Chapter I

THE PROBLEM AND ITS BACKGROUND

Introduction

There is no hiding the fact that even degree holders are having a hard time to

get a job these days. Companies don’t just look for people with diplomas anymore.

Now, they would opt to get candidates who have a resume that has - if not equal to

– a close match to someone who graduated abroad as the school system here in

the Philippines before was believed to be inadequate to the needs of global

competition.

With the increase in unemployment and under-employment rate in the Philippines

every year, the Department of Education has been trying to implement changes in

the Philippine school system to keep up to global standards. Some of which

include innovative teaching strategies like Cooperative Learning Strategy, Four-

Pronged Approach, change in teaching time and the usage of both English and

Mother Tongue as a medium of instruction. In school year 2012 – 2013, the most

controversial and flabbergasting program was put to effect, the K to 12 program.

Albeit the fact that the Department of Education has been continuously looking for

ways to effectively uplift the quality of education, along with it, the quality of

graduates that the country produces each year, the effectiveness of these

programs still remain to be questionable. The real question lies within the lines of

whether the teachers, facilities and students are ready to undergo these abrupt

changes.

Background of the Study

First published on the 5th of October 2010, the K to 12 Education Plan was

part of former President Benigno Aquino III’s Educational Reform Program. It was

initiated due to the previous administration’s belief that this will help minimize

unemployment and help give more time for students to decide which career to

pursue depending on their acquired skills. This program adds two more years on

secondary level, other than kindergarten.

The introduction of this education plan gained different reactions from the public as

many question the financial capacity of parents to provide for longer education,

add to that the number of classrooms, teachers, books and other school supplies.

Though most people believe that the enhanced K to 12 Basic Education Program

is the first step to a progressive educational system, school administrators as well

as teachers, as front-liners of education, are apprehensive on the things and

changes to be considered as part of the program’s implementation.

A group of Bachelor in Business Teacher Education students, as future tools to

dynamic education, decided to create a quantitative research study to show the

different problems being encountered by Technical – Vocational Track Teachers in

the Implementation of Senior High School Program. The study aims to measure

the readiness and effectiveness of the K to 12 program as well as the challenges

being observed by the focused group of teachers, who are instruments to a

successful and refined school system.

Theoretical Framework

There are several theories that best support this study. One of these is the

Hostede’s law of effectiveness. According to him the success of organization is

determined by its implementation of program and projects which should not be

carried out for the sake of performing them, but have to be cautiously and properly

controlled, manipulated and directed for the result to become satisfactory or in

conformity with objectives. (Lumbera, 2011)

The researchers are using this theory because they want to know the

readiness and effectiveness of the K to 12 program. School facilities might not be

sufficient to support the teaching and learning process. The teachers might not

have the mastery of their subject matters due to lack of faculty development

programs and the problems that these teachers are facing in the implementation of

Senior High School program.

In addition to this (Rusmini Ku Ahmad (2008) affirmed that the effectiveness

of an organization and contribute to the accomplishment of its goals, and affect its

performance include school internal elements such as: teacher’s commitment,

competencies and expertise that include teacher’s judgement of flexibility,

adaptability, innovations and the quality of learning and teaching and job

satistcation. He further stated that instructional leadership, characteristic of the

leader, and the teacher’s profound knowledge in content and pedagogical will give

impact to the school’s effectiveness and achievement.

We live within a fast changing environment wherein we encounter problems

due to these changes; the school system is no exception to that.

This study used the system approach where there are boxes for input,

process, and output. Under the input box where it includes the profile of the

respondents, the readiness and effectivesness of the schools in the

implementation of K to 12 program, the facilities and equiments of schools, the

teacher’s preparation and the availability of faculty development program.

Inside the process box includes the gathering and analysis of the data

gathered with the help of survey questionnaires. And the expected output of this

study is to know the problems being encountered by technical- vocational track

teachers in the implementatiom of senior high school program that can be used as

a guide of the Department of Education in building plan and come up with solutions

to help those teachers for effective teaching and learning process.

Statement of the Problem

This study intends to know the problems encountered in the implementation

of Senior High School program of selected technical vocational track teachers in

selected schools here in Manila It sought to:

1.) Determine the profile of the informants in terms of:

1.3 Educational Attainment

1.4 Length of Service

2.) Readiness and Effectiveness of Schools in the implementation of Senior High

School Program.

3.) Facilities and Equipments.

4.) Teacher’s Preparation.

5.) Availabililty of Faculty Development Programs.

Scope and Limitation

This research will be executed to distinguish the problems encountered by

technical vocational track teachers in the implementation of Senior High School

program.

This research is focused on the problems encountered by 10 technical vocational

track teachers in 3 schools around Manila, Philippines. This study will be

conducted next semester School Year 2017-2018.

Significance of the Study

The result of this is perceived to be significant to the following:

School Administrators- This study can be inferring to acquire the judgment on

what actions are suitable to help the teachers when it comes to teaching regarding

Senior High School Program.

Teachers- findings may help teachers to create their own strategies and style with

regards in teaching vocational courses.

Students- This study will provide data that will help students to understand the

struggles encountered by their teachers in the implementation of Senior High

School program and also will enhance their knowledge and skills to become

globally competitive.

Curriculum planners- The outcome of this study will gain ideas to perceive what

to include and to exclude in the curriculum.

Future Researchers- The ideas presented will perform as a reference for future

researchers who would intent to make further studies or in testing the validity of

other related findings particularly in the Problems encountered by Technical

vocational track teachers in the implementation of Senior High School program.

Definition of Terms

For better understanding and interpretation of this study, the following are

operationally defined

Problem- This is defined as the difficulties and challenges that encountered by

technical vocational track teachers in the implementation of Senior High School

Program.

Technical vocational track teachers - people that are responsible in teaching

and bringing technical and vocational trainings to students.

Senior High School - covers the last two years of the K to 12 program and

includes Grades 11 and 12.

Respondents. These are the teachers in Manila who answered the questionnaire.
