✓No-till farming (also called zero tillage or direct drilling) is a way of growing crops or
pasture from year to year without disturbing the soil through tillage. No-till is an
agricultural technique which increases the amount of water that infiltrates into the soil, the
soil's retention of organic matter and its cycling of nutrients. In many agricultural regions,
it can reduce or eliminate soil erosion. It increases the amount and variety of life in and on
the soil, including disease-causing organisms and disease organisms. The most powerful
benefit of no-tillage is improvement in soil biological fertility, making soils more
resilient. Farm operations are made much more efficient, particularly improved time of
sowing and better trafficability of farm operations.(It also helps in carbon
sequestration/storage in the soil)

✓Bhavantar Bhugtan Yojana is a scheme of the Government of MP whereby the government pays
farmers the difference between official MSP & the rate at which they sell their crops or Model Price
whichever is higher. 
✓A plasmid is a small DNA molecule within a cell that is physically separated from a chromosomal DNA
and can replicate independently. They are most commonly found as small circular, double-stranded
DNA molecules in bacteria; however, plasmids are sometimes present in archaea and eukaryotic
organisms. 
✓Recombinant DNA molecules are DNA molecules formed by laboratory methods of genetic
recombination to bring together genetic material from multiple sources, creating sequences that would
not otherwise be found in the genome.

✓RNA interference (RNAi) was coined to describe a cellular mechanism that use the gene's own DNA
sequence of gene to turn it off, a process that researchers call silencing. In a wide variety of organisms,
including animals, plants, and fungi, RNAi is triggered by double-stranded RNA (dsRNA).

Salt Satyagraha Memorial has been opened at Dandi in Navsari district, Gujarat. It was dedicated to the
nation on the occasion of Mahatma Gandhi’s 71st death anniversary. The Salt March began on March
12, 1930 and continued till April 6, 1930.It was a 24-day Salt March, which was non-violent in nature, is
historically significant as it led to the mass Civil Disobedience Movement.
Article 87(1) says: “At the commencement of the first session after each general election to the House
of the People and at the commencement of the first session of each year the President shall address
both Houses of Parliament assembled together and inform Parliament of the causes of its summons.”

What is NSG?

access to information, corruption and stifled civic engagement are the key factors behind the poor
effectiveness and implementation of environmental regulations.
Indian scenario:
India’s people and the environment have been paying the price for its lethargic and poor state of
environmental governance. This is reiterated by a high-level committee set up the environment
ministry in 2014. Like the Water Act, which was implemented in 1974, a number of laws and
regulations have been existing for more than four decades now, but are proving to be ineffective.

India ranked 177th out of 180 countries in the 2018 Global Environment Performance Index (EPI)
rankings of the Yale University for being unable to improve its air quality, protect its biodiversity,
and cut its greenhouse gas emissions. It also slipped by 36 points in 2018 from 141 in 2016.

India has several rules and guidelines to control air pollution, but they aren’t put to good use. Coal-
based power plants continue to be the major source of air pollution in the country as more than
300 coal thermal power plants still violate emission standards.

Judiciary ignored: More than two-thirds of the states/union territories in the country have neither
bothered to comply with the orders passed by the Supreme Court, nor complied with the
directions given by the MoEF&CC. The judiciary’s order failed to even curb illegal rat hole mining
and miners in Meghalaya paid the price for that.

DIPP renamed as Department for Promotion of Industry and Internal Trade: It will look into matters
related to promotion of internal trade, including retail trade, welfare of traders and their employees,
facilitating ease of doing business and start-ups. The matters related to internal trade were earlier
under the domain of the Mo Consumer Affairs.
Carnot Prize:Piyush Goyal has been awarded the Carnot Prize 2018 for the transformational changes
brought by him during his tenure as Union Minister of Power.
It is an annual recognition by the US-based Kleinman Center for Energy Policy for distinguished
contributions to energy policy through scholarship or practice.The prize has been named after French
scientist Sadi Carnot, who in 1824 published Reflections on the Motive Power of Fire, which became the
basis for the second law of thermodynamics.
Goa introduces tags to protect biodiversity zones:to ensure communities residing within the
biodiversity zone get Access Benefit Share (ABS) from their profits.The tag will show that the
ingredients used are sourced from the nature. Under this, the sellers are supposed to pay 0.01% of
their annual profit to the GSBB and the board will then use this amount to protect the habitat from
where the ingredients are.

