Introduction

A library is a place where books, journals, continuing resources, and other media

connect users and searchers to cultural, factual, educational and recreational information.

Libraries serve the academic community by providing access to all of their resources which

will satisfy their informational needs.

Kumar (2017) stated the important role of libraries in education. According to him,

education is the result of acquired knowledge and the cumulating of observations and

experiences, while the library is both the fountain and source of it. Education cannot exist

alone in the absence of a library, and a library is meaningless if it cannot reinforce

education. The library enables the individual to obtain spiritual, inspirational and

recreational activity through reading, and therefore the chance of interaction with the

society’s wealth and accumulated knowledge. The library can be seen as an extension of

education. The resources offered by a library are required by people engaged in improving

their education, whether at the remedial, functional or higher educational level. Library

resources and services are two of the important partners which play important roles in the

everyday lives and education of the users.

Library resources include books, non-book materials and continuing resources

(periodicals, magazines, and newspapers), maps, globes, three-dimensional objects and

realia, audio and video recordings, and online books or journals.

Library services refer to services that are offered by the library which are classified

into two types: public and technical services. Included in the public services are reference

service, which answers to the reference queries by users and circulation service, which

deals with borrowing, returning, and shelving of library resources and their organization.

On the other hand, technical services deals with, selection/acquisition of library materials

for development of its collections; cataloging and classification of materials to be organized

for easy reference; mechanical processing of the materials for circulation; and storage,

which involves physical care of library resources. These services offered by the library help

define its pivotal role in lifelong learning and education. Furthermore, Keeler (2016)

pointed out that the library has the ultimate ability and responsibility to reach out and offer

services to users who have no other mode of access to information.

Moreover, Guarino, De Mesa and Chavez (2014) conducted a study which assessed the

utilization of library holdings and services in the library of Lyceum International Maritime

Academy (LIMA) campus in Batangas City. According to the study, the educational

program of an institution is strengthened by the utilization of library resources and services.

The frequent usage of library resources is the ultimate test of a library’s effectiveness and

the primary justification of its existence. The result of the study was that, the library’s status

in terms of resources was perceived as “moderately extensive and functioning.” In terms

of problems encountered, inadequate library materials and selection of resources that don’t

meet demands and educational interests of the students were noted. The researchers

recommended regular updating of library resources and continuous encouragement of the

respondents in using the library resources and services. The evaluation of library resources

and services may serve as a basis for the overall effectiveness and efficiency of a library in

an educational institution. Therefore, libraries of the present times in the Philippines must

conform to the current educational trends implemented, which includes the K-12 Basic

Education Program.

K-12 Basic Education Program is an educational system that gives emphasis to the

aptitudes and specializations of young people. Under this scheme, there would be six years

of primary education, four years of junior secondary school and two additional years for

senior secondary school. The legal basis for its implementation is Republic Act No. 10533,

otherwise known as the Enhanced Basic Education Act. With the implementation of the K-

12 educational system by the Department of Education, two year levels, Grades 11 and 12,

were added and they comprise what is called Senior High School. Senior high school is

defined as two years of specialized upper secondary education wherein students may

choose a specialization based on aptitude, interests, and school capacity. Effective as of A.

Y. 2016-2017, selected educational institutions in the Philippines are qualified to offer

senior high school. That means that all regions in the Philippines, including the Bicol

Region, are affected by the new educational system.

And Bicol College is one of them, which is offering Senior High School as a compliant

to the K-12 Basic Education Program. It was founded as Albay Institute on July 2, 1941. It

was considered to be the first non- sectarian private educational institution in the province

of Albay. The Collegiate Department opened in July 1946. The institution maintains six

(6) library units: Elementary Library; High School Library; Law Library; Nursing Library;

Graduate Library; and the Main Library.

Bicol College Main Library envisioned as a place that supports lifelong learning by

anticipating and responding to client needs for information, to encourage a user to read,

and to enrich the quality of life in the community. The mission of Bicol College Main

Library is to contribute to the goals of the College in attaining academic excellence by

providing the college community access to information.

To support the mission of the College Main Library, it has provided different library

resources, print, non- print, facilities and equipment that would cater and satisfy to the

needs and wants of the clientele. It also offers the following services: Circulation Services,

Information Dissemination Services; Reference Services; Technical Services; Internet

Services; Referral Services; and External Use Services. These resources and services are

made available for the benefit of the clients’ educational and intellectual development. To

find out the informational needs of library clientele, it is important to know the perceptions

from the minds of the users, concerning the resources and services that the library is

offering.

