BARANGAY EDUCATION DEVELOPMENT PLAN

2018- 2020
Chapter I

INTRODUCTION

A. LEGAL BASIS

Section 16 of the LGC 1991 states that every local government unit shall exercise the powers
expressly granted, those necessarily implied there from, as well as powers necessary, appropriate,
or incidental for its efficient and effective governance and those which are essential to the
promotion of the general welfare. Within their respective territorial jurisdictions, local government
units shall ensure and support, among other things, the preservation and enrichment of culture,
promote health and safety enhance the right of the people to a balanced ecology, encourage and
support the development of appropriate and self- reliant, scientific and technological capabilities,
improve public morals, enhance economic prosperity and social justice , promote full
employment among their residents , maintain peace and order and preserve the comfort and
convenience of their inhabitants, Section 17 (b1) of LGC 1991 states that a Barangay must have
basic services and facilities which includes, but are not limited to the following:
1. Agricultural support services which include planting materials distribution system and
operation of farm produce collection and buying stations;
2. Health and Social welfare services which include maintenance of Health Center and
Day Care Center;
3. Services and facilities related to general hygiene and sanitation, beautification, and
solid waste collection;
4. Maintenance of the Katarungang Pambarangay;
5. Maintenance of Barangay Roads and Water supply systems;
6. Infrastructure facilities such as Multi-Purpose Hall, Multi-Purpose pavement, plaza,
sports center and other similar center; and
7. Information reading center; and
8. Satellite or public market, where viable
Section 109 (b) of Local Government Code of 1991 further states that the Barangay
Development Council shall exercise the following functions:
1. Mobilize people’s participation in local development function’s efforts;
2. Prepare Barangay Development Plans based on local requirements;
3. Monitor and evaluate the implementation of National or Local Programs and Projects;
and
4. Perform such other functions as may be provided by law or competent authority

B. RATIONALE

Development Planning is an important planning guide for Barangay Officials and Barangay
Development Planners that will help in achieving people’s participation through sustainable
development and empowerment community. This Barangay Development Plan consists of five
development sectors.
C. BARANGAY DEVELOPMENT PLANNING PROCESS

It is a commitment and a challenge for the constituents of Barangay Poblacion to make


it a better place to live in. The process of development planning was carefully given due
considerations in order to come up with this Barangay Development Plan 2018-2020. This 3-year
plan had undergone a series of consultations and thorough deliberations in order that will come up
to the needs of every individual in the community. An active people’s participation was the
inspirations in the making of this plan.

The Barangay Development Plan was based from the data gathered by the Barangay
Service Points Officers and the data was consolidated by the MPDO for faster and easier
identification of the various sectoral issues and concerns, their implications and their possible
solutions. A vision statement has been made, and from it we had set the development objectives
and identify the potentials and constraints in the community. This process helps us in making our
Barangay Development and Investment Program (BDIP).

D. ACTORS/STAKEHOLDERS
Barangay Poblacion Medium-Term Comprehensive Development Plan 2018-2020 is
important as it is mandated in the Local Government Code. The Barangay Development Council
was organized, headed by Punong Barangay as Chairman, a representative of Non-Government
Organizations who are represented in the council, as member, BSPO, and DepEd Representative
and it has very vital roles, duties and functions in planning. Deliberations and thorough evaluation
for decision making and provide technical ideas and services to the members of the BDC is needed
to make this plan.
The Local Development Council was authorized to organize sectoral and functional,
committees as stated in the section 112 of the Local Government Code. Rule XXII, Article 182 of
the Implementing Rules and Regulations of the Local Government Code provides the duties and
functions of the sectoral committees are as follows:

a. Monitor and evaluate programs and projects;


b. Define sectoral or functional objectives, set targets and identify projects and activities
for particular sector;
c. Provide the Barangay Development Council with data and information essential to the
formulation of plans, programs and activities;
d. Coordinate planning, programming and implementation of programs, projects and
activities within each sector; and
e. Perform such other functions as may be assigned by the Barangay Development
Council.
Chapter II

HISTORY AND PROFILE

A. Barangay History

In 1989 – 1992, Honorable Barangay Captain Nelly Garzon by virtue of succession took
over the position as Barangay Captain and her project was construction of Barangay Poblacion
Hall at Hilado Street.

