RATIONALE

There are two main purposes why this activity is proposed:

First, our country is now on the brink of transforming/changing its political system. The
successful quest for presidency by Mayor Rudrigo Roa Duterte had shifted the balance of power
in the national political arena, where its party, the PDP-laban, has attracted supporters from
various walks of life crying for the adoption of Federal form of government.

Changing the form of government into a Federal Republic may have consequences in
the country’s education system. This may result to shift from highly centralized to a more
decentralized set-up in the way education in the country shall be managed. As educators who
are the managers of schools- viewed as the heart of the country’s education system, it is our
responsibility to be aware to these changes so that it will be easy for us to adapt in the event
there are sudden paradigm shifts.
Second, news reports have shown that teachers and administrators alike were involved
on issues pertaining to sexual abuses. This issue is alarming and need to be prevented through
intensive campaign for information dissemination in order to deter others not to commit such
abuses.

Hence, this activity is designed for the participants to be aware on the nature and
structural characteristics of Federalism and to acquire vital information pertaining to provisions
in Anti-Sexual Harassment Law.

OBJECTIVES

At the end of this seminar, participants will be;

1. Oriented on the backgrounds and rationale of Federalism,


2. Oriented on the structural characteristics of Federal Republic,
3. Discussed with the advantages of Federal form of government to Philippine education
system, and
4. Oriented on the provisions in the Anti-Sexual Harassment Law.

DESCRIPTION OF ACTIVITY

 This activity is entitled Seminar on Federalism and Anti-Sexual Harassment Law.


 This seminar will be conducted on June 2, 2018 (8:00am to 5:00pm) at Old Library,
SDSSU-Main Campus.
 The participants of this seminar are the Graduate School students who are officially
enrolled in Ed. D. M 307 – Seminar on Legal Problems and Issues in Educational
Management, summer class.
 Resource Speakers of this seminar will be invited coming from the College of Arts and
Sciences Instructor handling Political Science subjects and Celina Tan, the University
attorney of SDSSU.
 At the end of the seminar, Resource Speakers will be given certificate of commendation
and token for their time and expertise rendered to the said seminar.
 All the participants will be given certificate of appreciation for their active participation.
 The professor and working committees will supervise the entire duration of seminar.
 The expenses of this activity will be shouldered by the doctorate students.
