BARANGAY KAUNLARAN WORKING CLEARANCE
ORDINANCE REQUIRING ALL TRANSIENT EMPLOYEES OR WORKERS ASSIGNED TO WORK IN
COMMERCIAL, RESIDENTIAL & INDUSTRIAL ESTABLISHMENTS OR CONSTRUCTION SITES
WITHIN BARANGAY KAUNLARAN TO REGISTER WITH AND SECURE WORKING CLEARANCE
FROM THE BARANGAY GOVERNMENT OF KAUNLARAN
WHEREAS, section 391 of the Local Government Code of 1991 provides that the Sangguniang
Barangay, as the legislative body of barangay, shall;
WHEREAS, Barangay Kaunlaran, as one of the enterprising barangays of Quezon City, is now
fast becoming a center for business and commerce with the recent establishment of
shopping malls and the construction of buildings for commercial purposes;
WHEREAS, this economic development in Barangay Kaunlaran has, however brought sad
experience to some residents of the barangay as they become victims of theft, deceitful acts
and other crime, and on occasions, innocent women of the barangay become victims of
deception that sometimes result to sexual violation committed by unscrupulous individuals
who, in the duration of their work and temporary stay in their assigned stations, commit such
crimes against persons and properties;
WHEREAS, to ensure peace and order and protect the general welfare of barangay residents,
particularly the women, there is a need to take appropriate measures that could establish
the identity and home address of transient employees or workers assigned in commercial,
residential and building establishments, and those working in building constructions within
Barangay Kaunlaran.
Section 2 For purpose of this Ordinance, the following terms are hereby defined as
follows:
a.) Identification card issued by the company, firm, or establishments where the
employee or worker is affiliated or employed. In case of construction work, a
letter of introduction/application from the building contractor.
b.) Both I.D. and letter should contain the name and permanent home address of
the employee or worker
c.) Two (2) copies of “2x2” colored or black and white picture of the employee or
worker
Section 4. Application for registration and issuance of a working clearance shall be charged
the amount of EIGHTY PESOS (P80.00)
Section 5. The barangay working clearance shall contain among other things, the name and
position/job of the employee/worker, his/her permanent home address, the
duration of his/her work contact ( inclusive dates) the name of the company and
place of his/her work assignment and photo of the applicant/employee or worker.
Section 6. The working clearance shall be valid only for one (1) year upon the date of issue.
The working clearance shall be deemed cancelled and rendered null and void upon
its expiration.
Section 8. The Barangay Captain or her duly appointed representative is hereby authorized to
sign the working clearance.
Section 9. Penalty. Any transient employee or worker found not to possess a working
clearance shall be penalized with a fine of ONE HUNDRED PESOS (P100.00). Any
commercial, residential and industrial establishment owner or contractor who
willfully disallows a transient employee/worker to work without the working
clearance shall be separately fined FIVE HUNDRED PESOS (P500.00) and such may
be a ground for non-issuance of barangay Business clearance.
Section 10. Reparability Clause. If, for reason or reasons, any part of this Ordinance shall be
declared unconstitutional or invalid, other parts or provisions hereof which are not
affected shall continue to be in full force and effect.
Section 11. Fifteen days after monitoring, publication and upon review and approval of the
City Council, the office of the Sangguniang Barangay, Barangay Public Safety
Officers and the Philippine National Police shall strictly enforce this Ordinance.
Section 12. This Ordinance shall take effect upon review by the City Council.
