3. EXPLANATION
This document outlines the initial requirements for an approved maintenance program for SAAB 340 aircraft. It is
intended that it will allow each operator to develop a complete maintenance program within the framework of the
requirements of this document that is compatible with his own basic maintenance policy. No specific form of
maintenance program is required.
This document is for the guidance of the operator in the preparation of his original maintenance programs and for
the guidance of the appropriate regulatory authority in the approval of those maintenance programs. Prior to
approving the SAAB 340 maintenance program, the authority shall ascertain that the operator has included all the
requirements in this document. This information may be maintained in separate documents providing such
documents are appropriately referenced in the operators maintenance program.
Requirements of the SAAB 340 Maintenance Program were developed under the process guidelines of the ATA
Airline/Manufacturer Maintenance Program Planning Document (MSG–3). MSG–3 has been accepted by the
Swedish LFV in consultation with the French D G A C, the Netherlands R L D, the U.K. C A A and the U.S. F A A
as the method for producing the MRB report.
4. BASIS FOR STANDARDS AND PROCEDURES
The Maintenance Review Board Report for the SAAB 340 was developed by review, analysis and revision of the
Industry Proposed Maintenance Program. The industry proposal was developed by the following process:
An Industry Maintenance Steering Committee and five Working Groups (Section G, appendix 3) representing the
airline operators who contracted for the purchase of the SAAB 340, Saab–Scania AB, Fairchild Industries,
General Electric Company and Dowty–Rotol Limited utilized MSG–3, ”Airline/Manufacturer Maintenance Program
Planning Document”, dated October 1980 to develop the program. Specific application of MSG–3 to the SAAB
340 is described in the MSG–3 Maintenance Review Procedure Document, 72LAS0006. Copies of this Procedure
Document can be obtained from:

5. GENERAL RULES THAT APPLY TO ALL SAAB 340 MAINTENANCE PROGRAMS
A. The operator’s manuals shall contain the details and responsibilities for accomplishing the maintenance
required by this document. The completion of task requirements is to be in accordance with appropriate
Technical manuals issued for SAAB 340 aircraft.
B. Whenever any scheduled tasks are carried out, the structure and systems in the affected area are to be
checked for accidental damage as the final item before leaving the area.
C. An inspection of the adjacent area will be accomplished whenever other scheduled maintenance is
specified, such as when cable, zonal or structural inspections are made.
D. The overall reliability of the SAAB 340 shall be monitored by each operator’s system for continuous
analysis and surveillance as required by National regulations. The manufacturer will establish a reliability
monitoring program to which operators using this document as a basis for their maintenance program shall
contribute the necessary data. Ref. MSG−3 Maintenance Review Procedure Document, 72LAS0006.
E. Tasks defined as Certification Maintenance Requirements (CMR) are included in section F of the
MRB Report and are also listed in the Type Certificate Data Sheet (TCDS).
CMR tasks arise from the SAAB 340 certification process where System Safety Analysis found the
inspection/test interval to have a direct influence on the safety objectives (FAR/JAR 25.1309), ref.
also Saab Doc. No. 72DSS0602. CMRs may be revised only with approval of the certificating
authority. CMR tasks and intervals are Mandatory and may not be modified by the operator.
F. Tasks qualified as Airworthiness Structural Items and Airworthiness Life Limited Items are listed in
Section F. These limits may be revised only with approval of the certificating authority. These tasks
and intervals are Mandatory and may not be modified by the operator.
G. The individual maintenance tasks and frequencies shown in this document other than the special found in
the requirement Airworthiness Limitations section (section F) may be adjusted/escalated in accordance
with appropriate regulatory authority practices after sampling requirements have been met.
H. Each operator should be cognizant of the numerous inspection techniques, such as "X−ray", "sonic".
"eddy current", "radio isotope", etc., which are available (Ref. Nondestructive Testing Manual, NDT). The
use of such techniques can be developed to provide a valuable alternative to the prescribed visual
inspection specified in the SAAB 340 maintenance program. Any substitution of inspection technique
mentioned above must have appropriate regulatory approval authority.
I. Within this document the terms "check" and "inspection" are not intended to imply a level of skill required
to accomplish the task.
J. Tasks which are approved by other regulatory authorities e.g. the task for a flight crew check/test list, may
also be considered to be within the requirements of the scheduled maintenance program.
NOTE: US OPERATORS ONLY.
An operator may take credit for tasks described in this report, when accomplished in the flight
deck by the flight crew as part of a local regulatory authority approved flight deck normal check
list. Those tasks must be reviewed and approved by the local regulatory authority to assure
accountability.
SECTION A

