INTRODUCTION

English is considered as the global means of communication, in all aspects of


international communications and even communication within a country, English is a
requirement. Often this requirement is not met because few other countries do not have
English as a part of their curriculum. It is important to conduct this study because one of
the thrust of the Department of Education is to strengthen and practice English on a
daily basis, this study will cover the frequency of college students who abide the policy
of speaking in English. Some students are in to speaking English, there are also some
students that can’t speak in English because they are used to speak their native
language. This study is made to have a deeper understanding of how often does a
student practice and speak English. To help fellow students develop their
communication skills and a habit of speaking the universal language. The researchers
want to know the population of college students who are capable in practicing and
speaking English, also if they were able to know the importance and uses of the English
language to our daily communication.

STATEMENT OF THE PROBLEM


The study aims to determine the observance of English speaking policy among
college students. This study aims to answer the following question:

1.) How is the English speaking policy observed by college students?


1.1 Communicating with the teachers
1.2 Communicating with classmates and fellow students
1.3 Communicating with school administrators, staff, and visitors
1.4 Communicating with the language freely and comfortable

HYPOTHESIS

H1. It was hypothesized that only a few of the college students abide in the
speaking English policy when communicating with the teachers, classmates, fellow
students, school administrators, staff, visitors, speaking it freely and comfortably.
SCOPE AND LIMITATIONS

This study aims to determine the frequency of Liceo de Cagayan University


College students abiding the English Speaking Policy when communicating various
people. The researchers only limited the area of research to Liceo De Cagayan
University Main Campus, specifically the college students. The researchers decided to
use random sampling of only 34 respondents.

REVIEW OF RELATED LITERATURE


It was stated that as of 17th of May 2003, President Arroyo issued an executive
order which aims to strengthen the practice and mastery of English as a medium of
instruction because of the necessity for students to develop the English language and
bring more competition to the growing industries in the world especially in the field of
communication. (Pefianco, 2003). In this generation you must understand the
importance of being able to know how to speak in correct grammar. The higher goal of
English is the students must develop their speaking by using the English language and
to increase the speaker’s competence in speaking and writing.

RESULTS AND DISCUSSION

This discussion shows the analysis of the data on the observance of the English
speaking policy among college students in Liceo De Cagayan University.

As presented in table 1, it shows that 53% of the respondents communicate with


their teachers in English and 1% does not communicate with their teachers in English,
most of the respondents agree that they communicate in English with their teachers.
38% of the respondents communicate with their classmates and schoolmates in
English and only 13% do not communicate with their classmates and schoolmates in
English, most of the female respondents agree that they communicate in English with
their classmates and schoolmates.
63% of the respondents communicate with the school administrators in English
and 9% do not communicate with the school administrators in English, most of the
respondents agree that they communicate English with the staff.
48% of the respondents communicate with the visitors in English and 12% do not
communicate with the visitors in English, most of the respondents agree that they
communicate English with the visitors.
64% of the respondents communicate with the school administrators in English
and 6% do not communicate with the school administrators in English, most of the
respondents agree that they communicate English with the school administrators.
