The University of Southern Maine, Gorham Campus is seeking proposals for the
following:
Gorham Central Heat Plant –Generator and Transfer Switch Pre-purchase 2012-
015B

Project Summary: The University of Southern Maine, a member of the University of


Maine System desires to pre-purchase the Generator and Transfer Switch for the
Gorham Central Heat Plant at the Gorham Campus.

Proposals will be received until 2:00 PM, March 1, 2013, at the Gorham Facilities Office
at which time they will be opened and evaluated. Submissions received after this time will
be returned unopened. Submitting firms will be notified of the results.

SECTION TWO

2.0 GENERAL INFORMATION:

2.1 Purpose: The University of Southern Maine is seeking proposals for Generator and Transfer
Switch pre-purchase for the Gorham Central Heat Plant.

2.2 The University of Southern Maine will hereinafter be referred to as the "University."
Respondents to the RFP shall be referred to as "Vendor(s)” or “Vendor(s)”.

2.4 Evaluation Criteria: Award will be made to the low vendor provided that all project
requirements are satisfactorily met. However, consideration will be given to delivery,
service and warranty

2.5 Award: The University reserves the right to conduct any tests it may deem advisable and to
make all evaluations. The University reserves the right to reject any or all proposals, in whole
or in part and is not necessarily bound to accept the lowest proposal if that proposal is
contrary to the best interests of the University. The University reserves the right to waive
minor irregularities. Scholarships, donations, or gifts to the University will not be
considered in the evaluation of proposals. A proposal may be rejected if it is in any way
incomplete or irregular. When there are tie proposals, there shall be a preference for "in-state
vendor". When tie proposals are in-state or out-of-state, the award will be made to the
proposal that arrives first at the USM Facilities Management Office.

2.6 Award Protest: Vendor’s may appeal the award decision by submitting a written protest to
the University of Southern Maine Director of Engineering and Architecture within five (5)
business days of the date of the award notice, with a copy of the protest to the successful
vendor. The protest must contain a statement of the basis for the challenge.

2.7 Communication with the University: It is the responsibility of the vendor to inquire about any
requirement of this RFP that is not understood. Responses to inquiries, if they change or
clarify the RFP in a substantial manner, will be forwarded by addenda to all parties that have
received a copy of the RFP. Addenda will also be posted on our web site,

Transfer Switch Pre-Purchase. The University will not be bound by oral responses to
inquiries or written responses other than addenda. Inquiries must be made to:

2.8 Submission: A SIGNED original of the proposal must be received at the University of
Southern Maine, Facilities Management, 30 University Way, Gorham, Maine 04038, in a
sealed envelope no later than 2:00 P.M. local time, Friday, March 1, 2013, at which time
they will be opened and evaluated. Submitting firms will then be notified of the results. The
proposal must be date/time stamped by the Facilities Management Office in order to be
considered. Vendors are strongly encouraged to submit proposals in advance of the due
date/time to avoid the possibility of missing the 2:00 deadline due to unforeseen
circumstances. Vendors assume the risk of the methods of dispatch chosen. The University
assumes no responsibility for delays caused by any package or mail delivery service. A
postmark on or before the due date WILL NOT substitute for receipt of proposal. In the event
of suspended University operations due to weather, the proposal opening will be rescheduled
for the next business day at the same time and location. Proposals received after the due
date and time will be returned unopened. Additional time will not be granted to any single
vendor, however, additional time may be granted to all vendors when the University
determines that circumstances require it. FAXED OR E-MAIL PROPOSALS WILL NOT BE
ACCEPTED.

2.9 Proposal Envelope: The signed proposal should be returned in an envelope or package,

2.11 Proposal Understanding: By submitting a proposal, the vendor agrees and assures that the
specifications are adequate, and the vendor accepts the terms and conditions herein. Any
exceptions should be noted in your response.

2.12 Costs of Preparation: Vendor assumes all costs of preparation of the proposal
and any presentations necessary to the proposal process.

2.13 Debarment: Submission of a signed proposal in response to this solicitation is certification


that your firm (or any subcontractor) is not currently debarred, suspended, proposed for
debarment, declared ineligible or voluntarily excluded from participation in this transaction by
any State or Federal department or agency. Submission is also agreement that the University
will be notified of any change in this status.

2.14 Proposal Validity: Unless specified otherwise, all proposals shall be valid for sixty (60) days
from the due date of the proposal.

2.15 Errors: Proposals may be withdrawn or amended by vendors at any time prior to the proposal
opening. After the proposal opening, proposals may not be amended. If a significant mistake
has been made by an apparent low vendor, the vendor will be given the option of selling at
the price given or withdrawing the proposal. If an extension error has been made, the unit
price will prevail.
SECTION THREE
3.0 GENERAL TERMS AND CONDITIONS:

3.1 Contract Administration: The University of Southern Maine’s Department of Facilities


Management or its designee shall be the University's authorized representative in all matters
pertaining to the administration of this Contract.

3.2 Contract Documents: If a separate contract is not written, the Contract entered into by the
parties shall consist of the RFP, the signed proposal submitted by the Contractor, the
specifications including all modifications thereof, and a purchase order, all of which shall be
referred to collectively as the Contract Documents.

