Minutes of the Postgraduate Medical Education Committee meeting held on 10th


October, 2014 at 10.30 a.m in the Office of the Medical Council of India, Pocket-14,
Sector-8, Dwarka, New Delhi.

The Chairman welcomed the members of the Postgraduate Medical Education


Committee.

Leave of absence was received from Dr. Deelip Govindrao Mhaisekar, Member;
Dr. Putta Srinivas, Member; Dr. Raja Babu Panwar, Member and Dr. (Mrs.) Rani
Bhaskaran, Member.

1. Minutes of the last meeting of The Postgraduate Medical Education


Committee – confirmation of.

The Postgraduate Medical Education Committee confirmed the minutes of the


Postgraduate Medical Education Committee meeting held on 30th September, 2014.

2. Minutes of the last meeting of The Postgraduate Medical Education


Committee – action taken thereon.

The Postgraduate Medical Education Committee noted that the action is yet to be
taken on the minutes of the meeting of the Postgraduate Medical Education Committee
held on 9th September, 2014 and 23rd September, 2014.

The Postgraduate Medical Education Committee passed the following


Resolution:

RESOLUTION

The Postgraduate Medical Education Committee in its meeting held on


10.10.2014 has hereby resolved to direct the MCI office to make a list of all the

colleges/teaching institutions/PG courses to be listed against which any of the


following is pending:

(a) Show Cause Notice issued by MCI for UG/PG courses.


(b) CBI Enquiry/case/completion report.
(c) Vigilance case/enquiry/completion report
(d) Hon’ble Court case/Verdict
(e) Any other related issue/matter

Hence, the MCI office must place the above list before the Postgraduate
Medical Education Committee at its next meeting. It is also further instructed
that while processing for assessment for new course/increase of seats u/s 10A of
the Indian Medical Council Act, 1956, the office shall verify from their files
whether any such matter is pending against that college.

PG Committee further resolved that Action Taken Report must be


prepared and placed before the Committee before it is approved.

All these information must be placed alongwith all the agenda items
hereafter without fail.

The Postgraduate Medical Education Committee considered the adjourned Item


Nos. 3 to 100 of the Postgraduate Medical Education Committee meeting held on 30th
September, 2014.

3. Dr. NTR University of Health Sciences, Vijayawada, A.P. - Recognition of MD


(General Medicine) qualification against increased intake from 06 to 09 seats
in respect of students being trained at Chalmeda Anandrao Institute of
Medical Sciences, Karimnagar.

other teaching facilities for Recognition of MD (General Medicine) qualification against

The Postgraduate Committee considered the Assessment Report (May, 2014) and
decided to recommend not to recognize MD (General Medicine) qualification against
increased intake from 06 to 09 seats granted by Dr. NTR University of Health Sciences,
Vijayawada, A.P in respect of students being trained at Chalmeda Anandrao Institute of
Medical Sciences, Karimnagar because of the following facts:-

1. Central library is not air-conditioned. There are only 13 nodes against


requirement of 40 nodes.
2. Lecture theaters: facilities for E class are not available.
3. Girls’ hostel does not have visitors’ room. There is no internet facility in
hostels.
4. Casualty: Facilities are grossly inadequate at New Medical College
Hospital.
5. Paramedical staff like ECG Technician, laboratory attendants are not
available in the department. Working accommodation for nonteaching
staff is not available.
6. Ward laboratory is not functioning well.
7. Distance between 2 beds is less than 1.5 m.
8. MICU is not air-conditioned infusion Pumps & Syringe pumps are not
available.
9. Other deficiencies as pointed out in the Assessment Report.

4. Dr. NTR University of Health Sciences, Vijayawada, A.P. - Renewal of


recognition of MD (Anaesthesia) qualification for 03 (Three) seats and DA
qualification for 03 (Three) seats in respect of students being trained at Deccan
College of Medical Sciences, Hyderabad.

Read: the Assessment Report (May, 2014) on the standard of examination and
other teaching facilities for Renewal of recognition of MD (Anaesthesia) qualification for
03 (Three) seats and DA qualification for 03 (Three) seats at Deccan College of Medical
Sciences, Hyderabad granted by Dr. NTR University of Health Sciences, Vijayawada,
A.P.

The Postgraduate Medical Education Committee considered the Assessment


Report (May, 2014) and decided to recommend that recognition of DA qualification
granted by Dr. NTR University of Health Sciences, Vijayawada, A.P in respect of
students being trained at Deccan College of Medical Sciences, Hyderabad be renewed
for 03 (Three) seats.

