EQUIPMENT AS DEFINED IN 40 CFR 112.7(c), CWA. TO INCLUDE BUT NOT LIMITED TO: ELECTRICAL
SUBSTATIONS, WIND FARMS, ELECTRICAL TRANSFORMER STORAGE FACILITIES, AND MOBILE/PORTABLE
TRANSFORMERS.
1.0 SCOPE
This specification is intended to define the minimum materials and installation requirements for design
and installation of Secondary Oil Containment System, which shall provide total containment of
hydrocarbons while permitting the release of water without the assistance of manual valves, automated
pumps, or oil water separators.
2.0 GENERAL
Secondary Containment System shall incorporate a polyvinyl liner to create impervious floor and
perimeter walls with Barrier Boom polymer panels to allow the evacuation of water while capturing
trace amounts of hydrocarbons and complete stoppage of hydrocarbons in the event of a release within
the containment field.

4.0 MATERIALS
4.1 Polyvinyl material used on floor and side walls shall meet the following minimum standards:
Polyester 2x2 basket; 7.7 oz./sqyd weight; 1000 –denier; 29x29-count; PVC –coating.

4.2 Barrier Boom Panels - Geo-synthetic barrier shall consist of three (3) manufacturer assembled
components parts:
1. Front Side - Nonwoven geotextile fabric made from virgin materials that is both hydrophobic
and oleophillic with high wicking capability.
2. Middle – Shall contain 12 to 16oz. per square foot of proprietary blend of food grade cross
linked polymers that have physical attraction to hydrocarbons and bond to encapsulate oils
into a cohesive rubber-like mass.
3. Back Side – “Agent-X” two nonwoven layers of virgin geotextile fabric with a layer of
polymers laminated between.
5.0 PERFORMANCE
Manufacturer shall be a company that specializes in the design and manufacturing of geo-
synthetic barrier boom systems with a minimum of 10 years of experience.
Containment System shall be pre-fabricated pursuant to site specifications under strict quality
control and good manufacturing practices free from defects in material and workmanship.
Palletized with all system components ready for onsite assembly and installation.
Installers shall be factory certified by the manufacturer having successfully completed the
necessary and required training in the proper technique of assembly and installation of the
polyvinyl barrier boom panel hydrocarbon secondary containment system.
7.0 MANUFACTURERS
WARRANTY
Manufacturer shall warrant against failure of containment system to release hydrocarbons due to the
failure of materials and workmanship.
Manufacturer shall further warrant the containment system in the form of a Pollution Insurance Policy
of $2,000,000.00 to address the cost of cleanup solely related to the performance of the containment
system.