3.3 Contract Modification and Amendment: The parties may adjust the specific terms of this
Contract (except for pricing) where circumstances beyond the control of either party require
modification or amendment. Any modification or amendment proposed by the Contractor
must be in writing to the University of Southern Maine, Facilities Management Office. Any
agreed upon modification or amendment must be in writing and signed by both parties.

3.4 Contract Term: The Generator and Transfer Switch, as specified, shall be delivered to the
University of Southern Maine, Gorham Campus on or before June 17, 2013. The vendor
agrees to pay liquidated damages to the University of Southern Maine in the amount of
$825.00/Day for damages incurred by the University due to the Vendor’s failure to deliver the
equipment within the contract time.

3.5 Contract Validity: In the event one or more clauses of the Contract are declared invalid,
void, unenforceable or illegal, that shall not affect the validity of the remaining portions of
the Contract.

3.6 Non-Waiver of Defaults: Any failure of the University to enforce or require the strict keeping
and performance of any of the terms and conditions of this Contract shall not constitute a
waiver of such terms, conditions, or rights.

3.7 Clarification of Responsibilities: If the Vendor needs clarification of or deviation from the
terms of the Contract, it is the Vendor's responsibility to obtain written clarification or
approval from the Contract Administrator.

2.8 Litigation: This Contract and the rights and obligations of the parties hereunder shall be
governed by and construed in accordance with the laws of the State of Maine without
reference to its conflicts of laws principles. The Vendor agrees that any litigation, action or
proceeding arising out of this Contract, shall be instituted in a state court located in the State
of Maine.

3.9 Indemnification (Vendor): The Vendor agrees to be responsible for, and to protect, save
harmless, and indemnify the University and its employees from and against all loss,
damage, cost and expense (including attorney's fees) suffered or sustained by the
University or for which the University may be held or become liable by reason of injury
(including death) to persons or property or other causes whatsoever, in connection with the
operations of the Vendor under this agreement.
3.10 Assignment: Neither party of the Contract shall assign the Contract without the prior written
consent of the other, nor shall the Vendor assign any money due or to become due without
the prior written consent of the University.

3.11 Equal Opportunity: In the execution of the Contract, the Vendor and all sub vendors
agree, consistent with University policy, not to discriminate on the grounds of race, color,
religion, sex, sexual orientation, including transgender status or gender expression,
national origin or citizenship status, age, disability, genetic information, or veteran’s
status and to provide reasonable accommodations to qualified individuals with disabilities
upon request. The University encourages the employment of individuals with disabilities.

3.12 Sexual Harassment: The University is committed to providing a positive environment for all
students and staff. Sexual harassment, whether intentional or not, undermines the quality of
this educational and working climate. The University thus has a legal and ethical
responsibility to ensure that all students and employees can learn and work in an
environment free of sexual harassment. Consistent with the state and federal law, this right
to freedom from sexual harassment was defined as University policy by the Board of
Trustees.

Failure to comply with this policy could result in termination of this Contract without advance

3.13 Contractor’s Liability Insurance: During the term of this agreement, the Vendor
shall maintain the following insurance:

The University of Maine System shall be named as Additional Insured on the Commercial
General Liability insurance.

Certificates of Insurance for all of the above insurance shall be filed with:

Certificates shall be filed prior to the date of performance under this Agreement. Said
certificates, in addition to proof of coverage, shall contain the standard Acord statement
pertaining to written notification in the event of cancellation, with a thirty (30) day
notification period.

3.14 Campus Tobacco Use Policy: A tobacco-free campus has been established at The
University of Southern Maine to provide a healthy working and learning environment for the
entire campus community.
1. The University of Southern Maine is a tobacco-free campus. This policy applies to faculty,
staff, students, contractors, vendors and visitors. The use of tobacco and all smoking
products is not permitted on any university-owned property, which includes but is not
limited to, buildings, university grounds, parking areas, campus walkways, recreational
and sporting facilities, and university or personally-owned, rented or leased vehicles.
2. Tobacco use by definition includes the possession of any lighted tobacco products, or the
use of any type of smokeless tobacco, including but not limited to chew, snuff, snus,
electronic cigarettes, and all other nicotine delivery devices that are non-FDA approved
as cessation products.
3. It is the shared responsibility of all members of the campus community to respect and
abide by this policy. The successful implementation of this policy depends on the
courtesy and cooperation of the entire campus community.

3.15 Payments: Payment will be upon submittal of an invoice to the University by the Vendor on a
Net 30 basis unless discount terms are offered. Invoices must include a purchase order
number. The University is using several, preferred methods of payment: PCard (Visa); Bank
of America’s ePayables and PayMode electronic payment systems. Please indicate your
ability to accept payment via any or all of these methods.

3.16 Delivery: on or before June 17, 2013- The Vendor will have the complete responsibility for the
equipment until it delivered and unloaded to the University of Southern Maine –Gorham
Campus. Final location to be determined, at which point it will be turned over to the installing
contractor. All transportation and unloading arrangements to the University will be the
responsibility of the Vendor. Refer to section 1.2 of the Specifications.