Perception is the way people think, interpret and understand someone or something. It

is in light of this study to determine the perceptions of the Senior High School students on

the information resources and services offered by the Bicol College Main Library.

This study determined the perceptions of the BC Senior High School students for

S. Y. 2016-2017 on resources and services offered by the Bicol College Main Library and

the problems encountered while making use of the library’s resources and services.

Specifically, it sought answers to the following questions:

1) What is the demographic profile of the respondents in terms of:

a) Age;

b) Gender;

c) Academic Track; and

d) Year Level?

2) What are the perceptions of the respondents on Bicol College Main Library

Information Resources and Services?

3) What are the problems encountered by the respondents in using the library

resources and services?

4.) What solutions may be recommended to solve the problems encountered by the

respondents?

This study served as an avenue for marketing the library information resources and

services of the Bicol College Main Library. This helps the school administrators in

formulating strategies and policies towards a more effective library service to the academic

community. This study also benefits the librarians, and the result of this study will guide

them to the development of the collections and marketing of the library resources and

services to clientele in pursuing productive employment and career development.

This study provides insight and feedback of the library to students thrust towards

the delivery of quality education to make them more competitive. To the teachers, this

study also helps them to encourage their students to go to the library and utilize its

resources and services.

To the future researchers, this study serves as a guideline to conduct a research

which are relevant to their study.

Methodology

The study used the descriptive survey method of research. The respondents

answered the questionnaires that was prepared by the researchers. The researchers used

both quantitative type of research and descriptive survey method in this study. The study

utilized the questionnaire as the primary source of gathering data from the respondents of

the study. This method describes systematically a situation or area of interest factually and

accurately from the responses. According to Aquino (1992), descriptive research is defined

as fact-finding with adequate interpretation which involves the description, recording,

analysis, and interpretation of the present nature, composition, or processes of phenomena

(Manuel and Medel, as cited by Aquino, 1992).

The survey questionnaires were used to gather data from the respondents. Sevilla,

et.al. (1992) states that the survey method involves determining information from variables

rather than individuals. They are employed to measure the existing phenomenon without

asking why it exists. Surveys have two scopes: census and sample. Census survey covers

the entire population of respondents while sample survey deals only with a portion of the

respondents’ population. This study used the sample survey, since it utilizes random

sampling on selected sections of BC Senior High School.

The researchers employed the use of primary and secondary sources of data in

gathering significant information and ideas. The primary sources were the questionnaires

which was distributed to the students presently enrolled in the different academic tracks

comprising the Bicol College Senior High School department. The secondary sources were

published materials including books, journals, unpublished researches and Internet

resources. The respondents were Senior High School students who are currently enrolled

for the Academic Year 2017-2018 from the different academic strands namely:

Accountancy, Business and Management (ABM); Science, Technology, Engineering and

Mathematics (STEM); Technical-Vocational Education (TECH-VOC); Humanities and

Social Sciences (HUMSS); and General Academic Strand (GAS). Table A shows the

frequency distribution of respondents.

The researchers prepared a survey questionnaire as one of the most effective

methods in accumulating information from the respondents.

The survey questionnaire is divided into five (5) parts. The first part is the profile

of the respondents such as age, gender, academic track chosen and year level. The second

part is all about the information sources and services offered by the BC Main Library and

the perceptions of the respondents regarding its effectiveness. The third part is about the

overall perception of the respondents regarding the accuracy and relevance of library

resources to their informational needs and the impact of services to their library usage. The

fourth part deals with the problem encountered by the respondents in using the library

resources and services while the fifth part is all about the possible recommendations to

further improve them to reinforce the studies of BC Senior High School students. Likert’s

scale, a response scale in which the respondents rate their perception on library resources

and services according to level of satisfaction used in the survey questionnaire. The

respondents rate the library resources and services in a scale of 5 to 1, with 5 being the

highest and 1 being the lowest. Slovin’s formula was used to calculate the sample

population of the respondents of this study.

Several stages considered in the process of data gathering. The first stage was that

the researchers prepared a letter of request to the Principal of Bicol College Senior High

School to conduct the survey in the randomly selected students of every academic track.

The second stage was the approval of the Principal of Bicol College Senior High School.

After the request was approved, the third stage was the reproduction and distribution of the

survey questionnaires to the target respondents of the study. The said survey questionnaires

spurred answers taken from the student respondents that revealed their perceptions

regarding the resources and services offered by the Bicol College Main Library. The

researchers personally administered and supervised the distribution of the survey

questionnaires to the identified respondents for easy and fast retrieval. After the retrieval

of the survey questionnaires, the answers were tabulated and presented in tables for

analysis and interpretation. Statistical tools were used in the analysis of data gathered by

the researchers.

