1.0 INTRODUCTION

PAUMA ENGINEERING COMPANY CONSULTANTS is a firm of Engineering outfit offering


professional services in various fields of Engineering and Project Management. We have
operated under this business registration name since 1992 with remarkable success in variety
of engineering fields, particularly Electrical Engineering. We have currently upgraded to a
limited liability company under the name PAUMADEC CONSULTING ENGINEERS LIMITED
to enable us cope with demands, magnitude and complexity of the present day business
atmosphere.

We have a crop of highly qualified and experienced personnel whose experiences span over
three decades in highly reputable companies and parastatals like NEPA(PHCN), NNPC,
SPDC (SHELL), ITCC, DIZENGOFF, SIEMENS etc. Added to this is the fact that our
Engineering Personnel are highly rated by COREN and Nigerian Society of Engineers. They
are also members of reputable international engineering bodies such as IEE (UK) and IEEE
(USA). Our personnel stock also include seasoned professionals in the field of quantity
surveying, cost consultancy and project management.

2.0 REGISTRATION

We are duly registered with the Corporate Affairs Commission under the Companies and
Allied Matters act of 1990, with registration certificate No. 857523 of 1992. copies of this are
as indicated in section 4.0. We are also duly registered with Federal Ministry of Mines Power
and Steel on category 1 status to execute jobs on all voltage levels as required by law under
section 4 (P) of Electricity Ordinance Act CAP 57 (now CAP 106).

Our practice is strictly guided by the Code of Practice of the Council of Registered Engineers
of Nigeria (COREN) and Electricity Ordinance Act (CAP 57) of 1958.

3.0 SERVICES

3.1 CONSULTANCY

In the field of consultancy, we are very resourceful in the following areas:

Engineering System Studies and Analysis: which is computer based with more indept
evaluation of operational integrity and system reliability. Reliable computer programs has been
developed for reliability studies, fault studies Load-flow analysis, system forecast, protection
system analysis etc.

Electrical Power System Planning and Design: involving all voltage levels and all areas of
the Power System including Generation, Transmission and Distribution.

Power System Protection and Control: with specific reference to system configuration and
equipment design. Our specific computer analysis puts emphasis on load flow in radial and

interconnected systems, system fault simulation/analysis with a view to evolving reliable
system fault levels for dependable relay coordination, load forecast to cater for future
requirements and reliability prediction and analysis to adequately cater for future trouble
spots.

Electromechanical System Analysis and Design: involving system specification and


machine design for raw material processing.

Energy Management Systems: which include system development for strategic energy
utilisation.

Process Control System Analysis and Design: including computer based evaluation of
process control systems.

various system schemes and electrical network on coloured slides produced on Power
Point software to give participants vivid picture of the intent of the course.

Effective course administration is ensured through carefully designed formats that
ensures desired participation using Administrative Circulation sheet to confrrm
registration of participants, Attendance Register to ensure participants effectively
participate, Course Assessment Questionnaire to evaluate participants'
understanding and effectiveness of the course. These are here attached.

3.5.4 Course Assessment


To properly assess the level of understanding of the participants, assignments and test,
which would be graded, are given at the end of every topic covered. Results of these are
usually sent with our report at the end of the course together with certificates. Copies of the

5.0 PERSONNEL RESOURCE

Listed below is a brief profile on the key Resource personnel for the company:

1 Engr. Paul I. Audu: Holds a bachelor of engineering degree from Ahmadu Bello University
Zaria, 1980. Throughout his twenty-four years post-graduation field experience, he has
worked in many outstanding and reputable companies and parastatals in Nigeria. These
include successful career breakthrough in NNPC, NEPA, SHELL PETROLEUM DEV. CO. and
private consultancy. He successfully redesigned a number of injection substations in NEPA
Kaduna, Kano, Abuja and Kontagora. He also effectively conducted Power System analysis
and project supervision in SHELL, Warri. He is COREN registered engineer and also holds
some professional credentials like MNSE, MIEEE, AMIEE. He holds Mines and Power
Professional License Category 1. He has also acquired competence and tremendous
experience in the preparation of cost estimates, tender documents and project management.

He is the coordinating Group Project Manager for all projects and will be saddled with the
responsibility of ensuring that the assignment is conducted and implemented in accordance
with the Terms of Reference.