K. For the purpose of this document, an operator’s fleet is defined as the number of aircraft an operator has
on order at the time that operator commences SAAB 340 operation. In the event the size of an operator’s
fleet changes, the associated maintenance programs that are dependent upon the original fleet size will be
adjusted accordingly.
L. All task frequencies excluding airworthiness limitations specified in flight hours (time in service), cycles or
calendar basis may be converted and listed in the operator’s program to reflect the appropriate frequency
as utilized under the operator’s maintenance program, provided such conversions do not result in
exceeding the figures specified in this document.
M. Those lubrication requirements specified in this MRB Report arise from the MSG−3 analysis process and
do not represent the total lubrication provisions for the aircraft. Accordingly, operators of the SAAB 340
should refer to the manufacturer’s appropriate maintenance publications for additional lubrication
recommendations.
N. Where reference is made to national regulations the more frequent requirement applies.
O. Inspection, hydrostatic test and life limits will be accomplished as set forth in code of federal regulations
title 49 part 173 or the latest revision of manufacturer’s technical data or according to national regulations.
P. Each Operator will accomplish the sampling inspections specified by this document on an individual basis
unless combined with a group of operators.
(1) A group of Operators may apply to the appropriate regulatory authority for approval of a program to
combine their fleets for the purpose of accomplishing any power plant, component, structural, or
landing gear sampling inspections specified by this document. Scheduling requirements for such
combined fleets shall be the same as for any single operator’s fleet. It must be determined that the
combination of operators has the same or compatible maintenance program.
(2) Inspections accomplished before 75% of the interval specified do not count towards the sampling
programs.
Q. Maintenance control by reliability methods (US Operators only).
(1) The overall reliability of the SAAB 340 will be monitored by each operator’s system for continuous
analysis and surveillance as required by FAR 121.373.
(2) The SAAB 340 maintenance program is structured to be administered in conjunction with an approved
reliability program as described by FAA Advisory Circular 120−17A.
(3) Each U.S. Operator or group of operators will have the provisions of the data collection and monitoring
system, specified in this document for the SAAB 340 incorporated as part of their FAA approved
maintenance program. In the event this arrangement is cancelled, altered or if either party should
cease for any reason to provide the services contracted for, the entire program is subject to
reevaluation by the FAA.
R. The current issue of this MRB Report is based on service experienced airline type operations with an
aircraft utilization between 1500 and 2500 flight hours (FH) per year.
Operator, with a much lower yearly utilization, shall consult Saab in order to establish an appropriate
scheduled maintenance program, to submit to the regulatory authority.

The manufacturers may recommend such inspections in the event that late development or early
in–service experience would dictate the need to examine specific components or engines. If this is
necessary, then direct negotiations between applicable operators and the manufacturers will be
necessary. Results of these inspections are to be made available by the manufacturers to other
operators as well as the regulatory authorities.
(2) Opportunity Inspections
Opportunity inspections of certain components and accessories may be recommended. No specific list
of items will be included; however, if the need exists, operators will be requested by the manufacturers
to cooperate in obtaining necessary samples on an ”as required” basis. Results of these inspections will
be made available by the manufacturers to other operators as well as the regulatory authorities and user
airlines.

Items showing corrosion on a random basis (e.g. stress corrosion, accidental causes such as fluid spillage or
rupture of protective treatment) don’t follow any law limited to calendar or flight hours. For such cases, inspections
shall be applied to all aircraft at each repeat interval without threshold (covered by Zonal inspection program,
section D).
ATA zones are used to group the internal and external inspection requirements.

