The letter, for signature Of the SA, forwards a transportation study for possible use to support the evacuation of the Congress to its CASPER relocation site. 2. You were briefed on Project CASPER on 8 September. A summary of the guidance you issued at that time is in paragraph 4 of SS. 3. On 18 September you approved an action which resulted in Sec/Def » gorwarding a proposed letter to the Vice President to the White House for | ae signature by the President. A copy of this action is at Red Tab. To date | no indication of any action by the Vice President as a result of the | Presidential letter has been received.
