Rationale
 The Philippines is highly vulnerable to existing climate risks brought about by
climate change. (World Bank, 2013).

 As such, despite the economic growth experienced by the country, these


disasters make most farming and fishing households to remain below poverty
threshold levels. (Benzon, 2010).

 Some damages brought about by disasters like typhoons:


> Physical damage to crops and agricultural infrastructure
> Occurrence of diseases and pestilence (foot-and-mouth disease among
cattle
> Bunchy top virus of abaca and banana, recurrent harmful algal blooms
(HABs)
Rationale
 Initial undertaking:

> PCAARRD’s S&T-based activities and programs built on


various initiatives of DOST (CEST Program, QRMP, INAP:S4SC,
among others)

> PCAARRD launched the S&T Action Frontline for Emergencies


and Hazards (SAFE) Program. This is their formal emergency
response program and an institutional system for both
emergency- or hazard-related R&D and technology transfer
Rationale

 The SAFE Project aims to mobilize and


organize the Regional Consortia around the
country to primarily develop the road map for
development and implementation of the SAFE
programs and strategies appropriate to the
current and emerging issues and challenges of
increasing natural and climate change, risks
and disasters.
Objective
General:
To build constituencies and capacities of regional partners for better
awareness and understanding of Disaster Risk Reduction
(DRR)/Climate Change Adaptation (CCA) for the AANR sector to
ably implement the nationwide SAFE Program.
Disaster risk reduction
Specific:
1. To ensure common understanding of the SAFE Program and the
concepts and principles of DRR/CCA for AANR among regional
partners.
2. To create institutional commitments, constituencies and partners for
the SAFE program.
3. To document and mainstream SAFE Principles and best practices of
the regional partners in the country.
