PUBLIC NOTICE INVITING SUGGESTIONS/OBJECTIONS FROM THE

VARIOUS STAKE-HOLDERS ON THE JOINT PETITION FILED BY HPSEB
AND M/S PATIKARI POWER PRIVATE LTD. FOR THE APPROVAL OF
POWER PURCHASE AGREEMENT.

Background Information:

HPSEB and M/s Patikari Power Pvt.Ltd. have filed a joint petition
for the approval of power purchase agreement for Patikari Hydro Electric Project
(16 MW) to be executed by HP State Electricity Board with M/s Patikari Power
Pvt. Ltd.

Salient Features:

Patikari Hydro Power Project is located at Gudah village, Tehsil Chachihot,

District Mandi, HP on the Bakhli Khad, a tributary of river Beas. The capacity of the
project is 16 MW (2x8 MW) and its capital cost is estimated to be 72.73 crores
including IDC. The generation in 90% dependable year and 50% mean year is
estimated to be 78.02 MU and 101.12MU respectively.

The company shall be responsible for design and construction of the project
including transmission line up to HPSEBs inter connection point and ensure delivery
of power at the Board’s 33KV Sub Station at Pandoh.

The Company shall provide free of cost, 12% of the net generation from the
project at the inter connection point to the Govt. of H.P. or its agent/Board. The
board shall pay for the net salable energy delivery by the Company to the Board at
the inter connection point at the fixed rate of Rs. 2.25 per kWH.

The PPA shall become effective upon execution and delivery by the parties
and shall have the term of forty (40) years after the synchronisation of the first unit
of the project.

HPERC hereby invites objections and suggestions in the matter from the
various stakeholders. The parties can obtain a copy of the petition from the
Commission’s office/Chief Engineer (PSP), HPSEB, Vidyut Bhawan,
Shimla-171004/M/s Patikari Power Private Ltd., Ist House, Bhumain Estate, Nav
Bahar, Road, Chhota Shimla, Shimla-171002, on payment of Rs. 200/- towards the
cost. The stake-holders are also free to see, examine and inspect the above petition
at these places on any working day between 11 AM and 4 PM . The full text of

 The interested parties should file eight copies of their objections/suggestions
alongwith relevant data, details and copies of document, if any in support of their
objections/suggestion to the Secretary, HPERC, Keonthal Commercial Complex,
Khalini Shimla-171002 and one copy each should be submitted to the Secretary,
HPSEB, Vidyut Bhawan, Shimla-171004 and M/s Patikari Power Private Ltd., Ist
House, Bhumain Estate, Nav Bahar, Road, Chhota Shimla, Shimla-171002. All
objections/suggestions should be sent by a messenger or registered post so as to
reach before 12th March,2004. The parties should also state if they intend to be
heard in person through their constituted attorney. Incomplete submission(s) and
filing(s) received after due date will not be entertained.

The objections/suggestions should carry full name and postal address of

person(s) sending the objections/suggestions and shall be supported by an affidavit
or otherwise notarized. If the objections/suggestions are being filed on behalf of any
Organisation, it should be so mentioned.

Rejoinders by HPSEB and M/S Patikari Power Private Ltd. shall be filed by

22 March 2004. The public hearing shall be held in the Commission’s Court room
on 29th March, 2004 at 11.00 A.M.
