INTRODUCTION

Reading is one of English skills besides speaking, listening and writing. It is the way to understand written
messages. In this research, the researcher focused on improving the reading skills of all the letters and
syllable readers in the Primary Grades of Mangga Elementary School. There were various kinds of
innovations, interventions and strategies used in this research through the Learn to Read Program initiated
worthily by the researcher to lessen the non-readers and improved the reading skills of the learners which
is the common problem specifically in barangay school of Mangga, Bato, Camarines Sur. The research
started from the fundamentals in Alpabetong Batoanun, reading syllables, three-letter word, blending
consonant letters, reading words, phrases, sentences and stories.

METHODS
The researcher used several kinds of research methods. The descriptive-comparative method was done by
Pre-reading and Post-reading evaluation. The data gathered was through reading story and passages with
comprehension answered by the learners. Another method was survey form Questionnaire Method, used
as an instrument to identify the factors affecting the reading ability of the learners. Qualitative method was
used in getting the factors affecting their reading skills. There was the significant difference between the
previous and present reading status of the learners through the T-test method. Tabular method was used
to assess the level of effectiveness of the various interventions implemented.

RESULTS
Results found that the reading skills of the learners was affected usually by home and community factors.
Learners in Barangay Mangga, Bato, Camarines Sur found to be low in the reading performance because
of poverty and scarcity of foods. Accordingly, through this research the reading skills of every learner
enhanced their ability through school and teacher factors. Strategies, interventions and innovations used
by the researcher were effectively done as a result of the positive outcome of the program. Most of the
learners in the 2nd and 3rd Graders are word and sentence readers because they were equipped and
mastered the basics on Alpabetong Batoanun with its corresponding sounds, reading three-letter word or
the CVC pattern, blending consonant letters, reading words, phrases, sentences, paragraphs and stories.

DISCUSSION
This research that focuses on the reading skills of the learners specifically in the far-flung barangay shows
the significant role of the family, home and community factors that can affect the performance and reading
ability of the learners. Teachers, school and other external factors contribute in working together for
improving the reading skills of the learners. Through this, such difficulty and problem for non-readers will be
addressed and lessen.