The Postgraduate Medical Education Committee further decided that the


recognition so granted shall be for a maximum period of 5 years from the date of
Notification upon which the Institute shall have to apply for renewal of recognition.
Failure to seek timely renewal of recognition as required shall invariably result in
stoppage of admission to the Postgraduate Course.

5. Himachal Pradesh University - Recognition of MD (Paediatrics) qualification


for 02 (Two) seats in respect of students being trained at Dr. Rajendar Prasad
Government Medical College, Tanda, H.P.

other teaching facilities for Recognition of MD (Paediatrics) qualification for 02 (Two)
seats at Dr. Rajendar Prasad Government Medical College, Tanda, H.P granted by
Himachal Pradesh University.

The Postgraduate Medical Education Committee considered the Assessment


Report (June, 2014) and decided to recommend that MD (Paediatrics) qualification
granted by Himachal Pradesh University in respect of students being trained at Dr.
Rajendar Prasad Government Medical College, Tanda, H.P be recognized for 02 (Two)
seats and included in the 1st Schedule to the I.M.C. Act, 1956.

The Postgraduate Medical Education Committee further decided that the


recognition so granted shall be for a maximum period of 5 years from the date of
Notification upon which the Institute shall have to apply for renewal of recognition.
Failure to seek timely renewal of recognition as required shall invariably result in
stoppage of admission to the Postgraduate Course.

6. Himachal Pradesh University - Recognition of MD (Microbiology)


qualification for 02 (Two) seats in respect of students being trained at Dr.
Rajendar Prasad Government Medical College, Tanda, H.P.

Rajendar Prasad Government Medical College, Tanda, H.P be recognized for 02 (Two)
seats and included in the 1st Schedule to the I.M.C. Act, 1956.

The Postgraduate Medical Education Committee further decided that the


recognition so granted shall be for a maximum period of 5 years from the date of
Notification upon which the Institute shall have to apply for renewal of recognition.
Failure to seek timely renewal of recognition as required shall invariably result in
stoppage of admission to the Postgraduate Course.

7. Guru Gobind Singh Indraprastha University, New Delhi - Recognition of MS


(Orthopaedics) qualification for 03 (Three) seats in respect of students being
trained at ESI-PGIMSR, ESI-Hospital, Basaidarapur, New Delhi.

The Postgraduate Committee considered the Assessment Report (April, 2014)


and decided to recommend not to recognize MS (Orthopaedics) qualification for 03
(Threee) seats granted by Guru Gobind Singh INdraprastha University, New Delhi in
respect of students being trained at ESI-PGIMSR, ESI-Hospital, Basaidarapur, New
Delhi because of the following facts:-

1. Bed Occupancy 60%


2. Other deficiencies as pointed out in the Assessment Report.

8. Dr. NTR University of Health Sciences, Vijayawada, Andhra Pradesh -


Recognition of MD (Pathology) qualification for 02 (Two) seats in respect of
students being trained at GSL Medical College, Rajahmundry.

The Postgraduate Committee considered the Assessment Report (May, 2014) and
decided to recommend not to recognize MD (Pathology) qualification for 02 (Two) seats
granted by Dr. NTR University of Health Sciences, Vijayawada, Andhra Pradesh in
respect of students being trained at GSL Medical College, Rajahmundry because of the
following facts:-

1. No faculty table giving designation and experience of staff provided in the


SAF.
2. Other deficiencies as pointed out in the Assessment Report.

9. Himachal Pradesh University - Recognition of MD (Paediatrics) qualification


against increased intake from 02 to 05 seats in respect of students being trained
at Indira Gandhi Medical College, Shimla.

The Postgraduate Committee considered the Assessment Report (June, 2014) and
decided to recommend not to recognize MD (Paediatrics) qualification against increased
intake from 02 to 05 seats granted by Himachal Pradesh University in respect of
students being trained at Indira Gandhi Medical College, Shimla because of the
following facts:-

1. OPD has only 2 examination rooms against requirement of 4 examination


rooms. There is no separate area for demonstration or for teaching in
OPD.
2. Patient load in OPD on day of assessment was very low. Average daily
OPD is 80, which is inadequate.
3. Paediatrics related workload in ancillary departments like
Radiodiagnosis, Microbiology, Pathology & Biochemistry is low.
4. NICU: There is no concept of temperature maintenance with all radiant
warmers switched off. There was misutilization of equipment. Ventilator
was nonfunctional.
5. Library is in poor state. Books available are very old with obsolete
information. No budget has been earmarked for last 3 years. No specialty
journals are available. Computers in e section were mostly not functional.
6. There are no publications from the department in indexed journals in last
3 years.
7. Medical records are not computerized.
8. Other deficiencies as pointed out in the Assessment Report.