The country’s unemployment rate stood at a 45-year-high of 6.1 per cent in 2017-18.The
joblessness stood at 7.8 percent in urban areas compared with 5.3 parts in the countryside.(Note-

Naval Airfield Integrated Security System

Indian Navy has finalised a ₹700 crore contract with Bharat Electronics Limited (BEL) for
establishing an upgraded Naval Airfield Integrated Security System.(after pathankot attack)
The measures forming part of the project include an anti-climbing fence, drain detection intrusion
systems, a CCTV network and under-vehicle surveillance.

India asks UK to stop Kashmir event in London

India has lodged a strong protest with the UK to stop the hosting of a Pakistan-backed conference
on Kashmir to be held in British parliament on February 4.

Pradhan Mantri Shram-Yogi Maandhan Yojana-for the unorganised sector workers with monthly
income upto Rs 15,000. Rs 500 crore allocated .It shall provide an assured monthly pension of Rs 3,000
from the age of 60 years on a monthly contribution of a small affordable amount during their working
age---29year-100Rs/month & 18 years--55Rs/month till the age of 60.The Government will deposit
equal matching share in the pension account of the worker every month.
Need and Significance of the scheme:
It is expected that at least 10 crore labourers and workers in the unorganised sector will avail the
benefit of the scheme within next five years making it one of the largest pension schemes of the
world.Half of India’s GDP comes from the sweat and toil of 42 crore workers in the unorganised
sector working as street vendors, rickshaw pullers, construction workers, rag pickers, agricultural
workers, beedi workers, handloom, leather and in numerous other similar occupations. The
Government must provide them comprehensive social security coverage for their old age.
*The Centre will form a welfare panel for nomadic, semi-nomadic and de-notified
communities announced in Budget.A Welfare Development Board will also be set up under the MoSJ
and Empowerment to design and implement programmes for these hard-to-reach communities
The committee will be set up under NITI Aayog to complete the task of identifying de-notified,
nomadic and semi-nomadic communities.

The committee will follow up on the work of the Renke Commission and the Idate Commission.

Denotified Tribes are communities that were listed or notified as ‘born criminal ‘by the British
U/number of laws.The term, ‘Denotified & Nomadic Tribes’, can be traced to  Criminal Tribes Act (CTA)
of 1871.
Idate commission Recommendations:Denotified Nomadic and Semi-Nomadic Tribes are poorest of the
poor, most marginalised and most downtrodden communities who are subject to social stigma,
atrocity&exclusion. 
The government should provide strong legal protections and constitutional safeguards, including
the extension of the Protection of Atrocities Act to the NT/ DNT/ SNT communities by creating a
separate Third schedule as Scheduled De-notified, Nomadic and Semi-Nomadic Tribes.

Noting that all that the Centre has done so far are “symbolic reparations”, the Idate Commission
advocated for release of 2011 caste census, which is yet to be made public, at least on the DT/ NT/
SNT community, so that policies can be made specifically for these communities.

Renke Commission recommendations overview-97% of Denotified and 86% of the Nomadic Tribes
come under SC, ST, or OBCs.
✓GoI initiate steps to enumerate DNTs in the next census due in 2011

