Science Club Constitution and By-Laws

Preamble

We the members of the Science Club of the Brokenshire Science High School, with the help of
Almighty God, believing in the need for better organized club and in the development of the youth
as future scientists, desiring to form a unified Science Club that shall embody the ideals and
principles of scientific democracy and the promotion of the welfare of all members and the
academic standards of our Alma Mater, do hereby promulgate and adopt this constitution and By-
Laws that will advance, implement, and maintain our goals and aspirations.

ARTICLE I
GENERAL PROVISIONS
Section 1: This Constitutions and By Laws shall be known as the Constitution of the Science Club
of the Brokenshire Science High School.

ARTICLE II
NAME AND DOMICILE
Section 1: The name of the organization shall be known as the Science Club.
Section 2: The office of the Science Club shall be located inside the premises of the school campus.

ARTICLE III
DECLARATION OF PRINCIPLES AND OBJECTIVES
Section 1: The Science Club of the Brokenshire Science High School shall promote mutual
understanding, through social, civic, intellectual, recreational and scientific programs and
activities.
Section 2: The Science Club shall have the following objectives:
Develop love of God, country and nature
Help members develop scientific accuracy
Promote unity and cooperation among members and officers
Maintain school aspirations to promote quality education
Serve and protect the students’ rights, welfare, and development

ARTICLE IV
MEMBERSHIP
Section 1: All interested bonafide students of the school can register as members of the Science
Club.
Section 2: Names listed on the list of the Secretariat are the official members of the Science Club.
ARTICLE V
RIGHTS OF YOU-SCI. MEMBERS
Section 1: Every member has the right to conduct and participate in all of the Club’s activities.
Section 2: Every member has the right to information on all the issues and matters concerning the
club.
Section 3: Every member has the right to vote, to be nominated and be elected provided that the
president who is/are nominated has no presidential seat in other organizations.
Section 4: Every member has the right to be represented in the different meetings and assemblies
of the school on issues affecting the welfare of the club.
Section 5: Every member has the right to due process.

ARTICLE VI
DUTIES AND OBLIGATIONS OF MEMBERS
Section 1: Every member has the responsibility to observe, at all times, the Laws of the Republic
of the Philippines, the rules and regulations of the school and the By-Laws of the Club
Section 2: Every member must support and promote the principles and objectives of the Science
Club.
Section 3: Every member must participate actively in all the clubs’ activities.
Section 4: Every member must exercise his/her rights and do his/her responsibilities.

ARTICLE VII
COMPOSITION, ELECTION, AND TERM OF OFFICE
Section 1: The officers of the Science Club, duly elected President, Vice President, Secretary,
Treasurer, Auditor, PIO, Business Managers, and Grade level Representative.
Section 2: Each year level should elect the same set of officers.
Section 3: The secretary, assistant secretary, treasurer and assistant treasurer must be appointed by
the elected President.
Section 4: Elections of the Science Club officers shall be conducted year level wide and school; to
be held annually on the first week of the School Year.
Section 5: Candidates for Science Club elective positions must be:
A registered member of the Science Club;
Of good academic standing;
Of good moral character and have not been subjected to any disciplinary sanction;
The candidate for the president should be a non-holder of any presidential
position.
Section 6: The officers of the Science Club shall hold office for one academic year.

ARTICLE VIII
DUTIES AND FUNCTIONS OF THE OFFICERS
Section 1: The president shall be the chief executive officer of the Science Club. He/She shall have
the following duties:
a. Preside over all meeting and/or may designate another officer to preside for a
specific meeting.
b. Enforce this Constitution and By Laws, and other regulations that may be
promulgated.
c. Sign all official minutes, resolutions, correspondences, and other official papers
of the Science Club.
d. Represent the Science Club or designate his/her representative for any external
or internal affairs/functions.
e. Implement Science Club programs and projects.
f. Perform such other functions inherent and incidental to his/her office.
Section 2: The Vice-President shall have the following duties:
a. Assist the President in all matter where his/her assistance is necessary.
b. Assume the office of the President show the position become vacant.
c. Supervise members in planning and arranging meeting or programs of activities.
Section 3: The Secretary shall have the following
a. Keep accurate records of the minutes and document proceedings of every
meeting
b. Keep all the file of pertinent documents and paper of the Science Club and make
them accessible to the members.
c. Call and prepare all notice of Science Club meetings.
d. Perform such other duties assigned by the club President or the Adviser.
Section 4: The Treasurer shall have the following duties:
a. Keep all financial records of the Science Club.
b. Serve as the disbursing officer of all the Science Club funds.
c. Prepare the annual budget of the Science Club.
d. Prepare financial report every month, after the activity, and at the end of the term;
e. Formulate pertinent financial guidelines for the organization
g. Perform such other duties assigned by the club President or the Adviser.
Section 5: The Auditor shall have the following duties:
Certify the legitimacy and correctness of the disbursement of funds;
Audit all the expenditures by Science Club;
Assist the Treasurer in formulating the guidelines and reports;
Keep and update inventory of all Science Club property;
Perform such other duties assigned by the Club President or Adviser.
Section 6: The Public Information Officer shall have the following duties:
Popularized the thrusts and objectives of the Science Club;
Build and maintain the credible image of the Science Club;
Take charge in the promotion of the Science Club projects and activities;
Perform such other duties assigned by the President or the Adviser of the Science
Club.
Section 7: The Business Managers shall have the following duties:
Transacts approved business deals inside and/ or outside the Science Clubs and
shall report the same to the Club;
Is in charge of all purchases of the Science Club;
Screens all project proposal prepared by other Executive Board and submits the
same to the proper authorities.
Help the presiding officer to maintain peace and order during meetings;
Act as disciplinary officer if needed:
Section 8: The Grade Level Representative shall have the following duties:
Represent as the voice of their Grade Level in bringing up matters concerning the
Science Club function.