10. KLE University (Deemed Univ.), Belgaum - Recognition of DM (Cardiac


Anaesthesiology) qualfication for 01 (One) seat in respect of students being
trained at Jawaharlal Nehru Medical College, Belgaum.

for 01 (One) seat at Jawaharlal Nehru Medical College, Belgaum granted by KLE
University (Deemed Univ.), Belgaum.

The Postgraduate Committee considered the Assessment Report (August, 2014)


and decided to recommend not to recognize DM (Cardiac Anaesthesiology) qualfication
for 01 (One) seat granted by KLE University (Deemed Univ.), Belgaum in respect of
students being trained at Jawaharlal Nehru Medical College, Belgaum because of the
following facts:-

1. Dr. Anand T. Vagaralli, Professor & HoD, shifted in Cardiac Anaesthesia


only in 2010. His promotion is irregular. He has not been Asst. Professor
and was Assoc. Professor for 3 years 5 months, which is not as per
Regulations.
2. Only 1 faculty has received training in Cardiac Anaesthesia. Another
Professor, Dr. S.S. Patil was appointed as Asso. Prof in Cardiac
Anaesthesia without any training in Cardiac Anaesthesia.
3. Dr. Abhijit Shirole, Asst. Prof. has not received training in Cardiac
Anaesthesia of 2 years as required under Regulations.
4. Resultantly, there is only 1 faculty who has received training in Cardiac
Anaesthesia as required as per norms.
5. Departmental library has only 34 books.
6. Other deficiencies as pointed out in the Assessment Report.

11. KLE University (Deemed Univ.), Belgaum - Recognition of M.Ch (Neuro


Surgery) qualfication for 01 (One) seat in respect of students being trained at
Jawaharlal Nehru Medical College, Belgaum.

The Postgraduate Medical Education Committee considered the Assessment


Report (August, 2014) and decided to recommend that M.Ch (Neuro Surgery)
qualfication granted by KLE University (Deemed Univ.), Belgaum in respect of students
being trained at Jawaharlal Nehru Medical College, Belgaum be recognized for 01 (One)
seat and included in the 1st Schedule to the I.M.C. Act, 1956.

The Postgraduate Medical Education Committee further decided that the


recognition so granted shall be for a maximum period of 5 years from the date of
Notification upon which the Institute shall have to apply for renewal of recognition.
Failure to seek timely renewal of recognition as required shall invariably result in
stoppage of admission to the Postgraduate Course.

12. Rajiv Gandhi University of Health Sciences, Bangalore - Recognition of MD


(General Medicine) qualification against increased intake from 08 to 09 seats
in respect of students being trained at M S Ramaiah Medical College,
Bangalore.

The Postgraduate Committee considered the Assessment Report (June, 2014) and
decided to recommend not to recognize MD (General Medicine) qualification against
increased intake from 08 to 09 seats granted by Rajiv Gandhi University of Health
Sciences, Bangalore in respect of students being trained at M S Ramaiah Medical
College, Bangalore because of the following facts:-

1. Promotion of Dr. Vijayashree Thyagraj is not as per Regulations, He has


no Post DNB experience in Medicine at the time of appointment as
Lecturer. Consequently, there are only 2 faculty in Unit-VI, which cannot
be considered as Teaching Unit.
2. Shortage of Senior residents: 3.
3. Other deficiencies as pointed out in the Assessment Report.