of the       DNTs, so that action plan can be drawn for their welfare.
✓S.govt may take special steps to issue Caste Certificates and ration cards to every member of DNT,
and BPL Certificates and to the concerned members, expeditiously.
✓GOI may take special campaign for issue of voter ID to the eligible members of DNT.
✓Basic civic amenities be provided to the DNTs living in colonies and clusters.
✓Ministry of SJ&E may earmark outlay for the welfare of DNTs.
✓Centre should modify the existing Housing Schemes in urban/rural areas and earmark specifically for
DNTs.
✓Special drive be made for awareness of DNTs particularly among women to avail the benefit of
various schemes for educational empowerment. Special Residential Schools for DNT Boys and Girls be
made to encourage education among them.
✓Skill Development Programmes be taken up for DNTs to improve their self employability and wage
employment, in collaboration with National Small Industries Corporation (NSIC), Khadi & Village
Industries Commission (KVIC), the Central Cottage Industries Corporation of India Limited, the
Handicrafts and Handlooms Exports Corporations of India Limited.
✓S/UTs & Central Ministries should formulate and implement DNT Sub-Plan for DNTs
✓Separate Finance and Development Corporation for DNTs, like National Scheduled Castes Finance &
Development Corporation, may be set up at the centre.
✓separate dept for the welfare of DNTs at the State level & separate Ministry/Department for the
welfare of DNTs at the Centre.
✓SC&ST(Prevention of Atrocities) Act, 1989 be, mutatis mutandis, made applicable to
DNTs,&implementation of the same be reviewed and monitored from time to time.
✓Constitution may be amended to include “Scheduled Communities” U/A 330 & 332 to enable these
communities to be eligible for reservation of seats in LS &LA of the States.
✓Seats may be reserved in Block/Taluka Panchayats and Zila Pandhayats/Zila Parishads, and the Urban
Local Bodies for DNTs 
✓ 10% of the funds earmarked for M.P. Local Area Development Fund.
✓10% reservation in Government jobs even if the total reservation exceeds 50%.
✓ Research Institutes should be set up by the States/UTs for DNTs.
✓A multicultural complex/Academy may be set up in every State/UT to develop, preserve and exhibit
the diverse and rich cultural heritage of DNTs.

Transparency International Budget survey---based on 4 parameters which include public disclosure,


budgetary process, post-budget fiscal management and efforts to make the budget more transparent
and citizen-friendly.
The top slot in the survey was occupied by Assam followed by Andhra &Odisha. Meghalaya, Manipur
and Punjab figured in the bottom list.Assam is the only state which has published a Citizens Budget in
the public domain and conducted budget awareness campaigns across 17 districts.
INSTEX:It is a payment mechanism being setup by the EU to secure trade with Iran and skirt US
sanctions after Washington pulled out of the landmark nuclear deal last May. INSTEX will allow trade
between the EU and Iran without relying on direct financial transactions.

●Rashtriya Gokul Mission U/ National Programme for Bovine Breeding and Dairy Development
(NPBBD).
↪The Mission is being implemented with the objectives to: a) development & conservation of
indigenous breeds b) breed improvement programme to improve the genetic makeup and increase the
stock; c) enhance milk production and productivity; d) upgrade nondescript cattle using elite
indigenous breeds like Gir, Sahiwal, Rathi, Deoni, Tharparkar, Red Sindhi and e) distribute disease free

was around ₹350Cr}Under the scheme, a ‘Rashtriya Kamdhenu Aayog’ would be set up.
Rashtriya Kamdhenu Aayog:It will take up scientific activities for genetic upgradation and increasing
productivity of cows.It will provide the policy framework and direction to the cow conservation and
development programmes 
Guru Padmasambhava: is known as the Second Buddha because he played a seminal role in spreading
Buddhism and Buddhist teachings across the Himalayan region including NE India, Nepal, Bhutan and
Tibet.
In Tibetan, Guru Padmasambhava is generally referred to as Guru Rinpoche, which means “precious
master.”

He undertook many travels across India, Bhutan, Tibet and Nepal.

