An act further extending the period of implementation of the Agricultural Competitiveness
Enhancement Fund (ACEF), amending for the purpose Republic Act No. 8178, as amended by
Republic Act No. 9496, entitled: “An act replacing quantitative import restrictions on agricultural
products, except rice with tariffs, creating the agricultural competitiveness enhancement fund, and
for other purpose”

colleges; and
C. A comprehensive and attractive grant-in-aid program for agriculture, forestry, fisheries,

REPUBLIC ACT NO. 10845 “Anti-Agricultural Smuggling Act of 2016”.

An act declaring large-scale agricultural smuggling as economic sabotage, prescribing


penalties therefor and for the other purposes. It is the policy of the State to promote the
productivity of the agriculture sector and to protect farmers from unscrupulous traders and
importers, who by their illegal importation of agricultural products, especially rice, significantly
affect the production, availability of supply and stability of prices, and the food security of the
State.The State shall impose higher sanctions for large-scale smuggling of agricultural products,
as a self-preservation measure to shield itself from the manipulative scheme of economic
saboteurs, and to protect the livelihood of our farmers and to ensure their economic well-being.

REPUBLIC ACT NO. 10817 “Philippine Halal Export Development and Promotion Act of
2016”.

An act instituting the Philippine Halal Export Development and Promotion Program,
creating for the purpose the Philippine Halal Export Development and Promotion Board, and for
the other purpose. Hereby established the Philippine Halal Export Development and Promotion
Program, which shall refer to the comprehensive set of objectives, targets, strategies and
activities for the growth of Halal industries producing or providing products, processes and
services and resulting to increased exports of Halal products. It shall include, but not be limited
to, the following areas of concern: the development and application of Halal agricultural and
manufacturing standards and practices; the organization and development of accredited
certification bodies through, among others, capacity building and the formulation and application
of internationally-accepted accreditation standards; identification and expansion of markets for
Halal products, processes and services; forging of international and bilateral agreements
especially on harmonization of standards; compliance of producers, manufacturers, service
providers, traders and exporters to established local or international standards; industry
development and promotion, including expansion into nonfood Halal products and services;
consumer awareness and fair trade practices; and provision of common service facilities.

REPUBLIC ACT NO. 10816 “Farm Tourism Development Act of 2016”.

An Act providing for the development of farm tourism in the Philippines. Hereby mandated
the formulation and implementation of the Farm Tourism Strategic Action Plan, herein referred to
as the Plan, which shall be the comprehensive set of programs, projects and activities for the
growth of farm tourism in the country. The Plan shall be integrated and be made consistent with
the National Tourism Development Plan. The Plan shall cover, among others, the following areas
of concern: investment promotion and financing; market research, trends, innovations, and
information; accreditation of farm tourism camps; market promotion and development; agriculture
and fishery research, development and extension; institutional and human resource development;
and infrastructure support. It shall likewise define the roles and responsibilities of national
government agencies, local government units (LGUs), farm tourism operators, tour operators,
educational institutions, and other industry stakeholders in the implementation of the Plan.

REPUBLIC ACT NO. 10659 “Sugarcane Industry Development Act of 2015”.

An act promoting and supporting the competitiveness of the sugarcane industry and for
other purposes. The Program is the consolidation of small farms including farms of agrarian
reform beneficiaries, as one larger farm, with a minimum area of thirty (30) hectares within a two-
kilometer radius, to take advantage of the economies of scale in the production of sugarcane,
such that the activities in the small farms are aligned and implemented to ensure the efficient use
of farm machineries and equipment, deployment of workers, volume purchase of inputs, financing,
and other operational advantages, as well as recognition by sugar mills, government financial
institutions, private investors, but the ownership of each small farm remains with the landowners.

REPUBLIC ACT NO. 10654

An act to prevent, deter and eliminate illegal, unreported and unregulated fishing,
amending Republic Act No. 8550, otherwise known as “ The Philippine Fisheries Code of 1998”,
and for the other purpose. This law ensure the rational and sustainable development,
management and conservation of the fishery and aquatic resources in Philippine waters
including the Exclusive Economic Zone (EEZ) and in the adjacent high seas, consistent
with the primordial objective of maintaining a sound ecological balance, protecting and
enhancing the quality of the environment. The Philippines shall pursue its commitment to
international conventions and cooperate with other states and international bodies, in
order to conserve and manage threatened, aquatic species, straddling and highly
migratory fish stocks and other living marine resources.

REPUBLIC ACT NO. 10089

An act creating the Philippine Rubber Research Institute to develop the Philippine Rubber
Industry and for the other purposes. The establishment of the Philippine Rubber Research
Institute aims to comprehensively realize the goals of human empowerment and economic
development in the countryside through programs and projects that will increase rubber
production in the country, and improve quality of life especially in poor rural communities that
depend primarily on this industry.

REPUBLIC ACT NO. 10068 “Organic Agriculture Act of 2010”.

