Quarter in Focus
The quarter marked the completion of the
Institute's 40-year journey towards promoting
policy-oriented research and dialogue in
Pakistan. The milestone was celebrated by
carrying out a number of activities including a
grand iftar dinner of the IPS family.
One of the important events of the quarter was
a session in collaboration with CPEC Economic
Forum, which was addressed by H.E. Yao Jing,
the Chinese ambassador to Pakistan. He gave
an overview of CPEC’s four-year progress while
sharing insights of some upcoming ventures.
Another session was with Lauren Booth, a
British TV journalist, sister-in-law of former
British PM Tony Blair and one the most high
profile Muslim converts in the West, featured
rich discussions about bridging the gap between
Islam and the West.
A seminar reviewing the proposed federal
budget was held in continuation of the
Institute’s annual practice, whereas two other
sessions deliberated upon the outcomes of
Indian elections and the implications of US-Iran
standoff for Pakistan.
IPS was represented by three of its team
members in international academic events with
EP-IPS Khalid Rahman’s participation in ‘Asian
Civilization Dialogue Forum’ in China and
research team members Naila Saleh and
Maryam Umer Khayam’s visits to Germany and
Ireland respectively.
The Institute signed MoUs with three important
organizations – Research Centre for Social
Development of Islamic Countries (RCSDIC),
Heibi University, China; International Commit-
tee of Red Cross (ICRC) and Maritme Study
Forum (MSF) – with a view to undertake joint
academic ventures.
IPS LEAD – the learning, excellence and
development program of IPS launched a series
of sessions titled The Living Scripts, which is an
oral history project conceived to record the rich
experiences of veteran civil servants. The first
three sessions of the initiative featured the life
stories of two former Cabinet Secretaries Syed
Abu Ahmad Akif and Fazal Abbas Maken, and
member of FPSC Shoaib Mir.
IPS Press published Gender, Law and Society
in Islam authored by Dr Anis Ahmad whereas
the new edition of the Institute’s flagship journal
Policy Perspectives, as well as two pre and
post budget briefs also came out in the period.

‘CPEC 2015-2019: Achievements, Challenges and the
Way Forward’

China Pakistan Economic Corridor (CPEC) to
take the historic mega development project to

These views were shared by H.E. Yao Jing,
the ambassador of People’s Republic of China
to Pakistan, who was speaking at a seminar
‘Islam and the West: Bridging the Gaps’
Persistent negative portrayal of Muslims in
Western media is igniting hatred against them
and creating massive Islamophobia, which is
making their lives difficult, even forcing them to
train their children and girls with the art of self
defence in the face of a constant threat.
The revelation was made by Lauren Booth, a
British TV presenter, broadcaster, journalist,
activist and author of Finding Peace in The
Holy Land. She was delivering a talk on the
topic of ‘Islam and the West: Bridging the

has been sorely overlooked by the people at the
helm of affairs.
The message emerged from a roundtable
session on Federal Budget 2019-20 which was
held at IPS on June 14, 2019.

IPS turns 40
It is a matter of great honor and pride for IPS that on
May 19, 2019, it has completed the 40th year of its
continuous services aimed at promoting
evidence-based and value-driven policy making in
Pakistan through applied research, dialogue,
publications, human development and advocacy.
The Institute celebrated the milestone by carrying
out a number of activities including holding an iftar
dinner on May 21, 2019 in continuation of its annual
practice. The event, which was attended by the
present and former associates, affiliates, sponsors
and team members of IPS, also celebrated its 40th
anniversary, reflecting upon the Institute’s various
achievements and accomplishments to date and
praying for its similar success in future as well.
Apart from the ceremony, IPS also launched a social
media campaign with the hashtag #40YearsOfIPS,
sharing the highlights of the Institute’s 40-year
journey in pictorial form.

