1 Site Organisation and Control

The SE site agent is Andrew Swinbourne. Mob No. 07718 122 766 and the works will be
supervised from the head office by Ian Swain 07831 809 653/0113 3859 179. Office address is
Parkside Lane Dewsbury Road Leeds LS11 5SX.

Both are responsible for the safe operation and completion of the site works.

The Principal Contractor for the works will be Galliford Costain Atkins (GCA).

The visiting drilling supervisor is Richard Jackson 0777 8418 988

The Lead cable percussive driller will be TBC Mob No. TBC

The Lead rotary driller will be TBC, Mob No. TBC.

2 Scope of Works

This method statement covers the setting up and drilling of cable percussive boreholes with
rotary follow on, cable percussive boreholes and in-situ permeability testing.

The site can be divided into three main areas. The first area, which shall be where boreholes
PB01 to PB04 inclusive are formed, is an area of land immediately north of the Manchester Ship
Canal. The site is where the watercourse, Salteye Brook, meets the ship canal. This area of land
comprises roughly vegetated ground, shrubs and long grass.

The second area is located to the east of the M60 motorway, on an area of rough vegetated
land within Eccles Waste Water Treatment Works (WwTW). Soil Engineering will liaise with
Eccles WwTW regarding access and working restrictions.

The third area is located either side of junction 11 of the M60 motorway in areas of hardstanding
currently used for car parking. The exploratory hole located on the west side of the motorway is
situated behind the north bound exit slip-road from the motorway. The exploratory hole located
to the east of the motorway is located behind a row of terraced housing adjacent to the
southbound slip-road to access the M60 motorway.

The site locations are shown on the plan included on page 4 of this method statement.

Site works consist of 4 No cable percussive boreholes to depths between approximately 7m and
12m, with rotary follow on coring to depths of between 15m and 20m, 3 No cable percussive
boreholes to depths between 25m and 35m with 7 No variable head tests and 2 No packer
permeability tests.

All lifting equipment and accessories shall conform to the requirements of the Lifting Operations
and lifting equipment Regulations (LOLER) and be subject to regular six monthly inspection.

Certification for the rig is the EC declaration of conformity when purchased, followed by
thorough examination and certification by a competent person at least every 12 months in
accordance with the SE examination scheme.

Reference shall be made to the HSE positioning statements in relation to the provision of
guarding for drilling rigs and are not to be removed during drilling operations. Guards are only to
be removed to effect essential maintenance to the rig.

All guards, stays and ropes fitted to the rig shall have certification (which is held by the lead
driller and the SE plant department in Leeds) in place to comply with manufacturers’
specification.

The rig, lifting equipment and accessories shall be subject to daily inspection by the lead driller
in control of the rig which will be recorded on the weekly inspection forms, any defects will be
noted on the forms which shall be submitted to the plant department weekly. The plant
department and site agent shall be informed immediately of any safety critical defects to enable
prompt action to be taken out of operation until remedial action has been taken.

4 Mob / Demob

The cable percussion rigs will be towed to site behind a Land rover and parked up in a
designated area until ready for use on site.

The rotary rig will be brought to site on the back of a wagon and tracked off and parked up until
ready to use on site.

Drill casing and equipment will be delivered to site by a hiab wagon and stored at a designated
location on site until required

The bowser will be delivered by an external hire firm both towed behind a vehicle or on the back
of a wagon and winched off.

The 12ft storage unit will be delivered to site on a hiab wagon and lifted from the rear using the
integral hiab.

The condition of the plant will be inspected by the site team prior to use.

5 Method of Work

Access routes to all of the exploratory hole locations shall be agreed in advance with the United
Utilities Ground Investigation Supervisor, the Principal Contractor for the works (GCA) and
where appropriate (borehole PB05) operations staff at Eccles WwTW.

Access to borehole positions PB01 to PB04 inclusive shall be via rough tracks off Langlands
Drive. Due to the possibility of encountering soft ground, both along the access tracks and at the
borehole positions, appropriate precautions must be put in place to allow safe access and
egress to and from the borehole positions and provide a safe working area for the rig and crew.
This will be the responsibility of the Principal Contractor and all precautions will have been put in
place prior to the arrival of Soil Engineering on site. Safety measures must be appropriate for
the size and type of the plant being used to complete the works. Precautions may include the
use of Navvy Mats / track matts, benching/grading of embankments and/or sloping ground and
the placement of roadstone as appropriate but will at the discretion of the Principal Contractor.
The access tracks are also used by Peel Holdings to access Barton Locks and as such these
access roads must be kept clear at all times.

The hole locations will be marked out and agreed in advance of the works with the United
Utilities Ground Investigation Supervisor. A pre-condition photograph shall be undertaken as
part of this process. If there is an issue with the exploratory hole location with regards to
services or features on site, an alternative location shall be agreed with the Engineers
supervisor.

