JOB TITLE: Admin and Logistics Assistant


LOCATION: Cotabato City Country Office

DEPARTMENT : Admin and Logistics

JOB PURPOSE: The Admin and Logistics Assistant will support IR field teams
in the delivery of humanitarian projects to assist individuals,
families, and communities affected by typhoon Yolanda
under supervision of the Admin & Logistics Officer.

This will include completing a range of tasks to support the


planning, preparation, transport, delivery, storage, use, and
monitoring of project materials, in addition to arranging
vehicle movements at both field and office level. It may also
be necessary to supervise and monitor external contractors.

I) KEY OBJECTIVES

To provide operational support for the timely and effective delivery of humanitarian and
development projects and provide quality monitoring and reporting compliant with Islamic Relief
Worldwide guidelines.

II) KEY ROLES/RESPONSIBILITIES

This position holds responsibility for administration of operational documents and procedures in
terms of human and material resources at both field and office level, and support with logistical
needs to provide operational support for IR field teams. It may also be necessary to supervise
and monitor external contractors and support a various elements of Islamic Relief (IR) work in the
Philippines.

S/He will also be responsible for representing the organisation when conducting field work and
will therefore need to conduct themselves accordingly.

III) JOB SUMMARY

The Admin and Logistics Assistant will support IR Philippines Programmes Department in the
delivery of humanitarian and development projects under supervision of the Admin & Logistics
Officer.

This will include completing a range of tasks to support the team with a supply of materials,
equipments, and assets (ensuring their correct transport, storage, and use), and ensuring the
upkeep of key operational records.
IV) MAIN DUTIES AND RESPONSIBILITIES

General Administration

• Ensure office files (i.e. Procurement of Good and Services, various manuals related to
Procurement and Logistics.) are maintained accurately;
• Prepare Requests and revises Lease Agreements or other type of works related activities
subject to contracts;
• Monitor the existing contracts for suppliers such as MOUs, Lease Agreements, Service
Contracts for the renewal, extension or termination;
• Support in formalities related to opening and managing IRW Country office;
• Support the Admin Officer in any administrative task as required.

Procurement/Logistics

• Monitors and reports on shipments from local suppliers, offshore supplies and supplies
from clearing agents and government warehouses;
• Assists the efficient implementation of the procurement annual plan and overall
procurement strategies using best procurement practices and appoved policies;
• Maintains manual and automated procurement files and records;
• Maintains procurement supply and vendor reference library;
• Contacts local vendors for price quotations, prepares summary of bids including
information on price and conditions of offer and recommends the best offer;
• Analyze all procurement proposals to determine appropriate strategy or approach;
• Provides purchase information to receiving and inventory staff;
• Researchers and evaluates suppliers’ peroformance and competence based on price,
quality, service, support, availability, reliability, production and distribution capabilities
as well as reputation and history;
• Conducts quality control on supplies and materials received;
• Enter records in the asset control database ensuring inventory records are up-to-date
and accurate, and reporting it to the Admin Assistant that maintains the inventory
records;
• Prepare request for disposal to HQ
• Ensure adequate office supplies to IRW Office, maintain a system for allocation and
tracking;

V) ACCOUNTABILITIES

Ensure delivery of project material requirements.

Work independently to complete tasks as directed from supervisor and on own initiative.
Make responsible recommendations on operational support and project delivery to supervisor
based on available resources and access to affected communities.

Represent IR when working with affected communities and meeting with local authorities.

JOB TITLE: Community Development Facilitator


BASE LOCATION: Cotabato City
DEPARTMENT / Programme Department
PURPOSE:
Programme Department oversees IRW programme portfolio
and includes monitoring and reporting on active projects and
portfolios (following up project until completion), and
reporting progress to management for strategic decisions.
It defines and maintains standards for project management
and implementation within the organization.
JOB PURPOSE: The Community Development Facilitator (CDF) will work
under the overall direct supervision and guidance of the
Programme Officer.
He / She will be responsible for conducting range of tasks
working very closely with the target communities,
responsible for representing the organisation with
beneficiaries and, on occasion, a range of external actors,
including: local /provincial /national governmental
authorities, UN agency, peer organizations, national NGOs,
and private sector staff.