The statistical tools that were used in this research are the following:

1. Percentage was used to determine the profile of the respondents. Percentage simply

means “per hundreds” and the symbol used to express it is %. In short, the statistical

tool was used to answer the first statement of the problem.

The formula for percentage is:

% = n x 100

Where:

% = percentage n = number of respondents

N =total number of respondents 100 =constant value

2. Ranking was employed in arranging the number in increasing or decreasing order

of percentage or frequency as the case may be in the fourth and fifth statement of

the problem.

3. Weighted mean was used to find out the perceptions of the Bicol College Senior

High School students on the resources and services of the Bicol College Main

Library.

Results and Discussions

Data gathered in this study and interpretation are presented in this section.

Presentation is categorized according to respondents’ demographic profile, perceptions in

terms of effectiveness of library resources and services, perceptions in terms of satisfaction

of library information resources and services, problems encountered in the library and their

suggested solutions. To understand better this study, the researchers primarily investigated

their profile background. Their demographic profile includes their name, gender, year

level, age, and academic track being taken.

1.) Respondents Profile

As reflected in Table 1 majority of the respondents were female, with 146 or 68%

and 67 or 31% are male. This is however, in contrast to Elbert’s study (2012) which tackled

up the topic of perceptions of users on selected public library resources and services in

Africa. That study revealed that a typical library user is a young single male from a middle

class background. But the gender distribution of this study is similar to Fry’s study (2016)

which reveals that majority of the respondents were female as compared to male

respondents. This study implies that females are more frequent users of library resources

and services as compared to males.

As to the respondents’ year level, majority of them belonged to Grade 12. Out of

the 226 respondents there were 106 or 50.24% respondents who were now in Grade 12.

They had more keen knowledge of the library information resources and services as they

had made use of them for a year and a half now, while 105 or 49.76% respondents belonged

to Grade 11. It is implied that Grade 11 students has been aware of library resources and

services, during their orientation as new students at Bicol College Senior High School.

Library orientations proved to be a great factor on the awareness of the students on library

resources and services, as evidenced by Stewart’s study (2014) which examined the role

of school libraries in empowering students with life skills. The study stated that school

librarians conducted library orientations to help students to use the library to access needed

resources with confidence. Therefore, library orientations can prove to be a defining factor

on the awareness of the respondents of library resources and services.

Data in Table 1 also shows that most of the respondents came from the

Accountancy, Business and Management (ABM) and Science, Technology, Engineering

and Mathematics (STEM) academic strands. Both has 45 respondents or 24.32%, while 36

or 19.46% of the respondents belong to Humanities and Social Sciences (HUMSS)

academic track, 34 or 18.38% came from General Academic Strand (GAS) and 25 or 13.

52% belong to Technical-Vocational Course (TECH-VOC).

It can be inferred from the Table 1 that 102 or 47.22% students were aged 17, while

71 or 32.87% students were aged 16, followed by 18 and above, with 34 or 15.74% students

and 15 years of age, consisting of 9 or 4.17% students. This data implies that most of the

respondents are still considered as minors, as they hadn’t reached the age of legality, i.e.,

18 years of age. Majority of the respondents belong to the middle stage of adolescence in

young males and females (15-17 years of age). These findings support the study of Agosto,

Paone and Ipock (2007) on gender differences regarding perceptions of libraries with

teenagers belonging to the middle adolescent period. Findings revealed that libraries have

been most useful to both middle adolescent boys and girls because of schoolwork and

current events. The study also concluded that there are more similarities between

adolescent girls’ and boys’ perceptions and uses of public libraries.

2.) Perceptions in Terms of Effectiveness of Library Resources and Services

The respondents were asked regarding their perceptions on the effectiveness of

library holdings and services. As presented in Table 2, on library holdings,

encyclopedias/almanacs had the highest rating, of 4.32, followed by textbooks 4.30 and

dictionaries 4.28. Generally, the perceptions of the respondents on the library holdings in

terms of books got an average weighted mean of 4.30 or very satisfied. On the other hand

maps and globes received the highest mean among the non-book/print materials at the

library, with a total weighted mean of 4.22 or very effective, followed by

theses/dissertations 4.06 or very effective, newspapers 4.05 or very effective, journals 3.99

or very effective, magazines 3.42 or effective, and the Internet 3.39 or effective. Generally,

the perceptions of the respondents on the non-print materials in the main library has a total

weighted mean of 3.86 or very effective. These findings implied that the effectiveness of

library resources and services has long been a major factor in determining the entire success

of the library in providing information to students.

