Dear SirlMadam,

This is to inform you of the "Special Course for advancement of Agricultural and Life Sciences" offered
at the Graduate School of Agricultural and Life Sciences (GSALS) the University of Tokyo. Under this program,
five MONBUKAGAKUSHO (Japanese Government) Scholarships are offered to International Students for
pursuing doctoral course at the GSALS. However, applicants can also join as a Privately Financed International
Student. Detailed course information is enclosed along for your kind reference.
We request you to reconnnend competent student! researcher of your Universityl Institution (for both
categories - scholarshipl private students) who are desirous of obtaining doctoral degree at our graduate school.

This is an official announcement of the Special Course for Advancement of Agricultural and
Life Sciences-2009, offered to international students wishing to pursue doctoral course at the Graduate
School of Agricultural and Life Sciences (hereafter GSALS), the University of Tokyo. Details of the
course are as follows:

1. Course Highlights, Field of Study, and Number of Applicants


(I) Course Highlights and Field of Study
Study areas of this program include all agriculture related topics such as Agricultural and
Environmental Biology, Forest Science, Agricultural and Resource Economics, Global Agriculture,
Applied Biological Chemistry, Biotechnology, Biological and Environmental Engineering, Animal
Resource Sciences, Veterinary Medical Sciences, Aquatic Bioscience, Biomaterial Sciences, and
Ecosystem Studies. Most important objective of this course is the development of field sciences
leading to future international cooperation in the above areas. Hence, candidates employed in
education! research, and especially those recommended from universities! institutions having
International Acadenric Exchange Agreement with the Graduate School of Agricultural and Life
Sciences! The University of Tokyo will be selected on priority.
(2) Number of Applicants: Ten
Japanese Government SchOlarship Students (hereafter "Scholarship Students") 5
Privately Financed International Students (hereafter "Private Students") 5

2. Qualifications
(I) Nationality: To apply as Scholarship Student, one must be a citizen of the country recognized by
MONBUKAGAKUSHO.
(2) Age: Must be less than 35 years as on April I, 2009 (born later than April 2, 1974).
(3) Academic Background: Must have (or expected to have by September 30, 2009) a Master's degree
or academic qualification equivalent to Master's degree (to enroll in Veterinary Medical Sciences,
applicant must have completed undergraduate course in Veterinary Medical Sciences, or must have
academic qualification equivalent to that course).
Those employed in education! research in university! institution after completion of their Master's
degree will be selected for Scholarship on priority basis.
(4) Health: Applicants must be in good physical and mental health.
(5) Language Proficiency: Must be reasonably fluent in English.
(6) Arrival in Japan: On a specified date in the beginning of October, 2009 (Private Students must
arrive by the end of September for completing admission formalities).

Remarks:
1
a) Military personnel and military civilian employees cannot apply for this scholarship.
b) Scholarship may be canceled if grantees cannot arrive in Japan by the specified date (see Section 2
(6)).
c) Those receiving scholarship from the government of their country or from other organizations, cannot
apply as Scholarship Students.
d) Application may be made in advance, in anticipation of graduating the Master's course (or under
graduate course of Veterinary Medical Sciences), or its equivalent by September 30, 2009 as shown
in Section 2 (3). However, scholarship will be canceled if the grantee fails to graduate the required
course by this date.
e) If a Private Student wish to conduct field work in the student's native country, it is possible to pursue
research through periodic interaction with the supervising professor, and submit the thesis thereafter.
Applicants are advised to submit their application after thorough discussion on this matter with the
host professor.

3. Scholarship Tenure
The Scholarship Students will be provided scholarship from October 2009 for three years (or four years for
Veterinary Medical Science) until the completion of the course.

4. Scholarship benefits for Scholarship Students


(I) Allowauce: A monthly stipend of 170,000 Yen (will change to 160,000 Yen from October 2010,
subject to change).
However, scholarship may be suspended during extended period of absence from Japan, or when the
student remains off campus for prolonged periods without permission.
(2) Transportation:
a) Transportation to Japan: An economy class air ticket from the international airport closest to the
student's university (in the applicant's home country) to the New Tokyo (Narita) International
Airport will be provided.
b) Transportation from Japan: Students leaving Japan after the completion of scholarship tenure, and
before the expiration of time limit designated by MONBUKAGAKUSHO, will be provided an
economy class air ticket from the New Tokyo International Airport to the international airport
closest to his/ her university (in the applicant's home ~ountry) .
• Expenses for domestic travel between the New Tokyo International Airport and the University of
Tokyo are to be paid by the grantee .
. All aviation / accident insurance to and from Japan shall be paid by the grantee.
(3) School Fees: Grantees are exempted from payment of fees for entrance examination, course
registration, and tuition.
(4) A part of the medical expense will be reimbursed.
Information on housing will be provided on request.

