Thank you for your interest in RWDI’s specialty consulting services. We are pleased to present our
proposal to provide Wind Engineering services towards your proposed Capitol Twin Peaks project in
Colombo. For a listing of our methodology, extensive experience and terms and conditions of contract,
you are invited to review the appendices included herein.

Project Description

RWDI is informed that the development comprises of two towers with 50 stories and having podium
up to level-9 .The total height is around 173 mtrs above the ground level. The towers are not structurally
connected and there is an expansion joint between the towers at podium level.

Project Scope
Wind Climate Analysis

Long-term meteorological data for the area will be used by RWDI for the analysis of the wind tunnel
results. This information, along with information on the topography surrounding the wind instrument, will
be used to establish reference wind speeds for the area and develop a mathematical model of the joint
probability of wind speed and direction

Proximity Model Construction:

A proximity model including all buildings and geographical features located within a 500 m radius of the
center of the proposed site will be constructed at approximately 1:300 or 1:400 scale. The proximity
model will include the general massing of the buildings and street patterns around the project site.

Benefit: Allows for the influence of adjacent structures to be included in wind tunnel tests.

Structural Wind Load Study:

To provide overall wind-induced loads acting on each floor of the proposed tower for the purposes of
structural design. In addition, building motions at the top occupied floor will be provided and compared
with established criteria related to occupant comfort. The base study will examine one configuration of
surroundings representing all existing and in-construction surroundings.

Benefit: Wind tunnel testing is almost universally employed on tall structures in order to optimize the
structural design. This has the dual benefit of potentially providing cost savings to the owner, or
identifying any unusually high wind loads.

Cladding Wind Load Study:

A summary of the expected peak positive and negative wind pressures acting on the exterior envelope of
the tower with the objective of determining design wind loads for cladding or curtain wall design will be
provided. The study will include the provision of results for canopies, parapets and walls open to the air
on both sides. The estimated design loads for the 50-year return period will be presented in the form of
block diagrams (in 0.50 kPa increments) superimposed on the building’s elevations and roof plans. The
base Cladding Wind Load Study will examine one configuration of surroundings representing all existing
and in-construction surroundings.

Benefit: Wind tunnel testing is beneficial in specifying the required strength of the membrane or curtain
wall material. This provides a potential saving to the owner by avoiding the over specification of material.

Pedestrian Comfort Wind Study: Pedestrian comfort, in terms of wind speed and direction at street
level, podium level, and the roof top levels (if present), tower entrances, etc., will be simulated and the
comfort level of the wind environment in these areas will be assessed. If required, concepts to minimize
uncomfortable winds will be described. If conditions are particularly severe in critical areas, we may
recommend additional testing to develop specific solutions. The fee associated with additional testing in
connection with detailed solution development is not included in this proposal and will be provided
separately should these tests be recommended.

Benefit: Complaints due to excessive winds at key pedestrian areas can compromise the image of the
facility in the eyes of the public. A Pedestrian Wind Study will assess the comfort level around the
proposed development and provide recommendations for improving it. The remedial measures to be
derived from this study (if required) are geared toward providing a safe and positive wind environment to
the users of the facility, which will enhance the public image

Project schedule is initiated upon receipt of written authorization, the required first milestone
payment and all necessary information (see Appendix- IV). The overall study schedule will
also depend heavily on timely feedback from the design team and transfer of information between
the design team and RWDI.

APPENDIX- I: DETAILED PROJECT SCOPE


Wind Climate Model
Wind Data: Long-term meteorological data for Mumbai will be used for the
analysis of the wind tunnel results. This information, along with information
on the topography surrounding the wind instrument will be used to establish
wind speeds for the area and to develop a mathematical model of the joint
probability of wind speed and direction. This mathematical model of the wind
climate will be used to analyze the wind tunnel test data.

Proximity Model Construction plot

A proximity model that includes all buildings and geographical features located up to a 500 m radius of
the center of the proposed site at a suitable scale of 1:300 to 1:400 will be constructed. Photographs of
the completed model will be sent to the project team for review and comment prior to testing.

Surroundings beyond the limits of the model will be simulated by appropriate spires and roughness
elements on the wind tunnel floor, to provide an accurate simulation of the wind speed profile and
turbulence of the approaching wind. The profiles will be selected on a direction-by-direction basis using
the numerical wind model of ESDU.

Wind-Induced Structural Loading Study – HFFB/ HFPI


Structural wind loads will be obtained either using RWDI’s High Frequency Pressure Integration (HFPI)
methodology or by direct measurement using a High Frequency Force Balance (HFFB). In HFFB test, the
scale model of each proposed tower will be mounted on one of RWDI’s high-frequency response strain
gauge force-balances. These balances are capable of accurately measuring the instantaneous base
bending moments, base shears and base torsional moments for the frequency range of interest
(corresponding to about 0 Hz to 80 Hz at model scale).The HFPI method uses an integration of the
instantaneous pressures measured on a point-by-point basis on the surface of a scale model to derive the
desired loading conditions. The selection of HFFB or HFPI methodology is dependent upon the geometry
of the building

Test Model and Instrumentation: a rigid 1:300 or 1:400


scale model of the proposed tower will be constructed and
mounted on one of RWDI’s high-frequency response strain
gauge force-balances. These balances are capable of
accurately measuring the instantaneous base bending
moments, base shears and base torsional moments for the
frequency range of interest (corresponding to about 0 Hz to
80 Hz at model scale).