In 1994 – 1997 Honorable Barangay Captain Antonio J. Jaen won the election during his
term he was able to construct two (2) Barangay Poblacion waiting shed beside Leganes Covered
Gym, and concreting of Espino Extension Street; a 55-meter cemented road of the Barangay.

In 1998 Honorable Barangay Kagawad Efren S. Tubongbanua appointed as Barangay


Captain in 1998 – 2002. Barangay Captain Antonio J. Jaen ran for Sangguniang Bayan member
and unfortunately he lost his candidacy. Appointed Honorable Barangay Captain Efren S.
Tubongbanua continued during the year of 1998 – 2002 and again elected from the year of 2002
to 2013, usher another era of progress in the history of Barangay Poblacion. During his term,
additional infrastructure development projects were implemented in the entire Barangay
Poblacion. Among his projects were the following: construction of Leganes Elementary Central
School Gate, LECS apparatuses and LECS yearly supported financial assistance; construction of
Day Care Center Building, construction of Day Care Flag Pole and DCC yearly supported financial
assistance; construction of New Barangay Hall and Flag Pole; rehabilitation of all waiting shed;
construction of Tanod Outpost and yearly supported allowance and tanod paraphernalia’s; yearly
supported allowance of Traffic Aide at Leganes Elementary Central School; yearly maintenance
of barangay road re-gravelling at Quintin Salas Street; Jardeleza Subdivision and San Vicente
Village; maintenance of streetlights at Quintin Salas Street; Espino Extension, Jardeleza
Subdivision; yearly supported allowance of Barangay Health Workers and Barangay Nutrition
Scholar and there medical apparatus like bathroom weighing scale, sphygmomanometer,
nebulizer and thermometer, supplies of medicines, breastfeeding program, annually dog
vaccination of anti-rabies, maintenance of clean and green program, synchronized barangay
assembly.

Hon. Martin D. Jaen III was elected as Punong Barangay last October 2013. He
implemented several projects halfway of his term as Punong Barangay assisted and supported by
his colleagues in the Sangguniang Barangay. The projects the fencing of the Barangay Hall,
improvement of the facilities of the session hall and the establishment of the Barangay Health and
Nutrition Center. The enhancement of barangay Emergency and Disaster Risk Reduction
Preparedness and construction of the KALAHI-CIDSS Classroom. Under also his governance the
Barangay Poblacion, Leganes, Iloilo was commended for being the Best Performing Barangay in
relation to Real Property Tax Amnesty Program for CY 2014. The Punong Barangay rallied the
Barangay Officials, Volunteers and residents to realize the Barangay Vison. He strived to address
the barangay problems of flooding, inadequacy of potable water and deplorable condition of
barangay roads. He believed that with the collective efforts of everybody the aspiration of the
barangay today shall be realized. In Calendar Year 2016 Punong Barangay Jaen facilitated the
concreting the main street of Jardeleza Subdivision. He also facilitated the rehabilitation of
drainage culvert into box type drainage system of the irrigation canal and the lighting of irrigation
road. In Calendar Year 2016- 2017, the Barangay was a recipient of the most outstanding Barangay
for Nutrition Evaluation.

B. Barangay Ecological Profile

Barangay Poblacion is in the heart of the Municipality of Leganes, it is adjacent from Iloilo
City. It is only 11 kilometers from Iloilo City and about 15 kilometers from Iloilo Domestic Airport
in Cabatuan, Iloilo. It can be reached from Iloilo City thru the National Hi-way to North or the
Coastal Hi-way to the Municipality of Dumangas.

