Rationale:

The Department of Education is committed to supporting teachers’ continuing

professional development. It takes cognizance of unequivocal evidence that good
teachers are vital to raising student achievement. Quality learning is contingent upon
quality teaching. Hence, enhancing teacher quality becomes of utmost importance.

The changes brought about by various national and global frameworks such as the
K to 12 Reforms, ASEAN Integration, globalization and the changing character of the
21st Centuryt learners necessitate the improvements and call for the rethinking of
the NCBTS. Hence, the development of the RPMS, PPST and TIP.

It was found out during the monitoring period that issues and concerns surfaced in
the initial implementation of the RPMS-PPST and TIP. Careful analysis showed that
there were lapses in the implementation of the program which triggered the decision
to revisit and review the manuals. It, therefore, follows that a reorientation be done
to strengthen the practices of the school on the RPMS-PPST and TIP.

Hence, there is a need for the District of ________________ to conduct the Roll-out on
the RPMS-PPST Orientation for SY 2019-2020 and TIP Modules Orientation.

Objective:

The program aims to enhance the KSAs of School Heads and Master Teachers on
the following factors to ensure proper implementation of the RPMS-PPST and TIP in
the schools/district:

 the roles of rater and ratee in each phase of the RPMS Cycle;
 the protocols of classroom observation and its tools; and
 the use of the TIP Modules

 Implementation Plan for the District Implementation