Testing: The model of the proposed tower will be tested in


position with the proximity model, in our boundary layer wind
tunnel for 36 wind directions at 10 degree intervals in a fully
simulated turbulent wind. The mean, RMS and peak values
of the base moments, shears and torque will be measured for
the building’s principal axes. Spectra of moment and torque
will also be recorded. All results will be corrected for the
effects of flexibility of the nominally rigid model.

Test Configuration: One configuration of the study site will be tested for our base studies representing
the study towers in the presence of all existing and in-construction surroundings.
Data Analysis: The test data will be combined with structural information (i.e., natural modes of
vibration, the building mass distribution and the structural damping) to determine the dynamic response of
the structure. Acceleration values will be provided for damping ratios of 1.5% and 2% (or as requested by
the structural engineer). The results will be in the form of base moments, shears and torque as a function
of wind speed and direction. These results will then be combined with the mathematical model of the wind
statistics for the area to predict the wind-induced loads as a function of return period.
Structural Loads for Design: From the data analysis results, wind force and torque distributions as a
function of height will be provided for the proposed tower in the form of floor by floor loads or equivalent
static pressure distributions (that can be readily compared with code provisions) for the 50 year return
period (or another return period of interest). We will also recommend appropriate combinations of design
loads in the two principal directions and in torsion.
Building Motion Effects: The acceleration on the top occupied floor of the tower will be predicted as a
function of return period by combining the wind tunnel data with the wind statistics for the area. The
results will be provided in graphical form and will be compared to criteria for human comfort.

Report & Deliverables:


 Preliminary design loads and essential information will be submitted as soon as they are available
in the form of an interim excel spreadsheet and figures.
 The final report will include a full description of test methodology, analysis, results and
recommendations.
 The acceleration and torsional velocity predictions for the top occupied floors along with criteria
for human comfort will be provided
 The wind force and torque distribution as a function of height will be provided in the form of floor
by floor loads or static pressure distributions
 Appropriate combinations of design loads in the principle directions and torsion will be provided

Cladding Wind Load Study

Test Model: A 1:300 to 1:400 suitable scale model of the tower will be used to obtain wind- pressures for
the complete development.
Instrumentation: Taps that measure wind pressure on the surface of each
tower will be installed on rigid scale model of the entire development. The
distribution of taps on the model will take into consideration possible
regions of high wind loads (“Hot Spots”) specifically on the roofs,
elevations, soffits, skylights, entrances, etc.
Wind Tunnel Testing: The pressure model of the entire development will
be tested in our boundary layer wind tunnel where the natural wind and
turbulence levels will be simulated. During the tests, the instantaneous
wind pressures at each pressure tap will be measured for 36 wind
o
azimuths in 10 increments. The mean, root-mean-square (RMS) and the
peak maximum and minimum pressure coefficients, based on the gradient
wind pressure, will then be derived from the wind tunnel data. Example of tap installation

Cladding Design Loads:


The test data will be combined with the statistical model of the local
wind climate, which includes the strength and directionality of
severe winds. The results of this analysis are the predicted peak
exterior pressures for the 50-year return period. The potential for
breakage, or an opening occurring and the internal
compartmentalization of each tower will be accounted for with an
internal pressure allowance. To determine the peak cladding loads,
the interior pressure will be estimated and added to the exterior
pressure where applicable. The estimated design loads for the 50-
year return period will be presented in the form of block diagrams
(in 0.5 kPa increments) superimposed on the tower’s elevations
and roof plans. The block diagram presentation will allow the
building designers to better estimate the design loads for the wall
and roof systems of the tower.

Deliverables: Interim information on the initial cladding loads will be
sent once the analysis has been conducted. A final report will be
prepared upon completion of the study, which will contain a complete discussion of the test procedure,
results and the recommended design loads. Contained within the final report will be pressure block
diagrams for the tower presented on building elevations and roof plans for both peak positive and
negative combined pressures.

Pedestrian Comfort Wind Study


Pedestrian comfort, in terms of wind speed and direction at street level, podium level, and the roof top
levels (if present), tower entrances, etc., will be simulated and the comfort level of the wind environment
in these areas will be assessed. If required, concepts to minimize uncomfortable winds will be described.
If conditions are particularly severe in critical areas, we may recommend additional testing to develop
specific solutions. The fee associated with 3 testings in connection with detailed solution development is
included in this proposal and cost of any additional tests will be provided separately should these tests be
warranted.