5. Support for Private StUdents


(I) Application of Private Students under this course will receive priority for recommendation to the
Tokyo University Fellowship and other Scholarship programs (scholarship cannot be guaranteed
though).
(2) A part of the medical expense will be reimbursed. Information on housing will be provided on
request.

6. Admission related expenses for Private Stndents
(1) Application fee 30,000 ¥
(2) Admission fee 282,000 ¥
(3) Tuition fee (per year) 520,800 ¥
The above mentioned is an expected amount, which may be revised. Revised amount will be applicable
if fees are revised at the time of admission or during the tenure of the enrolled course.

7. Selection procednres and Notification of Selection


1) Scholarship Students
(1) Based on the evaluation of the documents submitted by the applicant, The University of Tokyo
will select and recommend suitable candidates to the MONBUKAGAKUSHO as Scholarship
Students.
(2) MONBUKAGAKUSHO will select the grantees from the list recommended by the University of
Tokyo, and inform about the selected candidates to the University of Tokyo.
(3) After receiving this intimation from the MONBUKAGAKUSHO, the University of Tokyo will
notify each applicant by mid July 2009. Grantees will be enrolled in the University of Tokyo as
"Doctoral Course students".
2) Private Studeuts
(1) Based on the evaluation of the documents submitted by the applicants, GSALS will select, and
inform the result to the selected candidates by the end of March 2009. These students will be
enrolled in the University of Tokyo as "Doctoral Course students".

8. Characteristic Features of the Special Course


(1) Lectures will be in English. Students are advised to gradually learn the Japanese language during their
stay in Japan so as to become familiar with technical Japanese required for his/ her area of research.
(2) After being approved by the supervising professor, research results of the student compiled in the form
of a dissertation will be submitted to the GSALS as a requirement for Doctoral Course completion.
On qualifying the necessary evaluation procedure of the GSALS, the degree of Doctor of Philosophy
(Doctor of Veterinary Medicine- for those belonging to the Department of Veterinary Medical
Sciences) will be awarded by the University of Tokyo.

9. Application Procedure
The following documents (an original and a copy for each) must be sent to the GSALS before the deadline of
January 31,2009.
The documents must be submitted through the head of applicant's graduate school if he/she is a graduate
school student (including a research student); head of the institution / university if employed; or the dean of
the university from which the applicant graduated, if no formal affiliation exists. All of the following
documents must be sent by registered airmail.
(1) Application Form
a) Those applying as Scholarship Student must submit the "Application for Japanese Government
Scholarship (Research Student)". Private Students must submit the "Enrollment Application form (for
Private Foreign Students)".
b) Those who opt to apply as Scholarship Student as the first choice, and as Private Student as the
second choice must submit the "Application for Japanese Government Scholarship (Research Student)"

as well as the "Enrollment Application form (for Private Foreign Students".
(2) Letter of Acceptance from the supervisor in GSALS, the University of Tokyo.
(3) Medical certificate (issued by a registered medical doctor). The medical exam must be done
within the past 6 months prior to the application deadline.
(4) Photocopy of each university degree/diploma certificate (Bachelor, Master), or certificate which
guarantees successful completion of Master's course before September 30, 2009 (or the
undergraduate course for Veterinary Medical Sciences).
(5) Certified academic records / transcript of all applicable undergraduate and graduate course work
clearly indicating the GPA grades (or percentage of marks) obtained for the respective courses.
(6) Summary of the Master's thesis (or equivalent research papers): If Master's thesis is not a
requirement of the wliversity attended, this should be specifically indicated in the application form, and
equivalent research papers must be submitted.
(7) TOEFL score certificate (those unable to submit this certificate, should submit supporting document
or a certificate from the affiliated university certitying the applicant's English language ability.
Applicants whose mother tongue is English need not submit this document).
(8) Documents certifying the applicant's nationality, citizenship, or proof of residence in the applicant's
home country, i.e. census register etc (translated into English), passpDl1 (photo copy), or other proof
of citizenship.
(9) Letter of recommendation by the President, Dean or Head of the applicant's institution/employing
body (addressed to the President, the University of Tokyo). In addition to this, letters from the
applicant's closest advisor/teachers may also be submitted.
(10) Letter from the employee certified the applicant's designation at the affiliated universitylinstitute.
(II) Passport size photographs (6cm x 4cm) taken within 6 months prior to the deadline, with name and
nationality written on the reverse side - 2 copies.
(12) Applicants from countries which need government permission / agreement to study abroad must send
the consent of home government with the application form.