All holes shall have a permit to dig and a borehole sampling and testing instruction issued prior
to breaking ground. A permit to work system must also be approved by the Principal Contractor.

Prior to any works commencing within Eccles WWTW, all personnel must complete and
induction from Eccles WwTW staff. Any specific rules of the WwTW which are communicated to
Soil Engineering staff within the induction, must be adhered to at all times. Within Eccles
WwTW there is a site wide speed limit of 10mph and a one way system in operation.

Service information and COSHH assessments for the works will be contained in the site file held
at the site compound.

Holes shall be marked out in accordance with service plans and any surface features identified.
It has also been noted that there is the possibility of an old gas main existing in the vicinity of
Barton Locks which may not be present on the service drawings and of particular note is the 24”
water main which runs along the northern bank of the Manchester Ship Canal. All borehole
locations shall be subject to a clearance scan with a CAT and GENNY at surface. This will be
followed by the formation of a hand excavated inspection pit to 1.20m depth with regular CAT
scans as it is progressed in accordance with HSG (47).

Although boreholes PB01 to PB04 inclusive are on private land, the site is accessed by
members of the public for dog walking etc. and boreholes PB06 and PB07 are located within
pubic land. As such, the work areas at these locations will be secured with double clipped herras
fencing to prevent unauthorised access to the work area for the duration of the drilling
operations. Fencing around the work area of PB05 (within Eccles WwTW) will be in accordance

with requirements as dictated by the operations staff at Eccles WwTW and be appropriate to
ensure unwanted interaction between Soil Engineering site staff and the WwTW staff is not
possible.

Cable Percussive Boreholes

The rig shall be towed to position and set up in accordance with the cable percussion work
procedure (WP/SE/OPS/CP/012).

Cable percussion drilling shall be undertaken in accordance with the cable percussion work
procedure and the borehole instruction to the depth identified within the specification.

Water levels are to be recorded at the start and end of each shift and prior to each SPT test.
The addition of water is to be recorded.

Samples shall be taken throughout the drilling of the borehole; samples shall be labelled up and
taken to a nominated storage area at the end of each shift, for logging by the Soil Engineering
supervising engineer. Samples will then be removed from site to the SE Leeds laboratory for
testing if required.

Upon reaching the scheduled depth the Engineers Supervisor will be informed and an
instruction for installation details, permission to backfill or instruction to commence rotary coring
will be sought. Where required the installation shall be installed in line with the specification and
the installation works procedures (WP/SE/OPS/ISP/033). A flush cover will be installed at GL on
completion of the installation.

The Cable rig will then be dropped and either moved to the next hole location or demobilised
from site.

Upon completion of the works all equipment and fencing will be moved to the next location or
demobilised from site.

Rotary Boreholes

The rig shall be tracked to position and set up in accordance with the rotary drilling work
procedure (WP/SE/OPS/RD/013).

The rig is erected in line with the rotary drilling works procedure. If necessary, once the rig is
erected a bund will be construction to prevent any drilling fluids or arisings from escaping the
work area or entering nearby watercourses. The drilling works will be undertaken using the
appropriate flush as required to optimise recovery.

Rotary drilling shall continue from the base of the cable percussive section to depths between
15m and 20m below ground level in accordance with the rotary work procedure. Packer
permeability testing may be required during or on completion of two of the boreholes during the
rotary drilling operations. For further details on the methodology for packer testing, please see
below.

Coring will be undertaken using Geobore S Wireline coring system with semi rigid plastic core
liner to produce core of a minimum of 102mm diameter.

Core will be obtained throughout the drilling of the boreholes, the core will be placed in core
boxes and labelled up and stored neatly by the rig before removal from site to the storage cabin
where it will be photographed, subsampled and logged in accordance with the engineers

requirements. The subsamples shall be protected and transported to the SE laboratory for
testing as required.

Upon reaching the scheduled end depth of the borehole the Engineers supervisor will be
informed and an installation detail will be sought. The installation shall be installed in line with
the specification and the installation and grouting works procedures. A flush cover will be
installed at GL on completion of the installation.

Water levels shall be recorded at the start and end of each shift.

Upon completion of the works all equipment and fencing will be moved to the next location or
demobilised from site.

Soil Engineering shall ensure that no materials, plant or equipment is left in such a way that it
may cause harm to the general public either during or after the work is complete and that safe
access is maintained for local residents and members of the public at all times.

Permeability Testing

Within two of the scheduled boreholes, packer permeability testing shall be carried out a
specified depths within the borehole, prior to grouting up or installing a piezometer. Testing shall
be carried out in accordance with the works procedure for packer (lugeon) testing,
WP/SE/OPS/PT/030, and shall be completed during the rotary drilling operations.