13. Rajiv Gandhi University of Health Sciences, Bangalore - Recognition of MD


(DVL) qualification against increased intake from 01 to 02 seats in respect of
students being trained at M.V.J. Medical College, Bangalore.

decided to recommend not to recognize MD (DVL) qualification against increased
intake from 01 to 02 seats granted by Rajiv Gandhi University of Health Sciences,

Bangalore in respect of students being trained at M.V.J. Medical College, Bangalore


because of the following facts:-

1. Some admissions are made unnecessarily to increase bed occupancy only


and actually do not deserve admission. Variety of cases is lacking
compromising clinical teaching.
2. There is no regular STI clinic in the department. There is no participation
in National AIDS Control programme and also in National leprosy
Control programme.
3. Patient records in special clinics like contact dermatitis, vitiligo are ill
maintained with poor follow up.
4. Number of procedures like skin biopsies, various smears &
dermatosurgical procedures are insufficient.
5. Promotion of Dr. H. Ambika, Professor is not as per Regulations as she
has been promoted as Professor with experience of only 2 y 6 m as Asso.
Prof. against requirement of 4 y as per Regulations.
6. Other deficiencies as pointed out in the Assessment Report.

14. Sri Balaji Vidyapeeth University, Puducherry - Recognition of MD (Forensic


Medicine) qualification for 02 (Two) seats in respect of students being trained
at Mahatama Gandhi Medical College & Research Institute, Pondicherry.

The Postgraduate Committee considered the Assessment Report (April, 2014)


and decided to recommend not to recognize MD (Forensic Medicine) qualification for
02 (Two) seats granted by Sri Balaji Vidyapeeth University, Puducherry in respect of
students being trained at Mahatama Gandhi Medical College & Research Institute,
Pondicherry because of the following facts:-

1. Drainage & Waste disposal are not available in the mortuary.


2. Paramedical staff like Dissection attendants are not available.
3. There are only 25-30 postmortems conducted during last 3 years which are
inadequate.
4. No letter of Permission from the Government for conducting Postmortems
attached.
5. Other deficiencies as pointed out in the Assessment Report.

15. Sri Balaji Vidyapeeth University, Puducherry - Recognition of M.Ch (Urology)


qualification for 01 (One) seat in respect of students being trained at
Mahatama Gandhi Medical College & Research Institute, Pondicherry.

recognized for 01 (One) seat and included in the 1st Schedule to the I.M.C. Act, 1956.

Puducherry in respect of students being trained at Mahatama Gandhi Medical College
& Research Institute, Pondicherry because of the following facts:-

1. Promotion of Dr. R. Pajanivel, Professor has not been as per Regulations.


He has been promoted from Assoc. Professor to Professor in 3 years 6
months without any publications.
2. Shortage of Senior Resident: 1.

18. Nizams Institute of Medical Sciences, (Deemed University), Hyderabad,


Andhra Pradesh - Recognition of DM (Neurology) qualification against
increased intake from 04 to 06 seats in respect of students being trained at
Nizams Institute of Medical Sciences, Hyderabad.

Sciences, (Deemed University), Hyderabad, Andhra Pradesh in respect of students
being trained at Nizams Institute of Medical Sciences, Hyderabad be recognized and
included in the 1st Schedule to the I.M.C. Act, 1956.

The Postgraduate Medical Education Committee further decided that the


recognition so granted shall be for a maximum period of 5 years from the date of
Notification upon which the Institute shall have to apply for renewal of recognition.

19. PT. B.D. Sharma University of Health Sciences, Rohtak - Recognition of DM


(Pulmonary Medicine) qualification for 02 (Two) seats in respect of students
being trained at Pt. B D Sharma Postgraduate Institute of Medical Sciences,
Rohtak, Haryana.

respect of students being trained at Pt. B D Sharma Postgraduate Institute of Medical
Sciences, Rohtak, Haryana be recognized for 02 (Two) seats and included in the 1st
Schedule to the I.M.C. Act, 1956.

The Postgraduate Medical Education Committee further decided that the

1. The Command Hospital, Lucknow does not appear in the list of teaching
hospitals provided by DGAFMS vide letter No. 8510/PG Teachers/
DGAFM/ODG-ID dated 02/08/2002 and approved by MCI.
2. The period for which the faculty members have worked as Graded,
Classified Specialists, Advisor/ Consultant in the subject (Speciality/
Super Speciality) by which their equivalent teaching rank (Asst. Professor,
Assoc. Professor or Professor) has to be calculated have not been
provided.
3. There are 68 beds in the only Unit, which is not as per Regulations.
4. There are no Senior Residents.
5. Promotion of Dr. R.K. Gupta, Professor & HOD as Asso. Prof. is not as per
Regulations as he has been promoted as Asso. Prof. with experience of
only 2 y as Asst. Prof. against requirement of 5 y as per Regulations.
6. Average daily bed occupancy is 72 %.
7. Other deficiencies as pointed out in the Assessment Report.