National Foundation for Communal Harmony (NFCH) is organizing a special workshop for 42 Youth in

Kerala has become the first State to set up a price monitoring and research unit (PMRU) to track
violation of prices of essential drugs and medical devices under the Drugs Price Control Order
(DPCO).The move comes more than five years after the National Pharmaceutical Pricing Authority
(NPPA)proposed such a system for the S&UTs. The new watchdog will offer technical help to the State
Drug Controllers and the NPPA to monitor notified prices of medicines, detect violation of the
provisions of the DPCO.
FCRA: implemented by MHA.The intent of the Act is to prevent use of foreign contribution or foreign
hospitality for any activity detrimental to the national interest. 
Registration and prior approval under FCRA:
1. NGO must be in existence for at least 3 years& must have undertaken reasonable activity in its field
for which the foreign contribution is proposed to be utilised. Further, it must have spent at least
INR 10 lakh over 3 years preceding the date of its application on its activities.

Greenpeace has been forced to close two of its regional offices and “considerably” reduce its staff
in India because of a government crackdown on allegedly unlawful foreign funding of NGOs.

Millet village scheme:With ‘superfood’ and ‘eat smart’ strategies forming the main ingredients of the
latest dietary mantras, Kerala State Agriculture Department is earmarking farm space in more districts
for growing nutrient-rich millets.The state is also planning to expand its Millet Village scheme to
various other districts(initiated at Attappady). The project aimed at protecting seeds of traditional
varieties of millets and ensures food security and livelihood for tribals. The project is intended for
rejuvenating the traditional tribal agriculture. Apart from production of Millets, Pulses, Oilseeds,
Vegetables and Apiculture, it is proposed to start Procurement, Processing, Packing, Labelling and
Marketing of value added finished products of millets.

¥Anaemia,B-complex vitamin deficiency, pellagra (niacin deficiency) can be effectively tackled.

¥Notified these  as “Nutri-Cereals” and allowed its inclusion in PDS
¥Identified several varieties of millets for promotion. The millets in the category of “Nutri-Cereals”
include Sorghum (Jowar), Pearl Millet (Bajra), Finger Millet (Ragi), Foxtail Millet (Kangani/Kakun) and
Buckwheat (Kuttu) among others.

National Statistical Commission:set up in 2006,key role is to verify whether data being put in the public
domain are reliable and adequate. Setting up of the NSC followed the decision of the Cabinet to
accept the recommendations of the Rangarajan Commission, which reviewed the Indian Statistical
System in 2001.
NSC is the apex advisory body on statistical matters.
The NSC was constituted with a mandate to evolve policies, priorities and standards in statistical
matters. The NSC has four Members besides a Chairperson, each having specialization and experience
in specified statistical fields.

Victims of endosulfan poisoning in Kerala ended their five-day long indefinite hunger strike.
People living in more than 20 gram panchayats in Kasargod district were exposed to the
insecticide endosulfan – a highly potent neurotoxin – between 1975 and 2000, when the public
sector Plantation Corporation of Kerala sprayed the chemical aerially on its 12,000-acre cashew
estates.(1000 people died and 6000 poisioned). children were born with congenital disabilities,
hydrocephalus, diseases of the nervous system, epilepsy, cerebral palsy, and severe physical and
mental disabilities.

Note: 
Endosulfan is an off-patent organochlorine insecticide and acaricide that is being phased out
globally.( acute toxicity, potential for bioaccumulation, and role as an endocrine disruptor. )
a global ban on the manufacture and use of endosulfan was negotiated under the Stockholm
Convention in April 2011.

Sports Development Fund (NSDF) for providing financial assistance to elite athletes included in TOPS
for their customized training in world class training institutes/academies within the country and

Established in 1998, under Charitable Endowments Act 1890.The Fund is managed by a Council
constituted by the Central Government.Union Minister for YA&S is the Chairperson of the council.
National Service Scheme (NSS):It is an Indian government-sponsored public service program
conducted by the MoYA&S. The scheme was launched in Gandhiji’s Centenary year in 1969.UGC
headed by Dr. Radhakrishnan recommended it.

