THE SUBJECT MATTER FOR CONSIDERATION YOUR HONOR IS THE Letter

from Mr. Benjamin S. Macabio, President, Santiago City Federation of
Senior Citizens – SCFSCI Inc. Santiago City, dated January 09, 2017, re:
Requesting accreditation as Civil Society Organization.

YOUR HONOR, this pertains to the request of the Santiago City

Federation of Senior Citizens and they are requesting for accreditation. We
found out, Your Honor, na recently pa lamang po sila na organize.
However, batay na rin ho sa Memorandum Circular ng DILG puwede
tayong mag render ng recognition. Ang accreditation po kasi binibigay
natin ito sa mga organisasyon na may established ng track record. So,
dahil interested po sila to be in partner with the LGU, the committee
recommends for the recognition at willing naman po ang Santiago City
Federation of Senior Citizens. There is an attached resolution pertaining to
this, Your Honor, “A RESOLUTION RECOGNIZING SANTIAGO CITY
FEDERATION OF SENIOR CITIZENS INC. (SCFSCI) AS STRONG PARTNER IN THE
REALIZATION OF THE DEVELOPMENTAL GOALS OF THE CITY GOVERNMENT OF
SANTIAGO”. Kung wala pong katanungan mula ating mga kasama sa
ating Konseho, I am now moving, Your Honor, for the approval of the just
read resolution, under second reading.

certifies for the urgency of the matters being presented to this
August Body. In this light, Your Honor, I am moving for the
suspension of the rules in order to tackle this, Your Honor.

by the said Letter Your Honor is a proposed RESOLUTION
AUTHORIZING THE CITY MAYOR, HONORABLE JOSEPH
SALVADOR TAN, TO ENTER INTO AND SIGN A MEMORANDUM
OF AGREEMENT FOR AND IN BEHALF OF THE CITY
GOVERNMENT OF SANTIAGO WITH THE DEPARTMENT OF
INFORMATION AND COMMUNICATIONS TECHNOLOGY (DICT)
FOR THE ESTABLISHMENT OF FREE WI-FI INTERNET
ACCESS IN PUBLIC PLACES IN THE CITY OF SANTIAGO.

Your Honor, after perusal of the attached draft memorandum of

AGREEMENT, the project calls for a Public-Private Partnership
on a massive scale that aims to deliver free WiFi Internet access
at all of the 1400+ municipalities and 140+ cities across the
Philippines at public Plazas and Parks, Libraries, City and
Municipal Halls, National Government Offices, Elementary and
High Schools, State Universities and Colleges, Hospitals and
Rural Health Units, Air and Sea Transport Terminals, with the
list getting longer every year. I believe that this project will
accelerate the government’s efforts in enhancing Internet
accessibility for Filipinos to intensify economic, social and
educational opportunities in order to address the growing
Digital Divide.

Internet connectivity will jumpstart economic development by

giving access to e-Commerce, e-Learning, e-Health and
e-Government tools to beneficiaries. This will subsequently lead
to increasing incomes in the underserved and unserved areas.
World Bank studies have shown that for every 10 percent
increase in broadband connectivity results in a 1.38 percent
increase inGross Domestic Product (GDP).

With respect to the specific details of the MOA, we have here

the presence of representatives from the ______________________.
May I move, Your Honor, grant speaking rights to
__________________________________, to discuss to us and further
enlighten this August Body pertaining to this request of the
Local Chief Executive. I, so move, Mr. Presiding Officer.