The terrains are characterized by level plains. Well defined fields clumps dominate the
landscape of the entire Barangay. The Barangay Poblacion has adequate underground water supply
which can be tapped for domestic and commercial uses. Barangay Poblacion is known for well-
built institution like ricemills exportable lampshade manufacturing, concrete hollow blocks
making, welding and machine shop, rattan and wicker making, bamboo furniture, are the industries
found in the entire Barangay. The National Power Corporation operated by the Iloilo Electric
Cooperative Inc., (ILECO-I) supplies the electricity of the Barangay Poblacion and Metro Iloilo
Water District (MIWD) supplies water facilities for the entire Poblacion.

In terms of communication, globe lines and PLDT are two telephone companies present in
the Barangay Poblacion. Globe Telecommunication, Touch Mobile Smart, Sun Cellular, and Red
Mobile are Cellular Network companies are also here in Barangay Poblacion.

Development and improvement of Barangay Poblacion, Leganes, Iloilo will surely flourish
especially with the support and cooperation of Barangay constituents.

VISION, MISSION, GOALS

Vision

Vision Statement of Barangay Poblacion, Leganes serves as the ideal scenario upon which all
major plans and programs are anchored.

“Barangay Poblacion is an exemplar of good governance and


center of business in the Municipality of Leganes with
peaceful, educated, healthy, united, empowered, and God-
loving people; adequate and well-maintained infrastructure
facilities; and clean, safe, and balanced environment under a
system of accountable, participative, transparent,
responsive, and efficient and effective leadership.”
This vision statement reflects the five (5) development sectors and their respective descriptions.

Success Indicator

The vision statement pictures the desired properties of the barangay in terms of five
major elements namely: quality of the people as individuals and as society, nature of the local
economy, state of the natural environment, condition of the built environment, and capability of
the local leadership.

Qualities of the people


 Peaceful would mean the people draw their strength from noble human qualities of
patience, forbearance, avoidance of conflict and willingness for mutual adjustment
 Educated would imply the people search for excellence, do not take things for granted,
are concerned about people and things around them.
 Healthy implies physical, mental, and emotional health exemplified by a person who
is self-aware, an effective communicator, possess coping skills, flexible, adaptable,
respectful, and competent.
 United implies a state where people of different areas and groups are joined together
to form a single community who are in agreement and act together for their common
good.
 Empowered implies the people control over their lives, control over the factors and
decisions that shape their lives, increase their assets and attributes and build capacities
to gain access, partners, networks and/or a voice, in order to gain control, greater
involvement, participation or engagement of communities.
 God-loving means the people love God with all their heart, mind, soul, and strength
exemplified by devotion to God and religiosity.

State of Local Economy


 Center of business means the Barangay has a competitive, progressive, and vibrant
economy with integrated and people-centered approach to enhancing the barangay’s
ability to creating community prosperity by providing and sustaining conditions that
attract and enhance businesses, develop and upgrade the workforce, and develop and
maintain infrastructure and communications facilities.
State of Natural Environment
 Balanced environment would imply clean, safe, and environment-friendly where
residents practice solid waste management, rehabilitate the quality of natural resources,
and support ecological stability to alleviate nature and man-made disasters.
Condition of Built Environment
 Adequate and well-maintained infrastructure facilities would mean continuous
development and maintenance of Barangay facilities such as Brgy Hall, Day-care
center, basketball court, waiting sheds, roads, drainage, evacuation centers, and
materials recovery facilities.
Capability of Local Leadership
 Exemplar of good governance means the barangay aims to be a model of good
governance and get the seal of good local governance award from the Department of
the Interior and Local Government.
 Accountable leadership means evaluating the on-going effectiveness of barangay
officials or bodies to ensure that they are performing to their full potential, providing
value for money, instilling confidence in the barangay and being responsive to the
community.
 Participative leadership means the barangay officials create an environment that
removes obstacles to economic participation, improves financial management, builds
infrastructure, trains business people and entrepreneurs, and maximizes the
operationalization of the barangay government support councils/committees.
 Transparent leadership implies openness, communication, and accountability of
barangay officials to foster a culture of trust between themselves, the Barangay
volunteers, and the residents.
 Responsive leadership means the barangay officials value the present and future
needs of the residents, exercise prudence in policy-setting and decision-making, and
that the best interests of all barangay stakeholders are taken into account.
 Efficient and effective leadership implies the barangay officials possess competence
and leadership qualities and skills to achieve the barangay goals and objectives by
utilizing barangay’s human and material resources through doing things right and doing
the right things.