Pre-Departure Orientation Training (PDOT) programme:MEA in collaboration with MSDE is conducting


the PDOT programme under the Pravasi Kaushal Vikas Yojana (PKVY). National Skill Development
Corporation is the implementing agencyfor this programme.
Pravasi Kaushal Vikas Yojana (PKVY) is aimed at skilling Indians seeking employment abroad.The
programme is also aimed at boosting the confidence of the Indian youth implemented by the National
Skill Development Corporation through its training partners and in consultation with  MEA&MSDE
NSDC:established in 2009, is a not- for- profit company set up by the Ministry of Finance.It aims to
promote skill dev. by catalyzing creation of large, quality and for-profit vocational institutions.

MHA+MEA+NDMA is organising a meeting of Indian Ocean Rim Association (IORA) Cluster Group on
Disaster Risk Management (DRM) in New Delhi.IORA is based on the principles of Open Regionalism
for strengthening Economic Cooperation.

National Testing Agency (NTA) has launched a ‘mobile app’ through which students can practice or

Asian Elephant Alliance, an umbrella initiative by five NGOs, has come together to secure 96 out of the
101 existing corridors used by elephants across 12 States in India.(In budget 2017-18,NTA was
proposed).NGOs Elephant Family, International Fund for Animal Welfare, IUCN Netherlands and World
Land Trust have teamed up with Wildlife Trust of India’s (WTI) in the alliance.15 months campaign will
be led by the Wildlife Trust of India (WTI). The campaign aims to create awareness about elephant

1. The entire North Sentinel Island along with 5 km coastal sea from high water mark is
notified as tribal reserve.

Magnetic North Pole (also known as the North Dip Pole) is a point on Ellesmere Island in

Kisan Credit Card Scheme
Indian Banking Association (IBA) has issued advisory guidelines requesting banks to waive off the

✓International Financial Services Centres Authority Bill, 2019--cabinet approved
The first IFSC in India has been set up at GIFT City, Gandhinagar. An IFSC caters to customers outside
the jurisdiction of the domestic economy. Such centres deal with flows of finance, financial products
and services across borders. London, New York and Singapore can be counted as global financial
centres. It would provide Indian corporates easier access to global financial markets. IFSC would also
compliment and promote further development of financial markets in India.
Following are the main features of the Bill:
Authority -- consist of a Chairperson, one Member each to be nominated by RBI+SEBI+IRDA+PFRDA,
two members to be dominated by the C.Govt and two other whole-time or full-time or part-time
members.
Functions of the Authority:
1. regulate all such financial services, financial products and FIs in an IFSC which has
already been permitted by the Financial Sector Regulators for IFSCs.

2. regulate such other financial products, financial services or FIs as may be notified by
the Central Government from time to time.

3. recommend to the Central Government such other financial products, financial services
and financial institutions which may be permitted in the IFSCs.

Powers of the Authority: All powers exercisable by the respective financial sector regulatory (viz. RBI,
SEBI, IRDAI, and PFRDA etc.) under the respective Acts shall be solely exercised by the Authority in the
IFSCs in so far as the regulation of financial products, financial services and FIs that are permitted in the
IFSC are concerned.

OALP, once an explorer selects areas after evaluating the National Data Repository (NDR) and submits
the EoI, it is to be put up for competitive bidding and the entity offering the maximum share of oil and
gas to the government is awarded the block.NDR has been created to provide explorers’ data on the
country’s repositories.
New Exploration Licensing Policy (NELP) created in 1997 ended the state dominance and created a
competitive environment leading to liberalization of oil and gas exploration and production industry.
However, it failed to keep the momentum of production growth and attracting the foreign investment.
Rights under Forests Rights Act:
Title rights – Ownership to land that is being farmed by tribals or forest dwellers subject to a maximum
of 4 hectares; ownership is only for land that is actually being cultivated by the concerned family,
meaning that no new lands are granted.
Use rights – to minor forest produce (also including ownership), to grazing areas, to pastoralist routes,
etc.
Relief and development rights – to rehabilitation in case of illegal eviction or forced displacement; and
to basic amenities, subject to restrictions for forest protection.
Forest management rights – to protect forests and wildlife.
Eligibility:
Eligibility to get rights under the Act is confined to those who “primarily reside in forests” and who
depend on forests and forest land for a livelihood. Further, either the claimant must be a member of
the Scheduled Tribes scheduled in that area or must have been residing in the forest for 75 years.
Process of recognition of rights:
1. The Act provides that the gram sabha, or village assembly, will initially pass a resolution
recommending whose rights to which resources should be recognised.
2. This resolution is then screened and approved at the level of the sub-division (or taluka) and
subsequently at the district level.
3. The screening committees consist of three government officials (Forest, Revenue and Tribal
Welfare departments) and three elected members of the local body at that level. These
committees also hear appeals.

