One person is dead and anoth-
er in custody after a shooting in
Southside early this morning.
Marty Christopher Moore, 28, of
Columbus, died of a gunshot wound
at Baptist Memorial Hospital-Gold-
en Triangle, according to Lowndes
County Coroner Greg Merchant.
A male suspect is in custody, but
authorities have not released his
name because he has not been
charged.
The shooting occurred in the
2200 block of Ninth Avenue South
at about 12:30 a.m., according to a
Columbus Police Department press
release. Investigators said the vic-
tim and suspect knew each other
and that they became involved in
an argument that “quickly escalat-
ed into the violence,” the press re-
lease said.
Merchant said an ambulance
took Moore from the scene of the
shooting to the hospital, where he
died. His body has been taken to

Gladney leads in tight Oktibbeha sheriff’s race

OKTIBBEHA COUNTY —
Incumbent Sheriff Steve Glad-
ney looks to have survived a
tough challenge from former
deputy John Rice in the Oktib-
beha County sheriff’s race.
After machine and absen-
tee votes were tallied Tuesday
night, Gladney led with 2,700
votes (50.42 percent) to Rice’s
2,469 (46.11 percent) in the
Democratic primary. A third
Democrat, Brandon Gann,
earned 182 votes (3.4 percent).
Party officials will process
92 affidavits Wednesday before
calling the race. In order for
Rice to force a runoff, he would
need more than 70 of those affi-
davit votes, assuming they are
all approved for counting.
Since no Republican is run-
ning for sheriff, the Democrat-
ic primary victor will claim the
office.
Gladney, first elected in
2011, is seeking his third term.
“I knew it would be close.
Maybe not this close, but
close,” Gladney told The
Dispatch. “John grew up in
Starkville, he knows a lot of
people, so it was bound to be
a tight race. ... I’m just excited
and looking forward to seeing
what happens (today).
“I’m truly grateful the peo-
ple turned out and had confi-
dence to vote for me,” he add-
ed.
Rice said, win or lose, he is
proud of his showing.
“I absolutely feel good about
it,” he said. “Right now, it’s just

percent to this. I won’t be upset
with the outcome either way.”
In contested supervisors’
races, Democratic incumbents
Orlando Trainer, of District 2,
and Joe Williams, of District 5,
cruised to primary victories.
Trainer bested T. Orlando
Sherman by a 660-353 margin,
earning re-election. Williams
dispatched his challenger, for-
mer county road department
director Victor Collins, by a
840-467 tally and will face Re-
publican Jared Pruitt in the No-
vember general election.
Former supervisor Daniel
Jackson earned a spot in the
District 4 general election, de-
feating Leonard “Knot Knot”
Thompson 790-421 in the
Democratic primary. He will
face a rematch with Republican
incumbent Bricklee Miller in
November, who unseated Jack-
son in 2015.
In the Republican prima-
ry for District 3 supervisor,
Dennis Daniels defeated Rudy
Johnson 360-196. Daniels will
face Democratic incumbent
Marvell Howard in November.
Incumbent justice court
judges Tony Boykin and
Larnzy Carpenter easily won
re-election in their Democratic
primary races.
Boykin beat challenger Bri-
an Michael Lindner by a 1,251-
484 margin in District 1. Car-
penter defeated Kennedy Neal
1,595-657 in District 2. Neither
victor will face a Republican
opponent in November.
Statewide races
In the Republican primary
for governor Tate Reeves car-
ried Oktibbeha County with
45.2 percent, compared to Bill
Waller Jr.’s 41.62 percent and
Robert Foster’s 12.95. Jim Hood
easily carried Oktibbeha in the
Democratic side with 68.54 per-
cent among a field of eight con-
tenders.

