5.2 PROJECT DESCRIPTION

The Proposed Waterfront Development in NHA Bangkal is a mixed-use

development that provides leisure, relaxation, and entertainment. It is used for

residential, commercial, and recreational purposes not just for the residents of NHA

Bangkal but also for other locals and tourists. It is situated in a 15.4-hectare or 153,749

m2 lot in Davao City fronting the Talomo River. The prime purpose of the development

is to address the community’s problem with flooding through the use of different non-

defensive strategies in mitigating flood that aims to give space for water movement

and sustainable storm water use.

The project features a different approach to flood mitigation as it will be

designed to adjust to the flooding conditions of the site.

5.3 DESIGN PHILOSOPHY

“Living and Working with Water”.

For centuries, water has been playing a significant part in shaping our

built environment. Man depend on it, use it, and live with it. One natural

phenomenon commonly experienced in many low-lying areas is flooding which

implies that structures should be designed to adapt to this natural phenomenon

by giving space for water movement and using it for a sustainable development.

5.4 PROGRAMMATIC CONCEPTS

5.4.1 Non-defensive Flood Mitigation

Methods commonly practiced and applied in addressing flooding are

defensive approaches such as concrete flood walls, gabions, and levees. The

problem with those common methods is that they do not allow water to move

naturally. The proponent acknowledges flooding as a natural disaster which

means that infrastructures should be the ones to adjust and adapt, not the

water. In this project, the development will be sensitive to the movement of

water in its vicinity and will be designed to give space for water through non-

defensive methods.

5.4.2 Sustainable Stormwater Use

In research, twenty-four (24) percent of domestic water use is wasted

through the flushing of toilets. Through the application of sustainable storm

water use, water collected from rainfall and floods will be put to use throughout

the development for irrigation, flushing of toilets, and other domestic uses.

5.4.3 Resilient Design

Since the Proposed Waterfront Development is located in a flood prone

area, the developments buildings will be designed to adapt to the flooding

conditions of the site.

5.5.1 President

– the chief executive who supervises during meetings of the

homeowners association.

5.5.2 Vice President

– the executive officer that ranks below the president. He/she may serve

in the president's place under certain circumstances.

5.5.3 Secretary

– the officer who is the head of the administrative department

5.5.4 Treasurer

– the officer in charge of keeping the homeowners association’s

treasury.

5.5.5 Auditor

– the officer in charge in inspecting accounting procedures and records.

5.5.6 Events & Sports Chairperson

– the officer in charge of organizing community events and sports

activities.

5.5.6 Board of Directors

– group of homeowners that are elected by the members of the

homeowners association to establish community policies and

administrate management affairs and decisions.

5.5.7 Security Chairperson

– the officer/head of security who supervises the overall safety and

security of the development, its residents and guests.

5.5.8 Maintenance Chairperson

– the officer who superintends the cleanliness and maintenance of the

development.

– the officer in charge of repairs and check-ups of the development’s

facilities.
