Chapter- 2
INTRODUCTION TO RESEARCH
PROBLEM
INTRODUCTION TO THE PROJECT
Employee Welfare:-

“Welfare is comfortable living and working conditions”. Employee welfare means the
efforts to make life living for workman”.

“Welfare is comfortable living and working conditions”. People are the most
important of an organization, and the accounting profession has to assess and record the
value and cost of people of an organization. Once this is accepted, the need for measuring
the value for recording it in the books of account arises. The value of human assests can
be increased substantially by making investment in their training and welfare activities in
the same way as the value of repairs\overhauling, etc.

While the cost on training, development, etc., can be recorded separately and to be within
the eventual, the expenditure on welfare activities can be added to the ‘investment’ and
the returns judged. Unlike other assets which have depreciation value as year’s passes by,
value of human assets appreciates with passing years. The value can depreciate by aging
process which is generally hastened up by worries, unhealthy conditions, etc. once this
process is slowed down, or at least if the employee is made to feel ‘young in spirits’ the
value of this asset appreciates considerably.

Employee Welfare is a part of social welfare, conceptually and operationally. It covers a

broad field and connotes a state of well being., happiness, satisfaction, conservation and
development of human resources.

Concept of Employee Welfare:-

Employee welfare may be viewed as a total concept, as a social concept and as a relative
concept. The total concept is a desirable state of existence involving the physical, mental,
moral and emotional well being. These four elements together constitute the structure of
welfare, on which its totality is based. The social concept of welfare implies the welfare
of man, his family and his community. All these three aspects are inter related and work
together in a three dimensional approach. The relative concept of welfare implies that
welfare is relative in time and place. It is a dynamic and flexible concept and hence its
meaning and content differ from time to time, region to region, industry to industry, and
country to country, depending upon the value system, level of education, socio economic
development of the people.

Employee Welfare implies the setting up of minimum desirable standards and the
provision of facilities like health, food, clothing, housing, medical assistance, education,
insurance, job security recreation, and so on.
Features of Employee Welfare:-

1. Employee welfare includes various facilities, services and amenities provided

to workers for improving their health, efficiency, economic betterment and social
status.

2. Welfare measures are in addition to regular wages and other economic benefits
available to workers due to legal provisions and collective bargaining.

3. Employee welfare schemes are flexible and ever-changing. New welfare

measures are added to the existing ones from time to time.

4. Welfare measures may be introduced by the employers, government, employees

or by any social or charitable agency.

5. The purpose of employee welfare is to bring about the development of the

whole personality of the workers to make a better workforce.

The very logic behind providing welfare schemes is to create efficient, healthy, loyal and
satisfied employee force for the organization. The purpose of providing such facilities is
to make their work life better and also to raise their standard of living. The important
benefits of welfare can be summarized as follows:

 They provide better physical and mental health to workers and thus promote a
healthy work environment.
 Facilities like housing schemes, medical benefits, and education and recreation
facilities for workers’ families help in raising their standards of living. This
makes workers to pay more attention towards work and thus increases their
productivity.
 Employers get stable employee welfare by providing welfare activities. Workers
take active interest in their jobs and work with a feeling of involvement and
participation.
 Employee welfare measures increase the productivity of organization and
promote healthy industrial relations thereby maintaining industrial peace.
 The social evils prevalent among the employees such as substance abuse, etc are
reduced to a greater extent by the welfare policies.

The concept of ‘employee welfare’ is flexible and elastic and differs widely with
times, regions ,industry, country, social values and customs, degrees of
industrialization, the general socio- economic development of the people and
political ideologies prevailing at particular moments.
Aims and Objectives of Employee Welfare:-

The aim or object of welfare activities is partly humanitarian to enable workers to enjoy a
fuller and richer life and partly economic- to improve the efficiency of the workers and
also partly civic to develop among them a sense of responsibility and dignity and thus
make them worthy citizens of the nation. Another object of employee welfare is to fulfill
the future needs and aspiration of employee.

