Dear Mr. Petrucci

On behalf of Slate Belt Heat Recovery Center, LLC (SBHRC), Earthres Group, Inc.
(EARTHRES) is pleased to provide l5 copies of the summarized plans to monitor stormwater
runoff, Basin No. 2 water quality, groundwater, backfill material quality and biosolids quality.
We have also included proposed corrective action plans for each item.

The plans included with this letter were developed in conjunction with Plainfield Township, the
Township's consultant and the Pennsylvania Department of Environmental Protection (PA
DEP). Each plan has been designed to be protective of the environment and community
surrounding the proposed SBHRC facility. The approved plans will be incorporated into the
following permits:

o Stormwater - SBHRC NPDES;


o Sediment Basin No. 2 - GCSL Minor Modification;
o Groundwater - GCSL Minor Modification; and
o Biosolids - SBHRC General Permit.

No changes in monitoring parameters or frequency will be made without the approval of PA


DEP and Plainfield Township.

In addition to the monitoring plans, we have included the proposed sampling plan for the Basin
No. 2 backfill material. The source has not been identified; however, the sampling plan will be
followed to address Township concerns over backfill quality. PA DEP approval of the source
material will be obtained prior to any filling activities.

BIOSOLIDS MONITORING PLAN
SLATE BELT HEAT RECOVERY CENTER (SBHRC)
Table 1 provides the Monitoring Plan to determine if the incoming raw material proposed for
processing by SBHRC meets applicable regulatory requirements. Table 2 provides the
Monitoring Plan to determine if the biosolids processed by SBHRC remain suitable for
acceptance. SBHRC will comply with applicable Pennsylvania Department of Environmental
Protection (PA DEP) monitoring and reporting requirements in the regulations and general
permit.

STORMWATER MONITORING AND CORRECTIVE ACTION PLAN


SLATE BELT HEAT RECOVERY CENTER (SBHRC)

By letter dated July 10, 2019, Pennsylvania Department of Environmental Protection (PA DEP)
issued a revised draft National Pollutant Discharge Elimination System OIPDES) permit to the
Slate Belt Heat Recovery Center, LLC (SBHRC). Table 1 - NPDES summarizes the eight (8)
proposed stormwater monitoring locations and testing requirements associated with the draft
NPDES permit.

SBHRC will comply with applicable PA DEP monitoring and reporting requirements in order to
monitor stormwater runoff from the Site and protect surface water quality in the vicinity of the
Site. Compliance will involve the implementation of Best Management Practices (BMPs),
comprehensive monitoring of the facility and the utilization of appropriate corrective actions.

PA DEP incorporated many of Plainfield Township's requests into the revised draft permit. The
sampling requirements are summarized as follows:

Stormwater Corrective Action Plan
NPDES permit limits serve as an indicator of whether existing site BMPs are effective in
controlling stormwater pollution. If permit levels are exceeded, SBHRC will follow the
corrective action plan required by General NPDES Permit PAG-03 for stormwater runoff.

SBHRC will resample the outfall during the next storm event. If the follow-up sample results
are below the limits, the normal sampling regimen will be resumed.

If the follow-up sample results are above the limits, SBHRC will initiate investigative activities
regarding the cause for the exceedance and identify corrective measures. SBHRC will develop a
Corrective Action Plan (CAP) to reduce the concentrations of the parameters in stormwater
discharges and submit the plan to PA DEP within 90 days of the end of the monitoring period
triggering the need for the plan. The plan will be implemented when approved by PA DEP in
writing.

SBHRC shall, in developing the plan, evaluate alternatives to reduce stormwater concentrations
and select one or more BMPs or control measures for implementation, unless it can be
demonstrated that (1) the exceedances are solely attributable to natural background sources; (2)
no further pollutant reductions are technologically available and economically practicable and
achievable in light of best industry practice; or (3) further pollutant reductions are not necessary
to prevent stormwater discharges from causing or contributing to an exceedance of applicable
water quality standards.

