The National Institute of Statistics of Rwanda wishes to recruit competent candidates for the following positions:

1 Internal Auditor • To apply the approaches and methodologies of internal audit and assessment to A0 Finance, Accounting; Management specializing in
(1) programs across the NISR; Finance/Accounting with 2 years working experience
• To assess NISR’s conformity to GoR regulations, instructions and financial
procedures;
• To verify the relevance of payment dockets as well as all contracts for
permanent and non-permanent staff including consultants, and the procurement of
goods, services and materials including software and hardware;
• To assure and certify the financial statements periodically;
• To verify that the state returns are collected quickly, immediately deposited in
banks and fully accounted for;
• To conduct budgetary controls on all purchase orders, engagements, expenses
and the accounting;
• To undertake spot check controls on revenue collection, projects, supply sites
and delivery to ascertain conformity to GoR rules and procedures;
• To investigate any identified irregularities and present a Report accordingly to the
Board of Directors.
2 Planning and M&E • Update the National Strategy for the Development Statistics (NSDS) 5 years Master or Equivalent in Economics, Management; or
Officer rolling Plan; A0 in Economics, Management; Or other relevant field
(2) with 2 years working experience
• Coordinate Units and Projects within the NISR to consolidate Institute’s Annual
Action Plan;

• Prepare NISR Strategic Issues Paper that is aligned to the NSDS;

• Develop new policies, analyze and update the existing ones and recommend any
change to the Senior Management;

• Overseeing and monitoring the implementation of new and existing policies and
provide advice to management on the same;
 • Providing recommendations on workflow processes and systems of NISR units;

• Identifying the businesses strengths, weaknesses and suggest areas for

improvement.

• Monitor the implementation of the Institute’s strategic plan and action plan and
provide management advice;

• Prepare and update annual action plan for the Institute;

• Prepare weekly, quarterly, semi and annual progress reports on the

implementation of NSDS and Annual Plan of Action;

• Prepare all external reports especially for the Ministry of Finance and Economic
Planning;

• Analyzing and summarizing reports from all NISR units and present summarized
reports to management for appropriate actions;

• Regularly identify, refine and validate with key stakeholders a set of a appropriate
measurable performance indicators;

• Outline an update of reporting formats and procedures for reporting;

• Perform any other duties as assigned by the Deputy DG/CS and Director
General
3 Administrative • To provide high quality administrative support in all matters to the DG and his A1 Secretariat ; Or other relevant field with 2 years

Director General of • To facilitate decision-making within the NISR and the speedy delivery of work
studies & Programs programs on a day-to-day basis;

4 Director of Censuses • To supervise, lead and coordinate the work of the staff of the unit; Master or Equivalent in Statistics, Applied Mathematics,

8 Informal Sector • To plan and organize the informal sector census; Master or Equivalent in Statistics, Economics, Socio

• To provide other ancillary duties as required by the DG and deputies.