The results are supported by the findings of Firdous’s study (2013) which examined

the usage of information resources and services in a certain college library in India. In the

study, text books are also rated by the respondents as very effective and useful to their

informational needs, as well as with reference books and newspapers. The newspapers

were described by majority of the respondents as very useful to their academic work,

especially on information about current events and news. The respondents were also fully

satisfied with some of the library services, such as book lending service, reference service,

and selective dissemination of information (SDI) service. Moreover, majority of

respondents of Verma’s study (2016) also perceived that books and other print materials

are more effective and preferable than electronic sources of information.

The respondents rated the library services of the Bicol College Main Library

according to their perceptions on their effectiveness. The services rated were classified as

Circulation, Reference, Information Dissemination, Technical, Internet, Referral, and

External User Services. Circulation Services had the highest weighted mean, it got 4.14 or

very effective, while Reference Services got the weighted mean of 4.09 or very effective,

Referral Services 4.05 or very effective, Information Dissemination Services 4.00 or very

effective, External User Services 3.77 or very effective, Technical Services 3.67 or very

effective, and Internet Services got a weighted mean of 3.34 or effective. Generally, the

perception of the respondents on the effectiveness of library services got a total weighted

mean of 3.71 or very effective. These findings implied that library services, particularly

Circulation Services, have a long-lasting impact on the real purpose why libraries exist in

educational institutions.

Library resources and services satisfaction was also the topic of Sivagnanam’s

study (2015). The respondents of that study were fairly satisfied with book lending services

whereas they were satisfied with reference service, current awareness service and selective

dissemination of information (SDI). The evaluation of user satisfaction on library

information resources and services were conducted by the researchers in order to further

enhance and improve the quality of library service and leave a deep impression on the

library users regarding the library as an effective source of information for the clientele’s

informational and educational needs.

This is in line of the results of Oloteo and Mabesa’s study (2013) that discussed

library services and customer satisfaction in libraries at state colleges and universities in

Bicol Region. Their study found out that library services were very effective. According

to the study, library users were very satisfied with technical services, specifically on

organization of library materials, and reader’s services, especially on provision of library

orientation, availability of library personnel, and proper maintenance of bulletin boards.

3.) Perceptions in Terms of Satisfaction of Library Resources and Services

Table 3 of this study presents the perceptions of the respondents on the satisfaction

of library resources and services. As reflected in the said table, majority of the respondents

are satisfied with the relevance of information contained in the library resources, having it

a total weighted mean of 3.99 or very satisfied, conduciveness of the library’s ambiance

for study and research got the total weighted mean of 3.88 or very satisfied, answering of

reference questions by library staff has a total weighted mean of 3.76 or very satisfied,

provision of reading materials for recreation got the total weighted mean of 3.59 or very

satisfies, while the internet facilitates the informational needs of the users got a 3.11 or

satisfied rating. The respondents were very satisfied with the library resources and services

and got an average weighted mean of 3.67. It is implied that the respondents basically go

to the library in order to seek information from the available resources there.

The satisfaction of users on library resources and services was discussed by Larson

(2012) in her study. Results showed that majority of the respondents, who are

undergraduate students of a university in Ghana, are satisfied with the services offered by

the library, particularly the availability of Internet facilities and electronic resources,

availability of library materials, and efficiency of library staff. However, the respondents

in Larson’s study are unsatisfied with the currency of the library materials, as they weren’t

updated much by the library administration and staff.

Nevertheless, Larson’s study showed that still a significant number of the

respondents were still satisfied with the services and resources at the library.

User satisfaction on library resources and services was also covered by Asokan in

his study (2014) in which the respondents were Engineering students of the AMS College

of Engineering in India. The findings of the study revealed that majority of the respondents

were satisfied with the library services, particularly with the collections in the library,

lending services to the users, library’s working hours, and library rules and regulations. On

the whole, the study revealed that information resources, services and facilities influence

users’ satisfaction.

Library users in Motiang’s study (2014), which explored the user satisfaction of

library services at the University of Limpopo in South Africa, also perceived the effective

answering of reference questions by library staff as satisfactory. According to that study,

the library staff should be knowledgeable and always be able to help students or refer them

to relevant resources. The results of that study indicated that 72% of the respondents were

satisfied with information supplied by the library staff to their reference questions, while

28% were not satisfied. Information needs and expectations are continually changing in

the rapidly changing information scenario. Library users of that study were also satisfied

with availability and helpfulness of library staff, library hours, and number of books

allowed to borrow. The main purpose of going to the library was to find books, since books

were the main source of information used by the respondents.