The following motives and considerations have prompted employers to provide welfare
measures:

 Some of the early philanthropic and paternalistic employers tried to ameliorate the
working and living conditions of their workers by providing various welfare
measures.
 Some of them took recourse to welfare work to win over their employees loyalty
and to combat trade unionism and socialist ideas. The devotion to welfare work
by many American employers during the twenties could be attributed to their anti
unionism. However, such a motive did not succeed in checking the spread of trade
unionism.
 Some employers provided employee welfare services to build up a stable
employee force, to reduce labour turnover and absenteeism and to promote better
relations with their employees.
 At present, employee welfare has been conceived of by some employers as an
incentive and good investment to secure, preserve and develop greater efficiency
and output from workers. Anyhow, there is no direct relationship between welfare
work on the one hand and efficiency and productivity on the other. A part from
this, it is very difficult to quantity the additional contribution of welfare measures
to the increased productivity.
 One of the objects for provision of welfare activities in recent times by certain
employers is to save themselves from heavy taxes on surplus.
 The purpose behind provision of welfare amenities by some companies is to
enhance their image and to create an atmosphere of goodwill between employee
management and also between management and public.

Principles:

The following are some of the principles to be kept in mind for successful
implementation of any welfare programme in an organization:

 The employee welfare activities should pervade the entire hierarchy of an

organization. Management should be welfare-oriented at every level.
 The employer should not bargain employee welfare as a substitute for
wages or monetary incentives. In other words, the workers have a right to
adequate wages in addition to welfare measures.
 The employer should look after the welfare of his employees as a matter
of social obligation. The constitution of India, in its Directive Principles
of State Policy, also emphasis this aspect of employee welfare.
 Employee welfare must aim at helping employees to help themselves in
the long run. This principle of self help will enable them to become more
responsible and more efficient.
 There should be proper co-organization must be administratively viable
and essentially development oriented.
 The employee welfare work of an organization must be administratively
viable and essentially development oriented.
 The management should ensure co-operation and active participation of
unions and workers in formulating and implementing employee welfare
programmes.
 There should be periodical assessment or evaluation of welfare measures
necessary timely improvements on the basis of feedback.

Theories of Employee Welfare:

Seven theories, constituting the conceptual framework of employee welfare, have so far
been outlines. These are:

 The Police Theory: This is based on the contention that a minimum standard of
welfare is necessary for labourers. Here the assumption is that without policing,
that is without compulsion, employers do not provide even the minimum facilities
for workers. A number of laws were enacted to compel managements to provide
minimum wages, congenial working conditions, reasonable hours of work, and
social security.
 The Religious Theory: This is based on the concept that man is essentially “a
religious animal”. Even today, many acts of man are related to religious
sentiments and beliefs. These religious feelings sometimes prompt an employer to
take up welfare activities in the expectation of future emancipation either in this
life, or after it. Thus, according to this theory, any good work is considered as “ an
investment” by which both the benefactor and the beneficiary are rewarded. We
come across many trusts and charitable institutions in India which function on the
basis of this belief. Another aspect of the religious theories is the atonenment
aspect.
 The Philanthropic Theory: This theory is based on man’s love for mankind.
Philanthropy means “Loving mankind”. Man is believed to have an instinctive
urge by which he strives to remove the suffering of others and promote their well
being. Infact , the labour welfare movement began in the early years of the
industrial revolution with the support of philanthropists as Robert Owen. This
theory, however, cannot be universal or continuous.
 The Trusteeship Theory: This is also called the Paternalistic Theory of employee
welfare. According to this the industrialist or employer holds the total industrial
estate, properties and profits accruing from them in a trust. The main emphasis of
this theory is that employers strongly and also for society. But it is easily talked
about than practiced.
 The Placing Theory: This theory is based on the fact that employee groups are
becoming demanding and militant, and are more conscious of their rights and
privileges than ever before. Their demand for higher wages and better standards
of living cannot be ignored.
 The public Relations Theory: This theory provides the basis for an atmosphere
of goodwill between employee and management, and also between management
and the public. Employee welfare programmes under this theory, work as a sort of
an advertisement and help an organization to project its good image and build up
and promote good and healthy public relations.
 The Functional Theory: This is also called the Efficiency Theory. Here, welfare
work is used as a means to secure, preserve and develop the efficiency and
productivity of employee. It is obvious that if an employer takes good care of his
workers, they will tend to become more efficient and will thereby setup
production.