An act providing for the development and promotion of organic agriculture in the
Philippines and for the other purposes. Hereby declared the policy of the State to promote,
propagate, develop further and implement the practice of organic agriculture in the Philippines
that will cumulatively condition and enrich the fertility of the soil, increase farm productivity, reduce
pollution and destruction of the environment, prevent the depletion of natural resources, further
protect the health of farmers, consumers and the general public, and save on imported farm
inputs. Towards this end, a comprehensive program for the promotion of community-based
organic agriculture systems which include, among others, farmer-produced purely organic
fertilizers such as compost, pesticides and other farm inputs, together with a nationwide
educational and promotional campaign for their use and processing, as well as the adoption of
organic agricultural system as a viable alternative shall be undertaken.

REPUBLIC ACT NO. 10000 "The Agri-Agra Reform Credit Act of 2009".

An act providing for an agriculture and agrarian reform credit and financing system through
banking institutions. Hereby declared the policy of the State to promote equal access to
opportunities under an environment of sustained growth and expanding productivity as
the key to raising the quality of life for all, the State shall promote rural development by
enhancing access of the rural agricultural sector to financial services and programs that
increase market efficiency and promote modernization in the rural agricultural sector.

REPUBLIC ACT NO. 9700 "Comprehensive Agrarian Reform Law of 1988"

An act strengthening the Comprehensive Agrarian Reform Program ( CARP) , extending the
acquisition anf distribution of all agricultural lands, instituting necessary reforms, amending for the
purpose certain provisions of Republic Act No. 6657, otherwise known as the Comprehensive
Agrarian Reform Law of 1998, as amended, and appropriating funds therefore.
“The State shall promote industrialization and full employment based on sound agricultural
development and agrarian reform, through industries that make full and efficient use of human
and natural resources, and which are competitive in both domestic and foreign markets: Provided,
That the conversion of agricultural lands into industrial, commercial or residential lands shall take
into account, tillers’ rights and national food security. Further, the State shall protect Filipino
enterprises against unfair foreign competition and trade practices.

REPUBLIC ACT NO. 9379 “The Handline Fishing Law”.
An act defining handline fishing, providing effective regulations therefore and for other other
purpose:
To promulgate specific policies and procedures governing handline fishing and utilization of
handline fishing boats; To support the development of the handline fishing industry and promote
the competitiveness, sustainability and social development of handline fishing and its allied
industries;and to strengthen existing rules and regulations governing handline fishing and ensure

REPUBLIC ACT NO. 9296 “The Meat Inspection Code of the Philippines.”
An act strengthening the meat inspection system in the country. The State shall ensure the
protection of human and animal health against direct and indirect hazards, and in particular the
protection of Consumers against zoonotic diseases, meat-borne infection, intoxication and
hazards associated with residue from treatment or exposure of the slaughter animal; Meat
handlers against occupational zoonoses; Livestock against the spread of infections, intoxications
and other diseases of socio-economic importance as detectable at meat inspection and as
consistent with the relevant animal health regulations; and Consumers and the meat processing
industry against economic losses from meat of inferior quality or abnormal properties.

REPUBLIC ACT NO. 9281


An act to strengthen agriculture and fisheries modernization in the Philippines by extending the
effectivity of tax incentives and its mandated funding support, amending for this purpose sections
109 and 112 of Republic Act No. 8435. All enterprises engaged in agriculture and fisheries as
duly certified by the Department in consultation with the Department of Finance and the Board of
Investment, shall, up to the year 2015, be exempted from the payment of tariff and duties for
importation of all types of agriculture and fisheries inputs, equipment and machinery such as, but
not limited to, fertilizer, insecticide, pesticide, tractor, trailers, trucks, farm implements and
machinery, harvesters, threshers, hybrid seeds, genetic materials, sprayers, packaging
machinery and materials, bulk-handling facilities such as conveyors and mini loaders, weighing
scales, harvesting equipment, spare parts of all agricultural equipment, fishing equipment and
parts thereof, refrigeration equipment, and renewable energy systems such as solar panels:
Provided, however, That the imported agricultural and fishery inputs, equipment and machinery
shall be for the exclusive use of the importing enterprise.

REPUBLIC ACT NO. 8800 "Safeguard Measures Act"


An act protecting local industries by proving safeguard measures to ve undertaken in response to
increased imports and providing penalties for violation thereof. The State shall promote the
competitiveness of domestic industries and producers based on sound industrial and agricultural
development policies, and the efficient use of human, natural and technical resources. In pursuit of this
goal and in the public interest, the State shall provide safeguard measures to protect domestic industries
and producers from increased imports which cause or threaten to cause serious injury to those domestic
industries and producers.

REPUBLIC ACT NO. 8550 “The Philippine Fisheries Code of 1998.”