Remarks
a) Supervising professor have to submit the proposed research plan after the applicant is selected.
Hence applicants must maintain close contact with the research supervisor at GSALS, and
formulate the required research proposal in advance.
b) All application related documents should be typed in Japanese or English on A4-size paper.
c) Of the above mentioned documents to be submitted along with the application form, items (1),
(2) and (3) must be in the format prescribed by the University of Tokyo.
d) No application will be accepted unless all the above required documents are enclosed.
Incomplete applications, and applications received after the deadline will not be considered.
e) Submitted documents will be retained by the University of Tokyo for record, and not be
returned to the applicant.

10. Important
(1) Scholarship student will forfeit the scholarship in any of the following cases:
a) A false statement has been made in the application form.
b) If any article of hislher pledge to MONBUKAGAKU-DAIJIN (the Minister of Education,
Culture, Sports, Science and Technology) is violated.
c) He/ she is subjected to disciplinary action by the university or shows no prDlnise of academic

achievement.
d) If the student opts to discontinue at the GSALS, or transfers to another university
e) The visa status has changed from student visa to some other category
(2) Those applying for this scholarship through various universities, or simultaneously applying for the
Embassy Recommended MONBUKAGAKUSHO-MEXT or Student Exchange Program
Scholarships will not be considered for the scholarship.
(3) In case of Scholarship Students, the scholarship can be received only for a fixed tenure 00 years (4
years for Veterinary Medical Science) and can not be extended.
(4) International Students are advised to be informed about Japan's weather, customs, climate,
University education and setting in general before coming to Japan. Although research related
instructions will be provided in English, Japanese language ability is necessary for daily life. Hence
it is advisable to learn the Japanese language.

- Procedures for Admission and Study -

1. Departments
The Graduate School of Agricultural and Life Sciences (GSALS) presently consists of the
following twelve departments:
Agricultural and EnvirolUnental Biology, Applied Biological Chemistry, Forest Science,
Aquatic Bioscience, Agricultural and Resource Economics, Biological and Environmental
Engineering, Biomaterial Sciences, Biotechnology, Animal Resource Sciences, Ecosystem
Studies, Global Agricultural Sciences, and Veterinary Medical Sciences.
Applicants must choose one of the above departments, and indicate the name of the
department and the research supervisor on the application form.
Care should be taken, as the registered department cannot be altered in principle after
enrollment. Thus the applicant is advised to contact an appropriate advisor and carefully
evaluate the suitability of the department selected.

2. Field of Study
Graduate students are required to select a research field from those provided within the
department they select. Fields of study and names of the professors available under this
program are listed in Attachment I. The field of study must be entered on the application form.
However, research proposal may be changed after discussing the research topic with the
supervisor during the initial period following selection.
To minimize any potential difficulties, applicants are strongly encouraged to collaborate with
their prospective supervisor/advisor in their field of study or other appropriate persons
associated with the GSALS.

3. Advisor
Applicants must find an advisor from Attachment I whose research area corresponds with the
course selected, and indicate this name on the Application form. Full Professors in charge of a
specific research field should be selected at this stage. As the graduate student continues his
studies, an associate professor/ lecturer working in the same field, or another staff from a
related field may be appointed as additional advisor if necessary. This can be accomplished
through discussions coordinated by the graduate student's primary advisor and available staff at
the University of Tokyo, based on research progress.

4. Requirements for the Degree of Doctor of Philosophy


All work for the doctorate degree must be completed within a maximum period of three years
(four years for the Department of Veterinary Medical Sciences- CVMS).
Each graduate student must perform research in a specified subject related to the selected
field, under the supervision of an approved advisor, and also take a minimum of twenty (20)
credits (32 for CVMS) according to the selected course curriculum and its regulations. When

a graduate student's research results are in the form of a dissertation, hel she will be allowed to
submit it to the GSALS as a Doctoral thesis. If the GSALS certifies the qualification of the
thesis, the degree of Doctor of Philosophy will be awarded by the University of Tokyo.

5. Language
Primarily English, but also use Japanese.
In this course, lectures as well as class instruction/exercise, and laboratory work will be
carried out in English. It is also possible to complete the enrollment formalities in English.
Dissertation and presentation in English is accepted. However, all graduate students are
strongly encouraged to develop basic skills in Japanese which will help their research activities,
as well as ensure an enjoyable daily life in Japan.
