The target districts are characterized by male-dominated decision making within the household like
household purchases, how to use the money brought to the household, visiting public places and
health care of women. In Bale Zone, about half (49.8%) of female and 35.5% of male sample
respondents said the decision should be made by both husband and wife (Save the Children RESET
PLUS PROJECT BASELINE REPORT by Maria del Carmen Rodriguez, March 2019). Women
themselves have grown up condoning the inferior status ascribed to them by male power holders.

Ethiopia’s 2011 DHS found that 68 percent of women and 45 percent of men agreed or
upheld with one of the five reasons that man might be justified in beating his wife. A rapid
assessment conducted by its donor, Protestant for Diakonia and Development Bread for the
World PADD in Gura Dhamole and Dallo Mana districts verified that women were
continuously beaten and battered evidenced through interviews and focus group discussions
with both women and men.
Furthermore, there are pervasive marital or wife rapes. This is not reported since married
women hesitate to question forced sex because they believe they have no right to refuse
sexual advances made by their husbands. A woman may view this as the condition that her
own sexual inadequacy is responsible. This is sometimes escalated to pregnant rape for the
reason that pregnancy is a time of unique vulnerability to intimate partner violence
victimization because of changes in women's physical, social, emotion, and economic needs.
This can further lead to adverse health outcomes like low birth weight and post-partum
trauma and depression.
Many articles and university theses reportedly indicated that there are cases of gender based
violence taking the form of sexual coercion, children molestation, seducing and assault
perpetrated by boys and male teachers.
At community level, there are persistent reports induced from conflicts taking girls and
housewives to secluded places for sexual gratification. There are also prevalence of
transactional sex and survival sex to confront the chronic poverty.
Pimp controlled prostitution is predating many out-of school girls and school drop-outs who
migrated from remote rural villages leaving their families aside and administered by slayer
agency networks.
The project outcome is reduction in the prevalence of household and school related sexual
and physical gender based violence by 75% (from the current baseline value to be set
immediately after project kick-off). The following activities will be done as part of realization
for this expected outcome.
 Gather and compile key facts and baseline values on gender based violence, both at
community and schools
 Conduct school sexual violence index assessment (develop templates and scoring, train
assessors/teachers and supervisors) in 15 schools found at Dallo Mana and Gura Dhamole
districts.
 Organize quarterly peer-to-peer dialogue in five schools,
 Hold ten awareness sessions on school related children bullying/molestation
 Publish selected human stories (adverse and rescue) related to gender based violence
 Conduct action research on the prevalence and impacts of marital rape in collaboration
with Mada Wallabu university
 Conduct action research on the prenatal sex selection and related male preferences among
the communities (thought to be causative for wife abandoning)
 Host husband-wives/co-wives deliberation events on spouse/marital violence, four events
 Organize quarterly-based multi-stakeholder platforms on policies and regulations
including penal code on intimate partner violence
It is envisaged that 1000 (50% females) households, and 6,000 students and teachers (60%
females) will directly benefit under this outcome. The project will make prioritization in the
selection of project beneficiaries in that it primarily puts vulnerable households like widowed
and resources poor households as well as children from such families.
Special considerations will be made to the most at risk and vulnerable groups like girls hired
in local bars and chewing houses, brothels and small groceries and are assumed to undertake

transactional sex or survival sex as an alternative livelihood.
Women and girls with disabilities are highly vulnerable to the victimization due to their
impaired status. This situation justifies the need for mainstreaming within this project in line
with internationally and nationally recognized and ratified frameworks.
Besides, widowed and children from female headed families need a special concern
complying the Leave No One Behind principle.
The community in general and women in particular were condoned in such patriarchal sphere
that upholds husbands might beat and batter their wives for wrong doing. This is a risk that
may continue to persist in the minds of the society which requires more resources and time to
avert. The project therefore makes series of community mobilization and sensitization events
to minimize the risk.
The society may also associate and rationalize some aspects of gender based violence with
the local beliefs, culture, and traditions. The project therefore hosts workshops that
participates local community structures, leaders, and religion heads to demystify the
complexities.
2. Describe approaches/methodologies to be used to promote for effective citizen-state
engagement (for the proper implementation and/or revision of government laws,
policies, regulations and strategies in relation to the relevant CSSP2’s strategic theme/s);
and, indicate how this will benefit women, men, girls , young people, people with
disabilities, hard to reach communities, and/or other disadvantaged social groups

The project will organize policy cross fertilization workshops with relevant state stakeholders
to facilitate improved performance of international covenants, constitution, penal code, and
local level ordinances related to gender based violence.
The workshops will be a venue for deliberation on views from different actors including
youth, women, disabilities, independent professionals, and state policy authorities.
To this end, the project organizes a quarterly based multi stakeholder platform upon which
identified gaps and bottlenecks in existing policies and regulations are prompted to come
afront for discussions and gather options of commended amendments or change.
Across the project cycle from planning to implementation, the Do No Harm and Leave No
One Behind approaches will be strictly adhered for enhancing the positive outcomes.
Capacity building in the form of training, awareness materials, and knowledge sharing is the
main transverse or cross cutting theme.
To be innovative and make a sustainable solutions, the project creates events for both
victims of gender based violence and perpetrators of same.

3. Describe the coherence, integration and coordination mechanisms

a) among the coalition members(applicants of this grant): In order to foster

support and learning among coalition member CSOs, and to strengthen the
capacity of smaller co-applicant CSOs-for improved capacity of CSOs to
result in better space and voice for advocacy and influence-for the benefit of
project beneficiaries; and

 b) with government stakeholders : to create effective citizen- state
engagement at different levels of government structures(at federal, regional
or sub-regional level); and/or

c) with similar initiatives (e.g EU CSF 3 , ESAP3 etc) for optimizing results;
and to avoid duplication of efforts and resources.

The members of the coalition have operational presence in different geographical

locations, developed own peculiar tested intervention strategies, and accumulated best
fit solutions. This stimulates cross learning among each other and optimizes
achievement of outcomes in terms of quality, efficiency, and impacts.
Participatory videos from case stories and human histories related to gender based
violence like adverse cases and collective measures taken both from schools and
community at large will be used for advocacy and sensitization sessions.
The member organizations of this coalition are jointly implementing the Ethiopian social
accountability project ESAP which is mainly concerned to ensuring the prevalence of
accountability and transparency of public service delivery in the government sectors. As
part of the ESAP project, gender budgeting has been articulated for water and health
sector monitoring tool to promote gender equality and empowerment which strongly
complements this project.
The project will be implemented by strengthening the formal and traditional structures at
local levels like religion institutions, GADA system, and traditional leaders. Similarly, it
operates in collaboration with government sector offices like women and children affair,
education office, health office, police and justice offices through sharing of reports, joint
action planning, and joint monitoring.
Nearby government universities will be made to participate and engage on studies and
action researches planned by this project.

Currently, Wako Gutu Foundation is implementing the project entitled as Livelihood

Enhancement for Agro pastoralists and Pastoralists with one of its key result area
improved gender equality mostly focused to local dialogues with families affected by
intimate partner violence like battering, beating, and scalding, husband and wives
debates, and promoting women decision roles at family level.