PRE-PURCHASE SPECIFICATION

NATURAL GAS ENGINE GENERATOR SET

PART 1 - GENERAL

1.1 SCOPE OF WORK

A. Provide natural gas engine generator set for optional standby service, as shown on the
Drawings and in conformance with this Section.

1.2 RELATED DOCUMENTS

A. Contract Drawings and general provisions of the Contract, including General and
Supplementary Conditions and Division 1 Specification Sections, apply to this Section.

B. Related requirements are included in the following sections:

1. Division 26 Section “Transfer Switches” for transfer switches including sensors and
relays to initiate automatic starting and stopping signals for engine-generator sets.

1.3 DIVISION OF RESPONSIBILITY

A. Equipment Vendor:

1. Equipment manufacturer contracted by the University to fabricate and supply the


specified equipment. Additional responsibilities include equipment submittals, factory
testing, delivery of the equipment to the jobsite, field inspections upon arrival at the
jobsite, supervision of all pre-functional testing procedures, training and additional
activities as listed in this specification.

B. Electrical Contractor:

1. Installation contractor contracted by the University to install and integrate the


specified equipment for the project. Additional responsibilities include inspection of
the equipment upon arrival to the job site, coordination of the equipment delivery, off
loading and final placement of the equipment, protection of the equipment between off
loading and final placement, field installed wiring, switchgear control wiring
verification, assistance in all pre-functional & functional testing procedures, assistance
in switchgear as-built submittals, preparation of field as-built drawings and additional
activities as listed in this specification.

1.4 SUMMARY

A. This Section includes packaged engine-generator sets for standby power supply with the
following features:
1. Natural Gas engine.
2. Generator
3. Generator set control panel
4. Engine starting battery with charger
5. Engine coolant heater
6. Engine exhaust silencer
7. Unit-mounted cooling system.
8. Remote-mounting control and monitoring.
9. Weatherproof sound-attenuated enclosure.
10. Remote annunciator
11. Remote stop switch

1.5 DEFINITIONS

A. The following definitions apply to this Section:

1. Generator: commonly used term for a rotating three phase brushless alternator with
60Hz output voltage
2. Generator set: a complete assembly of engine and generator set components capable of
generating electricity
3. Operational Bandwidth: The total variation from the lowest to highest value of a
parameter over the range of conditions indicated, expressed as a percentage of the
nominal value of the parameter.
4. Steady-State Voltage Modulation: The uniform cyclical variation of voltage within
the operational bandwidth, expressed in Hertz or cycles per second.

1.6 QUALIFICATIONS

A. Manufacturer’s Factory Qualifications: Manufacturing facilities shall have accreditation to


ISO 9000:2000 or an equivalent quality management system acceptable to the Engineer. The
manufacturing company shall be listed in a published NRTL directory of companies offering
NRTL-listed and labeled products.

B. Supplier Qualifications: Manufacturer's authorized representative who is factory-trained and


manufacturer-approved for installation of units required for this Project. Maintain, within 200
miles of Project site, a service center capable of providing training, parts, and emergency
maintenance repairs.

1. Engineering Responsibility: Preparation of data for vibration isolators and seismic


restraints of engine skid mounts, including Shop Drawings, based on testing and
engineering analysis of manufacturer's standard units in assemblies similar to those
indicated for this Project.

C. Product Options: Drawings indicate size, profiles, and dimensional requirements of


packaged generator sets and are based on the specific system indicated.

D. Electrical Components, Devices, and Accessories: Listed and labeled as defined in


NFPA 70, Article 100, by a testing agency acceptable to the AHJ, and marked for intended
use.

1.8 SUBMITTALS

A. Compliance statement as described under Quality assurance section of this Specification.

B. Product Data: Provided by the equipment vendor for each type of packaged engine generator
indicated. Include rated capacities, operating characteristics, and furnished specialties and
accessories. In addition, include the following:

1. Thermal damage curve for generator.


2. Time-current characteristic curves for generator protective device.

C. Shop Drawings: The equipment vendor shall provide detailed equipment assemblies and
indicate dimensions, weights, loads, required clearances, method of field assembly,
components, and location and size of each field connection.

1. Dimensioned outline plan and elevation drawings of engine-generator set and other
components specified.
2. Design Calculations: Signed and sealed by a qualified professional engineer.
Calculate requirements for selecting vibration isolators and seismic restraints and for
designing vibration isolation bases.
3. Vibration Isolation Base Details: Signed and sealed by a qualified professional
engineer. Detail fabrication, including anchorages and attachments to structure and to
supported equipment. Include base weights.
4. Wiring Diagrams: Power, signal, and control wiring.

D. Manufacturer Seismic Qualification Certification: The equipment vendor shall submit


certification that engine-generator set, batteries, battery racks, accessories, and components
will withstand seismic forces up to seismic design Category B. Include the following:

1. Basis for Certification: Indicate whether withstand certification is based on actual test
of assembled components or on calculation.

a. The term "withstand" means "the unit will remain in place without separation of
any parts from the device when subjected to the seismic forces specified."

