WELCOME
Dear Fellows and Alumni,
This year’s annual gathering marks the 3rd year of GEM STONES and the 10th year of
GEM. Both of these doctoral research and training consortia sponsored by European
Commission framework programs – one within the MSCA-ITN and the other within
the Erasmus+ program – are built upon global research networks with more than a
decade-and-a-half of history. The underlying initial partnerships and joint research
efforts hark back over 16 years to the GARNET Network of Excellence (sponsored by
the Commission’s 6th Framework program) which were later deepened through the
GR:EEN (FP7) and ENLIGTHEN (H2020) research in action projects.
Thanks to the innovation provided for by these leading research consortia, as well as
the partners’ decade-long shared experience and trust, the GEM and GEM STONES
PhD programs have emerged as leading research and doctoral education programs
on both the EU and global stages. The global reach of the programs is reflected in
their associated communities, be it: the near to 40 nationalities represented among
its sponsored early stage researchers; the 8 degree-awarding institutions spread over
three continents; or the more than 30 members of its Alumni community active on four
continents. External evaluators – both academic and managerial – have repeatedly
commended the resulting record, mentioning among other:
• A dozen universities from across the globe collaborating for over a decade-and-a-
half;
• 64 sponsored Double-Doctoral Theses, with 36 already successfully defended and
24 still ongoing;
• Over 50 academics mobilized to join Co-Supervision Arrangements;
• Over 160 mobility Actions facilitated over the course of the past decade;
• Participation of 6 prestigious think tanks and non-academic entities, allowing for
the integration of new internship practices within doctoral training programs;
• 12 published volumes in the Routledge-GEM book series;
• Innovative platform aimed at interaction with NGOs and policy-makers’ community
(AGORA).
It is above all thanks to the continued mobilization and investment of more than 50
academics, the local staff from more than 10 institutions and an ever-growing Alumni
community that we have continued to enjoy an extremely rich training and research
environment marked by its intersectoral, international and interdisciplinary openness.
This fruitful and opportunity-rich environment is further enhanced through the welcome
bottom-up proposals submitted by the students and Alumni.

In the short-term, the GEM program is expected to wrap up with the submission of
its final 9 PhD manuscripts, while the GEM-STONES agenda still foresees a series of
milestones and deliverables. As GEM-STONES enters the final third of its life-span,
it will focus more on securing the promised outputs and further disseminating the
consortium’s achievements. Key in this regard will be both the scheduled publication of
4 edited volumes and a textbook; as well as the submission of 15 doctoral manuscripts.
In the medium to long-term the prospects for the underlying research agendas and
associated research communities remain open. In this respect, a key objective of
this year’s annual gathering is to jointly look forward at how to further develop and
renew these communities. You are invited to join us in Brussels at the Institut d’études
Européennes of the Université libre de Bruxelles (IEE-ULB) at what we hope will be a
series of thought-provoking meetings so as to jointly evaluate the progresses made so
far, and the possible ways forward in the future.
Besides the institutional timing dictating these discussions, they also happen at a
crucial moment when a necessary updating of our research agenda is called for as it
has increasingly come to face epoch-defining global changes. In this regard, among the
many challenges to the community’s comparative and theoretical research agendas,
one must undoubtedly consider: the current great transformations of the global liberal
order; the global shifts in power; the dramatic changes in the foreign and trade policies
of the sole remaining superpower; the re-emerging tendencies towards power politics
and fragmentation; the emergence of authoritarian alternatives; or the troubles facing
a myriad of regional entities, including nationalist challenges to European integration
or growing tensions within ASEAN, AU and MERCOSUR. As in the past, the community
will broach these topics through: its pluralistic understanding of scientific debate;
continued commitment to theoretical innovation; and an open commitment to peaceful
and multilateral forms of cooperation.

It is a delight to welcome you all to this 9th Annual GEM/GEM-STONES Conference.
This first of these conference was held in 2011 at LUISS- Guido Carli in Rome as the
EMJD-GEM PhD School welcomed its first generation of Fellows, and now almost a
decade later our ever-growing community gathers once more in Brussels at the Institut
d’études européennes of the Université libre de Bruxelles (IEE- ULB).
The organisers remain committed to see this annual conference evolve and adapt in
light of the shifting needs of the community. In this respect, the project management
office would like to highlight the following innovations at this year’s event:
• The event was integrated into the host university’s wider thematic year dedicated to
“A Europe of Knowledge” – see http://europe-connaissance.ulb.be/fr - as the GEM/
GEM-STONES community is a textbook example of the opportunities and challenges
associated with the development of a European Areas of Research and Higher
Education (ERA & EHEA);
• A dedicated Skills building program was developed with an eye on counselling recent
(or soon to be) PhD graduates as they move beyond their doctoral work;
• Both organizational and financial means were purposefully invested in gathering
and promoting the GEM/GEM-STONES alumni community. This has allowed for
near to 20 Alumni to join us this year from across the globe;
• In line with past efforts, again the conference is seized upon as an opportunity for
inter-sectoral dialogue with a series of thematic roundtables (a.k.a ‘Salons’) set-up
to allow for open discussions under ‘Chatham House Rules’ so different generations
of researchers, different professional profiles and different disciplinary outlooks can
jointly discuss challenges of shared concern.
The GEM/GEM-STONES Project Management Office hopes these new platforms as well
the more familiar components of the program will help make the case of the continued
relevance of our annual gathering, for the GEM/GEM-STONES Community and beyond.