Variable head permeability testing shall also be carried out within all of the boreholes and shall
be completed at depths agreed within the United Utilities supervising Engineer. Depths of testing
shall be determined during the drilling operations and targeted where suitable granular beds are
identified. Testing shall be carried out in accordance with the works procedure for Variable Head
Permeability Testing, WP/SE/OPS/VHP/032.

6 Quality Assurance and Environmental Management Systems

Trip hammers are to be calibrated prior to use.

Drip trays are to be placed under the drill rig once rigged up

Emergency spill kit is to be placed in the work areas together with fire extinguishers.

The site has been classified as YELLOW under the guidance for Safe Investigation for
Potentially Contaminated Land (SISG 2012). Works will be carried out in accordance with the
works procedure for working in potentially contaminated ground.

7 Safety Management

All site staff to undergo a SE work specific site induction prior to commencing work. For all
personnel completing works within Eccles WwTW, they must also attend an induction from a
nominated representative of Eccles WwTW.

Minimum PPE required for the site works:

• Hard hat
• Gloves (while handling plant and materials)
• Approved high visibility clothing appropriate to the type of working environment hi vis

orange clothing to BSEN 471: 2003 class 2 and lower body clothing to BSEN 471: 2003
class 1.
• Protective overalls
• Eye protection
• Safety boots with midsole and ankle support (rigger boots are not acceptable on SE
sites)
• Barrier cream will be issued to all personnel working in areas identified as containing
potentially contaminated land
• Ear defenders (when operating significant noise generating plant)

Ensure the requirements for appropriate PPE to specific one off tasks for example working in
confined spaces are appropriately risk assessed and arranged for by the contracts senior
management on a task by task basis for example:

• Inner surgical gloves (issued where required)


• Harness and lanyard (issued where required)
• Disposable overalls (issued where required)
• Gauntlets (issued where required)
• Respiratory protection (issued where required) – dust masks, full or partial face masks
dependent on risk.

First aiders

First aid kits are located within the welfare van and within the rig support vehicle.

Staff will be briefed on the COSHH assessments prior to use, a register of COSHH
assessments is contained in Appendix B and the COSHH assessment are contained in Site file.

Rig to be operated by Lead driller with NVQ in land drilling level 2

A permit to dig system shall be in operation for the duration of the site works no work will
commence without the relevant permit in place. The permit to work system must also be
approved by the Principal Contractor.

Assessment Checklist

1. CONTROL OF WATERS: Highlight control measures to prevent water pollution entering drains, rivers, streams, lakes etc. e.g.
site run-off, concrete wagon washout, blowing the line, discharge consent conditions (if applicable).
Comments: Some of the works are located close to the Manchester Ship Canal and there is potential for local drainage to exist at
all the exploratory hole locations.
Control Measures: Should it be considered a possibility that arisings / sediment run-off could enter local drainage or nearby
watercourses then the work area should be appropriately bunded to ensure sediment cannot reach these areas. This could include
the use of visqueen, sand bags and/or sleepers as appropriate.
2. WASTE MANAGEMENT: Identify who is responsible for waste management on site e.g. General skip. Identify who is
responsible for muck away. Prepare the necessary paperwork and review the disposal route as appropriate.
Comments: Waste materials will be limited to arisings, plastic bags, disposable PPE etc
Control Measures: Ensure waste is appropriately segregated and disposed of in a designated skip within the site compound and
that the skip is removed at the end of the works by a licenced waste carrier. Should any contaminated materials be identified, these
should be bagged separately and disposed of as appropriate.
Note:- Oily wastes e.g. used spill kits, oily rags, spent oil filters, etc should be dealt with in accordance with WP/ENV/DWD/01 and TBT ENV/f
3. OPERATIONAL ASSISTANCE: Assess the impact of the site and general aesthetics from a neighbours/visitors perspective.
e.g. public informed of works, site complaints procedure.
Comments: The public have access to some of the site areas
Control Measures: Ensure that the works are adequately fenced to segregate the works area from public interaction and that a
clean and tidy work area is maintained at all times.
4. NUISANCE: Review the generation of noise, dust, fumes, vibration etc. on local residents and businesses. e.g. section 61
consent conditions, site hours, quiet periods.
Comments: Some of the site is close to residential properties.
Control Measures: Ensure the site hours of 0800 to 1800 are adhered to and that any complaints regarding the work are
immediately communicated to the United Utilities representative.
5. TRANSPORT: Consider vehicle movements to/from site including parking, unloading, congestion, use of full loads, wheel wash
facilities, responsibility for maintaining highway at site entrance, waste secured when leaving site.
Comments: Interaction between plant / vehicles associated with the Principal Contractor, Eccles WwTW and the general public
Control Measures: Ensure rules of the Principal Contractor are adhered to, that the speed limit and one way system within Eccles
WwTW are adhered to and that movement of plant and vehicles is supervised by a second man both on site and when accessing
and egressing the works where appropriate.
