PART I – Developmental Problem

Barangay Dalakit, Catarman Northern Samar is known as the largest

barangay in the municipality. With such large area come a vast population of

people. Roads and houses are seen in every corner. The Provincial Capitol

Building, the Catarman Airport, and several offices and schools are located in the

barangay.

Because of this, the barangay is a highly sought area. But the place is

nowhere near perfect, especially now that the rainy season is churning in. There

are several low ground areas in the barangay. Flood quickly barges in if it rains an

hour or two. It is very difficult during typhoon season.

The water will sometimes rise to almost four feet when the weather is foul.

Such water, added with unmanaged trash can cause damage to properties and

can affect the health of the residents. This hinders the development specifically

economic development because the residents find it hard to report to their job

or go to school. This problem is needed to be addressed.


PART II – PROPOSED SOULUTION TO THE PROBLEM

There are multiple ways to managed or lessen this flood prone area

problems. Some of these are the following:

a. Concrete Roads

- The roads must all be fixed and be made concrete.

During rainy season when the flood is knee deep,

some residents risk the rain to purchase necessary

supplies such as food, candles, and other things to be

used at home. Several roads bore holes and large

rocks. Walking or riding a motorcycle can pose real

danger to the commuters. Accidents can happen all

the time.

b. Efficient Drainage System

- The lower areas should have a drainage. There

should be an outlet for the water to push though. The

barangay should have an effective drainage so that

the flood water will not linger for weeks.


c. Solid Waste Management

- Although solid waste management is a whole

separate issue, it is necessary in controlling flood risk.

The trash can block the drainage which will cause the

water to rise. Other than that, waste materials in flood

can cause health problems.

d. Tree Planting

- One of the natural solution for flood management is

planting trees. The roots of the trees help in soaking

up rainwater. Every household can plant trees in their

backyard. It will also help to clean the air and provide

shade from the sun.

e. Flood Risk Management

- There should be a government organization that

focuses on flood risk. The members shall include

representatives from PAG ASA, Drainage

construction experts or someone from DPWH,

Barangay Captain and people from the Disaster Risk

Management Office.
PART III – COMMUNICATION / EDUCATION CAMPAIGN

COMMUNICATION MEDIA USED: RADIO

The radio is one of most convenient media that can be used in the

Flood Management campaign. Almost everyone can have an access through

their cellphones since phones today allows you to listen to the FM and AM

stations. Most households have radio in their homes to. Most are battery

operated therefore in can be used even when the power is out.

You can also use the radio in announcing the upcoming event

regarding the issue such as barangay assembly or trainings and seminars. By

using the radio, the residents of the barangay can also listen to the situation so

that if ever the water rise high enough to enter their homes, the would know

some of the evacuation sites.


PART VI - CONTENT

Radio Announcement:

“THE RAINY SEASON IS NOW APPROACHING, WE ARE ALL AWARE OF THE DANGER

OF FLOOD. WE HAVE TO ENCOURAGE THE GOVERNMENT TO PUT UP AN EFFIECIENT

DRAINAGE SYSTEM AND CONSTRUCT CONCRETE ROADS. RESIDENTS ARE ALSO

ADVISED TO DISPOSE YOUR TRASH PROPERLY TO AVOID BLOCKAGE OF THE

DRAINAGE SYSTEM. WE ARE ALSO ADVISING EVERYONE TO PLANT TREES IF EVER

YOU HAVE A SPACE IN YOUR BACKYARD. IT WILL BE BENEFICIAL FOR US ALL. IF EVER

THERE IS AN EMEGENCY IN YOUR AREA REGARDING THE FLOOD YOU CAN ALWAYS

CONTACT THE FLOOD MANAGEMENT AUTHORITIES. THANK YOU AND GOD BLESS.”