2. Dimensioned Outline Drawings of Equipment Unit: Identify center of gravity and


locate and describe mounting and anchorage provisions.
3. Detailed description of equipment anchorage devices on which the certification is

E. Qualification Data: For installer and manufacturer.

F. Equipment vendor source quality-control test reports.

1. Certified summary of prototype-unit test report.


2. Certified Test Reports: For components and accessories that are equivalent, but not
identical, to those tested on prototype unit.
3. Report of factory test on units to be shipped for this Project, showing evidence of
compliance with specified requirements.
4. Report of sound generation.
5. Report of exhaust emissions showing compliance with applicable regulations.
6. Certified Torsional Vibration Compatibility: Comply with NFPA 110.

G. Equipment Vendor field quality-control test reports.

H. Operation and Maintenance Data: Prepared by the Equipment Vendor for packaged engine
generators to include in emergency, operation, and maintenance manuals. In addition,
include the following:

1. List of tools and replacement items recommended to be stored at Project for ready
access. Include part and drawing numbers, current unit prices, and source of supply.

I. Warranty: Special warranty specified in this Section.

1.9 QUALITY ASSURANCE

A. Source Limitations: Obtain packaged generator sets and auxiliary components through one
source from a single manufacturer.

B. Comply with ASME B15.1.

C. Comply with NFPA 37.

D. Comply with NFPA 70.

E. Comply with NFPA 110 requirements for Level 2 emergency power supply system.

F. Comply with UL 2200.

G. Engine Exhaust Emissions: Comply with applicable state and local government regulations
in effect at the project location.

H. Noise Emission: Comply with applicable state and local government requirements
applicable to sound emitted by generator set including engine, engine exhaust, engine
cooling-air intake and discharge, and other components of installation.

I. Compliance Statement: The Equipment Vendor shall include a Compliance Statement, at the
time of Bid, listing each Specification Section stating paragraph-by-paragraph compliance
with the Specification, and proposed nonconformities. Provide short description of minor
nonconformities, and detailed explanation of other nonconformities.

1.10 PROJECT CONDITIONS

A. Interruption of Existing Electrical Service: Do not interrupt electrical service to facilities


occupied by Owner or others unless permitted under the following conditions and then only
after arranging to provide temporary electrical service according to requirements indicated:

1. Notify Owner no fewer than 14 days in advance of proposed interruption of electrical


service.
2. Do not proceed with interruption of electrical service without Owner's written
permission.

B. Environmental Conditions: Engine-generator system shall withstand the following


environmental conditions without mechanical or electrical damage or degradation of
performance capability:

1. Ambient Temperature: Minus 40 to plus 40 deg C.

1.11 COORDINATION

A. The Electrical Contractor shall coordinate size and location of concrete bases for package
engine generators. Cast anchor-bolt inserts into bases.

1.12 WARRANTY

A. Special Warranty: Manufacturer's standard form in which manufacturer agrees to repair or


replace components of generator sets and associated auxiliary components that fail in
materials or workmanship within specified warranty period. Include one preventative
maintenance check while under warranty.

1. Warranty Period: 12 months from date of Substantial Completion.

1.13 MAINTENANCE SERVICE

A. Initial Maintenance Service: Beginning at Substantial Completion, the Equipment


Manufacturer shall provide 12 months' full maintenance by skilled employees of
manufacturer's designated service organization. Include quarterly exercising to check for
proper starting, load transfer, and running under load. Include routine preventive
maintenance as recommended by manufacturer and adjusting as required for proper
operation. Provide parts and supplies same as those used in the manufacture and installation
of original equipment.

2. Steady-State Voltage Operational Bandwidth: 1 percent of rated output voltage from


no load to full load.
3. Transient Voltage Performance: Not more than 10 percent variation for 50 percent
step-load increase or decrease. Voltage shall recover and remain within the steady-
state operating band within 0.5 second.
4. Steady-State Frequency Operational Bandwidth: Plus or minus 0.25 percent of rated
frequency from no load to full load.
5. Steady-State Frequency Stability: When system is operating at any constant load
within the rated load, there shall be no random speed variations outside the steady-

8. Sustained Short-Circuit Current: For a 3-phase, bolted short circuit at system output
terminals, system shall supply a minimum of 300 percent of rated full-load current for
not less than 10 seconds and then clear the fault automatically, without damage to
winding insulation or other generator system components.

a. Operation: Equalizing-charging rate of 10 A shall be initiated automatically


after battery has lost charge until an adjustable equalizing voltage is achieved at
battery terminals. Unit shall then be automatically switched to a lower float-
charging mode and shall continue to operate in that mode until battery is
discharged again.
b. Automatic Temperature Compensation: Adjust float and equalize voltages for
variations in ambient temperature from minus 40 deg C to plus 60 deg C to
prevent overcharging at high temperatures and undercharging at low
temperatures.
c. Automatic Voltage Regulation: Maintain constant output voltage regardless of
input voltage variations up to plus or minus 10 percent.
d. Ammeter and Voltmeter: Flush mounted in door. Meters shall indicate
charging rates.
e. Safety Functions: Sense abnormally low battery voltage and close contacts

2.4 CONTROL AND MONITORING

A. The Engine-Generator Set Control Panel shall be 208/120V

B. Automatic Starting System Sequence of Operation: When mode-selector switch on the


control and monitoring panel is in the automatic position, remote-control contacts in one or
more separate automatic transfer switches initiate starting and stopping of generator set.
When mode-selector switch is switched to the on position, generator set starts. The off
position of same switch initiates generator-set shutdown. When generator set is running,
specified system or equipment failures or derangements automatically shut down generator
set and initiate alarms. Operation of a remote emergency-stop switch also shuts down
generator set.