90.51 percent of the vote to car-

classmates were given a
list of oral histories col-
lected by Write for Mis-
sissippi from senior cit-
izens all over the state,
and were tasked with
turning those memories
into a work of fiction.
It was a daunting task
for Jira, to say the least.
“Because we had to
choose from real people’s
stories, that definitely
added an extra layer to
the project,” she said. “I
wanted to stay true to the
memory, but I also want-
ed to put my own spin on
it.”
As Jira recounted the
memory she chose —
from a Eupora resident

ton at the age of 6, work-
ing so hard and long his
fingers bled — Richard-
son thumbed through
her copy of “Call and Re-
sponse,” the book recent-
ly published by Write for
Mississippi that contains
three MSMS students’
short stories, along with
40 others collected from
high schools statewide.
Richardson’s students
weren’t required to sub-
mit their short stories to
Write for Mississippi for
publication. They just had
to write them and turn
them in for a grade. But
Richardson was gratified
that some chose to go a
step further.
“I only gave them the
assignment,” Richardson
said. “My class just had to
select an oral history and
turn it into a story. So I
don’t know how many de-
cided to submit them for
the book, but I’m really
proud of them for doing
it.”
This is Richardson’s
second time involving her
class in a Write for Missis-
sippi project. Richardson,
who has taught at MSMS
for 31 years and will retire

this December, said she
found great value in this
year’s set of prompts be-
cause it encouraged the
students to fully adopt
another person’s point of
view.
“Last year, the prompt
was a question, which
gave them a lot of room
to be creative,” she said.
“… But it becomes differ-
ent when you’re reading
through someone else’s
eyes and taking that
memory and turning it
into a story. ... You can
still be creative, you just
have to do it in a different
way.”
Most of Richardson’s
students, like Jira, tried
to incorporate elements
of the familiar into the
oral histories that, often,
were from another time
and another place.
“I’ve never picked cot-
ton until my fingers bled,
but I wanted to weave
what I had experienced
into the story somehow,”
Jira said. “My character,
Sky, is a lot like me in
some ways. And when we
first moved to my home-
town, we had a neighbor
that would bring us jam,
like in the story. … Those
were my ways of staying
true to the story but also
adding something mod-
ern to it.”

experts say that could be
a reason overdose deaths
have stopped rising for the
first time in nearly three
decades.
The number of nal-
oxone prescriptions dis-
pensed by U.S. retail phar-
macies doubled from 2017
to last year, rising from
271,000 to 557,000, health
officials reported Tuesday.
The United States is in
the midst of the deadliest
drug overdose epidemic in
its history. About 68,000
people died of overdos-
es last year, according to
preliminary government
statistics reported last
month, a drop from the
more than 70,000 in 2017.
“One could only hope
that this extraordinary
increase in prescribing
of naloxone is contribut-
ing to that stabilization or
even decline of the crisis,”

in-law, Jimmy and Sandy Hudson; and his special

Shepherd.
While growing up, Anthony played for many
baseball teams starting at age 4. He graduated
from Caledonia High School in 1997. He was a
member of the baseball team from 7th-12th
grade. He played Jr. and Sr. American Legion
Baseball for the Bryan Packers of West Point, MS.
He then went on to East Mississippi Community
College from 1997-1999 and was a member of the
East MS Lions Baseball team for 2 years until he
graduated in 1999. During his baseball career, he
was a pitcher. He attended Mississippi State Uni-
versity the summer of 1999. He was a member of
New Salem Baptist Church.
He started his Walmart career in Store 495 in
Columbus, MS, on June 1, 1999. In 2001, he was
promoted into management at Store 115 in West
Point, MS. In 2002, he became an assistant man-
ager for Store 1468 in Batesville, MS. In 2006, he
moved to Starkville, MS, and was the assistant
manager for Store 112. In 2009, he was promot-
ed to Co-Manager for Store 495 in Columbus,
MS. In 2012, he was promoted to Store Manag-
er for Store 448 in Shreveport, LA. In 2013, he
moved to Store 278 in Shreveport, LA. In 2014,
he became the Store Manager for Store 848 in
Southaven, MS. Anthony was very dedicated to
his stores and his associates. He also enjoyed go-
ing to watch Pro Baseball games especially the
Atlanta Braves and attending the MSU Football
games with his family.
Serving as pallbearers will be Matt Egger,
Richie Price, Matt McCaa, Todd Stanley, Brad
Sullivan, Hayden Holley and Matt Atkins.