An act providing for the development, management and conservation of the fisheries and aquatic
resources, integrating all laws pertinent thereto, and for other purpose. The state shall ensure the
attainment of the following objectives of the fishery sector: Conservation, protection and sustained
management of the country’s fishery and aquatic resources; Poverty alleviation and the provision
of supplementary livelihood among municipal fisherfolk; Improvement of productivity of

REPUBLIC ACT NO. 8532


An act strengthening further the Comprehensive Agrarian Reform Program (CARP), by providing
augmentation fund therefor, amending for the purpose section 63 of Republic Act. No 6657,
otherwise known as "The CARP Law of 1988"

REPUBLIC ACT NO. 8486 "Cotton Industry Development Law of 1998."


An act merging the Philippine Cotton Corporation and the Cotton Research and Development
Institute into a Cotton Development Administration, vesting it with regulatory powers and
appropriating funds for the purpose. Consistent with the priority placed by Government on
developing the agricultural sector as the cornerstones of the Philippine economy, and cognizant
of the potential contribution of cotton-growing to the nation, it is hereby declared a policy of the
State to develop the cotton industry in the country to its fullest potential. In this connection, the
State shall safeguard the interest of small cotton farmers.The State shall provide the necessary
support to cotton industry development through appropriate services in cotton production,
research, extension and training, financial assistance and other support services. It shall prescribe
and strictly enforce regulations and quality control standards needed to safeguard cotton-growers.
The State shall fully exploit the industry's potentials to increase the farmers' income, reduce
imports of cotton lint and generate foreign exchange revenues.

REPUBLIC ACT NO.8435 "Agriculture and Fisheries Modernization Act of 1997."

REPUBLIC ACT NO. 8178 “Agricultural Tariffication Act.”
An act replacing quantitative import restrictions on agricultural products, except rice, with tariffs,
creating the agricultural competitiveness enhancement fund, and for other purposes. It is the
policy of the State to make the country’s agricultural sector viable, efficient and globally
competitive. The State adopts the use of tariffs in lieu of non-tariff import restrictions to protect
local producers of agricultural products, except in the case of rice, which will continue to have
quantitative import restrictions.Consistent with the constitutional mandate of protecting Filipino
firms against unfair trade, it is furthermore the policy of the State to employ anti-dumping and
countervailing measures to protect local producers from unfair trade practices, rather than use
quantitative import restrictions.To help the agricultural sector compete globally, the State shall
seek to raise farm productivity levels by providing the necessary support services such as, but
not limited to, irrigation, farm-to-market roads, post-harvest equipment and facilities, credit,
research and development, extension services, other market infrastructure and market
information.

REPUBLIC ACT NO. 8175 "Revised Charter of the Philippine Crop Insurance Corporation
Act of 1995."
Approved by the President on December 29, 1995
An act further amending Presidential Decree No. 1467, as amended, otherwise known as the Character of
the Philippine Crop Insuranxe Corporation (PCIC), in order to make the Crop Insurance System for more
stable and more beneficial to the farmers covered thereby and for the national economy. It is the policy
of the State to develop and support an adequate agricultural insurance program as a mechanism
for managing the risks inherent in agriculture and stabilizing the financial fluctuations suffered by
agricultural producers in case of loss on crops, including the agricultural facilities and related
infrastructures, with the end in view of encouraging lending institutions to extend credit to the
agricultural sector. Considering that a major sector of our farming economy is composed of
marginalized subsistence farmers, who by definition shall be farmers who depend primarily on
farming for their subsistence and till their own land with the help of members of their household
(hereinafter referred to as 'subsistence farmers'), it is likewise declared a policy of the State to
extend to said farmers such, subsidies as may be called for in order to bring the benefits of this
program within their reach. In pursuit of this policy, and in order to maximize the benefits under
this program, the State shall encourage the information, development and promotion of people's
organizations and/or associations such as cooperatives as provided for by Sec. 23 of Article II,
Sections 15 and 16 of Article XII, and Sections 15 and 16 of Article XIII of the Constitution, as
service channels through which such benefits shall preferably be extended.

REPUBLIC ACT NO. 7900 "High-Value Crops Development Act of 1995."

Approved by the President on February 23, 1995


An act to promote the production processing, marketing and distribution of high-valued crops, providing
funds thereof, and for other purposes. It is hereby declared the policy of the State to accelerate the
growth and development of agriculture in general, enhance productivity and incomes of farmers and the
rural population, improve investment climate, competencies and efficiency of agribusiness and develop
high-value crops as export crops that will significantly augment the foreign exchange earnings of the
country, through an all-out promotion of the production, processing, marketing, and distribution of high-
value crops in suitable areas of the country. The State shall be guided by the principles that land has a
social function and land ownership has a social responsibility. As such, owners and lessees of agricultural
land, being stewards, have the obligation to cultivate the lands they own or lease and make the land
economically productive on a sustainable and environmentally friendly manner. The State has the right to
expropriate lands not utilized for the benefit of the community and the country as a whole.The State shall
effect an efficient use of land and other productive resources with due regard to ecological balance and
environmental protection, rural development, equity consideration, mobilization of human resources,
and increased agro-industrial production for the alleviation of poverty and sustainable growth objectives.