C. Configuration: Operating and safety indications, protective devices, basic system controls,
and engine gages shall be grouped in a common control and monitoring panel mounted on
the generator set. Mounting method shall isolate the control panel from generator-set
vibration.

labeled. Push button shall be protected from accidental operation.

2.5 GENERATOR OVERCURRENT AND FAULT PROTECTION

A. Generator Circuit Breaker: Molded-case, thermal-magnetic type; 100 percent rated;


complying with NEMA AB 1 and UL 489.

1. Tripping Characteristic: Designed specifically for generator protection.


2. Trip Rating: Matched to generator rating.
3. Shunt Trip: Connected to trip breaker when generator set is shut down by other
protective devices.
4. Mounting: Adjacent to or integrated with control and monitoring panel.

B. Generator Protector: Microprocessor-based unit shall continuously monitor current level in


each phase of generator output, integrate generator heating effect over time, and predict when
thermal damage of alternator will occur. When signaled by generator protector or other
generator-set protective devices, a shunt-trip device in the generator disconnect switch shall
open the switch to disconnect the generator from load circuits. Protector shall perform the

rated full-load current for up to 10 seconds.
3. As overcurrent heating effect on the generator approaches the thermal damage point of
the unit, protector switches the excitation system off, opens the generator disconnect
device, and shuts down the generator set.
4. Senses clearing of a fault by other overcurrent devices and controls recovery of rated
voltage to avoid overshoot.

2.6 GENERATOR, EXCITER, AND VOLTAGE REGULATOR

A. Comply with NEMA MG 1.

B. Drive: Generator shaft shall be directly connected to engine shaft. Exciter shall be rotated
integrally with generator rotor.

C. Electrical Insulation: Class H, operated within Class H limits for temperature rise.

D. Stator-Winding Leads: Brought out to terminal box to permit future reconnection for other

2.7 OUTDOOR GENERATOR-SET ENCLOSURE

A. Description: Vandal-resistant, weatherproof steel housing, wind resistant up to 120 mph.


Multiple panels shall be lockable and provide adequate access to components requiring
maintenance. Panels shall be removable by one person without tools. Instruments and
control shall be mounted within enclosure.

B. Steel enclosure shall be provided by the generator set Supplier and shall comply with the
following:

1. The enclosure shall consist of a roof, two sidewalls, two end walls, and fuel tank base,
incorporating welded and bolted steel frame construction and application-specific
acoustic insulation, lining and air handling equipment designed to provide the
specified level of sound attenuation.
2. Shell: 12 gauge minimum galvanized steel, degreased, primed and painted inside and
outside with color as selected by the Owner.
3. Roof: one piece, welded.
4. Thermo-acoustic insulation shall be installed on the interior roof and wall panels of a
weight and thickness consistent with the specified level of noise reduction. The
insulation shall be covered with perforated 22 gauge galvanized steel interior lining for
the purpose of protecting the insulating medium as well as allowing noise to permeate
the absorptive material.

2.8 FINISHES

A. Indoor and Outdoor Enclosures and Components: Manufacturer's standard finish over
corrosion-resistant pretreatment and compatible primer.

2.9 SOURCE QUALITY CONTROL

A. Prototype Testing: Factory test engine-generator set using same engine model, constructed
of identical or equivalent components and equipped with identical or equivalent accessories.

1. Tests: Comply with NFPA 110, Level 1 Energy Converters and with IEEE 115.

B. Project-Specific Equipment Tests: Before shipment, factory test engine-generator set and
other system components and accessories manufactured specifically for this Project. Perform
tests at rated load and power factor. Include the following tests:

1. Test components and accessories furnished with installed unit that are not identical to
those on tested prototype to demonstrate compatibility and reliability.
2. Full load run.
3. Maximum power.
4. Voltage regulation.
5. Transient and steady-state governing.
6. Single-step load pickup.
7. Safety shutdown.

PART 3 - EXECUTION

3.1 EXAMINATION

A. The Electrical Contractor shall examine and verify the following:

1. Examine areas, equipment bases, and conditions, with Installer present, for
compliance with requirements for installation and other conditions affecting packaged
engine-generator performance.
2. Examine roughing-in of piping systems and electrical connections. Verify actual
locations of connections before packaged engine-generator installation.
3. Proceed with installation only after unsatisfactory conditions have been corrected.