SBHRC will demonstrate that the existing and proposed site controls will prevent the release of
potential contaminants and the proposed NPDES monitoring plan is adequate to verify
stormwater management and quality control effectiveness. After one (1) year of monitoring and
reporting, the voluntary sampling frequency and parameters will transition to the NPDES permit
requirements for frequency and parameters unless the site is implementing a CAP, in which case
any reduction in monitoring parameters or frequency will be at the discretion of PA DEP and
Plainfield Township.

SLATE BELT HEAT RECOVERY CENTER (SBHRC) AND GRAND CENTRAL
SANITARY LANDFILL (GCSL)
SBHRC and GCSL presents the proposed plan to monitor water quality within Sediment Basin
No. 2. The plan will be referenced in the minor permit modification to the GCSL Landf,rll
Permit No. 100265 when issued. GCSL will fully comply with applicable Pennsylvania
Department of Environmental Protection (PA DEP) monitoring and reporting requirements.

Sediment Basin No.2 Water Ouality Monitorine Plan

The sampling and analysis plan presented below outlines the plan to monitor water quality of
Sediment Basin No. 2. The plan is based on applicable PA DEP monitoring and reporting
requirements.

o The location of the monitoring point is the southwest corner of Sediment Basin No. 2
where there is safe access to the basin water surface.
o Background water quality will be monitored and reported quarterly (once every three
months) for a period of one (1) year from approval for the parameters listed in Table I -
Basin.
o Quarterly monitoring and reporting will be performed for at least one (1) year following
SBHRC start-up for the parameters in Table 1 - Basin.
o Modifications to the plan will require PA DEP and Plainfield Township approval.
o The detection limits in Table 1 - Basin are based on PA DEP target quantitation limits
(TQLs) for NPDES testing. TQLs will be requested from the contract laboratory for the
basin samples and will be achieved to the extent possible based on water quality and
matrix interferences.

Basin No. 2 Assessment and Abatement Plan

Water quality monitoring in Basin No. 2 will take place following the approved plan.
Monitoring results will be compared to the action levels in Table l-Basin. The action levels are
the applicable primary drinking water maximum contaminant level (MCL) for the parameter. If
the analytical result for the basin sampling exceeds the action level, it will trigger the
requirements under 25 Pa. Code Chapter 273.286 - Groundwater Assessment Plan.

The need for further investigation and corrective measures will be determined based on the
results of the assessment plan. Further investigation will follow the requirements of 25 Pa. Code
Chapter 273.287 - Abatement Plan.

Additional monitoring parameters will depend on the parameters detected and the respective
action levels. For example, indication of excessive nutrient levels may warrant analysis for
eutrophication related parameters such as chlorophyll a. Corrective action will be based on the
detected and may include, but is not limited to, pump and treat or in-situ remediation (e.g.
aeration). Fulfillment of the corrective action plan will be determined by PA DEP.

GROUNDWATER MONITORING PLAN
SLATE BELT HEAT RECOVERY CENTER (SBHRC) AND GRAND CENTRAL
SANITARY LANDFILL (GCSL)
The groundwater monitoring plan presented below has been prepared to monitor groundwater
quality in the vicinity of Sediment Basin No. 2. GCSL will comply with applicable
Þennsylvania Department of Environmental Protection (PA DEP) monitoring and reporting
requirements in order to monitor groundwater quality in the shallow overburden and bedrock at
the Site.

Groundwater Monitorins for Basin No.2

Two (2) shallow and two (2) deep groundwater monitoring wells are proposed (see Figure
1-GW) to facilitate groundwater quality monitoring in the vicinity of Basin No. 2:

. Background groundwater quality will be monitored and reported quarterly (once every
three months) for a period of one (l) year prior to construction for the parameters in
Table 1-GW.
o Following start-up, quarterly monitoring and reporting will be performed for at least one
(1) year following well installation for the parameters in Table 1-GW'
. Modifications to the plan will require PA DEP Plainfreld Township approval.
o The detection limits in Table 1-GW are based on PA DEP target quantitation limits
(TQLs) for NPDES testing. TQLs will be requested from the contract laboratory for the
groundwater samples and will be achieved to the extent possible based on water quality
and matrix interferences.

requirements under 25 Pa. Code Chapter 273.286 - Groundwater Assessment Plan.

