CONTENT:
This instruction outlines the precautions to be taken for operating cranes near overhead power lines or moving
high clearance loads such as Drilling Rigs under or through overhead power lines to avoid power line contacts.
This instruction does not apply to moving mobile cranes along roadways where overhead power line crossings
are posted and/or equipped with telltales indicating safe overhead clearance. The text includes:

1 .0 P URPO S E:

The purpose of this instruction is to protect persons operating cranes near or moving high clearance
loads under or through overhead power lines and to prevent damage to power lines or unscheduled
interruption of power supply during such operations.

2.0 RES PON SIBILITY - OF D EPA RTM ENT OWNI NG H OISTING


EQUIPMENT

2.1 The proponent of the job mus t contact the Electric System Operator of Power Distribution
Department and have him determine if an outage of the overhead power line can or should be
scheduled before work is permitted to proceed. (Facility involved will be notified for the
scheduled power outage). Outages required on any SCECO owned and operated lines shall be
coordinated through Power Distribution Department.

2.1.1 Obtaining concurrence of the Oil & Gas Disp atcher if the power outage will require shut
down of any GOSP, Pump Station or other Producing facility.

2.1.2 Notifying the Pow er Dispatcher of planned power li ne outage if the po wer line affected
is part of the electric power transmission system and obtaining the Power Dispatcher's
concurrence with the scheduled outage.

2.1.3 Notifying the Pow er Dispatcher of the pow er line outage and ob taining his c oncurrence
if the power line is part of the local electric power distribution system.

2.1.4 Coordinating the power line outage with local area Power Line Foreman.

2.1.5 Determining that the wor k permit is not is sued until the Electric System Operator de-
clares the power line is de-energized and gives clearance to proceed with the work.

2.2 Issuing Hot work permit to operate cranes near overhead power lines.

2.2.1 The work permit must be co untersigned by Pow er Distribution Department's Electric
System Operator, from the local area Power Dispatch Center.

2.3 Specifying on t he work pe rmit additional precautions and steps to be t aken to prevent power line
contact or to minimize losses if contact occurs during work when a power line outage cannot be
scheduled but the required work must proceed.

2.3.1 Indicating clearly that th e overhead power line is ene rgized and that th e Supervising
Craftsman must be familiar with paragraph 3 and paragraph 5 of this Instruction and
abide by its directives.

2.3.2 Notifying the Ele ctric System Operator of whe re the wo rk will be done , when it wi ll start
and end, and request he be readily available in the event an accidental contact with the

2.3.2.1 The Electric System Oper ator shall in turn advise the Power Dispatcher of
the power line voltage level.

2.3.3 Notifying the Oil & Gas Dis patcher of where the work will be done, and whe n it will start
and end, if accidental contact with the energized power line could shut down a Producing
facility.

2.3.4 Providing an auxili ary generator if pra ctical to pro vide eme rgency power to cr itical plant
circuits (alarm, shutdown, control, etc.) if accidental power line contact can interrupt
normal power supply to a critical plant.

3.0 RE SP ON SIBILITY -POWE R LINE CR EW:

The area Foreman of the Power Line Crew shall be responsible for:

3.1 Checking the necessary work permit from the Supe rvising Operator responsible for the area.

3.1.1 In areas outside of cl early defined responsibility limits su ch as roa dways, residential ar-
eas, unoccupied spaces in and outside plant(s) fence(s), work permit must be obtained
from the responsible Power Dispatch Foreman, or his delegated representative.

3.2 Explaining the limitations outlined on the w ork permit to t he Crane Operators and ens uring that
they are followed.

3.3 Instructing the crew to st rictly adhere to th e Safety Precautions outlined in para graph 6, below .

3.4 Coordinating with Central Dispatch should a power outage on SCECO or Power Distribution
Department owned lines are required.

4.0 RE SP ON SIBILITY - TR AN SP OR TA TION :

4.1 Selecting the route for moving Saudi ARAMCO Drilling Rigs or other equipment with high
clearance requirements to minimize power line crossings.

4.2 Notifying the loc al area Power D ispatcher of Powe r Distribution Department of the ro ute which
will be followed if overhead power lines have to be crossed.

4.3 Through Power Dispatcher, notifying the Oil & Ga s Dispatcher 7 days before the equipment
move (if feasible) of the date, time, location of crossing, power line(s) affected, and estimated
duration of the power outage required so that plant outages can be scheduled and effect on
Producing Operations evaluated.

4.4 Notifying the Power Dispatcher of any changes in timing as soon as they are known.

5.0 RE SP ON SIBILITY - D RILL ING :

The Saudi ARAMCO Drilling Foreman assigned as Contact Representative on Contractor Drilling rigs
will notify Wellsites Division the date of the rig move. Wellsites Division will be responsible for:

5.2 Notifying the Power Dispatch Foreman of the route which will be followed if overhead power
lines have to be crossed.

5.3 Notifying the Po wer Dispatcher 7 da ys before the equipment mo ve (if feasible) of the da te, time,
location of crossing, power line(s) affected, and estimated duration of the power outage required
so that plant outages can be scheduled and effect on Producing operations evaluated.

5.4 Notifying the Power Dispatcher of any changes in timing as soon as they are known.

6.0 SA FET Y PR EC AUT ION S:

Whenever a crane must be operated near an overhead power line where any part of the crane or load
will be over or under or within six feet of the power line, the power line should be scheduled out of
service if at all possible. Installation of a temporary alternate power line may be warranted in some

cases.

6.1 The work permit issuer and receiver must meet at the jobsite and plan the job and the
positioning of the crane to minimize the likelihood of contact.

6.2 The Power Line Crew Supervisor shall instruct the crew to strictly adhere to the following to
prevent electrocutions:

(NOTE: No work shall be done if visibility is limited due to darkness, dust or hot weather. This
includes high humidity and fog.)
6.2.1 DO NOT move booms closer than 10 feet to an energized power line up to 50 kV. Add
1 ft. for every 30 kV eg., 110 kv = 12'.

6.2.2 DO NOT touch any part of the crane or load while the crane is in motion. Dry fiber rope
tag lines shall be used to control the load.

6.2.3 In case of a po wer line contact, no person should attempt to ge t on or of f the crane, or
touch any part of the crane, the load, or the power lines, until the Electric System Oper-
ator has declared the line dead.

6.2.4 A rigger or banksman must ac company the crane during all mo vement including lifts to
direct the crane operator.

6.2.5 The crane operator is responsible for the safe operation of the crane.

6.3 Where practical powerline crew must be advi sed to co ver the line conductors with pro tective
equipment made for the purpose.