To protect and safeguarding the land rights and other rights of Scheduled Tribes, following
constitutional and legislative measure have been put in place:
STs and Other Traditional Forest Dwellers (OTFDs) (Recognition of Forest Rights) Act, 2006 to
recognize and vest the forest rights and occupation in forest land to forest dwelling STs.
“Right to Fair Compensation&Transparency in Land Acquisition, Rehabilitation and Resettlement
Act, 2013” (RFCTLARR Act, 2013) safeguards against displacement of STs.
“The Panchayats (Extension to Scheduled Areas) Act, 1996”, also provides that the Gram Sabha or
the Panchayats at the appropriate level shall be consulted before making the acquisition of land in the
Scheduled Areas or development projects and before resettling or rehabilitating persons affected by
such projects in the Scheduled Areas; the actual planning and implementation of the projects in the
Scheduled Areas shall be coordinated at the State Level.
Constitutional provisions U/Schedule – V also provide for safeguards against displacement of tribal
population because of land acquisitions etc. The Governor of the State, having scheduled Areas, is
empowered to prohibit or restrict transfer of land from tribals and regulate the allotment of land to
members of the Scheduled Tribes in such cases. Land being a State subject, various provisions of
rehabilitation and resettlement as per the RFCTLARR Act, 2013 are implemented by the concerned
S.Govts.
“The Legal Services Authorities Act, 1987”provides for legal services to members of STs.
“The SCs&STs (Prevention of Atrocities) Act, 1989”has been introduced to prevent the commission
of offences of atrocities against members of the Scheduled Castes and the Scheduled Tribes, to provide
for the trial of such offences and for the relief of rehabilitation of the victims of such offences and for
matters connected therewith or incidental thereto.
Apart from the above, this Ministry being the nodal Ministry for the welfare of Scheduled Tribes,
implements several schemes and programmes for upliftment and development of Scheduled Tribes in
the country.

India inks contract for 72,000 assault riffles

Indian Army signed a contract with Sig Sauer of the U.S. for 72,400 SIG716 assault rifles for
front-line soldiers deployed in operational areas.The new rifles will replace the Indian
National Small Arms System (INSAS) rifles.
The Defence Ministry also issued the Expression of Interest (EoI) for a deal to buy 111 naval
utility helicopters. This is the first project to be executed through the strategic partnership
policy.
Under this, the chosen Indian private company will team up with the Original Equipment
Manufacturer to build the product in India.
The EoI follows the Request for Information (RFI) and then detailed Request for Proposal
(RFP).

India, Maldives reverse visa stand-off

India and Maldives exchanged an agreement to facilitate visas for travel between the two
countries in a number of categories.“Visa Facilitation Agreement” – This Agreement
provides a very liberal visa regime for Maldivian nationals to visit India for tourism, business,
education & medical purposes.

 Rafale deal not on ‘better terms’ than UPA-era offer


Key findings of the ‘domain experts’ (senior Defence Ministry officials) on the Indian Negotiating Team
(INT)
The new Rafale deal for 36 flyaway aircraft (by current government) was not on “better
terms” than the offer made by Dassault Aviation during the procurement process for 126
aircraft under the UPA government.
Delivery schedule of even the first 18 of the 36 flyaway Rafale aircraft in the new deal was
slower than the one offered for the 18 flyaway aircraft in the original procurement process.
Domain experts also registered serious concern over the Indian government’s acceptance of
a ‘Letter of Comfort’ instead of a sovereign or government guarantee or bank guarantees
and also acceptance of offset issues and Dassault Aviation’s restrictive trade practices.