Occupational licensing reform has bi-partisan
support, but entrenched opposition
The require-
ments to obtain
an occupational
license before
working is a
growing problem
throughout the
country. And Mis-
sissippi is certainly
not immune to this
current situation.
There once was
a time when occu- Brett Kittredge

was reserved for
those occupations that most
would agree should be li-
censed. This includes medical
professionals, lawyers, or
teachers. But those days are
long passed.
Today, approximately 19
percent of Mississippians
need a license to work. On
average, licensing for low and
middle-income occupations in
Mississippi requires an indi-
vidual to complete 155 days of
training, to pass two exams,
and to pay nearly $200 in fees.
Those numbers will vary
depending on the industry. For stricted licensing boards from
example, a shampooer must
receive 1,500 clock
hours of education.

The net result is
a decrease in the
number of people
who can work. A
study from the
National Bureau of
Economic Research
found that occupa-
tional licensing re-
duces labor supply
by 17 to 27 percent. In Missis-
sippi, the Institute for Justice
estimates that licensing has
cost the state 13,000 jobs. All
very real numbers.
What can we do?
Mississippi has made prog-
ress. In 2017, the state adopted
an occupational licensing
review board to provide direct
supervision over occupational
licensing laws moving for-
ward. The state has also made
it easier for ex-offenders to
receive licenses so they can
obtain employment and re-
pulling the license of someone
who defaults on their student
loans.
All good steps, but they
don’t address the underlying
problems with occupational
licensing. Earlier this year, Ar-
izona Gov. Doug Ducey signed
a law that provides reciprocity
for all licenses, even though
those states don’t do the same
for Arizona licenses. A couple
other states have since fol-
lowed suit. And this proposal
has won the praise of a Dem-
ocrat running for president,
Andrew Yang. He called the
current limits on reciprocity
bad for those seeking new
opportunities. A Democratic
candidate for president prais-
ing a Republican governor. It
can happen.
Because this is common
sense. Imagine if we needed a
different driver’s license every
time we crossed state lines.
An individual doesn’t forget
their craft because they move.
Mississippi does have limited
reciprocity for military fam-
ilies, but generally speaking
the state hasn’t been open to
the idea.
A bill that was introduced
last session would’ve given
out-of-state medical practi-
tioners the right to practice
in the state for charitable
reasons. It didn’t make it out of
committee. We can only spec-
ulate as to who is opposed to
allowing out-of-state medical
professionals to provide char-
ity care in the poorest state in
the nation.
At a time when few states
offer reciprocity, it could be a
great selling feature for Mis-
sissippi.
But despite bi-partisan sup-
port for reform, we also have
entrenched opposition. Which
is what licensing creates. The
state of Utah recently bragged
about nabbing unlicensed
contractors. New Jersey was
able to rid the streets of 29
unlicensed movers.
It is true that licensing
leads to hire wages for those
with a license, but it does so
by driving up costs for the con-
sumer. A Heritage Foundation
report found that Mississip-
pians pay an $800 hidden tax
each year because of licensing.
And we do this even though
there isn’t a clear increase in
the quality of service. Rather,
it just distorts the free market.
Which is why licensing boards
are so determined to protect
their monopoly.
Instead, we should trust
consumers to make decisions
for themselves, not the govern-
ment or an industry lobbyist.
We can do this through market
competition, third-party rat-
ings systems, such as an app
like Yelp or even Facebook, or
through private certifications
that allow both the entrepre-
neur and the customer to
decide if that certification is
important.
Because if we really want
more jobs and a smaller gov-
ernment footprint, it starts by
creating an environment that
encourages work; not one that
encourages the creation of
hurdles and obstacles.

Exploiting massacres to raise poll ratings
It was two days of
contrast that tell us about
America 2019.
In El Paso, Texas, and
Dayton, Ohio, following the
mass murders of Saturday
and Sunday morning, the
local folks on camera — po-
lice, prosecutors, mayors,
FBI and city officials —
were nonpartisan, patient,
polite and dignified in the
unity and solemnity of their Patrick Buchanan
grief for their dead and
wounded.
But for the Democratic presidential
candidates, the El Paso atrocity was
like a loose football in the Super Bowl. is a racist, who is a xenophobe, who

old political adage.
And this crowd of candidates was
not going to let that happen. Yet the
naked political exploitation of these
horrific acts, before the bodies of
many had been removed from the
crime scene, was appalling to behold.
Learning in Las Vegas of the
slaughter at the Walmart in El Paso,
his hometown, Beto O’Rourke flew
back that same day and sped to the
scene.