3.2 CONCRETE BASES

A. The Electrical Contractor shall coordinate dimensional requirements for concrete bases,
inserts, and stub-ups with generator set manufacturer.

3.3 DELIVERY, STORAGE, AND HANDLING

A. The Equipment Vendor shall deliver, store, and handle generator sets and accessories in
accordance with manufacturer’s instructions.

B. The Equipment Vendor is responsible for all shipping and insurance costs to the jobsite.

3.4 INSTALLATION

A. The Electrical Contractor shall comply with packaged engine-generator manufacturers'


written installation and alignment instructions and with NFPA 110.

B. The Electrical Contractor shall install packaged engine generator to provide access, without
removing connections or accessories, for periodic maintenance.

C. The Electrical Contractor shall install packaged engine generator with elastomeric isolator
pads having a minimum deflection of 1 inch on 4-inch- high concrete base. Secure sets to
anchor bolts installed in concrete bases.

D. Electrical Wiring: The Electrical Contractor shall install electrical devices furnished by
equipment manufacturers but not specified to be factory mounted.

3.5 CONNECTIONS

A. The Electrical Contractor shall be responsible for the following:


1. Grounding equipment according to equipment manufacturer.
2. Connecting wiring according to equipment manufacturer.

3.6 IDENTIFICATION

A. The Electrical Contractor shall coordinate the system components with the owner.

3.7 MANUFACTURER’S FIELD SERVICES

A. Manufacturer's Field Service: The Equipment Manufacturer shall engage a factory-


authorized service representative to inspect, test, and adjust field-assembled components and
equipment installation, including connections, and to assist in acceptance testing. Report
results in writing.

B. The Equipment Manufacturer shall engage a factory-authorized service representative to


perform startup service.

3.8 STARTUP SERVICE

A. The Electrical Contractor shall follow the instructions of the factory-authorized service
representative during startup.

B. The Electrical Contractor shall inspect field-assembled components and equipment


installation, including piping and electrical connections. Report results in writing.

C. The Electrical Contractor shall complete installation and startup checks according to
manufacturer's written instructions.

3.9 DEMONSTRATION

A. The Equipment Manufacturer shall engage a factory-authorized service representative to train


Owner's maintenance personnel to adjust, operate, and maintain generator sets. Provide a
minimum of two hours training.

1. Coordinate this training with training for transfer switches and transfer switchgear.

B. Source Limitations: Obtain automatic transfer switch, bypass/isolation switch, and remote
annunciator and control panel through one source from a single manufacturer.

C. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70,
Article 100, by a testing agency acceptable to authorities having jurisdiction, and marked for
intended use.

D. Compliance Statement: The Equipment Vendor shall include a Compliance Statement, at the time
of Bid, listing each Specification Section stating paragraph-by-paragraph compliance with the
Specification, and proposed nonconformities. Provide short description of minor nonconformities,
and detailed explanation of other nonconformities.

E. Comply with NEMA ICS 1.

F. Comply with NFPA 70.

G. Comply with NFPA 99.

H. Comply with NFPA 110.

I. Comply with UL 1008 unless requirements of these Specifications are stricter.

1.7 PROJECT CONDITIONS

A. Interruption of Existing Electrical Service: Do not interrupt electrical service to facilities


occupied by Owner or others unless permitted under the following conditions and then only after
arranging to provide temporary electrical service:

1. Notify Owner no fewer than two days in advance of proposed interruption of electrical
service.
2. Do not proceed with interruption of electrical service without Owner's written permission.

1.8 COORDINATION

A. Coordinate size and location of concrete bases. Cast anchor-bolt inserts into bases.

2.2 GENERAL TRANSFER-SWITCH PRODUCT REQUIREMENTS

A. Indicated Current Ratings: The transfer switch shall be rated at 600A continuous current.

B. Tested Fault-Current Closing and Withstand Ratings: Minimum withstand of 25kA.

C. Solid-State Controls: Repetitive accuracy of all settings shall be plus or minus 2 percent or better
over an operating temperature range of minus 20 to plus 70 deg C.

D. Resistance to Damage by Voltage Transients: Components shall meet or exceed voltage-surge


withstand capability requirements when tested according to IEEE C62.41. Components shall
meet or exceed voltage-impulse withstand test of NEMA ICS 1.

E. Electrical Operation: Accomplish by a nonfused, momentarily energized solenoid or electric-


motor-operated mechanism, mechanically and electrically interlocked in both directions.

F. Switch Characteristics: Designed for continuous-duty repetitive transfer of full-rated current


between active power sources.

1. Limitation: Switches using molded-case switches or circuit breakers or insulated-case


circuit-breaker components are not acceptable.
2. Switch Action: Double throw; mechanically held in both directions.
3. Contacts: Silver composition or silver alloy for load-current switching. Conventional
automatic transfer-switch units, rated 225 A and higher, shall have separate arcing contacts.

G. Neutral Terminal: Solid and fully rated, unless otherwise indicated. The neutral shall be switched
with the 3 phase poles, i.e. 4 pole switch.