 Gujjar stir for reservation

The Gujjar community’s agitation in Rajasthan for 5% reservation in government jobs and
education has created unrest in the state.The Gujjars were demanding a lower scheduled
tribe status, instead of their current OBC (Other Backward Class) status. As government
refused to yield, they started to agitate.

‘95% of registered realty firms have no PAN’


Comptroller and Auditor General (CAG) found that a whopping 95% of the real estate
sector companies registered with the Registrar of Companies (RoC) did not have a
permanent account number (PAN).
CAG says I-T dept. has no mechanism to ensure all registered companies have PAN and file
returns.

Kerala Health Department has drawn up an action plan to generate public awareness on
the harmful effects of trans fatty acids (TFA) in commercially available food items.
The action plan will also encourage the local food industry to meet the current statutory
limits set for TFA and keep their food TFA-free.
Salt being a major contributor to hypertension and stroke, the action plan also plans to
address the high salt content in processed foods, pickles, papads and condiments by
encouraging manufacturers to move to low sodium options.

99.82% projects in forests got nod

National Board for Wildlife (NBWL) cleared 682 of the 687 projects (99.82%) that came up
for scrutiny. Only five projects were rejected since August 2014.
NBWL is the apex body charged with allowing forest land in Protected Areas to be diverted
for industry.
From 2009-2013, under the UPA regime, NBWL recommended 260 of the 328 that came
into its purview — or about 80% of the projects.

About National Board for Wild Life (NBWL)


It is a “Statutory Organization” constituted under the Wildlife Protection Act, 1972.
It is a very important body because it serves as apex body to review all wildlife-related
matters and approve projects in and around national parks and sanctuaries.
The NBWL adjudicates on industrial projects, road diversions or the like that could encroach
into Protected Areas or eco-sensitive zones of forests.
A smaller Standing Committee of the NBWL is charged with deliberating on the merits of
projects that come to it for scrutiny; the committee comprises scientists and government
officials and is chaired by Union Environment Minister.

‘Only 84% rural households have electricity in four States’

According to a comprehensive private sector survey of 10,000 households –


Only 84% of rural households have electricity connection in the four States of Uttar Pradesh,
Bihar, Odisha and Rajasthan.
Only 75% of all households used electricity from the grid. In other words, several
households that relied on off-grid sources of electricity despite having a connection.

The findings of the Survey is in contrast to the government’s Saubhagya Scheme data which shows

that 100% household electrification has been achieved in U.P., Bihar and Odisha; and 99.9% in
Rajasthan.

PM launched Rs. 16320 crore scheme to supply electricity to all households by December
2018, providing free connection to poor and at low cost to others.
The  PM Sahaj Bijli Har Ghar Yojana  named  SAUBHAGYA  aims to improve environment,
public health and education and connectivity with help of last mile power connections
across India.

Citizenship, triple talaq Bills lapse(not passed through RS)

There have been widespread protests against the Citizenship Bill that proposed to grant
citizenship to six religious minorities — Hindus, Jains, Sikhs, Parsis, Christians and Buddhists
— from Pakistan, Afghanistan and Bangladesh, who came to India before December 31,
2014.
The Bill was seen as violating the terms of the 1985 Assam Accord that had set March 24,
1971 as the cut-off for granting citizenship.

CAG Report on Rafale deal

CAG report provides the following key highlights :


The contract signed in 2016 to acquire 36 Rafale fighter jets from France through the Inter-
Governmental Agreement (IGA) was 2.86% lower in value than “Audit’s aligned price” of the
bid received in 2007 when the then UPA government had sought to purchase 126 Medium
Multi-Role Combat Aircraft (MMRCA).
The CAG also observed that the price could have been reduced further had the benefits of
waiving of the bank guarantees for the vendor (Dassault Aviation) been passed on to India.
On the delivery schedule, the CAG found that the 2016 deal’s terms would ensure only a
month’s advantage over the timeline offered in the 2007 bid.