a president with white nationalist
views in the United States
today.” He called Trump’s
language about Mexican
immigrants “reminiscent of
something you might hear
in the Third Reich.”
Asked on Sunday by
CNN’s Jake Tapper if he
believes the president is a
“white nationalist,” Beto ea-
gerly assented: “Yes, I do.”
Bernie Sanders, asked
by Tapper if he agreed with
Beto, replied:
“I do. It gives me no pleasure to say
this ... all of the evidence out there
suggests that we have a president who
appeals, and is trying to appeal, to
white nationalism.”
On the same CNN show, Sen. Cory
Booker almost outdid Beto, “I want
to say with more moral clarity that
Donald Trump is responsible for this
... (mass murder in El Paso) because
he is stoking fear and hatred and
bigotry.”
Booker went on: “We have a
president of the United States who
is savagely fraying the bonds of our
nation by speaking consistently words
of hatred, words of division, words of
demonization and demagoguery. ... He
is fueling an environment where white
supremacists ... are finding more and
more license to strike out against the
vulnerable, to strike out against the
immigrant, to strike out against ‘the
other.’”
Booker is saying Trump is render-
ing moral license to race conflict.
Elizabeth Warren issued a state-
ment: “We need to call out white
nationalism for what it is -- domestic
terrorism. It is a threat to the United
States, and we’ve seen its devastating
toll this weekend. And we need to call
out the president himself for advanc-
ing racism and white supremacy.”
Ironically, The Washington Times
reports that the Dayton shooter, who
killed his sister and eight others,
“described himself on social media as
a pro-Satan ‘leftist,’ who wanted Joe
Biden’s generation to die off, hated
Trump, and hoped to vote for Sen.
Elizabeth Warren for president.”
“I want socialism, and i’ll not wait
for the idiots to finally come round to
understanding,” the killer reportedly
tweeted.
Not to be left behind, Sen. Kamala
Harris said of the president after the
slaughter, he’s “a racist, there’s no
question in my mind.”
These attacks, unprecedented in
their savagery, testify to a hatred of
Trump that is broad, deep and impla-
cable, and unlikely to be constrained
before November 2020.
Folks still speak wistfully of a
return of the unity America once knew
and of a coming together to stand
again on common ground.
But where is the evidence for that
hope?
If Trump’s fabled base is to going to
stand loyally by him, and the Demo-
cratic candidates are going to unleash
this kind of bile against him, whoever
wins in 2020 will be not be able to
unite us, absent a Pearl Harbor-style
attack on this country.
Clearly the issue in the 2020 cam-
paign is going to be Trump.
Is impeachment now back on the
table? How can it not be?
Though Robert Mueller found no
collusion between the 2016 Trump
campaign and the Russians, support
for impeachment hearings passed the
midway mark inside the Democratic
caucus in the House last week, even
before the horrible weekend.
And if Democrats believe about
Trump what their candidates say
about him — that he is a white nation-
alist racist and xenophobe deliberately
stoking fear, hatred and violence,
whose words and actions call to mind
the fascist Italy of Benito Mussolini
and Third Reich of Nazi Germany —
how can the Democratic leadership
credibly not try to impeach him?
Yet, blaming the massacre in El
Paso on the rhetoric of Donald Trump
is a charge that can come back to bite
his attackers. Neither the right nor left
has a monopoly on political extrem-
ism or violence. And the hate-filled
rhetoric of the left this last weekend
exceeds anything used by Trump.

