Dear Counselor:

The Court is in receipt of your request for clarification regarding the scope of relief granted by
the Decision/Judgment dated June 7, 2019 ("D cision").

The Decision states that the Recommendations of the Committee on Legislative and
Executive Compensation ("Committee") relatillg to the
salary legislative for January increases scheduled

1, 2020 and January 1, 2021 "impose limitations on outside income and activities that.are not ..
contemplated"
by the Committee's enabling legislation and conflict with the ethics "rules set forth in the
Law."
Public Officers "As the Committee was not grañtéd authority to make recommeñdations that
Law,"
expand or conflict with Public Officers äll Recommendations for the Legislatitre effective 2020
and 2021, including the legislative pay raises scheduled for 2020 and 2021, are null and void.

The Decision also states with regard to the Legislature that "the recommendations [of the
2019,"
Committee] that became law on January 1, including the 2019 pay raise for the Legislature,
law,"
"continue to have the force of as they do not exceed the enaliling legislation.

Furthermore, the Decision upholds all Rece endations for Statewide Elected Officials and

Commissioners, including their salary increase effective 2019, 20'20 and 2021, as they do not exceed the

enabling legislation.