SKILLS MODULES
«PROFESSIONAL TRAINING»
The training includes two main components: a hands-on focus on skills related to CV writing
and job interviews, and a reflection on professionals skills, personal skills development
and the discovery of skills. The session focuses on communicating oneself, and on how to
navigate what is valued and sought for in terms of professional skills. As such, the session
represents an opportunity to discuss in-demand job skills of today and tomorrow.
The session will be interactive and includes work in pairs or smaller groups. A small
homework has been given to the participants two weeks prior to the session.
A second panel will focus on the personal and professional experiences of some of the
attending GEM PhD School Alumni, followed again by a Q&A with the audience.
«ALUMNI MIXER»
A 3-hour peer-to-peer learning session will be organised, involving both the alumni and the
currently enrolled fellows geared towards exchanging best-practices on how to navigate the
global job-market after graduation.
The host Maria Isabel Soldevila (ULB-IEE) is a journalist and communicator with 20+ years
of experience in getting people to talk about themselves and an ear for great stories.

SALONS

RATIONALE
In line with the longstanding European tradition of “Salons”, GEM-STONES hopes to organise a set
of gatherings shepherded by an inspiring host and profiting from a series of expert contributions.
These smaller scale gatherings will be held to simultaneously (1) refine the understanding,
(2) increase the knowledge and (3) deepen the interconnections of the participants through
conversation and debate.
Additionally, these salons will have a bridging function aimed at linking MSCA-funded early stage
researchers (ESRs) working on European Affairs to two key corresponding communities: EU policy
practitioners, on the one hand; and later-stage researchers having graduated from pre-existing
EU-funded programs who are also working on EU-affairs, on the other. As such these Salons are
part of GEM-STONES’ inter-sectoral and inter-generational networking and outreach efforts.
Lastly, these salons are also a professionalisation opportunity for the GEM-STONES ESRs to refine
their policy advocacy/consultancy skills. The ESRs have produced policy papers and have been
encouraged throughout their personal research to consider the real-world/policy implications
of their work. As such, the Salons offer a platform for them to present their research-informed
insights and test their conclusions through interactions with more senior experts and practitioners.
Ultimately, the hope is to foster new research-driven ideas and insights on a set of key societal
challenges facing the European Union today.
FORMAT
Each Salon will last for one hour-and-a-half, with discussions proceeding under the Chatham House
Rule and involving around two-dozen participants all of whom are either experts on, or practitioners
of EU affairs. Participating experts in EU affairs will include both Academics – i.e. senior scholars
from across the world, Early Stage Researchers currently enrolled in EU-funded programs, and
mid-career researchers graduated from prior EU-funded programs; and Practitioners – i.e. civil
servants from the main EU bodies, elected representatives from parliaments, members of civil
society organisations, private sector lobbies and consultants, as well as experts from Brussels-
based Think Tanks. The list of participants will be set by the organisers with an eye on the agreed
upon themes of each Salon. The discussions in each Salon will coalesce the practical experience,
knowledge and insights of the participants to arrive at a manifesto including a variety of roads to
policies that might offer possible answers to the raised societal issues.

The agenda – i.e. discussion topics – of each thematic Salon will be set out in advance as the organisers
seeks to identify up-to 10 societal issues facing the EU and its policy-makers today. To highlight the
connection with GEM-STONES’ overarching research agenda, the various issues have been grouped
into 5 transversal threats challenging the multilateral liberal order and the EU’s role therein:
Discussions themselves are to flow naturally but with the help of a host who will help frame and jump-
start the discussions by presenting and contextualising the two cross-cutting questions of a given
sessions. The first half of a given gathering (about 45min) is to involve the group as a whole (about
20 members) as it explores possible linkages between the societal challenges raised and the scope
of any possible EU response. Subsequently, the second half of the gathering (45min) participants are
to break into two smaller groups to have more intense discussions on the specificities relating to the
distinct societal questions closest to their field of expertise.
Following the event, the insights gleaned through the discussions will be compiled as a set of user-
friendly vignettes jointly drafted by the GEM-STONES fellows and a few of the program alumni. All
10 of these vignettes will be gathered and disseminated towards: (1) the wider public – through the

following newsletters and via the GEM-STONES & ULB web channels; (2) the various directly involved
communities - through targeted mailing lists of the participants from the event and the program’s
alumni; and policy-makers – by circulating the resulting policy papers to targeted officials