Federal Budget 2019-20
The session, moderated by Khalid Rahman,
executive president, IPS, was addressed as key
discussants by Dr Waqar Masood Khan, former
secretary finance, Zafar-ul-Hasan Almas, chief
macroeconomics, Planning Commission of
Pakistan, Dr Pervez Tahir, former chief economist,
Zaheeruddin Dar, economic policy analyst, Dr Aneel
Salman, HoD, Management Sciences, COMSATS
University and Mubarak Zeb Khan, senior economic
journalist.
Dr Masood indicated some silver linings in the
presented budget stating that it could improve fiscal
and economic management if handled wisely, a
need that was severely lacking in the past three
fiscal years of 2015-16, 2017-18 and even 2018-19
– the initial incumbency period of the new govern-
ment. Questioning the rationale behind opting for
the IMF programme so late, he said that the pinpoint
target of IMF was to fix the primary deficit, which is
the need of the time for the country’s economic
management.

The Outcome of Indian Elections: Implications for
the Region

Terming persistent Hindutva-led anti-Muslim and
anti-Pakistan rhetoric a catalyst for Modi’s
electoral win, the speakers at a roundtable
session expressed grave concerns over growing
isolation of minorities in India, fearing that if not
addressed, their insecurity could result in
serious social crisis in the country.
They were speaking at the roundtable session
‘The Outcome of Indian Elections: Implications
for the Region’, which was organized by IPS on
May 24, 2019. The session was addressed by

A condolence meeting for
renowned academic and
former senator Dr Muham-
mad Said, who breathed his
last on June 17 in Peshawar,
was held at IPS on June 18,
2019.
Dr Said, a veteran professor from the University
of Peshawar was a PhD in geography from
Sheffield University, UK and had dedicated his life
to research catering to the policy and strategic
needs of Pakistan. He was a former member of
the board of governors of the Institute of Policy
Studies (IPS), Islamabad as well as its National
Academic Council. He was also among the
founders of Institute of Regional Studies,
Peshawar and also ran one Geographical

Maritime Study Forum, and Waqar-un-Nisa and
Faizan Fakhar, research officers at IPS.
Dr Afzal, in opening speech, opined that it was
Modi’s Hindutva narrative that won him the
elections for a successive time. He replaced
Indian nationalism with Hindutva nationalism,
projected it as an identity of his larger than life
brand, created a wave with it as a majoritarian
underdog, and cashed it by attaining a sweep-
ing victory.
He was, however, concerned over the
overwhelming majority obtained by Bharatiya
Janata Party (BJP), stating that while it
succeeded in unifying the Hindu vote, it is also a
sign of isolation of country’s minorities,
particularly Muslims, the growing feeling of
insecurity among which could lead to a social
mess.
Hali was of the view that Modi started replacing
Indian secularism with Hindutva ideology since
the start of his first tenure and kept working on
the agenda throughout.

Pakistan in mid 2000s.

his great life-long contributions for the country. He
also reflected upon the Institute’s longstanding
association with the professor, also shedding light
on various projects that were completed with his
invaluable contributions.

US-Iran Standoff – Implications for Pakistan

Tensions between the US and Iran are intensify-
ing with war drums in the Gulf region beating once
again. The US has also intensified a worldwide
ban on the trade of Iranian oil with no exemptions
as enjoyed by a few countries, including India,
earlier. India’s Oil Minister has also stated recently
that his country will replace US-sanctioned Iranian
oil Imports with those from major-oil-producing
countries, casting negatively on India’s relations
with Iran. Pakistan, too, despite having brotherly
ties with Iran since its independence, had not
been able to resist the sanctions and is unable to
go ahead even with the completion of Iran-Paki-
stan Gas Pipeline project. In the changing
regional scenario with Iran being backed by
Russia, and arguably China, does Pakistan stand
any chance to extend support to Iran going ahead

Such a proposition may help offset Indian designs
against Pakistan via Iran but would antagonize
not only the US but also friends like Saudi Arabia
and other Gulf countries.
To assess this puzzling scenario a brainstorming
session was held at IPS on June 1, 2019. titled
‘US-Iran Standoff – Implications for Pakistan’. The

The senior academic and international relations
expert was one of the founding members of IPS
and a leading member of the Institute’s research
faculty in 1980s and 1990s. Along with several
research papers Amin also authored three books
during his association with IPS including Mass
Resistance in Kashmir: Origins, Evolution, and
Options, Ethno-National Movements of Pakistan:
Domestic and International Factors, and
Afghanistan Crisis: Implications and Options for
Muslim World, Iran, and Pakistan.