H. Heater: Equip switches with an internal heater. Provide thermostat within enclosure to control
heater.

I. Annunciation, Control, and Programming Interface Components: Devices at transfer switches for
communicating with remote programming devices, annunciator and control panels shall have
communication capability matched with remote device.

J. Factory Wiring: Train and bundle factory wiring and label, consistent with Shop Drawings, either
by color-code or by numbered or lettered wire and cable tape markers at terminations.

1. Designated Terminals: Pressure type, suitable for types and sizes of field wiring indicated.
2. Power-Terminal Arrangement and Field-Wiring Space: Suitable for top, side, or bottom
entrance of feeder conductors as indicated.

3. Control Wiring: Equipped with lugs suitable for connection to terminal strips.

K. Enclosures: General-purpose NEMA 250, Type 3R, complying with NEMA ICS 6 and UL 508,
unless otherwise indicated.

2.3 AUTOMATIC TRANSFER SWITCHES

A. Comply with Level 1 equipment according to NFPA 110.

B. Switching Arrangement: Double-throw type, incapable of pauses or intermediate position stops


during normal functioning, unless otherwise indicated.

C. Manual Switch Operation: Under load, with door closed and with either or both sources
energized. Transfer time is same as for electrical operation. Control circuit automatically
disconnects from electrical operator during manual operation.

D. Digital Communication Interface: Matched to capability of remote annunciator and control panel.

E. In-Phase Monitor: Factory-wired, internal relay controls transfer so it occurs only when the two
sources are synchronized in phase. Relay compares phase relationship and frequency difference
between normal and emergency sources and initiates transfer when both sources are within 15
electrical degrees, and only if transfer can be completed within 60 electrical degrees. Transfer is
initiated only if both sources are within 2 Hz of nominal frequency and 70 percent or more of
nominal voltage.

2.4 AUTOMATIC TRANSFER-SWITCH FEATURES:

A. Undervoltage Sensing for Each Phase of Normal Source: Sense low phase-to-ground voltage on
each phase. Pickup voltage shall be adjustable from 85 to 100 percent of nominal, and dropout
voltage is adjustable from 75 to 98 percent of pickup value. Factory set for pickup at 90 percent
and dropout at 85 percent.

B. Adjustable Time Delay: For override of normal-source voltage sensing to delay transfer and
engine start signals. Adjustable from zero to six seconds, and factory set for one second.

C. Voltage/Frequency Lockout Relay: Prevent premature transfer to generator. Pickup voltage shall
be adjustable from 85 to 100 percent of nominal. Factory set for pickup at 90 percent. Pickup
frequency shall be adjustable from 90 to 100 percent of nominal. Factory set for pickup at 95
percent.

D. Time Delay for Retransfer to Normal Source: Adjustable from 0 to 30 minutes, and factory set for
10 minutes to automatically defeat delay on loss of voltage or sustained undervoltage of
emergency source, provided normal supply has been restored.

E. Test Switch: Simulate normal-source failure.

F. Switch-Position Pilot Lights: Indicate source to which load is connected.

G. Source-Available Indicating Lights: Supervise sources via transfer-switch normal- and


emergency-source sensing circuits.

1. Normal Power Supervision: Green LED light with nameplate engraved "Normal Source
Available."
2. Emergency Power Supervision: Red LED light with nameplate engraved "Emergency
Source Available."

H. Auxiliary Contacts: Two normally open, single-pole, double-throw contacts for each switch
position, rated 10 A at 240-V ac.

I. Transfer Override Switch: Overrides automatic retransfer control so automatic transfer switch
will remain connected to emergency power source regardless of condition of normal source. Pilot
light indicates override status.

J. Engine Starting Contacts: One isolated and normally closed, and one isolated and normally open;
rated 10 A at 32-V dc minimum.

K. Engine Shutdown Contacts: Instantaneous; shall initiate shutdown sequence at remote engine-
generator controls after retransfer of load to normal source.

L. Engine Shutdown Contacts: Time delay adjustable from zero to five minutes, and factory set for
five minutes. Contacts shall initiate shutdown at remote engine-generator controls after retransfer
of load to normal source.

M. Engine-Generator Exerciser: Solid-state, programmable-time switch starts engine generator and


transfers load to it from normal source for a preset time, then retransfers and shuts down engine
after a preset cool-down period. Initiates exercise cycle at preset intervals adjustable from 7 to 30
days. Running periods are adjustable from 10 to 30 minutes. Factory settings are for 7-day
exercise cycle, 20-minute running period, and 5-minute cool-down period. Exerciser features
include the following:

1. Exerciser Transfer Selector Switch: Permits selection of exercise with and without load
transfer.
2. Push-button programming control with digital display of settings.
3. Integral battery operation of time switch when normal control power is not available.

