ANALYSIS AND INTERPRETATION OF DATA

A. SITUATIONAL ANALYSIS

a. IDENTIFICATION / ASSESSMENT OF NEEDS

In determining the success of the proposal, another factor to consider for


its prime development, which is the preferred site for its implementation. The
researcher must carefully analyze and examine in selecting the most suitable
location for the proposal, through ocular inspections and data gathering through
different agencies and offices.” THE MEND GUIDE (Comprehensive Guide for
Planning Mass Evacuations in Natural Disaster)” is our basis in setting up the
criteria.

b. RESTATEMENT OF THE PROBLEM

The aim of the study is to provide or introduce permanent and fully


operational facilities as architectural solution, for the use of the community.
Which also serves to respond during disaster, specifically those disaster(s) that
pose a risk to the city as well as this will conduct training education that will aid
the promotion of awareness in disaster and also to provide facilities that
sufficiently serves and caters to the needs of the community.

B. THE SITE

a. BACKGROUND

Numerous factors are considered in the selecting of the most suitable site.
The researcher has provided six (6) major criteria which will guide the
researcher through the many factors in selecting the most suitable site, and
they are: Lot size, Location, Availability of Public Utilities and Services,
Physiographical Character, Zoning/Permitting and Construction Issues. All
these criteria are vital in the implementation of the proposal because they will
provide the standards for the selection of the desired site of the proposed
“Multi-Purpose Emergency Risk Reduction Complex”. There are
sites/barangays that are provided by the researcher which are possible for the
implementation, but only one may be selected for the proposal.

b. SITE SELECTION CRITERIA

1. Location – strategic location is important in determining the proposal’s


immediate impact on the general public of Zamboanga City. The location of
the chosen site is vital because it will enlighten the populace more of its
purpose and the concept it represents. The location is also important because
it will provide the optimum site development for the proposal, the sub criteria
under Location are:
 Accessibility – the accessibility of the chosen site is the major factor
in the proposal, because it must satisfy the travel time of the majority
of the residents of Zamboanga City. It also considers the road
conditions and road networks.
 Compatibility with the Proposal – the site must also be
incompatible with the development of the proposal through its land
value and significance

 Crime Rate – the vicinity around the site must have low crime rate
to ensure its safety and security of the proposal during its
construction and permanence

2. Availability of Public Utilities and Services – the chosen site should have
adequate utilities and services available within its vicinity, such as
communication lines, cell towers, electricity lines, water, and
drainage/sewerage to provide assistance on the development of the project
and providing comfort for its users and visitors. The sub-criteria under
Availability of Public Utilities and Services are:
 Water and Drainage Availability – the site must also possess good
water and drainage for utilization of the proposal’s development and
operations
 Electrical Services – the site must also possess electrical utilities for
the proposed structures’ basic necessity for its operations
 Telecommunication Services - the site must also have sufficient
telecommunication services available, such as telephone signal,
internet connection and cable television, for the utility of the proposal
 Public Transportation – it is the sites road condition, its availability
to public and private transportation, and adjacency to a major
street/highway.

3. Physiographical Character – based on the overall landscape of the chosen


site, which consists of the contour, the shape, the environment, and the soil
type and permeability, wherein the chosen site must be capable for the
construction of the proposal. The site should also not be greatly affected by
force majeure, such as earthquakes, floods and landslides to ensure the safety
and the permanence of the proposal within the site. The sub-criteria under the
Topography are:
 Topography – the contour of the site must be capable for
development, construction and landscaping
 Soil Permeability – the soil absorption of the site must be strong
enough to prevent landslides and erosions, as well as to help drainage
of rainwater

4. Lot Size – perhaps the most crucial elements of the proposed site is its lot
size, because it determines if the proposed structure will fit in the site, as well
as to achieve the most development. It also determines the overall impact of
the site to the environment, as well as the circulation, parking areas,
landscape development, and the possible future expansion of the proposal.
The land area of the site must also accommodate the minor structures and
other amenities of the proposal. The sub-criteria under Lot Size are:
 Land Area- the total land area of the site must be capable of
accommodating the entire development of the proposal.
 Future Expansion – the total land area of the site must also possess
enough space for the future expansion, due to the city’s fast-growing
population.