The Chinese ambassador in his keynote speech
said that as many as 26 new CPEC initiatives
were on the way. The focus of new CPEC
investments will shift from G2G interactions to
B2B and P2P cooperation, eventually encourag-
ing the private sector investors from both the
countries to play their part especially in the
areas of industrial and social development, he
added.
The seminar also marked the fourth anniversary
of CPEC agreement between China and
Pakistan (20 April 2015), which was celebrated
with a cake-cutting ceremony on the occasion.

violence. She regarded the frequently used term
‘clash of civilization’ highly inappropriate
maintaining that the objectives of Islam have
never been to induce a clash among civilizations
but to alleviate and upgrade them to an
improved level. Contrary to the much propagat-
ed narrative, the religion does not hold back
modernization, instead it rekindles it, she
maintained.
Booth shed light on various methods and tactics
of Western media rhetoric that were being used
to paint a darker picture of Muslims globally.
Mediums of information and entertainment, such
as newspapers, channels, films, cartoons and
now even video games were being used as tools
to spread hate-filled propaganda, she told, citing
cases of negative framing of Muslims by the
Western media where the reality was morphed
altogether to give a completely contradicting
view. She opined that the common people in the
West were being deprived of basic knowledge
and comprehension of Islam as it has never
been communicated to them truthfully. Instead, a
false image of the religion is consistently being
sold to them by the people with agenda who
master the art of persuasive storytelling.

Sharing Insights
IPS, Heibi University of China to pool resources for
joint research and publications

A memorandum of understanding between IPS
and the Research Centre for Social Development
of Islamic Countries (RCSDIC), Heibi University,
China, is all set to pave way for joint research,
publishing and capacity building activities with a
view to foster academic as well as people to
people exchanges between the two neighboring
countries.
The MoU, which was signed by Khalid Rahman,
executive president, IPS and Professor Bai Gui,
executive director, RCSDIC on May 17, 2019,
has laid out a framework for the two institutions
to cooperate and collaborate in various areas of
mutual interest including but not limited to media
studies, cultural communication, social develop-
ment in Islamic countries, and Sino-Pak relations.
IPS in ‘Asian
Civilization Dialogue
Conference’ in Beijing
On the invitation of National Institute for Global
Strategy (NIGS), Chinese Academy of Social
Science (CASS), EP-IPS Khalid Rahman attended
‘Mutual Exchanges of Asian Civilizations and A
Community of Shared Future for Mankind’, which
is one of the six parallel forums of ‘Conference on
Dialogue of Asian Civilizations (CDAC)’ – a
high-level event hosted by the Chinese govern-
ment as part of ‘Asian Civilization Week’ held in
Beijing, China, from May 15-22, 2019. Rahman
delivered a presentation on the occasion titled
‘Islamic Civilization: Virtues and its Role in
Contemporary Scenario’.
At the end of the forum’s proceedings, EP-IPS
signed a letter of intent to become part of an
Institutional partnership comprising around 100
Asian think-tanks being established by the
Chinese Academy of Social Sciences with a view
to promote exchanges and mutual learning among
Asian civilizations.

history and activities of IPS. The visitors

‘Sino-Pak Relations in the
Age of Hybrid War’
EP-IPS Khalid Rahman visited Hebei University,
China on May 17, 2019 and delivered a speech on
the topic of “Sino-Pak Relations in the Age of
Hybrid War” at the University’s School of Journal-
ism and Communication.
Later, he also had an interactive session with the
researchers of Research Center for Social
Development of Islamic Countries at Hebei
University on May 18th, deliberating with them upon
various matters of shared interests.