Types of employee welfare:

 Statutory welfare work: comprising the legal provisions in various pieces of

labor legislation.
 Voluntary welfare work: includes those activities which are undertaken by
employers for their voluntary work. Different ways of Social Security Provision
in India.
 1. Social Insurance: common fund is established with periodical contributing
from workers out of which all benefits in terms of cash or kind are paid. The
employers & state prove major portion of finances. Benefits such as PF, Group
Insurance etc are offered.
 2. Social Assistance: Benefits are offered to persons of small means by govt out
of its general revenues. Example- Old age pension.
Welfare Department

Welfare amenities have become an accepted part of good industrial organization.

Consequently, welfare department have been looked upon as a positive contributing
factor to increase the efficiency of the business.

It is important that the concept of welfare function should be realized and accepted by
both management and workers. Welfare department should establish direct relationship
with the business in the same way as, say, the publicity, advertising or accounting
departments. There are, of course, many factors to be borne in mind in endeavouring to
arrive at a cost, and the first of these is the size of the undertaking. If a welfare
department exists, it is necessary to charge only welfare costs, so that an accurate
correlation can be established between costs and range of activities covered. Currently,
very little statistical information is available on this. Hence it is hopped that all
organizations will make an effort to keep accurate costs in order that a basis of
comparison can be worked out.

The department costs include:

 Salaries: It involves salaries of personnel in charge of welfare department.

 Staffing needs: Welfare officer and his staff; medical officer (part-time or full-
time)
 Overheads: Free house magazines; general welfare services; subsidized canteen;
educational, social and recreational facilities; holiday homes; housing and
transport.

The issue of employee welfare may be studied from different angles, thus the approaches
of Employee welfare are as under:

REVIEW OF LITERATURE

P.L Rao, in his “Labour Legislation in the Making”, opines that professional bodies like
National Institute of Personnel Management should constitute a standing committee to
monitor the proceedings in the Parliament regarding the labour welfare measures.

“Cooperative Unionism and employee welfare” by Michael R. White, (University of

Westminste –Policy Studies Institute), Industrial Relations Journal, Vol.36, No.5, pp. 348-
366, September 2005.

Using British national survey data, this article assesses the impact of unions on
management practices to reduce labour costs, implement high-performance work
systems, and make employee welfare provisions. Relative to non-union workplaces, those
with unions are found to have practices which are consistent with ‘mutual gains’
outcomes.

“Staff development and employee welfare practices and their effect on productivity”

Ghana Library Journal Vol. 19(1) 2007 pp. 83-96

Staff development and employee welfare are valuable assets in an organization since an
organization’s primary and dedicated staff that will help the organization to meet its
tactical and strategic objectives.

The study examines whether staff development policies exist in three special libraries in
Ghana, and whether training programmes are being offered to increase staff competence,
efficiencies and performance. It was also aimed at assessing staff welfare practices and
how these affect productivity and performance.

In conducting the survey, two sets of questionnaires were drawn up. One set was
administered to management and the other set went to Library staff. The survey revealed
that all the organizations under study have staff development policies and training
programmes for staff to enhance their capabilities and efficiency. Again, the survey
revealed that staff welfare is catered for since several motivational avenues and incentive
packages are available to boost their morale.

Chapter-04

Research Design

Research Methodology:
Research means a search for knowledge or gain some new knowledge and methodology
can properly refer to the theoretical analysis of the methods appropriate to a field study or
to body of methods and principles particular to a branch of knowledge. A research
methodology has a specified framework for collecting the data in an effective manner.
Research methodology means a “defining a problem, defining the research objectives,
developing the research plan, collecting the information, analyzing the information and
presentation of findings”. Such framework is called “Research Design”. The research
process that was followed by me consisting following steps:

A) Research Define

The definition of problem includes the study of “ Employee Welfare in The Kites”

B) Research Design

A research design is the arrangement of conditions for the collection and analysis of data
in a manner that aims to combine relevance to research purpose with economy in
procedure. My research is descriptive in nature. So after careful relocation I interviewed
the workers of The Kites. This step of the study consists of developing the most efficient
plan for gathering the relevant data. The following factors were focus in the research
plan:

 Data Design: It involves different aspects like the nature of data, the data
sources, the data frequency and the data tools.
 Nature of Data: The nature of data that has been used under project is both
primary and secondary in nature. The term data can be defined as facts, figures
and information, systematically collected and presented for the purpose of
drawing inferences. The first hand information bearing on any research, which
has been collected by the researcher or his agent or assistant is called “primary
data”.
The results based on primary data are bound to be empirical and of great utility. Once the
primary data has been put to use, the original characters disappear and the data has
becomes secondary. The data which has already been collected, complied and presented
earlier by any agency, may be used for the purpose of investigation.