5. Zoning/Permitting – the chosen site vicinity is also important in determining


the land use zoning in the vicinity of the chosen site to blend with its land
uses the sub-criteria under Zoning/Permitting are:
 Regulatory Restriction – it is the site’s regulatory restriction for its
development and construction, usually imposed by private owners
 Conservation – it refers to local government ordinances regarding
conservation and preservation of specific locations and communities
 Conformity with Planning/Zoning – this determines the proposed
site’s conformity in its land-use zoning to ensure its premier
development and consistency with the surrounding activities and
establishments

6. Construction Issues – the chosen site may possess physical constraints that
may hinder the development of the proposal, which includes its built-up
environment and existing structures. It indicates the proposal’s effect on the
site. The sub-criteria under Construction Issues are:
 Existing Structures – it is the site’s existing structures, either
occupied or unoccupied, or is inhabited by the lot’s tenants or by
informal settlers. It is important to determine the development’s

impact on the existing structures, for it will determine the potential
consequences on the structures and its inhabitants
 Environment – the environmental condition of the proposed site is
also to be considered, because it will significantly determine the
proposal’s immediate effect on the existing ecosystem and the flora
and fauna of the site. As well as the environment’s effect on the
proposal, through its hazards that may be imposed by the wildlife. It
is significant because it will make the researcher aware of the
proposal as well.

DESCRIPTION OF THE PROPOSED SITES

The researcher has explored every possible location in Zamboanga City


for the implementation of the proposed “Multi-purpose Emergency Risk
Reduction Complex”, through various analysis of the location and land – use
zoning strengths of the city, as well as examining the vacant privately owned
and government owned lots, and from personal interviews and advices of
certain professionals. It was an extensive search for the most suitable
locations, and finally the researcher came up with the site/barangays for the
proposal.

The researcher has come up with three (3) possible sites for the
proposal, and each are strategically located on the City of Zamboanga,
namely Barangay Pasonanca, Barangay Abong- Abong and Barangay
Cabatangan. It is then needed to have a detailed explanation and description
of the sites to further aid the researcher in the selection of the most suitable
site for the proposal.

Site Site

Site A is located in Barangay Pasonanca and is 5.18 km away from the city hall. Pasonanca is
nested 500 feet above sea level, making it a great lookout point. The people of Pasonanca take
special pride in the cleanliness of their barangay. The Pasonanca park is one of the most
visited park in the Philippines. It is renowned as a tourist attraction. The Boy Scout of the
Philippines has one of its training centers located here. This site is located near on the theme
park for the Boy Scouts of the Philippines.

Site Site

Site B is located at Barangay Abong- Abong and is 7.75 km away from the city. This is also
an advantage for the proposal, as it will attract the populace to come visit the area around the
site more often. However the site is jammed with trees, and has a sloped to flat terrain, and
would need minor cut and fills for the proposal.

Site C is located at Barangay Cabatangan and is 7 km away from the city. The site is
advantageous due to its local surroundings and huge area prime for development. It is very
hilly barangay with most of its terrain having sloping features. Many trees can be seen at the
site as well as shrubs foe vegetation cover.

SITE JUSTIFICATION

The selection of the site would require a thorough investigation and careful study of the area,
taking all aspects of the situation, condition and circumstances of the sites to ensure its
optimum quality and value to the proposed “Multi-Purpose Emergency Risk Reduction
Complex”. And among the three (3) sites, site A which is Barangay Pasonanca prevailed
through the site selection criteria to be the most conducive for the proposal. A more detailed
explanation and justification of site A is as follows:

1. Location – Although all sites are accessible by public and private vehicles, Site
A is the most accessible of all sites, and has the most compatibility with the
proposal, due to its mountainous setting, as well as having the lower crime rate
which is advantage for the proposal.

2. Availability of Public Utilities and Services – Although all sites have available
public utilities and services, but Site A has the most complete and fastest access
to public utilities and services.

3. Physiographical Character – Site A is the most suitable site for the


development of the proposal. The site features a sloping to a relatively plain
contour, which will then be utilized by the researchers through adjusting the site
development with the environment. Site A’s contour and bottom soil is capable of
holding the foundation of the proposed structures.
4. Lot Size –Site C has the largest land area of all sites having 6.82 hectares. While
site A having only 5.4 hectares but still can accommodate our structures.

5. Zoning/Permitting – Based on the zoning, Barangay Pasonanca is categorized as


a high density residential commercial.

6. Construction Issues – The environmental condition of Site A is the most


appropriate for the development of the proposal, in accordance with the site
development, will benefit each other through its blending aesthetic value and
complementing activities.