41. Chhatrapati Shahuji Maharaj Medical University, Lucknow - Recognition of


MD (General Medicine) qualifications in respect of students being trained at
Command Hospital, Lucknow, U.P.

1. The Command Hospital, Chandimandir does not appear in the list of


teaching hospitals provided by DGAFMS vide letter No. 8510/PG

2. The period for which the faculty members have worked as Graded,

He has been Asst. Professor for 1 year 11 months. During AIMS posting he
was working in Gastro-Enterology, which cannot be counted in General
Medicine.
7. Promotion of Dr. Kishore Kumar, Professor is not as per Regulations. He
has been Asst. Professor for 2 years 11 months and Assoc. Professor for 3
year 1 month.
8. Promotion of Dr. A.S. Menon, Professor is not as per Regulation. He has
not worked as Asst. Professor at all.
9. Promotion of Dr. S. Manoj, Assoc. Professor is not as per Regulations. He
has worked as Asst. Professor for 2 years only.
10. Promotion of Dr. Tarun Verma, Assoc. Professor is not as per Regulations.

Since inspection for recognition in 6(six) subjects has been done and reports are
pending for long, the Committee decided to consider those reports on merits and take
appropriate action.

The Postgraduate Committee considered the status received from the U.G.
Section and decision of the Board of Governors along with Assessment Report (May,
2013) and decided to recommend not to recognize MS (General Surgery) qualification
granted by Dr. NTR University of Health Sciences, Vijayawada, A.P in respect of
students being trained at Katuri Medical College, Guntur, Andhra Pradesh because of
the following facts:-

1. The Promotion of Assoc. Professor in Unit-IV, Dr. S.V.S. Rao is not as per
Regulations. He has been Asst. Professor for 3 years 2 months. Hence, he
cannot be considered as faculty. Consequently, there are only 2 faculty in
Unit-IV, which cannot be considered as teaching Unit. Hence, there is a
deficiency of 1 Unit.
2. There are no publications from the department in indexed Journals during
the last 3 years.
3. Daily MRI 7-8 per day in the entire Hospital.
4. Daily FANC 4-6 in the entire hospital.
5. Other deficiencies as pointed out in the Assessment Report.

The above mentioned investigation indicates inadequate clinical materials or


patients with minor ailments.

Note: The following 6 departments of the institute were assessed in the month of May,
2013:

(i) Paediatrics
(ii) Orthopaedics
(iii) General Surgery
(iv) Pulmonary Medicine
(v) OBG
(vi) Ophthalmology

They have a total faculty of 80, Senior Residents 20 and PGs 18. However, there is
not even a single publication in any of the departments in an indexed journal during the
last 3 years, which amply indicates that there is no academic atmosphere conducive to
Postgraduate teaching.

In all the Minor as well as Major departments against the OPD space only 8
rooms have been mentioned, which is not as per the usual requirement.

75. Dr. NTR University of Health Sciences, Vijayawada, A.P. - Recognition of MS


(OBG) qualification against increased intake from 02 to 04 seats in respect of
students being trained at Katuri Medical College, Guntur, Andhra Pradesh.

Regarding action taken on para 1 of CBI, Vishakhapatnam letter dated 28.12.2012


addressed to CVO, MCI which reads as under:-

“To review the permission granted to Katuri Medical College and Hospital, Guntur for
running Postgraduate degree and diploma courses and see whether this college is actually
having requisite number of faculty members and infrastructure to offer PG course and
take further necessary action as deemed fit and necessary.”

The above letter was also forwarded to the CVO of the Council by the Under
Secretary, Govt. of India, Ministry of Health & FW on 28.11.2003 for necessary action.
The CVO had forwarded this letter to the Chairman, BOG on 22.01.2013 and subsequent
reminders to Secretary, MCI on 19.03.2013 and 30.04.2013 for necessary action. The
Secretary had marked one of these letters to Deputy Secretary (PG) for action within
week.

The Postgraduate Committee decided to refer the above matter to the President,
MCI for appropriate action in the matter and to look into for why action was not taken
on this and this information was not placed on the agenda of the Postgraduate
Committee on 10-11 March, 2014.

77. Recognition of DIH & DMCW qualifications against increased intake course
at All India Institute of Hygiene and Public Health, Kolkata under West
Bengal University of Health Sciences, Kolkata u/s 10A of the IMC Act, 1956.