2. Meszticzky Istvan holds Electrical Wiring Installation Licence Category One RC-1244B
(200), Master of Trade (1985), Qualified Electrical Production Engineer (1985), Technician
Certificate (1980), Technical Secondary School (1974).

Mr. Steven started his career in Hungary in 1974 with DIGEP HUNGARY FACTORY, on
base 220/35/20/10/0.380KV Power Station Maintenance (HUNGARY). He moved to Nigeria
1993 as a Consultant to ITCC and participated in Rural and Urban electrification
projects in Kaduna, Bauchi, Katsina and Jigawa states. Position as: Site Supervisor, Project
Supervisor, Project Manager, Chief Engineer of Electrification, Technical Advisor,
and Project Consultant (NIGERIA).

Between 1999 and 2002 he was a Technical Adviser for Hungarian Embassy in Nigeria,
Surporting Technical Services for Nigerian Business Partners (Training, Maintenance,
Spare Parts Supply etc.)

He is presently the Technical Expert to PAUMA ENGINEERING on Construction and


Installation.

3. Dam Lazarus Ahmadu: Engr. L.A. Dams holds a B. Eng. Degree in Electrical Engineering
from Ahmadu Bello University Zaria, Nigeria (1983). His professional career started at the
National Grains production Company (N.G.P.C) Limited – a grains producing and processing
firm in Kaduna, Nigeria where he was initially on the National Youth Service Corp (1983) and
later employed as a factory Engineer (1984). He was responsible for the operations and
maintenance of the Electrical/Mechanical Machines & Equipment. He spent four years at the
N.G.P.C Ltd during which he acquired enormous experience in Grain processing Technology
and Machinery.

He has been involved in the design and construction supervision of the electrical services of
domestic commercial and industrial buildings. He has also acquired competence in the
preparation of cost estimates, tender documents and project management.

He is registered with COREN and Nigerian Society of Engineers (NSE). He shall be Sub-
Group Manager in charge of planning and design.

5. Mrs. Maria C. Audu (B.A. Hons., LLB. A.B.U) is the Administrative Manager of PAUMA
Engineering consultants. She is a graduate of Ahmadu Bello University (June 1983) and holds
Bachelor of Arts degree in English Literature as well as LLB from the same institution (2006).
She had been involved in post-primary educational development in both Kaduna State and
Federal levels since 1984. She is presently pursuing a post graduate degree course in English
Literature at Ahmadu Bello University, Zaria. She is a principal partner and coordinates the
Administrative activities of the company.
She shall co-ordinate the sub-group activities for Project Administration.

6. Engr. Dikko M.A. Abubakar (B. Eng MNSE) is an Electrical engineer with twenty-three years
field experience on consultancy and construction services. He is a graduate of Ahmadu Bello
University (1980) and has been involved in numerous projects like electrification of 39 towns
and villages in Kwara State, integrated engineering services in Katsina and Kaduna as well as
design and installation of government house protects in Kaduna and Katsina State. Details are
in the Curriculum Vitae.
He is the Sub-group Manager in charge of System Evaluation.

7. IRO, CHIDI SUNDAY Holds B.E.N.G (Hons) in Electrical Engineering from University of Ilorin
and has had several work experiences in the field with PAUMA ENGINEERING
CONSULTANTS since graduation. Details are in the attached C.V.
He is responsible for System Data Coordination.

8. Olorunleke, Samuel Holds B.ED (TECHNICAL) and is our field supervisor in Control
System Installation, with special bias on SCADA Communication and control. He is our Field
Coordinator (Installations).

9. Elijah Adewumi Raji holds London C&G F.TECH. and PGD(Electrical Power) from BUK
Kano. He has worked for several years with NEPA/ PHCN as a transmission substation
Operator (TSO), Power System Protection Engineer (Distribution), Manager Distribution, Zaria
before retirement. He is the Protection and Control System Supervisor.

10. Godwin Ajodoh is the company’s Construction and Installation Coordinator. He has acquired
tremendous experience as an electrical supervisor in Arewa Textile Kaduna and several other
reputable companies before joining PAUMA Engineering in 2006. He has coordinated several
Installation and construction works in the company. These include: installation of distribution
SCADA pilot scheme at Abuja, installation of SCADA for Siemens in TCN 550/132/33KV
network nationwide, Maintenance and overhauling of all Electric Motors in KRPC, Kaduna,
construction and installation of 2000A LV Panel for AIT Headquarters, Abuja, Installation of
HV Capacitor Banks at Kaduna Waterworks, Bauchi waterworks and NTA headquarters,
Abuja,e.t.c.