VII) KEY OBJECTIVES

The holder of this position will be a proactive individual, keen to support the development of armed
conflict affected and vulnerable municipalities and communities of Maguindanao province. With
projects covering multiple sectors, IR Community Mobilisers will be required to be flexible in the
conduct of their work and able to take direction to support the priority needs of the host community.
VIII) JOB SUMMARY

The CDF will assist IRW in the delivery of projects to individuals, families, communities and
partners in IRW programme locations.
This will include completing a range of tasks to support the planning, preparation, delivery,
monitoring, and reporting of programme and project activities at field and office level and serve
as liaison between community and the Programme Officer.

IX) MAIN DUTIES AND RESPONSIBILITIES

• Organize and facilitate meetings with target communities;


• Conduct/assist in assessments and data collection to identify the priority needs in the target
areas;
• Communicate feedback from beneficiaries/communities and other key stakeholders to the
Programme Officer.
• Support and participate in conduct of trainings and workshops for community and
relevant Government counterparts as planned and required;
• Work according to detailed implementation plans as directed by the Programme Officer;
• Delivery of a range project tasks to support community interventions;
• Support the monitoring of project activities and assisting with reporting where required;
• Be familiar and coordinate and work with other agencies including local counterpart staff from
the LGU;

I. RATIONALE

caring world for the world’s poor and vulnerable people. Established in 1984, the
Islmic Relief Worldwide is headquartered in the United Kingdom (UK) and is working
in over 30 countries around the world, providing humanitarian aid during
emergencies and working for the longer term development of world’s poorest
people.

IRW Philippines provided emergency response and early recovery initiatives to


communities affected by Typhoon Haiyan in Northern Cebu and Leyte. It is currently
implementing development programmes in Mindanao, particularly in Maguindanao.

The post holder drive the IRW vehicle according to traffic rules and regulations,
maintain the vehicle and keep it in fit condition, maintaining of vehicle log book,
and other records, to keep the vehicle in neat and clean condition, to report their
supervisor for timely replacement of oil and filter, any other task assigned by
supervisor.

II. MAIN DUTIES AND RESPONSIBILITIES

1. Driving:
• Drive the vehicles of Islamic Relief safely and follow the country traffic signals and
other rules and regulations.
• Drive vehicle on designated routes in accordance with time schedules assigned by
supervisor
• When assigned, transport passengers on field trips and outside the Field / city area

4. Maintenance
• Keep the vehicle clean inside and out (washing and cleaning).
• Complete daily safety and maintenance checks of vehicle.
• Perform minor maintenance, repair and cleaning work on vehicles; fuel vehicles
(fueling, replacing bulbs, adding fluids, etc.).
• Ensures proper day-to-day maintenance of the assigned vehicle through timely minor
repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes
and water levels, car washing, etc so that the vehicle is kept clean and in good
running condition at all times.

V. SCOPE OF RESPONSIBILITIES

This position holds the responsibility for effective programming of manpower


resources by providing the best personnel that would carry out and implement the
objectives of IR-Philippines regardless of religion, ethnicity, age, or gender, in order
to communities, with the priority of reaching the most vulnerable individuals and
families as well as to promote development and increase resiliency of affected
communities.

To ensure the efficient delivery of services to the beneficiaries, the position will
see to it that performance review will be conducted as planned to aid the staff in
discharging the services of the organization through coaching and mentoring,
trainings and staff development. Also, timely HR services and support are given to
the employees.
This role also requires planning and proficient implementation of Human Resource
IR policies and procedures. Not only that, but also to adhere to the values of Islamic
Relief Worldwide by keeping the values and objectives visible and tangible in each

VI. JOB SUMMARY

The HR Officer will be responsible for the implementation of IR Policies, Procedures


and the Code of Conduct as well as other pertinent services of HR. The post is in
support to the needs of manpower requirement, technical as well as skills training
requirements and staff development in field offices as well as in the country office
in order to effectively implement the programs of IR-Philippines.

The holder of this position should be able to display excellent multitasking and
personnel management, and demonstrate knowledge of and/or wide experience in
different facets of HR functions.

XII) SCOPE OF RESPONSIBILITIES

This position holds responsibility for supporting the high quality and effective delivery of
livelihoods projects to support in the identified communities/municipalities of Maguindanao.
Projects geared to promote feasible income generation and employment strategies in armed
conflict affected and vulnerable communities, ensuring equal access for women and men to
contribute to meeting basic and other livelihoods needs to improve the wellbeing of affected
communities.