CONCLUSION

After the entire process of the site selection and based on the site
selection criteria analysis and method prepared by the researcher, it was
discovered that each site had its own flaws and shortcomings, where the
researcher was also encountering difficulty through the site selection. Eventually
it is then concluded that the SITE A which is barangay Pasonanca was the most
conducive site among the other sites for the implementing site of the proposal.
The other site may be conducive for the proposal as well, but each of them had
their own limitations and restrictions, as well as the condition of SITE A.

MACRO SITE ANALYSIS

Geographical Condition

Zamboanga City is located at the southernmost tip of the Zamboanga


Peninsula. It is approximately 460 nautical miles south of Manila, 365 nautical
miles northeast of Kota Kinabalu, Malaysia, 345 nautical miles northeast of
Menado, Indonesia, bounded tonthe west by Sulu Sea, on the east by the Moro
Gulf, on the south by the Basilan Strait and Celebes Sea and on the north by the
Zamboanga del Norte and Zamboanga Sibugay.

1. Geology – Zamboanga City’s west and east coast peninsula is bounded


by irregular coastlines, generally rocky with occasional stretches of sandy
and gravelly beaches. The coastal profile usually descends abruptly
seaward. Embayment occurs in some places where there are rivers, thus
filling up areas with alluvial materials producing small tracts of coastal
plains and sometimes broad plains.

2. Hydrology- the surface hydrology and watershed of the city indicates the
seven watershed areas have been identified with seven major rivers,
namely: Vitali, Curuan, Bolong, Manicahan, Culianan, Tumaga, And
Ayala. Superimposed over the erosion, however, reveals that only
Pasonanca watershed area remains intact, while the other four, Vitali,
Curuan, Bolong, and Manicahan are severely eroded. Likewise, portions
of the remaining watersheds are also endangered by erosion unless
reforested at the earliest possible time.

Topography

1. Land Use Area and Terrain – the City of Zamboanga is the third largest
city in the Philippines in terms of land area; its total land area is 1,483.3849
square kilometers (78.10 sq. km. urban area and 1,405.2849 sq. km.rural
areas). People inhabit approximately 142,089.99 hectares of Zamboanga City.
The breakdown of the total land area is 45.9%, agriculture, 32.24%,
forestland, 9.43% protected area, 6.51% residential, 0.15% commercial,
0.12% industrial and 5.65% others.

2. Topography, Slope, Elevation – the overall topography of the city could be


described as rolling to very steep. There are some flat lands, mostly narrow
strips along the east coast. The urban center is mostly flat with a gentle slope
to the interior, ranging from 0 to 3%. The highest registered elevation is
1,200 meters. In terms of slope, a large portion of Zamboanga, about 38,000
hectares, have slopes ranging from 18-30%. Another 26,000 hectares have
been described as having slope of less than 3% while about 37% of the area
or a total of 52,000 hectares have slopes ranging from 30% to more than
50%.

3. Mountain Ranges – the mountains towards the center each is as high as


1,028 m but less than 500 m above sea level and was classified under the
Mountain Landform. The Land Management Units (LMUs) that comprise
this landform are Basalt Mountain, volcanic mountain/agglomerate, meta-
sedimentary and complex volcanic mountain.

These are formed due the subsequent uplifting of tectonic stresses that
produced a high relief landscape. Their slopes range from steep to severely
dissected mountain ranges. Erosion and land sliding are the main processes
taking place in the area. A majestic backdrop to the city is provided by the
mountain ranges as viewed from the Basilan Strait.

Demographics

1. Language – the official and/or Native language of Zamboanga City


is Zamboangueῆo Chavacano, a Philippine Spanish Creole. Other
common languages in the city are Tagalog, English and
Bisaya/Cebuano. Fookien (a Chinese dialect) and Tausug are also
prevalent.

MICRO SITE ANALYSIS

Historical Background

Pasonanca became a barangay upon the enactment of Commonwealth


Act No. 39, s. 1937.

There are numerous tales about the mystery or origin of the name
Pasonanca. One such story tells of a group of people discovering a kind of
plant growing abundantly in the hills and bearing a very sweet fruit. So they
planted the plant in a "paso" or big vase. It was years later that they
discovered the plant's name - "nangka". The name Pasonanca was thus
coined and given to the place where the trees are growing. Others say that
the name "Pasonanca" is a contraction of three words - paso de nanca, which
means "Pass of Jackfruit".

It is bounded by Sta. Maria on the south, San Roque on the west,


Lunzuran on the north and Tumaga on the east.