 Type of Research: Survey is best suited for descriptive and analytical research.
Survey are undertaken to learn about people’s knowledge, beliefs, preferences,
satisfaction and so on and to measure these magnitudes in the general public.
Therefore, I have done this survey for Descriptive and analytical research process.
Descriptive research includes surveys and fact finding enquiries of different kinds.
The main purpose is description of the state of affairs is noted down and
analytical research used to analyze the material and facts.

C) Sampling Design: It is a definite plan for obtaining a sample from a given population.
It refers to the technique or the procedure the researcher would adopt in selecting items
for the sample. The sampling plan or design calls for the following decisions:

 Universe: Research sample unit refers to the geographical area that I have
covered while conducting the research. The universe of my study is workshop and
showroom of The Kites, Jalandhar.
 Sample Unit: Who is to be surveyed? The target population must be defined that
will be sampled. It is necessary to develop a sampling frame so that everyone in
the target population has an equal chance of being sampled. The sample unit
pertaining to my study is workers of The Kites, Jalandhar.
 Sample Size: How many people will be surveyed? This refers to number of
respondents to be selected from the universe to constitute a sample. An optimum
sample is one that fulfills the requirements of efficiency, reliability and flexibility.
The sample size of 50 served the purpose of my study.

D) Methods of Data Collection and Analysis: The researcher can get two types of data:

a) Primary Data: Primary data is a data which did not exist earlier and is being collected
by the researcher first time for its specific objectives. The primary data is collected by
personal interview of workers with help of a questionnaire regarding employee welfare.
b) Secondary Data: Any data which have been collected earlier for some purpose are the
secondary data. Indirect collection of data from sources containing past or recent past
information like annual publication, books, journals, literatures, websites etc. Secondary
sources used are:

 Text books on Employee Welfare & Social Security

 Internet sites

E) Data Analysis and Interpretation

Data after collection have been processed and analyzed in accordance with the outline
laid down in the research plan. Data obtained during the study have been systematically
tabulated and interpreted with the help of tables or pie charts.

CONCLUSION

On the basis of the report, we can conclude that Employees; Welfare is very essential part
of every industry for maintaining the harmonious & healthy atmosphere within the
organization and to achieve the goals of the organization efficiently. As the employees are
the assets of the organization, it is very important to win the confidence & faith of them
through their welfare and by providing them various economic and non-economic
incentives at time. Apart from improving Morale & Loyalty among the employees,
welfare measures are of significance to reduce absenteeism & labour turnover. It is
indeed welfare work that softens the transition & enables the workers to adjust
themselves to industrial environment.

The economy is also doing much in the field of Employees Welfare by providing them
various welfare activities like Canteen & cooperative stores, ESI, EPF, Loans &
Advances, First Aid Facility etc., but still there is always a scope for doing things in a
better way. So, there is lot to be done by the Company with regard to the Welfare
facilities. The Company should try to encourage the women employment, more emphasis
should be given on cleanliness & more concern should be shown to the employees by
establishing informal relationship with them etc.
RECOMMENDATIONS

 The concern should provide facility of ambulance.

 Transport facility to & from the place of work should be provided to the staff and
workers. For this bus or van can be purchased or hired.
 Separate room as Library and provision for books should be made available to the
workers and staff.
 It is suggested that the firm should make provision for recreational facilities like,
both Indoor and Outdoor.
 The concern should provide separate lunch rooms to the workers.
 Management should revise their motivational techniques from time to time.
 Workers participation in management also reduces the problem to great extent.
 There should be proper system of reward & punishment for distinguishing the
efficient & inefficient workers.
 Presently there is no separate Employee Welfare Officer as well as Safety Officer
and the whole burden is on the Personnel Manager, so they must appoint the
same.