Read: the minutes of the Sub-Committee meeting held on 17/06/2014 along with
the matter with regard to Recognition of DIH & DMCW qualifications against increased
intake course at All India Institute of Hygiene and Public Health, Kolkata under West
Bengal University of Health Sciences, Kolkata u/s 10A of the IMC Act, 1956.

The Postgraduate Medical Education Committee considered the minutes of the


Sub-Committee meeting held on 17/06/2014 along with the matter with regard to
Recognition of DIH & DMCW qualifications against increased intake course at All India
Institute of Hygiene and Public Health, Kolkata under West Bengal University of
Health Sciences, Kolkata u/s 10A of the IMC Act, 1956 and decided to defer the matter
to seek information from the Dean about the Letter of Permission and Letter of
Recognition specifying the number of seats with proof. The Council also be informed
about the total number of medical Faculty and out of that how many are qualified to be
teaching Faculty by giving their teaching experience at various designations. The
Institute should also provide data whether increase of seats in various Diplomas was
ever granted by the MCI or Govt. of India.

78. B.N. Mandal University, Bihar - Recognition of MS (General Surgery)


qualification for 04 (Four) seats in respect of students being trained at Katihar
Medical College, Katihar, Bihar.

(Four) seats at Katihar Medical College, Katihar, Bihar granted by B.N. Mandal
University, Bihar.

The Postgraduate Committee observed that a show cause notice under Indian
Medical Council Act, 1956 for recommending withdrawal of recognition of MBBS and
PG qualification awarded by Kathihar Medical College was given for revocation of
permission granted to Katihar Medical College for starting/increase of PG courses that
are not included in the First Schedule of the Indian Medical Council Act, 1956 under
section 9A (1) and(2) of the Indian Medical Council was placed before the Postgraduate
Committee at its meeting held on 20th and 24th March, 2014. However, the item was
withdrawan.

The Postgraduate Committee decided to find out from the office what
compliance was given by the college and what was the final decision on the show cause
notice. The item be placed again alongwith this information.

79. Consideration of the request for starting/Increase of Seats in various Post


Graduate courses (Broad/Super Specialty) at Mahatma Gandhi Medical
College & Hospital, Sitapur, Jaipur, Rajasthan u/s 10 (A) of the IMC Act 1956
for Academic Year 2015-16 - reg.

Read: the matter with regard to request for starting/Increase of Seats in various
Post Graduate courses (Broad/Super Specialty) at Mahatma Gandhi Medical College &
Hospital, Sitapur, Jaipur, Rajasthan u/s 10 (A) of the IMC Act 1956 for Academic Year
2015-16 along with the chronology of events.

The Postgraduate Committee observed that on receipt of request of the college


for starting of postgraduate courses, the office obtained a legal opinion from the Law
Officer whether the assessment for starting/increase of seats in postgraduate courses
for the academic year 2015-16 may be carried out or not. The legal opinion rendered by
the Law Officer reads as below:

“In my view, as the show cause notice as on date has not been withdrawan, therefore the
PG Committee may consider not to process the application for 2015-16 for PG courses.
However, this would entail issuing a show cause to the college as to why on the basis of
inspection report dt. 29-30 May,2014 of MCI and CBI the application for various PG
courses be not processed.”

The Postgraduate Committee noted that the college was issued Letter of
Permission in 5(five) subjects (MS (Ortho.), MD (Physiology), MS (General Surgery), MS
(OBG) and MD (Gen.Med.) in February and April, 2014 because no information about
the joint CBI/MCI inspection of the college and subsequent issuance of show cause
notice by the Board of Governors and withholding of permission for recognition of 150
seats was placed on the agenda before the Postgraduate Committee. The Postgraduate
Committee decided to refer the matter to the President, MCI for appropriate action in
the matter.

80. Starting of MD (Microbiology) course at Muzaffarnagar Medical College,


Muzaffarnagar under Chaudhary Charan Singh University, Meerut u/s 10A of
the IMC Act, 1956 and Deletion of word Conditional Permission for various
PG courses at Muzaffarnagar Medical Collge, Muzaffarnagar from Council
Website - regarding.

Permission for various PG courses at Muzaffarnagar Medical Collge, Muzaffarnagar


from Council Website along with the Legal Opinion dated 10/09/2014 received from
the Law Officer.

