department in indexed Journals during
the last 3 years.

77. Recognition of DIH & DMCW qualifications against increased intake course
at All India Institute of Hygiene and Public Health, Kolkata under West
Bengal University of Health Sciences, Kolkata u/s 10A of the IMC Act, 1956.
Read: the minutes of the Sub-Committee meeting held on 17/06/2014 along with
the matter with regard to Recognition of DIH & DMCW qualifications against increased
intake course at All India Institute of Hygiene and Public Health, Kolkata under West
Bengal University of Health Sciences, Kolkata u/s 10A of the IMC Act, 1956.
(Four) seats at Katihar Medical College, Katihar, Bihar granted by B.N. Mandal
University, Bihar.
The Postgraduate Committee observed that a show cause notice under Indian
Medical Council Act, 1956 for recommending withdrawal of recognition of MBBS and
PG qualification awarded by Kathihar Medical College was given for revocation of
permission granted to Katihar Medical College for starting/increase of PG courses that
are not included in the First Schedule of the Indian Medical Council Act, 1956 under
section 9A (1) and(2) of the Indian Medical Council was placed before the Postgraduate
Committee at its meeting held on 20th and 24th March, 2014. However, the item was
withdrawan.
The Postgraduate Committee decided to find out from the office what
compliance was given by the college and what was the final decision on the show cause
notice. The item be placed again alongwith this information.
Read: the matter with regard to request for starting/Increase of Seats in various
Post Graduate courses (Broad/Super Specialty) at Mahatma Gandhi Medical College &
Hospital, Sitapur, Jaipur, Rajasthan u/s 10 (A) of the IMC Act 1956 for Academic Year
2015-16 along with the chronology of events.
“In my view, as the show cause notice as on date has not been withdrawan, therefore the
PG Committee may consider not to process the application for 2015-16 for PG courses.
However, this would entail issuing a show cause to the college as to why on the basis of
inspection report dt. 29-30 May,2014 of MCI and CBI the application for various PG
courses be not processed.”
The Postgraduate Committee noted that the college was issued Letter of
Permission in 5(five) subjects (MS (Ortho.), MD (Physiology), MS (General Surgery), MS
(OBG) and MD (Gen.Med.) in February and April, 2014 because no information about
the joint CBI/MCI inspection of the college and subsequent issuance of show cause
notice by the Board of Governors and withholding of permission for recognition of 150
seats was placed on the agenda before the Postgraduate Committee. The Postgraduate
Committee decided to refer the matter to the President, MCI for appropriate action in
the matter.
As per the agenda note, the Council vide letter dated 28.01.2013 had
communicated the Ministry of Health & FW, New Delhi that the remarks regarding
show cause notice had been removed from the MCI website and in the light of that the
word “conditional permission” had become irrelevant. If the action had already been
taken the office may communicate to website incharge for necessary correction and no
action is required to be taken at the level of Postgraduate Committee.
