Identify any cultural issues/problems faced by the government (with literatures

and citations)

- One of the cultural problems faced by our government today is the hoarding

of money in our piggy bank or famously called (Alkansya). Every person

receives a piggy bank at some point in his or her childhood and it is already a

culture of every Filipino to have one of those alkansya. Filipinos are very

thrifty when it comes in spending money so we usually save our money for

the next day consuming. But there are cons of having a piggy bank or

alkansya in our home. According to (Zavadil, 2015) It helps organize loose

change so rather than losing all of those nickels and dimes under the couch

cushion or in your car, hold onto them and place them inside a piggy bank.

Likewise Thompson (2012) stressed that a coin bank will enable you to keep

track of the small amounts of money that might otherwise simply lie around or

get lost and regular deposits into the piggy bank will accumulate enough to

reach the desired amount. As a contradict of the said pros, according to

(Dagooc, 2010) The Bangko Sentral Ng Pilipinas (BSP-7) has warned against

hoarding of coins, as this could affect the trading activities and could

ultimately hurt the consumers in general. In a press briefing, BSP-7 Maria Luz

T. Berciles said that there is a need for consumers to circulate the coins in the

system, as it could ultimately affect the consumers (Dagooc, 2010). According

by Philippine Daily Inquirer (2014) “Anti-Hoarding of Philippine Legal Tender

Coins Act,’’ imposes a penalty of eight years’ imprisonment and a fine of not
less than the face or intrinsic value of the coins, not exceeding P300,000, for

coin hoarding.

- Next is the effect of Globalization in our Culture. Because of globalization we

are losing our identity forgetting about their tradition and their origins because

they have to adapt to modern world needs. It’s already a tradition and also a

culture of Filipinos to use Filipino language as a medium og communication in

our country is slowly fading because of the rise of other countries influences

example is the “Korean Language”. According to Nelz (2017) The Department

of Education (DepEd) and the Korean Embassy in the Philippines have

signed the agreement to teach the Korean language in public schools. In the

statement of Maglinog (2018) Supreme Court ruled as valid a 2013

Commission on Higher Education memorandum that said that Filipino,

‘Panitikan’ and Constitution subjects were no longer required to be taught in

the college curriculum. Likewise in the CHED statement found in

INTERAKSYON (2018) clarified that the reason the subjects were excluded

from the required college subjects was because they were already taught in

grade school and high school and that colleges had the option of choosing to

include additional subjects in Filipino and Panitikan into their curriculum.

- Lastly is the Filipino Culture of “Tingi-Tingi”/ Today, this “tingi” system which

has become a part of our culture has contributed to our solid waste problem.

Everything we bought in “Tingian” is wrap in Non-recyclable and non-

biodegradable sachets. According to Peña (2017) In a recent waste audit

conducted by Greenpeace-Philippines and the group Break Free from Plastic


(BFP) movement, the most common item found was sachets which is the

audit was conducted in Freedom Island, a stretch of mangrove-lined beach

just outside of Manila, in the Philippines.


Every Filipino is thrifty when it comes to spend money. One of the cultures that

we had since we are little is saving money in our piggy bank. And as a Filipino and once

a child, one of the values I learned from my family is saving money.

In my opinion saving money is not bad because the money you save in the piggy

bank can be used in emergency situations like health care, shortage of food and for

transportation allowance. In my own experience I came from a poor family so I have a

challenging life before when I was a kid. So my dad told me that wasting money is bad

and I must make used of it in important matters. I grow up with that lesson dad gave me

so I started saving money using piggy bank. When I was in high school I sell Pilipit,

Butchi and Donut so that I can sustain my transportation needs. I can earn 2 pesos

each of every pieces that I sold and after I sell everything I put half of my income in the

piggy bank and half of it to use in transportation to school back in port. That time I

thought that saving money from piggy bank is good because it can discipline yourself

from spending too much money in useless things.

When I was in high school I saw a news telling that saving money in the piggy

bank affects the circulation of money in the country especially coins because coins are

the major type of money that we put in our piggy bank especially the change we have in

our pocket etc. It opened my eyes that time and I start not saving money in the piggy

bank. Saving money is good because it disciplined yourself and also it makes you thrifty

but saving money in the piggy bank which can lead to shortage of coins that circulates

in the country is bad. Having a bank account is the most appropriate way of saving

money and also the more you save money in the bank the more you have a revenue in

return of the savings.