Benefit: Complaints due to excessive winds at key pedestrian areas can compromise the image of the
facility in the eyes of the public. A Pedestrian Wind Study will assess the comfort level around the
proposed development and provide recommendations for improving it. The remedial measures to be

To conduct the testing, the scale model of the


development which was used for the cladding
pressure study will be re-instrumented. Wind speed
sensors (shown on the right) which are used to
measure the mean and gust wind velocities at a full-
scale height of 1.5 m (5 ft.) above ground will be
installed on the model, taking into consideration
outdoor pedestrian-use areas around the proposed
development. Attention will be paid to wind sensitive
areas such as the various entranceways, building
corners, amenity levels, the exterior podium, and the
exterior terrace areas at various levels of the building.

The test model, together with the proximity model, will be tested in our boundary layer wind tunnel where
the natural wind speed and turbulence levels will be simulated. During the tests, wind speed data will be
collected for 36 equally spaced wind directions.

The wind tunnel data will be analyzed together with the long-term
meteorological statistics to predict how often selected wind speed
ranges will occur at each location. The data can then be evaluated to
determine the level of pedestrian comfort based on the wind force
impact on the pedestrian. Results will be reviewed with comfort criteria
to determine the types of pedestrian activities suitable for the predicted
wind conditions (e.g., Walking, Sitting or Standing). In the event that
undesirable conditions are found, we will use our experience and best
engineering judgment to suggest design concepts to minimize
uncomfortable winds.

Deliverables: A final report will be submitted at the conclusion of the


project. This report will contain detailed methodology and a discussion
of the wind activity around the proposed development in terms of
pedestrian comfort and safety.

APPENDIX- III: TERMS OF ENGAGEMENT


• Please note that all pricing is in INR and includes professional fees and anticipated office/lab
expenses (photocopying, modeling materials, telephone calls, courier).

• Travel expense for witnessing the testing is not included in the pricing.

• Any local service tax in Sri Lanka is not included and shall be paid extra.

• Invoices will be submitted on a milestone basis as indicated below:

o Milestone I - Award of Contract - 30% of contract value

o Milestone 2- Completion of Wind Tunnel testing – 50%

o Milestone 3 – Submission of draft / preliminary report – 20%

• Full settlement of our invoices is required within 10 days of their date of issue. 80% of the total
contract amount has to be paid before release of the final wind tunnel results. RWDI will not
provide bank guarantees, letters of credit, performance bonds or any other financial assurance
with respect to the delivery of services.

• Should the project be delayed or cancelled for reasons beyond the control of RWDI, an invoice
proportional to the amount of work completed up to the time of the project delay or cancellation
would be submitted including any significant demobilization costs. If the project is resumed after
being suspended for more than three months, RWDI’s compensation shall be equitably adjusted.

• The fee quoted in this proposal will be considered valid for a period of 90 days, after which, we
reserve the right to revise the quotation, if appropriate.

• Delay in payment by client can result in a stop-work by RWDI. A stop-work by RWDI for this
reason will not be considered a breach of contract. Such a stop-work will be communicated by
RWDI to the client at the earliest opportunity.

• In the event that the work has been completed and RWDI has been provided an alternative
agreement, the legal costs associated with reviewing such an agreement are not included in the
fixed fees of this proposal and a Contract Negotiation Fee will be charged. RWDI will not
endeavor to provide a signed agreement once our work has been completed.

APPENDIX- IV: INFORMATION REQUIRED


Prior to commencing the proposed studies, we require the following information:

• Written authorization to proceed (signed RWDI Letter of Authorization).

• A 3D CAD model of the development if available.

• The most up-to-date architectural drawing files (all floor plans, elevations, roof plans, site plan
showing north).

• Sections detailing the external characteristics of the structure.

• All available information regarding the surroundings within a 500 m radius of the site, including
elevations and dimensions of existing buildings, any aerial photographs, and site photographs if
available.

The following information is required for the desktop study for each tower:

• Floor ladder used in the structural model - i.e., floor-to-floor heights and elevations/heights above
grade, floor labels in the structural model, etc.

• Mass properties for each floor/story, including mass, mass moment of inertia and location of the
center of mass for each floor – note that the lumped mass at each floor/story used in the dynamic
analysis should account for the full self-weight of the floor's structural system (i.e. slab, beams,
columns, walls, bracing), superimposed dead loads, and a live load allowance (typically about
30% of the nominal value).

• Mode shapes and corresponding natural frequencies associated with each of these modes of
vibration. This information can be extracted from the dynamic analysis results of the structural
model. Typically, for buildings, the first two sway (translational) modes and the first torsional
mode are required.

• A drawing showing the origin of the structural model co-ordinate system with respect to an
architectural floor plan of a typical floor. In this drawing should be also shown the x- and y-axes
and the sign convention for these axes.

The following information is required for the pedestrian wind study

Preliminary landscaping plans so RWDI can assess the general use of the site and if mitigation is
required can make recommendations based on the preliminary landscape plans

Location of important pedestrian use areas of the site.