The Postgraduate Medical Education Committee considered the matter with


regard to Starting of MD (Microbiology) course at Muzaffarnagar Medical College,
Muzaffarnagar under Chaudhary Charan Singh University, Meerut u/s 10A of the IMC
Act, 1956 and Deletion of word Conditional Permission for various PG courses at
Muzaffarnagar Medical Collge, Muzaffarnagar from Council Website along with the
Legal Opinion dated 10/09/2014 received from the Law Officer and decided that as per
agenda note the Board of Governors had granted Letter of Permission with an intake
capacity of 4 (four) seats from the academic year 2013-14 and the aforesaid decision was
placed on the website. However, this decision was no communicated to the college.
Hence, Letter of Permission stands approved from the Competent Authority (Board of
Governors) and lapse of not communicating this decision to the concerned college rests
with the office. The Postgraduate Committee decided that this matter be placed before
the President, MCI for appropriate action in the matter and no action is required at the
level of the Postgraduate Committee.

As per the agenda note, the Council vide letter dated 28.01.2013 had
communicated the Ministry of Health & FW, New Delhi that the remarks regarding
show cause notice had been removed from the MCI website and in the light of that the
word “conditional permission” had become irrelevant. If the action had already been
taken the office may communicate to website incharge for necessary correction and no
action is required to be taken at the level of Postgraduate Committee.

81. Tripura University - Recognition of MD (Forensic Medicine) qualification in


respect of students being trained at Agartala Govt. Medical College, Agartala,
Tripura - Tripura (Govt.).

Read: the Assessment Report (May, 2014) on the standard of examination and
other teaching facilities for Recognition of MD (Forensic Medicine) qualification at
Agartala Govt. Medical College, Agartala, Tripura granted by Tripura University.

The Postgraduate Medical Education Committee considered the Assessment


Report (May, 2014) and decided to recommend that MD (Forensic Medicine)
qualification granted by Tripura University in respect of students being trained at
Agartala Govt. Medical College, Agartala, Tripura be recognized for 01 (One) seat and
included in the 1st Schedule to the I.M.C. Act, 1956.

The Postgraduate Medical Education Committee further decided that the


recognition so granted shall be for a maximum period of 5 years from the date of
Notification upon which the Institute shall have to apply for renewal of recognition.
Failure to seek timely renewal of recognition as required shall invariably result in
stoppage of admission to the Postgraduate Course.

82. Devi Ahilya Vishwa Vidyalaya, Indore - Recognition of MD (Pathology)


qualification for 03 (Three) seats in respect of students being trained at Index
Medical College Hospital & Research Centre, Indore.

granted by Devi Ahilya Vishwa Vidyalaya, Indore in respect of students being trained
at Index Medical College Hospital & Research Centre, Indore be recognized for 03
(Three) seats and included in the 1st Schedule to the I.M.C. Act, 1956.

The Postgraduate Medical Education Committee further decided that the


recognition so granted shall be for a maximum period of 5 years from the date of
Notification upon which the Institute shall have to apply for renewal of recognition.
Failure to seek timely renewal of recognition as required shall invariably result in
stoppage of admission to the Postgraduate Course.

83. Recognition of Command Hospitals at Kolkata, Lucknow & Chandimandir as


teaching hospital of the Armed forces Medical Services.

Read: the letter dated 09/10/2014 received from Brig. Madhuri Kanitkar, Dy
DGAFMS(Plg & Trg), Ministry of Defence, New Delhi requesting the Council to include
the three P.G. Institute to the list of recognized teaching institutions where P.G. Courses
have started.

The Postgraduate Medical Education Committee considered the letter dated


09/10/2014 received from Brig. Madhuri Kanitkar, Dy DGAFMS(Plg & Trg), Ministry
of Defence, New Delhi requesting the Council to include the three P.G. Institute to the
list of recognized teaching institutions where P.G. Courses have started and decided
that as per resolution of the General Body from 2003 onwards, only 4 Hospitals (AFMC,
Pune; R & R Hospital, New Delhi; Institute of Navel Medicine, Ashwini, Mumbai,
NIMHANS, Bangalore) were recognized as teaching institutions on the request of
Director General, Armed Forces Medical Services. Now, the Director General, AFMS
has requested to include 3 more hospitals to that list:

(a) Command Hospital (EC), Kolkata


(b) Command Hospital (CC), Lucknow
(c) Command Hospital(WC), Chandimandir

The decision has to be taken in the General Body. The item is referred to the
General Body. It may be considered along with resolution of the Executive Committee
on this issue.