11. Ologun Olusegun Emmanuel is a graduate of Abubakar Tafawa Balewa University (ATBU),
Bauchi and holds a B. Eng. Honours degree with Second Class Upper. He has been with
PAUMA ENGINEERING since 2006. Emmanuel has made significant contribution to the
company since joining fully as a Graduate Engineer. He is an invaluable material in System
Control and Software development. He is a team Leader.

12. Abdul Salami Onimisi holds a B. Eng. Degree with Second Class Upper from Federal
University of Technology, Minna. He has been with the company since 2006 and has worked
with us on Distribution SCADA installation in Abuja, Installation of SCADA for Siemen on
Transmission Network Nationwide and a host of Power system installations.

13. Cyprian Ifeanyi Okolo is a graduate of ATBU and has been with PAUMA Engineering since
2009. He holds a B. Eng. Degree in Electrical Engineering and has participated in several
design and installation jobs for the company, including reactivation of Control System for
KRPC Power Plant and Raw water intake, Construction of Auto-changeover Panel, Auto-fire
Panel for NALADO office complex.

14. Kingsley Uwalaka is a graduate of Anambra State University, Awka and has been with
PAUMA Engineering since 2009. He holds a B. Eng. Degree in Electrical Engineering and has
participated in several design and installation jobs for the company.

15. Daniel Azubuike holds London C&G Course “B” certificate in electrical engineering and has
worked with Power Construction and Engineering Co. Enugu, Eurafic Electric Co. Ltd., Lagos,
ITT Nig. Ltd, The Democrat & Reporter Newspapers as installation and Maintenance
technologist between 1974 and 1993. He was also specially trained on Cummings Generating

1. INSTALLATION OF SCADA EQUIPMENT IN
ABUJA DISTRIBUTION PILOT PROJECT

The project involved the construction of the marshalling panel, wiring of the control panels in
the substations to the RTUs for command and indication link-up, interconnection of the control
and indication terminals to the 32DI and 16CO modules in the RTU, programming and
commissioning of the system. The overall layout of the substation infrastructures is shown
below.

The control center comprises a central computer with its related peripherals and communic ations equipment.
The system is capable of communicating over Radio channel using a protocol specifically adapted for this
type of communication.

The control system enables extensive control and monitoring of the remote sites via the Radio network.
The System is based on the MOSCAD equipment family. .
The system comprises of:
-20 Remote Stations.
-3 Control Centers

2. SIEMENS SCADA/EMS PROJECT IMPLEMENTATION

Not less than twenty-eight (28No) 330/132/33KV Transmission Substations were attended to
nationwide, including Akangba 330/132/33KV, Ikeja-west 132/33KV, Ogba 132/33KV, Ejigbo
132/33KV, e.t.c.
The job involved RTU Adaptation with existing substation control panels and outdoor
equipment as indicated in the block diagram below. In some cases at 330KV substations (like
Akangba) where the old type of SCADA exists with the marshalling kiosks, it is disconnected
and rewired.

3. PARAMETERISATION & STATION ACCEPTANCE
TEST (SAT) FOR SIEMENS SUBSTATION
AUTOMATION SYSTEM AT WUYE DISTRICT, ABUJA

The purpose of this site.reception (SAT) was to test all the hardware and software solution
provided in accordance with specifications. This test procedure has all the steps leading to the
verification and control of the functioning of the system provided.

The signal connection configuration is shown in the diagram below:

Due to a large number of Bays, test was processed by sampling. A test will be done on
switchgear per type and per voltage level. Every modification on the switchgear tested should be
reported to all other switchgears of the same type.

3. Fields;Applications

The main purpose was the commissioning of the DCS STATIONS "A" and "B" 33/11KV for ARAB
CONTRACTOR projects.

The following tests were conducted:


 SICAM 230 functionalities
 Checking of the Input/Output parameters of Bay Controller Units
 Checking of I/O parameters of individual IEDs (SIPROTEC4 Relays) on individual 33/11KV
Panels using their IP Addresses..

Scope of Works for Installation/Commissioning – Air force Base News Engineering Project
include:

7. Final SAT as per document

The proposed Substation Automation System (SAS) for NDPHC, NIGERIA SAS system
consists of installation of OWS/EWS, Data Concentrators in control room.