looms to stop no-deal Brexit

LONDON — In Brussels and
London, one question is grow-
ing louder: Can Boris Johnson be
stopped?
Britain’s prime minister says the
U.K. is leaving the European Union
in less than 90 days, either with a
divorce deal, or — it seems increas-
ingly likely — without one. With
Britain and the bloc each accusing
the other of torpedoing an agree-
ment, pro-EU British lawmakers
are gearing up for a last-ditch effort
to prevent a no-deal Brexit. But it’s
not clear whether Parliament can
halt a prime minister who insists
the U.K. will leave on Oct. 31 “come
what may.”
“In theory it can,” British consti-
tutional expert Vernon Bogdanor
told the BBC. “In practice it is very,
very difficult.”
By law, Britain will leave the
EU on Oct. 31 when the official
countdown period set by EU treaty
expires. The original deadline of
March 29 was extended twice as
British politicians wrangled over
departure terms and repeatedly re-
jected then-Prime Minister There-
sa May’s divorce deal with the bloc.
Johnson says he will “strain every
sinew” to get a new and improved
deal. But he has held no talks with
EU leaders, and has made demands
the bloc is almost certain to reject.
Britain insists the EU must reopen
the withdrawal agreement and re-
move an Irish border provision that
is opposed by Brexit-backing Brit-
ish lawmakers. The EU says it will
not renegotiate the deal.
The two sides are accusing each
other of torpedoing talks. Michael
Gove, the British minister in charge
of no-deal preparations, said Tues-
day he was “deeply saddened” that
the EU was “refusing to negotiate
with the U.K.” But EU Commission
spokeswoman Annika Breidthardt
said the bloc’s door was open
“should the United Kingdom wish
to hold talks and clarify its position
in more detail.”
As tensions rise, Johnson has
ordered British officials to “tur-
bo-charge” preparations for a no-
deal exit, setting aside more than 2
billion pounds ($2.4 billion) to hire
border officials, stockpile medi-
cines and prepare for backlogs of
trucks around the major Channel
port of Dover.
Many economists say a no-deal
Brexit will trigger a recession and
cause economic mayhem, with
shortages of fresh food and oth-
er goods likely as customs checks
snarl Britain’s ports.
Pro-EU members of Parliament
are vowing to put up a fight once
Parliament returns from its sum-
mer break on Sept. 3. They have
two possible strategies: pass a law
ruling out a no-deal Brexit, or top-
ple the government and replace it
with a new one that will abandon
Johnson’s intransigent approach.
“The odds of an election are ris-
ing as backbench MPs contemplate
ways in which they can frustrate
Johnson’s plans,” said Mujtaba Rah-
man, managing director for Europe
at political risk consultancy Eurasia
Group. “We’re moving to a situation
where there is unlikely to be much
progress in August. September and
October are going to be frantic.
And that’s an understatement.”

McLean claimed a
120-vote lead in Lowndes
County, with 1,810 votes
to Smith’s 1,690, sans affi-
davits that could be count-
ed. In Monroe County,
McLean beat Smith 361
to 319 votes. Only 10 Re-
publican affidavit ballots
have yet to be counted in
that race. There are 78 to-
tal affidavits in Lowndes,
but not all of those are Re-
publican primary ballots.
House District 38
In the House 38 Dis-
trict race, which includes
parts of Oktibbeha, Lown-
des and Clay counties,
Democrat incumbent
Cheikh Taylor easily won
re-election against chal-
lenger Lisa Wynn. There
is no Republican candi-
date in the race.
All total, Taylor re-
ceived 2,639 votes to
Wynn’s 907, giving him
74.42 percent of the votes.
Taylor, 45, has repre-
sented the district since
2018, when he was elect-
ed to replace longtime
representative Tyrone
Ellis, who retired. Both
Taylor and Wynn are from
Starkville.
Wynn, 51, represented
Ward 2 on the Starkville
Board of Aldermen from
2013-17. She unsuccess-
fully ran for District 38
representative against
Taylor in the 2017 special
election.
During this year’s cam-
paign, Wynn launched a
barrage of attacks on the
Taylor Wynn
incumbent, especially
on social media and in a
mailer she sent through-
out the district.
The mailer, which
she distributed over the
weekend, shows a photo
of Taylor’s house with the
address and value listed.
It says he lives in an “all-
white” neighborhood,
notes he voted to give
state money to private
schools and criticizes him
for not supporting a state
lottery bill to fund infra-
structure.
“I think the district is
at a very critical point,
and it showed it will not
accept dirty politics,” Tay-
lor said. “This district ex-
pects integrity, transpar-
ency and facts. That’s the
kind of leadership I want
to usher in.
“From now on, oppo-
nents will have to be pre-
pared to discuss issues
and policies,” he added.
“This has been a spiritu-
al journey for me. It has
taught me humility, but
it has also taught me that
the community will speak
for you.”
Wynn expressed dis-
appointment, but accep-
tance, with the results.
“I worked so hard,” she
said. “I went into commu-
nities in the district, sat
down with families and
went door-to-door cam-
paigning. I gave it my all,
and when you do that and
you don’t win, you don’t
get bitter. I accept the will
of the voters.”
Still, in response to
Taylor’s assertion Wynn’s
campaign mailer and
social media posts were
“dirty politics,” Wynn re-
mained unmoved.
“I sent out a campaign
mailer that had facts, not