The need for further investigation and corrective measures will be determined based on the
results of the assessment plan. Further investigation will follow the requirements of 25 Pa. Code
Chapter 273.287 - Abatement Plan.

Additional monitoring parameters will depend on the parameters detected and the respective
action levels. Corrective action may include, but is not timited to, pump and treat remediation.
Fulfillment of the conective action plan will be determined by PA DEP.

BACKFILL SAMPLING AND ANALYSIS PLAN
SLATE BELT HEAT RECOVERY CENTER (SBHRC)
The proposed SBHRC development plans require the modification of Sediment Basin No. 2 in
order to facilitate the construction of the facility. Sediment Basin No. 2 (former Doney II
Quany) is a historic slate quarry that was partially filled with slate spoils. This reclamation was
conducted between 1995 and 2007, and is estimated to have required approximately 1,000,000
cubic yards of material. To complete the improvements necessary for the proposed SBHRC
facility, an additional 100,000 cubic yards of clean fitl will be used to fill Sediment Basin No. 2
to the proposed grades.

In order to document backfill quality, SBHRC will complete the reporting requirements
described in PA DEP's Management of Fill policy to determine whether the proposed fill
material can be characteÅzed as clean fill and used for basin construction.

Clean Fill Determination Sampling Procedures

Sampling procedures have been based on PA DEP's Management of Fill guidance document
(Document No. 258-21 82-773). Twenty (20) random and representative composite samples will
be collected from the fill material proposed to be used within Sediment Basin No. 2. One
composite sample will be collected for every 5,000 cubic yards of fill material. Since
approximately 100,000 cubic yards of clean fill material is required for this project, SBHRC
plans to collect and analyze a total of 20 composite samples. For the analysis of all substances
other than VOCs, each composite shall contain ten (10) samples each. Field screening will be
conducted to determine which of the ten (10) samples comprising each composite sample has the
highest VOC content; the one (1) sample with the highest field VOC content will be sent to the
laboratory for analysis. One (1) grab sample will also be taken and tested using EPA's Method
5035 for volatile organic compounds. This grab will be taken from the same areas in material
from which the one (1) sample used for field screening of VOCs were taken.

Results will be compared to Tables FP-la for clean fill concentration limits for organic
compounds, and Table FP-1b for the clean fill concentration limits for metals and inorganics.
PA DEP form FP-001 and supporting documentation will be submitted to PA DEP for approval.

SBHRC will not utilize any material classified as regulated fill to construct Sediment Basin
No. 2 for the proposed SBHRC facility.

Prior to complet¡ng this form and sign¡ng th¡s certification, please rev¡ew the entire Management of Fill
policy (#258-2182-773), including the certification requirements. Please note that historic fill, as defined in
the Management of Fill policy, may meet the definition of clean fill if the material is limited to
uncontaminated soil, rock, stone, dredged material, used asphalt, and brick, block or concrete from
construction and demolition activities that is separate from other waste and recognizable as such.
Fill containing a concentration of total PCBs greater than 2 ppm may be subject to regulation under the Toxic
Substances Control Act (TSCA), 15 U.S.C. Section 2601 et seq., and 40 C.F.R. Part761, which is administered and
implemented by the USEPA. For all such material, contact the PCB Coordinator for EPA Region 3 by email at
R3 PCB Coor@epa.qov to determine the allowable PCB level for your site and situation prior to transporting the
material off the site of origin or accepting the material for use.

lnstructions: Sections 1 and 2 of this form must be completed by the person making the determination of clean fill
at the site of origin. Section 3 must be completed by the person using the material as clean fill. Both the person
determining clean fill and the user of the clean fill are responsible for maintaining copies of this completed form on
site for a period of five (5) years for Department inspection.
