CHECKPOINTS
11.2 Composition
A pleasant day to all, especially to our brilliant Regional Training Director,

Training Affairs Branch, SPO3 Ralph D Dorado, sir, to our dynamic Chief of the
Academic Branch, Training Specialist 3 Rebecca B Huerva, Mam, to the rest of
the training staff, fellow law enforcers, classmates, ladies and gentlemen, Good
Morning…….
Today’s topic is about Rule No. 11.3 according to the Police Operational
Procedures Manual entitled Guidelines in the conduct of Checkpoint….
Guidelines are important because it serves as a general rule or principle in
conducting Checkpoint. Setting rules and objectives helps us safe from any legal
actions in dealing with civilians during the said checkpoint. Following these
simple guidelines will greatly benefit us, especially when dealing with hostile
situations.
The Team Leader will be the one responsible in taking command of the
group which preferably shall have the rank of at least Police Inspector. In case
the team have limited number of personnel, the Team Leader may act as the
Spokesperson in charge in the communication with the incoming motorist
passing the checkpoint. A good communication with proper courtesy given to
them will ensure a peaceful and organize conduct of checkpoint within the area.
The spotter should have a clear vision and always on alert for incoming
suspected vehicle passing the checkpoint. A lapse in judgment by the spotter can
make the suspect escape from the legal authorities or may cause danger to the
team.
The Investigation Sub-Team will be responsible in the investigation and
documentation of any incidents arising during the conduct of checkpoint. In case
of violation of traffic rules arises, the Investigation Sub-Team shall issue a Traffic
Citation Ticket (TCT) or Traffic Violation Report (TVR). The investigator shall also
be in charge in the filing of appropriate case in the proper court against
apprehended violators during the conduct of checkpoint.
The Search/Arresting Sub-Team shall have the duty to conduct search,
seizure and arrest if there is a probable cause that suspect has a committed a
crime during the conduct of checkpoint. They will act as Arresting Officers and
shall execute affidavit for the prosecution of the arrested suspects during the
conduct of checkpoint.
The Security Sub-Team shall take full responsibility in providing security in
the area. They should always be on alert from any intruders in the perimeter that
may possibly disrupt in the conduct of checkpoint. The safety of the members of
the team shall lie in their hands and should always be on look out.
Last but not the least, the Blocking/Pursuing Sub-Team is tasked to
prevent unruly violators from evading or escaping arrest. They are also tasked to
pursue fleeing suspects. During the hot pursuit operation the Sub-Team should
make coordination to nearby police station for the possible conduct of blockage
and for the successful apprehension of the suspects.
A successful implementation in the conduct of Checkpoint shall rest in the
managing and leadership skills of the Team Leader and the proper execution of
the members of the team so that no untoward incident may arise and promote
and peace and order in the concerned community.
