How Much Is Enough?
A decline in investment by the Federal government
has pushed the funding burden down to the local
utility level. Utility executives and their governing
boards are faced with making challenging decisions
about levels of reinvestment in the face of competing
financial pressures. How are those decisions made? Are
utilities spending fast enough to maintain the current
condition of their assets? How do utility leaders know
if they are spending enough to keep the burden from
growing on future generations? A panel of experts will
examine these issues from the perspectives of: a credit
rating agency, a state government, and an EPA water
finance center.

Each year the WEFTEC Program Committee takes on the huge task of creating the WEFTEC
technical program. This group of more than 200 water sector experts volunteers their time
and knowledge to solicit, review, and choose the papers and presentations that you will see in
Chicago in September. With an acceptance rate of only about 40%, this group takes great care to
choose only the best proposals.

The chair and vice chair of the Program Committee are the WEF members who lead this
massive project. Diego Rosso, Ph.D., professor and director of the Civil & Environmental
Engineering Department at the University of California, Irvine serves as the chair.
Tom Sandy, vice president and associate director of industrial water at Brown and
Caldwell serves as vice chair.

Service Project. Help us continue this
tradition by joining us for WEF’s 12th
Annual Community Service Project , taking
place at Maria Saucedo Scholastic Academy
in collaboration with the OPEN Center for the
Arts. We will spend the day transforming the
school’s entryway into a beautiful, welcoming,
and green space, providing better stormwater
management and adding stormwater educational
components for the community. This project provides
a great opportunity for WEFTEC attendees to give
back to our host city!

The WEF Community Service Project is organized


by the WEF Students and Young Professionals
Committee (SYPC). Registration for the service project
is free and open to all WEFTEC attendees and their
guests. Volunteers will receive transportation to and
from the site, a T-shirt, lunch, and a WEF Community
Service Project ribbon for their WEFTEC badge.

As part of WEF’s mission to increase awareness of


the value of water, the SYPC will also be organizing
a WaterPalooza event on Friday, September 20, at