Mission:

“Barangay Poblacion shall vigorously work for the unity and


cooperation among its residents to attain peace, harmony, and
progress; effectively deliver the basic social services; efficiently
enhance infrastructure facilities; strengthen the people’s
capacity to manage their own resources and organizations; and
forge stronger alliances with public and private institutions.”

Goals:

1. Decrease poverty incidence and income inequality.


2. Deliver efficiently the basic services.
3. Provide effectively the infrastructure and facilities.
4. Systematize environmental management.
5. Enhance barangay governance capabilities.
6. Maximize barangay revenue collections.

Chapter IV

EDUCATION DEVELOPMENT PLAN

A. Education Development Potentials


1. Skills upgrading of unemployed residents who have at least elementary education.
2. Available funds from internal/external sources for the poor.
3. Free and accessible education from pre-school to senior high school from public
schools in the municipality; available scholarships/grants for undergraduate and
graduate programs in public/private colleges/universities in Iloilo city/province.
4. Municipal Health Center provides adequate medical and maternal, assistance; and
public/private hospitals are readily accessible; and government hospitals provides
free hospitalization.
B. Education Development Constraints
1. Limited financial resources for: educational assistance (Brgy Day-Care Center,
LCES, LNHS).
2. Flooding has adversely affected the learning institutions and student’s attendance.
3. Poor and inadequate learning facilities.
4. Low-income households affected the student’s performance at school.

C. Education Development Objectives


1. To increase employment rate of low-income households.
2. To get rid of malnutrition among students
3. To attain zero out-of-school children in pre-school, elementary, and secondary
education.
4. To reduce disease outbreak in schools.
5. To reduce crime rate against children.
6. To provide potable water in schools.
7. To promote literacy program to school age children and matured individuals.

D. Education Development Targets


1. Achieve a 95% employment rate of low-income households.
2. Zero malnutrition among students.
3. 100% of pre- and elementary-school children are enrolled in school and 98 % of
junior-high and 95% of senior-high students are enrolled in school.
4. Less than 0.5% mortality rate/1,000 school age children from treatable diseases.
5. Less than 1% crime rate/1,000 school age children per year.
6. Continuous potable water supply in schools.
7. 100% literacy rate among school age children and matured individuals.

E. Education Development Policies and Strategies


1. Barangay provides livelihood activities and facilitates livelihood trainings.
2. Provide feeding, vitamins, and medical attentions of underweight children and
education of parents through the BNS and BHW
3. Educate, encourage, and monitor households with out-of-school children from pre-
school pupils to senior-high students. Provide financial assistance to students
enrolled in Alternative-Learning School (ALS).
4. Educate and provide moral and financial assistance to poor families at risk with
deadly but treatable diseases through the BHW and in close coordination with the
Municipal Health Center.
5. Organization and activation of the Barangay Child Protection Council (BCPC),
activate the operations of the Brgy tanods, and closely coordinate with the PNP to
reduce crime rate.
6. Coordinate with Municipal Government and NGO’s to provide free potable water
for school children .Provide tutorial services and sustain Alternative Learning
System.
F. Education Development Program and Projects

1. Repair and maintenance of Brgy Day-Care Center and financial assistance to its
activities.
2. Financial assistance to out-of-school youth enrolled at Alternative Leanring School.
3. Allowance of traffic aide assigned at LCES to guide pupils crossing the highway.
4. SK project on equitable access to quality education.
5. Livelihood projects for low income households.
6. Activation of Barangay Child Protection Council and increased honoraria to
Barangay Tanods.
7. SK project on equitable access to quality education.
