CONSTITUTION OF IEEE STUDENT BRANCH

IIT JAMMU

ARTICLE 1: Name of Organisation


Sec. 1.
This organization shall be known as the IEEE Student Branch IIT
JAMMU.

ARTICLE 2: Purpose of organisation

Sec. 1.
IEEE student branch IIT Jammu plans different events and activities
for the Electrical Engineering (EE) and Computer Science (CS)
Department at IIT Jammu. These activities include research panels
and discussions, group trips, Faculty Dinners for students, study
breaks, and other exciting events.

Sec. 2.
The primary purpose of the Branch is to promote the international
organization called the IEEE. This includes promoting the
dissemination of knowledge of the theory and practice of all aspects
of electrical engineering, computers, allied branches of engineering
and the related arts and sciences, as well as the furtherance of the
professional development of members

Sec. 3.
The organization and operation of the Branch shall be in accordance
with the Constitution and Bylaws of the IEEE. The mandate of the
Executive of the Branch is to serve the best interest of the Branch
members. If any unforeseen circumstances arise and the best interest
of the Branch members are not met by this constitution, a motion to
break constitutional rule shall be made by the Chair and tabled for
one week. To be accepted, the motion must be passed unanimously
by the Executive.

ARTICLE 3: Membership

Sec. 1.
Full Membership shall be limited to undergraduate and graduate
students of Indian Institute of Technology (IIT), Jammu. Faculty and
staff of the Department of Electrical Engineering and Department of
Computer Engineering of the Indian Institute of Technology (IIT),
Jammu shall be granted Honorary Membership in the Branch.

Sec. 2.
Branch Members consist of Full Members and Honorary Members

Sec. 3.
Membership and participation in the Branch activities shall be free
from discrimination based on any and all of the following: gender,
race, religion, disability, or sexual orientation.
Article 4: Dues
Sec. 1.
The Executive of the Branch shall have the power to levy local dues
upon endorsement by a two third vote of the Membership of the
Branch. Honorary Members will be exempted from any local
dues levied by the Branch.

Sec. 2.
Non-payment of annual IEEE membership fees will automatically
result in suspension of Membership in the IEEE and the Branch.
Non-payment of local dues will result in the loss of voting rights and
the right to hold office, but will not result in suspension of
Membership in the IEEE.

Sec. 3.
Local dues for Members may be assessed on a per year or per
semester basis. These dues are payable at the beginning of each
applicable period.

Article 5: Officers

Sec. 1.
The Officers of the Branch shall be:
1) Chairman
2) Vice-Chairman
3) Member Secretary
4) Treasurer
5) Joint Secretary

Sec. 2.
Only Full Members who are undergraduate or graduate students in
Electrical Engineering and Computer Science Engineering, or First
Year students in Indian Institute of Technology (IIT) Jammu, in
good standing shall be eligible to hold office. Only one Officer
position can be held. Honorary Members shall not be entitled to vote
or to hold office.

Sec. 3.
The term of office shall be one year and shall begin on _____ of
each year.

Article 6: Elections
Sec.1.
Election of officers for the following year shall be held not later
than the last meeting of each year.

Sec. 2.
Elections of officers shall occur annually in ------.
Sec. 3.
Any member is elected if he or she wins a majority of the voting
members.
Sec. 4.
If more than two people are running and no one wins a majority,
then the person with the fewest votes is dropped from the ballot and
votes are recast.

Sec. 5.
The term of office runs from one election to the subsequent election.

Sec. 6.
Officers may be removed by a two-thirds vote of the members.

Article 7: Executive Committee

Sec. 1.
The management of the affairs of the Branch shall be in the hands of
the Executive Committee, consisting of the duly elected officers of
the Branch and the Counsellor appointed by the IEEE. The
Chairman of the Branch shall be Chairman of the Executive
Committee.

Sec. 2.
The Executive Committee shall be the governing body of the Branch
and shall transact all business it deems advisable, including the
filling of vacancies in offices, authorization of expenditures, etc.

Sec. 3.
The duties of the Executive include but are not limited to:
1) Operating the day-to-day affairs of the Branch.
2) Acting as liaison between the Branch and any outside
organization.
Article 8: Duties of Officers

Sec. 1.
The Chairperson shall preside at all meetings of the Branch. He/she
shall appoint all committees, subject to the approval of the
Executive Committee, and shall assume all other executive duties
not otherwise delegated.

Sec. 2.
The Vice-Chairman shall perform all functions of the Chairman in
the latter's absence or at his/her request, Organizing the membership
drive and maintaining of the Branch website.

Sec. 3.
The Branch Secretary shall keep a record of all activities of the
Branch and shall report same to IEEE Headquarters, together with
any special reports required by IEEE Headquarters, within a
reasonable time after each meeting. The secretary shall carry on all
other communications necessary to the activities of the Branch. The
secretary shall keep a record of the names of members in attendance
at the meetings.

Sec. 4.
The Treasurer shall receive all money and pay all debts of the
Branch authorized by the Executive Committee, and shall keep an
exact account of all receipts and expenditures. The Treasurer shall
consult the Counsellor and the chairperson before taking any
financial decisions.

Sec. 5.
The Joint Secretary shall perform all the functions of member
Secretary in his/her absence or at his/her request. Collecting and
maintaining annual reports of the Executive.

Sec. 6.
A complete annual report shall be submitted by the Vice-Chairman
and the Treasurer at the last regular meeting of the year, and shall be
forwarded by the Branch Secretary to the IEEE Manager of Student
Services, upon certification by the Counsellor.

Article 9: Standing Committees

Sec. 1.
The following Standing Committees or their equivalent shall be
appointed by the Chairman:
a) Program Committee
b) Publicity Committee
c) Membership Committee

Sec. 2.
The Program Committee shall prepare the programs for all meetings
and shall be responsible for all arrangements for these meetings.

Sec. 3.
The Publicity Committee shall be responsible for proper advisement
of each meeting.

Sec. 4.
The Membership Committee shall bring the advantages of
membership in the Branch, and in the IEEE, to the attention of all
potential Student members.

Sec. 5.
In addition to the above standing committees, the Chairman may
appoint other committees which he may deem necessary.

Article 10: Meetings


Sec. 1.
The Branch shall hold regular and special meetings at such places
and time as designated by the Executive Committee, with a
minimum of three meetings a year.

Sec. 2.
The heads of the Standing Committee would be required to be
present in every meeting or when informed by the Chairperson.

Article 11: Amendments


Sec. 1.
The Branch is empowered to adopt Bylaws which are consistent
with this Constitution.

Sec. 2.
The Constitution may be amended by a two-thirds majority vote of
the Full Members present at a General Meeting, provided the
amendment has been duly publicized two weeks in advance. Such
amendments are effective only upon the approval of the Executive,
but such approval shall not be unduly withheld. In the case that an
amendment is not approved by the Executive, the Executive shall
duly publicize the reason(s) for the non-approval of the amendment.