Molding baseball icons the ‘pinnacle’

of dentist’s sculpting career

onday through Thursday, Dr. Rusty Reid
is a pediatric dentist.
It’s a job he really likes, and one that
he’s practiced for 26 years in Brookhaven, but some-
times he needs relief.
For 18 months leading up to the grand opening of
Dudy Noble Field on Mississippi State University’s
campus last season, that relief arrived in the form of
sculpting, specifically the “Thunder and Lightning”
statues of MSU baseball legends Will Clark and Ra-
fael Palmeiro, a third larger than they are in real life,
to decorate the university’s new field.
Reid told Starkville Rotarians at their regular
meeting Monday about the process behind his work
and what it was like to work on “such a project” for
his alma mater.
Reid said he always knew he wanted to do some-
thing for the university, and he had noticed for years
that there weren’t “a lot of bronzes on this campus,”
at least of athletes. So he called MSU Athletic Di-
rector John Cohen a couple years ago and discussed
ideas for his contribution.

a company in New Jersey
to be digitally scanned.
The company produced

Reid covered them in
a half-inch thick layer of
clay and carved out every
detail, from the seams
along gloves to the tightly
knit fabric of pants.

It was his hobby in
grade school, Reid said. He
knew the family of Bruce
Brady, the late sculptor
in Brookhaven, growing
up. Brady saw talent in a
young Reid, after he made
a “little bitty sculpture in
clay” for a church benefit,
and encouraged him to
pursue his talent.
After Brady died, his
wife continued to push
Reid in that direction,
calling him up and invit-
ing him to use Brady’s old
studio.
“It grew from a hobby,”
working on the two pieces
in his studio, a unit in a
strip mall in the middle of
Starkville, after full days
at his dentistry practice
and on weekends.
The pressure weighing
on Reid was not embar-
rassing his “Bulldog fam-
ily.”
“I was overwhelmed
thinking ‘Here I am a
sophomore at State, I’m

I
t’s no wonder salmon is one of the most popular fish. Its
flesh is rich-tasting, thanks to high levels of heart-healthy
oils, and it takes well to many treatments. The key is to
avoid overcooking it, especially wild salmon, which is leaner
than farmed.
Our hybrid roasting method solved this by heating the
oven to 500 F before dropping the temperature to 275 F. The
initial blast of heat firmed the exterior and rendered some
fat while the fish gently cooked.
Salmon is often roasted in butter, but we wanted a health-
ier approach that would contrast with the fish’s richness.
So we made a bright tangerine relish perked up with spicy
ginger.
Skin-on salmon fillets hold together better during
cooking. If you can’t find tangerines, you can use oranges.
If your salmon is less than 1 inch thick, start checking for
doneness early. If using farmed salmon, cook until thickest
part of fillet registers 125 F.

other shrimp burgers that frequently used a com-

good shrimp burger should be first and
foremost about the shrimp. Unfortunately,
many shrimp burgers are more reminis-
cent of fish-flavored rubber patties or over-sea-
soned bread balls than shrimp.
We set out to develop a recipe for our ideal
shrimp burger: moist, chunky yet still cohesive,
and with seasoning that complements the sweet
shrimp flavor but doesn’t overpower it.
After early testing we decided we needed a
combination of finely chopped shrimp to help
bind the burgers, as well as some larger, bite-size
chunks. We achieved this texture with help from
the food processor.
We wanted to use as little binder as possible,
bination of mayonnaise, egg, and bread crumbs.
We kept the mayonnaise for the much-needed
moisture and fat it added but left out the egg and
decreased the bread crumbs.
Some minced scallion and parsley, lemon zest,
and a touch of cayenne pepper rounded out the
flavor of our burgers.
Be sure to use raw, not cooked, shrimp here.
Dry the shrimp thoroughly before processing, or
the burgers will be mushy. Handle the burgers
gently when shaping and grilling; if overhandled
while being shaped, the burgers will be dense