4.) Problems Encountered in the Library

Problems that the respondents usually encounter in the library were also measured..

There were five problems cited by the researchers. As reflected in Table 4 the most

common problem encountered by the respondents was that some books in the library are

obsolete and outdated, with 104 respondents remarking. It is followed by lack of facilities

and equipment for study 64, lack of library space 60, insufficient library hours 46, and

lastly lack of library resources 38. Therefore, the obsolete and outdated information within

library resources ranked first among the problems encountered by the library users. This

study implies that library resources containing obsolete and outdated information pose a

major challenge for libraries and their users, especially with numerous changes in

technology, society and culture, as well as the information-seeking behavior of the users.

Obsolete and outdated library materials was also one of the problems encountered

by the respondents of Vijeyaluxmy’s study (2015) which touched on the satisfaction of

students on library services in an academic library in India. Improvement of library

material collections was recommended by the users, and they have also suggested that the

latest edition of books/library reference materials be added to the collections. Lack of

library space was also one of that study’s problems as well, as the users were not much

happier with insufficient sitting capacity and desk space.

Some of the problems were also cited by Khan and others in her study (2015) which

discussed the usage of information sources by students of a university in India.

Unavailability of library resources were cited by majority of the respondents’ study as the

most common difficulty felt by the users in obtaining information needed. Lack of time

and lack of knowledge in using the library and the catalog were also cited as hindrances to

getting information. The study recommended that the library must tackle all those obstacles

and provide better facilities to the users so that their frequency of library usage will

increase.

5.) Suggested Solutions to the Problem

Table 5 of this study presents the suggested solutions to the problems that the

respondents have encountered in the library. As with the problems, there were also five

solutions given by the researchers. The most common solution that was given by the

respondents in improving the library resources and services is the acquisition of more

books and other library equipment to support the needs of the users, with 111 respondents

in favor of acquiring more resources as a solution to improve the library holdings. This

was followed by provision of adequate facilities and equipment 87, replacement of

obsolete/outdated books 86, expansion of the library’s space 82, and extension of library

hours 68. Therefore, acquisition of more library resources to augment the informational

needs of the users ranked first among the suggested solutions to the problems usually

encountered by the respondents. The findings further imply that libraries with adequate

facilities and equipment can be the most suitable environment for users to study, research,

and seek reference for their informational needs.

This findings corroborates the study of Mairaj’s (2013) which explored user

satisfaction on library services at a cardiology institute library in Pakistan. The study

showed that the respondents suggested the adequate provision of resources for the library’s

collection and better physical facilities is considered more effective in satisfying its users.

The respondents also suggested that the library hours be extended for a further two hours,

i.e., until 12 mid-night in order to accommodate the study needs of the respondents. The

respondents also suggested either the extension of the library’s space or its shifting to a

more reasonable location within the campus.

Conclusion

Based on the findings the following conclusions were drawn: 1. Respondents have

varied profiles with regards to their age, gender, year level and academic track. 2.

Respondents generally perceived the library resources and services to be very effective and

satisfactory to their informational and educational needs. 3. Books with outdated

information were the most commonly encountered problem by the respondents. 4.

Acquisition of library resources and equipment to support the needs of the users was the

most suggested solution to the problems encountered.

Recommendation

Based on the conclusions drawn the following recommendations were offered. 1.

Continuous acquisition of books and other library materials to improve and enhance the

library holdings and support the needs of the users. 2. Provide adequate facilities and

equipment in the library. 3. Obsolete books should be replaced with more current and

updated ones. 4. Expansion of the library’s space to accommodate more users.

Definition of Terms

For clarity and better understanding, the key terms used in this study were

conceptually and operationally defined.

Adequacy. In this study it pertains to the state of sufficiency of library resources

for informational and educational needs of clientele.

Clientele. These refer to the users of library materials like the students, faculty,

personnel, administrators and others.

Effectiveness. Refers to the state of a certain library aspect providing a desired

effect on its users.

Library. Place set apart to contain books, periodicals, and other materials for

reading, viewing, listening, study or reference as a room, set of rooms, or building where

books may be read or borrowed.

Library Resources. In this study it refers to the human resources and library

holdings such as, books, periodicals, maps, e-books, CDs, videotapes, databases,

documents, facilities and equipment.

Library Services. As used in this study these refer to the services offered by the

library in order to cater to the needs of its clientele.

Perception. Refers to the way people think, interpret and understand someone or

something.

Senior High School. In the Philippines, it covers the last two years of the K to 12

program which includes Grades 11 and 12. They are also the respondents in this study.