3. PROGRAM DESIGN
This program is designed to provide timely detection and repair of structural damage which may occur in the fleet
during commercial operations. Detection of corrosion, stress corrosion, minor accidental damage and fatigue
cracking by visual and/or NDI procedures is considered. Major accidental damage such as that caused by bird
strike or large ground handling equipment is considered obvious and tell–tale signs such as fuel leaks, loose
fasteners or loss of cabin pressure continues to be an essential part of the structural inspection program.
4. OPERATING RULES
The following rules apply to accomplishment of the SAAB 340 Structural Inspection Program:
A. All aircraft in an operator’s or group of operator’s fleet shall be subject to the provisions of this document.
These include requirements for external and internal inspections, age exploration programs, and a fatigue
related structural inspection program.
B. Initial check intervals for the structural inspection program are expressed in both calendar time and flight
cycles. Any check interval change is to be substantiated by service experience.
C. Special detailed inspections are to be used when specified for inspecting hidden details or may be used as
alternatives to detailed visual inspections. Hidden details requiring NDI procedures are listed under
appropriate zones either internally or externally.
D. Normal clean–up procedures are to be used prior to conducting inspections. Specified clean–up procedures
are to be used for special detailed inspections. Sealant and corrosion protection finishes should only be
removed when specified. The need of reapplying corrosion inhibiting compound will be determined at the
time of inspection and by the criteria spelled out in manufacturers instruction.
E. For aircraft operating in severe corrosion environment (Ref. Advisory Circular AC 43–4A), operators shall
contact Saab Aircraft Customer Support in order to establish an appropriate maintenance program.
F. A separate Bonding Integrity Inspection Program to be performed by the manufacturer is defined in
document 72SAS0452.

D. Sampling
(1) The A/C sampling size for the AEP highlighted tasks is ideally based on a 20% representation
(mathematically rounded up or down as required) of the operator fleet size.
(2) At least one A/C per operator or group of operators is to be selected at each applicable inspection.
(3) Not less than 20% nor more than 50% of the operator’s or group of operators’ aircraft shall be selected
for A.E.P. Where necessary, the range of 2 years shall be adjusted to achieve this condition.

Maintenance Review Board Report
1. GENERAL
The zonal inspection program serves two primary purposes:
A. The program assures that all systems/components/installations contained in a zone receive adequate
surveillance to determine security of installation and general condition.
B. The program provides packaging of a number of general visual inspection tasks generated against
maintenance significant items (MSI’s) and structures environmental and accidental items into one or more
zonal surveillance tasks. Operator may take credit for zone surveillance tasks and transfer MSI’s to the Zonal
Inspection Program ; this will be negotiated between the operator and his regulatory authority.
2. ZONAL INSPECTION CRITERIA
In general the inspections are visual and require no inspection aids other than lamp and mirror.
The described inspection task – surveillance – is valid for all items to be inspected in the affected zone. Unless
otherwise indicated, the whole of the zones, as visible, are to be inspected from normal viewing distance i.e. in
most cases from within a distance of one arms length.
It is assumed that the inspector has an adequate level of knowledge of the aircraft construction and of its system
installation.
The zonal inspection requires the action to gain access to the zone and possible cleaning, draining and ventilating
the fuel tanks.
The extent of the zonal inspection, is also defined by the access i.e. identification of access doors and panels to
be removed, lifting of insulation etc and positioning of flight control surfaces.
A. All components will be inspected for:
(1) Security of attachments, visible connections, electrical bonding, safety wiring, leakage, cracks,
corrosion, chafing, evidence of overheating, condition of painting and corrosion treatment and
cleanliness.
B. All mechanical controls will be inspected for:
(1) Security of attachments, safety wiring, alignment, free and full movement, electrical bonding correctly
installed.
(2) Distortion, corrosion, fraying, chafing, kinking, evidence of wear, cracks, flattening and condition of
painting and corrosion treatment.
C. All tubing will be inspected for:
(1) Evidence of leakage, cracks, corrosion, security of attachments, chafing, sufficient free length, safety
wiring, sign of overheating, clamping and correctly positioned.
D. All ducting will be inspected for:
(1) Evidence of leakage, cracks, corrosion, delamination, crushing, chafing, security of attachments, safety
wiring, sign of overheating, clamping and fluid soakage.
E. All wiring will be inspected for:
(1) Insulation damage, security of attachments, sufficient free length, clamping and sign of overheating.
(2) Connectors, terminals and terminal blocks for security, corrosion, legibility of markings.