The Data Concentrator configured from SIEMENS products range, SICAM 1703 ACP. The
SICAM 1703 ACP products is designed to cater to the specific requirements of power sector
/Rallway/Metfo links.

System Configuration
The Proposed system is as per the configuration below. Proposed SAS System consists of
OWS/EWS, Data Concentrator in Control room. Switchyard control room shall have one OWS
(Operator Work Station) and One Engineering workstation, One Data Concentrator with
hardwired and communication port to communicate with numerical relays on IEC61850

protocol. One GPS clock is provided for SAS system clock synchronization. Three links on
MODBUS RTU from Data Concentrator shall be provided to communicate with SEL Relays,
on 11KV panels and MFM. One link on IEC -101 will be provided to communicate with

gateway.

6. EXPERIENCE & TRACK RECORD ON INTELLIGENT CONTROL PANELS
We have successfully specified, built and installed a number of intelligent power control units in
several places as indicated below.

6.1 AUTOMATIC FIRE MONITORING, CONTROL AND PROTECTION PANEL FOR


NALADO HEAD OFFICE BUILDING, ABUJA
The Hub of the control panel is a panel computer with the associated monitoring and control
modules. The adoption of this approach was predicated on the realization that control specification
was complicated. First, there was the need to monitor as many as thirty two points of digital inputs
marshaled from diverse locations of the building. Secondly, there was the need to control a number
of equipment based on an underlying logic. Thirdly, there was the need of graphically displaying all
the alarm conditions in such a way that the system operator is instantly made aware of the alarm
status as well as from where.
These challenges were met by the deployment of a panel PC, running on RTOS, and dedicated
software. Coupled to this were three industrial control modules, two of which were digital Input
modules, and one digital output module. All the modules were connected to the PC via a
communication bus, implementing RS 485 protocol through a translator module. The control logic
was implemented in software written in VBScript.

System operation
The PC has a touch screen facility, so there is no need for keyboard. On the main
screen is shown a vertical cross section of the building under control. Two alarm
conditions are being monitored per each floor, the fire alarm and the flow alarm.
Each of these has different alarm indication on the screen, and is reacted to differently
by the system. When a fire alarm condition is detected for example, the green
rectangle indicator will turn to red with flashing “Alarm” written on the face instead on
the usual none flashing “Safe” written on it. A less audible alarm siren will sound at this
juncture. But if the flow detector alarm is detected, then in addition to the flashing
indicator, will be shown a symbol of a flame .

The alarm siren will sound in two stages, the second stage much louder than the first.
This arrangement was predicated on the fact the fire alarm, being smoke detection
based could easily be triggered by a smoke coming from sources other than fire. In
such a case, the alarm condition will not initiate the fire control mechanism. If however
both fire and flow alarm conditions are detected simultaneously, then fire control
mechanism will initiate a chain of actions geared towards an effective combat of the
fire.

On the initiation of the second stage alarm, Fire Control Mechanisms will be activated
with the starting of the fire pump to pump water to the Fire Sprinkler Nozzles on the
particular floor in question. This is followed by starting of the Bore-hole pump to
replenish the water in the underground tank.
Other crucial conditions automatically activated by the Panel PC are as follows:
- Shutdown of the air-conditioning system

- Initiation of Lift safe operating mechanisms to evacuate occupants

- Operation of Power back-up Auto-transfer system

- Shutdown of Building Main Power System after a pre-set time

6.2 AUTOMATIC TRANSFER SWITCH PANEL FOR NALADO HEAD OFFICE


BUILDING, ABUJA
The ATS/1250 Transfer Switch is a device that monitors and transfers a common
electrical load from a normal supply to an alternate system in the event of failure of the
normal supply and returns the electrical load to the normal supply when the normal
power supply is restored.

It is operated automatically from RGK60 AMF module that senses the normal supply
voltage and/or frequency, comparing it with a set value and decides whether the power
supply quality is adequate or not for a required operation. If otherwise an instruction is
transmitted to generator control unit and the engine is automatically started for an
alternate supply from the standby generator.
Safety of operation is guaranteed by a set of electrically interlocked contactors, relays
and timers properly coordinated in the AMF module to ensure full isolation in the
event of failures.