2.5 BYPASS/ISOLATION SWITCHES

A. Comply with requirements for Level 1 equipment according to NFPA 110.

B. Description: Manual type, arranged to select and connect either source of power directly to load,
isolating transfer switch from load and from both power sources. Include the following features
for each combined automatic transfer switch and bypass/isolation switch:

1. Means to lock bypass/isolation switch in the position that isolates transfer switch with an

arrangement that permits complete electrical testing of transfer switch while isolated.
While isolated, interlocks prevent transfer-switch operation, except for testing or
maintenance.
2. Drawout Arrangement for Transfer Switch: Provide physical separation from live parts and
accessibility for testing and maintenance operations.
3. Bypass/Isolation Switch Current, Voltage, Closing, and Short-Circuit Withstand Ratings:
Equal to or greater than those of associated automatic transfer switch, and with same phase
arrangement and number of poles.
4. Contact temperatures of bypass/isolation switches shall not exceed those of automatic
transfer-switch contacts when they are carrying rated load.
5. Operability: Constructed so load bypass and transfer-switch isolation can be performed by
1 person in no more than 2 operations in 15 seconds or less.
6. Legend: Manufacturer's standard legend for control labels and instruction signs shall
describe operating instructions.
7. Maintainability: Fabricate to allow convenient removal of major components from front
without removing other parts or main power conductors.

C. Interconnection of Bypass/Isolation Switches with Automatic Transfer Switches: Factory-


installed copper bus bars; plated at connection points and braced for the indicated available short-
circuit current.

2.6 REMOTE ANNUNCIATOR

A. Functional Description: Remote annunciator panel shall annunciate conditions for indicated
transfer switches. Annunciation shall include the following:

1. Sources available, as defined by actual pickup and dropout settings of transfer-switch


controls.
2. Switch position.
3. Switch in test mode.
4. Failure of communication link.

B. Annunciator Panel: LED-lamp type with audible signal and silencing switch.

1. Indicating Lights: Grouped for each transfer switch monitored.


2. Label each group, indicating transfer switch it monitors, location of switch, and identity of
load it serves.
3. Mounting: Flush, modular, steel cabinet, unless otherwise indicated.
4. Lamp Test: Push-to-test or lamp-test switch on front panel.

2.7 FINISHES

A. Enclosures: Manufacturer’s standard enamel over corrosion-resistant pretreatment and primer.

2.8 SOURCE QUALITY CONTROL

A. Factory test and inspect components, assembled switches, and associated equipment. Ensure

proper operation. Check transfer time and voltage, frequency, and time-delay settings for
compliance with specified requirements. Perform dielectric strength test complying with
NEMA ICS 1.

PART 3 - EXECUTION

3.1 INSTALLATION

A. Design each fastener and support to carry load indicated by seismic requirements and according to
seismic-restraint details. Installation shall meet requirements of seismic design category B.

B. Pad-Mount Switch: Mount Switch on concrete pad.

1. Concrete Bases: 4 inches high, reinforced, with chamfered edges. Extend base no more
than 4 inches in all directions beyond the maximum dimensions of switch, unless otherwise
indicated or unless required for seismic support.

C. Annunciator and Control Panel Mounting: Flush in wall, unless otherwise indicated.

D. Identify components according to owner’s instruction.

E. Set field-adjustable intervals and delays, relays, and engine exerciser clock.

3.2 CONNECTIONS

A. Wiring to Remote Components: Match type and number of cables and conductors to control and
communication requirements of transfer switches as recommended by manufacturer. Increase
raceway sizes at no additional cost to Owner if necessary to accommodate required wiring.

B. Grounding connections shall be available for installation.

C. Connect wiring according to manufacturer’s recommendation.

D. Tighten electrical connectors and terminals according to manufacturer's published torque-


tightening values. If manufacturer's torque values are not indicated, use those specified in UL
266A and UL 266B.

3.3 FIELD QUALITY CONTROL

A. Manufacturer's Field Service: Engage a factory-authorized service representative to inspect, test,


and adjust components, assemblies, and equipment installations, including connections. Report
results in writing.

B. Coordinate tests with tests of generator and run them concurrently.

C. Report results of tests and inspections in writing. Record adjustable relay settings and measured
insulation and contact resistances and time delays. Attach a label or tag to each tested component

indicating satisfactory completion of tests.

D. Remove and replace malfunctioning units and retest as specified above.

3.4 DEMONSTRATION

A. Engage a factory-authorized service representative to train Owner's maintenance personnel to


adjust, operate, and maintain transfer switches and related equipment.

B. Coordinate this training with that for generator equipment.

SECTION FIVE

5.0 PROPOSAL FORM:

Vendors shall ensure that all information required herein is submitted with the proposal. All
information provided should be verifiable by documentation requested by the University.
Failure to provide all information, inaccuracy or misstatement may be sufficient cause for
rejection of the proposal or rescission of an award. Vendors are encouraged to provide any
additional information describing operational abilities. Responses to each requirement
below should be in order and clearly marked with the section number to which they
respond.

5.1 Equipment: All equipment offered and priced below shall meet or exceed the
specifications shown in Section Four above.

5.2 Pricing: As described in paragraph 2.1 above, the University is seeking proposals
for Generator and Transfer Switch pre-purchase.

5.3 Having carefully examined the specifications contained therein for the Generator and Transfer
Switch, we the undersigned propose to furnish and deliver to the site and unload, the Generator and
Transfer Switch, equipment and materials necessary for and reasonably incidental to the delivery of this
contract for the sum of