Maintenance Review Board Report
– A group of operators may, after approval by their respective regulatory authorities, combine their fleets for
the purpose of accomplishing the sampling inspection requirements.
– The sample size shall be 1/5, representing the fraction of each operator, or group of operators, fleet which
must be inspected by the time specified.
– If the fraction is lower or higher than one half, refer to section C, paragraph 6, item 2 (Age Exploration
Program rules).
– All aircraft belonging to an operator, or group of operators, in an age range of 2 years when the oldest
aircraft of the operator, or group of operators, reaches the inspection time, will comprise the fleet for zonal
sampling.
– For a group of operators at least one aircraft from each operator must be selected.
– The sampling inspections shall be accomplished on different aircraft when fleet size permits.
– When sampling inspections indicate the evidence of deterioration appropriate further actions must be
taken. Such actions may consist of a one time fleet inspection, a modification, a change of sample size,
etc.

Maintenance Review Board Report
GLOSSARY
ACCIDENTAL DAMAGE:
Physical deterioration of an item caused by contact or impact with an object or influence which is not a
part of the aircraft, or by improper manufacturing or maintenance practices.
AGE EXPLORATION:
A systematic evaluation of an item based on analysis of collected information from in–service
experience. It assesses the item’s resistance to a deterioration process with respect to increasing age.
AIRWORTHINESS:
The condition of an item (Aircraft, aircraft system or part) in which that item operates in a safe manner to
accomplish its intended purpose.
CERTIFICATION MAINTENANCE REQUIREMENTS (CMR):
A recurring flight crew or groundcrew check that is required by design to help show compliance with
FAR/JAR 25.1309(b) and (d)(2) by detecting the presence of, and thereby limiting the exposure time to,
a significant latent failure that would, in combination with one or more other specific failures or events
identified in a safety analysis, result in a hazardous or catastrophic failure condition.
DAMAGE TOLERANT:
A qualification standard for aircraft structure. An item is judged to be damage tolerant if it can sustain
damage and the remaining structure can withstand reasonable loads without structural failure or
excessive structural deformation until the damage is detected.
DISCARD:
The removal from service of an item at a specified time limit.
DIRECT ADVERSE EFFECT ON OPERATING SAFETY:
1. Direct:
To be direct it must achieve its effect by itself, not in combination with other functional failures (no
redundancy exists and is a primary dispatch item).
2. Adverse Effect on Safety:
Implies that the consequences are extremely serious or possibly catastrophic and might cause the loss
of aircraft or injury to occupants.
3. Operating:
Means the time from the moment the aircraft first moves under its own power for the purpose of flight
until the moment it comes to rest at the next point of landing (FAR 1, ”Block–to–Block”).
ENVIRONMENTAL DAMAGE/DETERIORATION:
Physical deterioration of an item’s strength or resistance to failure as a result of chemical interaction with
its climate or environment.
FAILURE:
The inability of an item to perform within previously specified limits.
FAILURE CAUSE:
Why the functional failure occurs.
FAILURE EFFECT:
What is the result of a functional failure.

STRUCTURAL FUNCTION:
The mode of action of aircraft structure. It includes acceptance and transfer of specified loads in items
(details/elements/assemblies) and provides consistently adequate aircraft response and flight
characteristics.
STRUCTURAL SIGNIFICANT ITEM (SSI):
A structural detail, structural element, or structural assembly which is judged significant because of the
reduction in aircraft residual strength or loss of structural function which are consequences of its failure.
TASKS – MAINTENANCE:
An action or set of actions required to achieve a desired outcome which restores an item to or maintains
an item in serviceable condition, including inspection and determination of condition.
THRESHOLD:
The specific value of a usage parameter (flight cycles, flight hours, etc.) at which the first inspection of
some particular level or method should be conducted.
