Adopting the Reckoning Period for Imposition of Administrative Fine for Operating
Without Valid LLDA Clearance and Discharge Permit
PREAMBLE
WHEREAS, Section 39-A of Republic Act No. 4850 as amended, and Board Resolution
No. 192, Series of 2006 approving the Revised Rules, Regulations, and Procedures Implementing
aforestated Charter of the LLDA, provide that any person, natural or juridical, who shall violate any
of the provisions of the aforementioned law, rules and regulations promulgated by the Laguna Lake
Development Authority, shall be liable to an administrative fine not exceeding Five Thousand Pesos
(PhP5,000.00);
WHEREAS, for violation of the requirement to secure a valid LLDA Clearance (LC) prior
to undertaking any development activity within the Laguna de Bay Region, and a valid Discharge
Permit from the Authority before discharging in any manner, liquid waste into the lake region, there
is a need to rationalize the reckoning period where such clearance and permit are applicable.
RESOLVED, FINALLY, that this Resolution shall take effect fifteen (15) days upon
publication in a newspaper of general circulation and shall remain in force and effect unless
otherwise revoked or amended.