ARTICLE IX
YOUNG SCIENTISTS CLUB ADVISER
Section 1: The Science Club Adviser must a science teacher designated by the principal or the
Teacher Coordinator;
Section 2: The Science Club Adviser shall monitor all programs, projects, activities and meetings
at all times.
Section 3: The Science Club Adviser shall manage the overall election of officers.

ARTICLE X
YOUNG SCIENTISTS CLUB CO-ADVISER
Section 1: The Science Club Co-Adviser must be a science teacher designated by the principal or
teacher coordinator.
Section 2: The Science Club Co-Adviser shall have the following duties:
a. Monitor meetings, activities, and programs in the absence of the Club Adviser.

ARTICLE XI
THE GENERAL ASSEMBLY
Section 1: The general assembly of the Science Club shall be composed of all elected officers and
members.
Section 2: The general assembly shall be a forum for information and consultations, which
decisions shall be significantly considered.

ARTICLE XII
MEETINGS AND QUORUM
Section 1: The Science Club general officers shall conduct once or twice a month meeting as
agreed upon by the officers of the club.
Section 2: Special meetings of Science Club may be called upon by the President, by the majority
of the officers or by the Club Adviser.
Section 3: Majority of the officers of the Science Club (50% + 1) shall constitute a quorum.
Section 4: Each officer of Science Club is entitled to one vote.

ARTICLE XIII
FINANCE
Section 1: The Science Club trust funds shall be taken from the Organization fee allotted for the
club; the amount of which shall be decided by the school administration and with
the approval of the PTF.
Section 2: The Science Club can undertake fund-raising activities to subside its projects and
activities.
Section 3: The Science Club can accept cash or in kind donations from any member or any private
or public person or institution, for as long as it will not affect the integrity of the
club.
Section 4: The Science Club President, Adviser and Treasurer shall be the signatory of all fund
disbursement of the Science Club.
Section 5: Funds of the Science Club shall be audited at the end of the term, or at the end of every
activity.

ARTICLE XIV
IMPEACHMENT, RESIGNATION AND VACANCIES
Section 1: The officers of the Science Club may be impeached on the following grounds:
Culpable violations of the Constitutions and By-laws;
Gross misconduct, violence to person in authority, negligence and disloyalty to the
cause Science Club and the school;
Non-attendance in regular meetings for 6 consecutive times; and,
Abuse or misuse of power and authority.

Section 2: Two-thirds vote of the officers of the general assembly shall be necessary to decide after
hearing the case of impeachment.
Section 3: Decision of the general assembly shall be final. However the officer charged shall be
informed twenty days prior to his impeachment case proceedings, of the
charge/charges against him/her, to afford him/her the opportunity to be heard with
or without his counsel in his defense.
Section 4: Resignation shall be in writing and subject to the approval of the majority of the general
officers.
Section 5: Any vacancy in any of the positions for the reason of death, resignation or impeachment,
shall be filled within 20 days from the day the position is vacated subject to the
recommendation of the Science Club. The officer elected shall serve for the
remaining period.
Section 6: The Science Club general officers shall manage the election of the vacated position.

ARTICLE XV
AMENDMENTS

Section 1: This Constitution and By-Laws maybe amended or modified in full or in part once every
five years from its official issuance. Majority of the whole members shall be needed
to approve amendments.
Section 2: Amendments to this Constitution and By-Laws shall take effect immediately upon its
ratification by the general assembly.
