NCC (New Clark City) – SCTEX ROAD PROJECT CAPAS, TARLAC
NCC (New Clark City) – SCTEX Road Project is a road project of national
government that is currently ongoing and expected to be finished in 2019 for the upcoming
2019 SEA Games that will be held in Capas, Tarlac. It is a road project that will start from
Cristo Rey, Capas, Tarlac to May Farm, Bamban, Tarlac exiting SCTEX having a joint
venture company of Vicente Law and China Harbour that started last June 2018. This project
is a 4 lane road having a bicycle lane on both sides that is more than 7 km long. The aim of
this project is to make an easy access passable route from Cristo Rey, Capas, Tarlac to
SCTEX which is already too far away from the city of Capas.
Currently, this project has already finished the center line of the road. The outer lane
on both sides is currently being dig to spill out the hard earth to serve as the base of the road.
Although in some part of the project, they are currently experiencing conflicts on the land
owner. Before the construction of the road, they have already agreed upon that the crops will
be harvested as soon as they can but just after the crops have been harvested they planted
their crops again on the land that will be in the range of the outer lane. The government and
the land owners settled that the government will pay the crops so that they can dig the earth
as soon as possible without waiting for the crops to be harvested.
As we have interviewed three personnel in this project about the difficulties and
problems they encountered in constructing a road project as they have already an experienced
on this field, their answers are mostly the same. One problem that will always be encountered
is having a bad weather condition that will cause delay in the project. As we all know,
weather is unpredictable. This project is free from obstruction and continuous because this is
not yet currently open for all passing vehicles. The equipments and the workers are free to
move. The other factor they commonly encountered is having a problem in equipments.
Sometimes in the middle of the work, the tools and equipments may go wrong that will also
cause delay in the project.
In all work place, they always prioritize the safety of their workers and other people
involved in the site. This is also the same for the road construction.
As soon as the project ends, they will wait for the approval of the client to see if there
are error in their work to avoid problems or conflicts after the project ends.