It is composed of 7 puroks and 7 sitios, namely: Abong-Abong,


Luyahan, Shanty Town, Lantawan, Busay, Muruk, Sabana Coco and
Canucutan.

It is the biggest barangay in land coverage, 50% of which is plain,


25% hilly and 25% mountainous.

Upper Pasonanca, which is situated in the northernmost part, used to


be a virgin forest with extensive collection of wildlife, trees and rich soil. It
was also an agricultural area because of the abundant resources like coconuts,
mango trees, bananas and other agricultural products. Mt. Pulong Bato, the
legendary home of Rajal Sargan, the "timuay" of Subanen, completes the
pretty background of this picturesque barangay.

Pasonanca is a beautiful place befitting its popularity as a tourist


destination. It has attracted a lot of people because it boasts both the
Pasonanca and Abong-Abong Freedom Parks. Often hailed as the "Little
Baguio of the South" due to its cool ambience, its terrain is hilly to
mountanous. It has a natural swimming pool, the only one in the country.

OCULAR OBSERVATION ON THE PROPOSED SITE

The proposed site is in barangay Pasonanca. The site is sequestered


by the national government. Some part of the site is partially covered by
vegetation and trees. The lot covers 5.4 hectares of land, which is sufficient
for the proposal. The site is also used as the right of way for tenants settled in
adjacent lots.
The site possesses an existing ecosystem. Many trees can be seen at
the site, as well as shrubs for vegetation covers. The site provides a cool
mountain ambiance, due to the numerous trees and vegetation and its scenic
view of the city.
The site is accessible for all vehicles, but main public vehicles such
as tricycles rarely pass due to its low possible passengers available. One
reason also its because of the steep road conditions. The site has readily
available utility lines.

ENVIRONMENTAL IMPACT ASSESSMENT

Environmental Impact Assessment is the process of appraising and foreseeing the


likely impacts of a proposal and classifying option to minimize environmental damage. With
this approach, it consists, basically, of predictions of how the environment is expected to
change if certain alternative is selected and implemented. EIA focuses on the physical
developments such as highways, power stations, and water resources projects and large-scale
industrial facilities during construction, commissioning, operation and abandonment. It
comprises appropriate preventive, mitigating and improving measures addressing all
consequences to guard the environment and welfare community as well.

The researcher had commenced this process to evaluate the various impacts of the
proposed “Multi-Purpose Emergency Risk Reduction Complex” to the environment, in
detail to the physical and socio-economical distinctive of Barangay Pasonanca. However, the
consequences of this study whether the proposal will be or will not be harmful to the selected
location.

The location of the proposed site is in Barangay Pasonanca. To determine the overall
impact of the proposal to the site, the researcher has initiated an environmental impact
assessment for the research. It is to aid the researcher through evaluation and prediction of
possible impacts of the proposal (as well as cumulative impacts) on the environment. The
outcome of the study will determine whether such proposal will not be harmful to the
proposed site.

NAME AND ADDRESS OF THE PROJECT PROPONENT: Proposed Multi-Purpose
Emergency Risk Reduction Complex at Barangay Pasonanca, Zamboanga City

TYPE OF PROJECT: Government Complex

THE PROJECT SETTING: The site is located at northwest of the city with 5.4 hectares
total land area. It is composed of three different soil types that affect the proposed complex to
be built. The researchers proposed that most of the buildings should be built at the northeast
part of the site which is a constructive area.

DECLARATION AND OBJECTIVES: The researchers aim to design a well-planned


Multi-Purpose Emergency Risk Reduction Complex. With this, the researchers come up with
objectives to further see what the need of the people is, and such objectives are:

 To provide a safe shelter during disaster for the prevention of life.


 To create an environment that will encourage individuals and communities
to live and feel safe with the services of the city
 To ensure the safest and most efficient evacuation from potential harm.
 To provide a conceptual design that is well integrated and sustainable.
 To design a structure that will aid in the promotion of awareness in disaster
education and will provide communities relevant information regarding
disaster preparedness.
 To provide training grounds for the public and private individuals that
covers; basic disaster information for the communities; information on adult
teaching methods; national disaster training program.
 To provide livelihood training program for the community
 To conduct research programs to upgrade knowledge and skills and
document best practices on disaster risk reduction and management.
 To provide maximum care, assistance and services to individuals and families
affected by disaster.
 To create facilities and services that would suit the needs of the evacuees
and also visitors.
 To provide a smooth coordination between agencies regarding to the
program and the services offered for the evacuees.