With the identification and prioritizing of the most vulnerable persons within the communities in
which IR is working, the Livelihood Officer will report directly to the Programme Officer and will
be responsible for supporting multiple communities in several locations if need be.

He/she will also be responsible for representing the organisation to beneficiaries and external
actors, including local authorities and occasionally UN agency, peer organization, national NGO,
and private sector staff.
XIII) JOB SUMMARY

XIV) MAIN DUTIES AND RESPONSIBILITIES

• Conduct/assist assessments targeting a range of potential Livelihoods needs in


target areas.
• Utilise strong knowledge of local industries, particularly agriculture, fisheries, and
small scale business to recommend creative solutions for the strengthening of
existing, and development of new, income opportunities for the affected
population.
• Ensure the project develops the strengthening and diversification of
livelihoods/income opportunities for affected populations.

• Complete a range of tasks according to a detailed work plan developed specifically


for Livelihood related projects.
• Assist the Programme Officer in ensuring compliance with appropriate financial
procedures for all activities in respect with donor requirements and IR
procedures.
• Continuous review of the work delivered and recognition of additional and/or

PURPOSE: Department
The MEAL Department ensures and leads on enhancing the quality
and accountability of IRW’s work to empower communities. It
oversees the MEAL system to make sure that all projects are
continually being monitored for effectiveness and appropriateness
and that all lessons are documented and communicated to inform
ongoing implementation of projects and future programming.
It guides the Country Office in achieving the outcome of the
projects and accountability to beneficiaries in line with IRW’s and
donors’ policies and guidelines.

XVII) KEY OBJECTIVES

To establish and manage the MEAL system that enhances the quality and accountability of IRW’s
work following the organization’s standards, principles and guidelines as well as donor
requirements.

XVIII) JOB SUMMARY

The MEAL assistant is responsible in providing support to MEAL officer/coordinator in establishing and
managing the MEAL system that will allow the Country Office to effectively and efficiently implement
appropriate projects and that lesson are captured and shared to inform implementation of current
projects and future programs.
S/he will assist the MEAL Department in facilitating the periodic planning and reporting processes of the
Country Office, spearhead on building capacities of staff on monitoring, evaluation and accountability.
When delegated, s/he represents IRW to a range of external actors, including beneficiaries and other key
stakeholders such as local/provincial/national governmental authorities, UN agencies, peer organizations,
NGOs, CSOs and the private sector.

XIX) MAIN DUTIES AND RESPONSIBILITIES

1. Monitoring and Evaluation

• Assist the MEAL officer/coordinator to establish and manage a comprehensive and effective
monitoring and evaluation system for all programmes/projects
• Ensure that the organization meets all internal and external MEAL requirements in a timely
manner and with credible information
• Strengthen MEAL systems and processes to guarantee progress and achievement toward
programme/project outcomes/objectives
• Assist in internal and external programme/project evaluations as required and ensure conduct
of baseline, midline, endline, assessments and Post Distribution Monitoring (PDM) as necessary
• Ensure that verifiable data are regularly collected and analyzed across programmes/projects,
shared with relevant stakeholders to inform programme/project design and review
• Support Programme Department in ensuring that all programmes/projects are designed and
implemented in accordance with international standards (i.e. SPHERE, HAP)
• Support programme/project teams implementation planning, assessment/evaluation planning

2. Accountability

• Ensure high standard of accountability by establishing good communication and information


sharing within and outside the programme and facilitating participation of community and other
stakeholders at all stages of the project cycle.
• Ensure that project activities are designed to promote feedback, response mechanisms and
systems that manage complaints
• Ensure that participation activities are documented and learning is shared
• Ensure the implementation of complaints-response mechanism

3. Learning

• Assist the MEAL officer/coordinator to establish and maintain a system for organizational
learning (i.e. developing tools & guidelines, dissemination of learning & good practices)
• Contribute in identification of innovation in programming and ensure evidence-based results
are applied in designing programmes/projects
• Identify opportunities to communicate programme/project learning and information
sharing/learning exchanges with other actors
• Support Programme and Communications departments in the development of relevant modules
and resource materials to support quality programming
• Gather and disseminate stories, case studies, photos, quotes as evidences for change in
different projects/programmes
