In the last couple of years, you have submitted many fraudulent requests, including, as you acknowledged, for Church President ‘Thomas S. Monson. In other cases, signatures have been forged and the names of minors have been fraudulently removed without the knowledge and authorization of parents/legal guardians. At the Church’s direction, we have sought to work with you to remedy these and related problems by providing you with what amounts to preferred processing of name removal requests. ince the beginning of 2019, we have facilitated your submission of thousands of such requests. But central to this preferred processing arrangement was your personal assurance as a Utah attorney that you would verify the identity of your “clients” and the legitimacy of their requests. In exchange for that, the Church set aside the usual requirement that an individual provide a notarized written request for name removal. Unfortunately, serious problems have continued. Since March 2019, you have submitted hundreds of duplicate submissions (some have been submitted six times); dozens of requests from persons who aren't Church members or whose names have already been removed; requests from persons who are deceased or are faithful Church members; and requests with inadequate information. These are just the ones we've been able to discover so far. The problem is that your automated, largely impersonal system does not truly screen for fraudulent or erroneous submissions. Accordingly, as of the date of this letter, the Church will return to its ordinary and longstanding protocol of requiring everyone who desires to resign their Church membership without contacting local Church leaders—ineluding those you purport to represent—to provide a notarized written request that includes the person’ s full name, date of birth, and current physical address.