6.3 INTELLIGENT A/C DISTRIBUTION BOARD.

The AC Distribution Panel is an intelligent unit built around the versatile multipurpose
industrial grade control module called MIAC (Matrix Industrial Automotive
Controller) usually employed in controlling a wide range of different electronic
systems.

The aim is to be able to integrate the control panel into a universal state-of-the-art
Building Management System ( BMS ), which is a computer-based control system
installed in buildings that controls and monitors the building’s mechanical and electrical
equipment such as ventilation, lighting, power systems, fire systems, and security
systems; consisting of software and hardware, with the software program, usually
configured in a hierarchical manner.

THE MIAC

The Matrix Industrial Automatic Controller (MIAC) is an industrial grade control unit
which can be used to control a wide range of different electronic systems. It is
designed to operate off 12V or 24V. It has 8 analogue and 8 digital inputs, four (4) high
current relay outputs and four (4) motor outputs. The unit is programmed directly from
a PC’s VSB port and is compatible with flow code graphical programming language.

Manufacturer’s operational brochure is always attached to the operational booklet for


further instructions.

6.4 AUTOMATED PALM OIL PROCESSING PLANT CONTROL PANEL, OWERRE-


EBIRI, ORLU - IMO STATE.
The plant operates on a 1000KVA power capacity with an installed capacity of
1500KVA made up of three transformers rated 500KVA each. These transformers
are synchronized for 1000KVA rating and programmed on N+1 concept with two
transformers operated at a time. The standby transformer is programmed to come
on stream in a cyclic time interval of 168hrs or when an operating unit is out on
fault.

The plant generators are automatically selected in the event of outage on the basis
of available operational regime.

OPERATIONAL CRITERIA
In order to effectively harness the advantages of modern technology in enhancing
uninterrupted production with reliable power supply, we intend to utilize a full-fledged
control system that operates on three functional regimes using Programmable Logic
Controllers with precise control capabilities built around Micro-controllers.
These include:
1. Running the entire plant power system on full automated operation using
available plant characteristics to establish uninterrupted power transfer when there
is a change in source supply.

2. Running the plant on semi-automated status by manually selecting operational


mode and allowing the power system automated program to run.

3. Inhibiting all automated systems and allowing manual system switching.

To achieve the above listed criteria, selection shall be done in two stages –
FUNCTION selection and MODE selection stages. Function selection is determined
by plant operational regimes while Mode selection is based purely on power system
configuration.

At the FUNCTION selection level, we decide on whether to go fully automated,


partially automated or fully manual. The controller at this level is equipped with
digital readout to indicate our position.

The operation of the FUNCTION SELECTOR shall be based on the plant


operational schedules, such as shift hours, product loading criteria, operational
sequence between the main units of the plant or other technical inputs that will
effectively define operational sequence of each unit of the plant.

FUNCTION SELECTION
(a) STAGE 1- Full Auto:
This stage is selected to implement a fully automated power transfer system
depending on plant operational exigency.

When this function is selected, the system controller searches for applicable
MODE of transfer relevant to available operational regime and automatically
implements the necessary power system transfer.

(b) STAGE 2 – Auto-manual:


In this selection, the decision on MODE of operation is done manually. When
the mode is selected, other operational sequences follow automatically.
(c) STAGE 3 – Manual:
When MANUAL is selected, all AUTO operations are inhibited. The decision
to configure the power system components is purely dependent on the
HUMAN operator.

6.5 AUTOMATED DUAL POWER TRANSFER CONFIGURATION FOR
PRIORITIZING GENERATOR ASSIGNMENT AT NALADO HEAD
OFFICE, CENTRAL BUSINESS DISTRICT - ABUJA.

This design was made, built and integrated with 1.2 above. It was intended
to prioritize operation of two generators in the premise (750KVA and
150KVA) when the mains power goes off, such that duty is assigned to one
generator at a time, depending on available load at the time of power
transfer. It was designed and programmed in such a way that the 750KVA
generator does not come on stream as long as the load is below 150KVA.
Whenever the available load exceeds 150KVA, G1 (750KVA) is started
automatically and the load transferred from G2 (150KVA) to G1. The
unused set is also switched off automatically as soon as load is transferred
successfully.

The operation is built around Deep Sea ATS Module DSE 705 and Matrix
Industrial Automatic Controller (MIAC). The MIAC module is programmed
to do the Load Monitoring and Duty Assignment while the DSE 705 does
the Power Transfer.
