Introduction
Pakistan Tehreek e Insaf (PTI) is a party founded upon principles of self-esteem, humanity and justice and these
guiding principles carry its ethos in its operation and the very process that defines it.
The concept of intra party election as compared to other political parties of Pakistan is considerably different and
the party has taken great pride in spending considerable time and effort to keep itself aligned to create the new
leadership of today and tomorrow by encouraging members to take part and bring innovation to the political
model and its design.
Overseas Election Commission (OEC) is an important component of the institution of Organization of International
Chapters (OIC) to help the institution carry its aspirations and implement its by-laws. The enabling factors derived
its synergy by introducing best practices and technology to make this happen.
The “By-Laws” and the “IPE Guidelines” of OEC to conduct elections in PTI Overseas Chapters is a combination of
directives provided by the PTI constitution, OIC by-laws and technologies deployed to ensure transparency,
fairness and accountability.
4. OEC shall ensure and establish paradigm of fairness, transparency & accountability in its operation while
conducting elections in overseas Chapters.
5. OEC works with the OIC, PTI International Finance Board and Insaf Web Team throughout the process of
conducting intra party elections.
7. It is to be noted all membership that is being carried out in overseas Chapters is to be done through online
membership portal http://overseas.insaf.pk managed by PTI International Finance Board. However, in
matters where there is serious breach or violation then OEC reserves the right to request any such
information needed from finance board to satisfy the query, complaint or an issue.
8. Any communication intended for Overseas Election Commission is to be done through email at
oic.ec@insaf.pk
9. OEC responsibility is initiated upon the announcement of Intra-Party Election by OIC for a respective
chapter and until the time the elections results are announced and post elections complaints are closed
by OEC. During such time of elections, all matters pertaining to a particular chapter/region remains under
jurisdiction of OEC.
10. The “Code of conduct” and all best practices in this document shall be applicable to all at all phases of IPE
and are to be strictly abided by at all times.
11. Detailed Schedule of Election shall be announced by OEC after the membership cut off in the following
scheme:
- Membership lists (Validated list) and complaints deadlines
- Cut-off for membership related quires
- Call for Panel Nomination and submission of fee
- Validation of panels
- Election campaign
- Guidance on Voting process and Issuance of Voting codes
- Election Day
- Announcement of results
- Complaints deadline
12. Any complaints arising during intra party elections is to be handled by EC within defined protocols and
direction set out in party constitution and OIC by-laws.
13. All elections shall be panel-based. The panel positions have been laid out in OIC “By-laws”.
16. Any membership related queries must be directed to PTI International Finance Board at

17. All Overseas chapters - regional/national bodies structure, responsibilities, operation and any additional
positions, key performance indicates is to be referenced to OIC by-laws.
18. Overseas Chapters and their corresponding regions defined in the OIC by-laws. All matters pertinent to
chapter/region eligibility for intra party elections, membership targets, membership fee structure,
categories, or any amendments to above is to be referred to OIC by laws.
19. It is to be noted the moment membership drive is opened by OIC for it to go to intra party elections no
members or any past office bearer or aspirants should invite PTI leadership to their chapters as it will
create a perception of bias and favor and can result into disciplinary action.
20. During intra party election and its stages from initiation of membership drive to the moment the
conclusion of elections takes place no members, contestant panels have the right to use any official PTI
accounts- print and/or social media i.e. Facebook, twitter, Instagram, WhatsApp, emails and newspapers,
within their chapter for propagation. In case of violation immediate action shall take place against the
member/panel.
21. It is to be noted that all members, membership coordinators, contestants must follow the law of the land
in their respective chapter of abode and residence.
22. The mode of intra party election except for Middle East Chapters is Text/SMS based where each member
in a chapter will receive a text message to vote for their choice of panel. The whole process is managed
through “Overseas Election Portal” http://ptielections.co.uk
24. In Middle East, the mode of Intra party elections is Membership Coordinator based. The membership
coordinators membership made becomes the count to define which panel (membership coordinators)
have made more members will be declared as winners.
25. Any violation from membership coordinator that reported through complaint or get picked up by the
institution in terms of fake membership and/or submission of false data will result in disciplinary action
and indefinite dismissal by OEC.
26. Overseas Election Commission can request additional help or support from OIC in terms of resources while
conducting elections
27. The contestants/panels must satisfy all requirements to Election Commission when submitting their
papers in terms of their proof of identity, residence and any such documents to enable Election
Commission to ensure all due diligence has taken place.
28. The behavior of members, membership coordinators, contestants, Panels must be exemplary, and their
actions should reflect it. Any such practices where complaints are registered regarding fake membership/
ghost members will be taken very seriously.
29. Any such behavior where contestants run personal campaigns/slander against each other on social media,
WhatsApp, on electronic and print media is prohibited. Any such violation that occurs carries serious
repercussions and it will not be tolerated.
30. Manifestos & Campaign - Contesting MC Panels can request election commission to publish their
profiles/manifesto for purpose of their election campaign during the election time. Manifestos should
broadly be in sync with the overall party manifesto. No negative propaganda against other panels and
should in the true and positive spirit. EC’s responsibility to review the manifesto and have it published on
insaf.pk on chapter page
33. Once Election Commission has announced results and relevant complaints have been closed, the
jurisdiction of election commission upon that chapter comes to its end.
34. There will be a zero tolerance on an abusive language or comments towards EC and higher leadership.

In Middle East election
a. Membership Drive with its requirements would produce Membership Coordinators- Basic
component of Electoral college for region/city
b. Membership Coordinators will choose Regional/City Bodies and simultaneously they will be
electing their national bodies as well.
